Introduction

This handbook is designed toprovide Aerospace EducationOfficers (AEOs) and Directors ofAerospace Education (DAEs) withthe information and tools necessaryto manage a highly effective aero-space program in their flights,squadrons, groups, wings andregions. The information will bepresented in a very straightforward,concise manner making it easier toreference different programs andhopefully making it easier to under-stand. In most cases, additionalinformation will be available on CivilAir Patrol's aerospace educationweb site at www.cap.gov/ae. Inparticular, the CAP/AE web sitecontains Survival Kit slides withdetailed information that should beof use to you.

We sincerely hope that theapproach and the information in this

handbook are very beneficial to youand address your concerns aboutour aerospace education missionand programs.

Mission

Civil Air Patrol was incorporatedon July 1, 1946 by Public Law 476.This law states that among theorganization's purposes are "Toprovide an organization to encour-age and aid American citizens incontributing their efforts, services,and resources in developing avia-tion and in maintaining air suprema-cy" and "To provide aviation educa-tion and training especially to itssenior and cadet members." Today,promoting aerospace education toour members and in America'sschools remains one of the primarymissions of CAP.

As a primary mission of CAP,aerospace education is important to

all CAP members, especially thosein leadership positions. First, andforemost, this includes the com-mander at each level of CAP, aswell as the Region Deputy Chief ofStaff for Aerospace (DCS/AE), thewing Director of AerospaceEducation (DAE), the group,squadron, and flight AerospaceEducation Officers (AEO). Thesepeople are the respective leadersfor their regions, wings, groups,squadrons, and flights.

In the early years of the 21stcentury, America's aerospaceindustry is facing some tough chal-lenges. Experienced aerospaceindustry workers are aging, averag-ing over 50 years of age.Meanwhile, the number of collegegraduates with science and engi-neering degrees going into aero-space careers is declining signifi-cantly. The talent base is dwindling.What can America do?

We, in Civil Air Patrol, play animportant role in this aerospacedilemma. We have the expertiseand the products to make a hugedifference for our organization andfor our country. It doesn't take uslong to realize the importance of avi-ation and space knowledge and thepositive impact that knowledge canhave on our nation. It all starts withour children, with our CAP units andwith America's schools. From thevery beginning of their education,students need to be exposed to thewonders of aerospace. This hand-book will help you manage effectiveaerospace programs and help youspread aerospace knowledgethroughout CAP and our nation'sschools.

Overview Aerospace Education is defined

as that branch of general education

concerned with communicatingknowledge, skills, and attitudesabout aerospace activities and thetotal impact of air and space vehi-cles upon society. To achieve itsaerospace education mission, CAPhas developed many programs.These programs can be divided intotwo major parts; Member (formerlyknown as Internal Programs) andOutreach (formerly known asExternal Programs). Member pro-grams are those programsdesigned to help promote aero-space among CAP members, bothcadets and seniors. The Outreachprograms are designed to promoteaerospace to America's schools(including K-12 and beyond), aero-space organizations and the gener-al public. This handbook discussesindividual aerospace programs andincludes both member and outreachprograms where appropriate.

The handbook begins by listingthe responsibilities of the aerospacestaff at region, wing and squadronlevels. It then lists the publications,forms, certificates, and curriculaproducts that support those respon-sibilities. Next, we devote somespace to detailing each of our manyaerospace programs. Then, wemove on to the various awards. Wealso discuss important events andcover plans of action and significantreports. We included a chapter onresources and offer some samplepresentations for those who want touse them. Finally, we provided sam-ple applications, nominations,reports, and forms.

Unit AEO:Responsible for all AE programs in the unit (cadet and senior if applicable).Communicates and coordinates with the com-mander to develop unit AE goals and objectives,plan of action, and annual budget.Reports periodically to unit commander and wing DAE on AE program.Conducts weekly AE current events.Maintains a squadron AE bulletin board (if space available).Encourages and helps cadets complete AE requirements.

Before discussing the variousaerospace education programs,here is a staffing chart followedby a list of the duties andresponsibilities of the AEO,DAE, and Region DCS. Next,we have included the regula-tions and publications that gov-ern aerospace programs andhelp aerospace staff membersaccomplish their aerospacemission.

These duties and responsibilities are listed in CAPR280-2 and CAPP 215. How you accomplish theseduties is up to you, but these are the important respon-sibilities for these CAP aerospace positions that willhelp you fulfill your AE mission. As you review thishandbook, all of the AE programs will be discussed,and this should give you ideas on how to accomplishyour duties.

CAP's Aerospace Education programs can be divid-ed into two categories: member and outreach.Member programs are for CAP members, both cadetand senior. Outreach programs are CAP's extension tothe community. This outreach includes teachers,school systems and aerospace organizations. EffectiveDAEs and AEOs will have strong member and outreachaerospace education programs. Both programs relatedirectly back to our mission statement of promotingaerospace education to our members and to our citi-zens.

MEMBER PROGRAMS(Internal)

Aerospace Education for CAP Cadets (Part of the Cadet Program)

According to CAPR 52-16, the mission of the CAPCadet Program is to provide the youth of our nation aquality program that enhances their leadership skillsthrough an interest in aviation, and simultaneously pro-vide services to the United States Air Force and thelocal community. The regulation goes on to say thatcommanders are responsible for conducting the CadetProgram and that common sense and good judgment

should be used when appointing qualified senior mem-bers to work with cadets.

Cadets who want to advance in the Cadet Programmust successfully complete the different training areaswithin the program. These areas are leadership, moralleadership, physical fitness and aerospace.

At the flight and squadron level, the AerospaceEducation Officer (AEO) is primarily the person whoadministers the aerospace training to the cadets.Hopefully, the cadet and composite squadrons withinCAP are conducting aerospace once a month. That ishow most units break down their schedules, and as oneof the three primary missions of CAP, aerospace educa-tion deserves time being devoted to it.

Here is a list of important points about the CadetProgram pertaining to aerospace education that AEOsshould know:

Ensure cadets have the Aerospace Dimensions modules.Realize aerospace training can be a group-study approach or self study.Understand that new cadets can begin studying the same material with the other cadets. The Dimensions modules can be studied in any order.

Cadets take tests after studying each module. After successful completion of the test (70%, correctable to 100%), cadets move on to the next module.After cadets have passed all modules, they can take the Mitchell Test. The Mitchell test is a comprehensive test covering all of the modules.For furthering their aerospace knowledge, Phase III and Phase IV cadets use Aerospace: The Journey of Flight. Cadets study selected chapters of The Journey that correlate to what they studied with the Aerospace Dimensions modules. The selected chapters are listed in CAPR 52-16, page 16.Phase III and Phase IV cadets volunteer to mentor the newer cadets.In aerospace education, our intent is to continueto keep cadets involved with aerospace educa-tion; first, with Aerospace Dimensions, and thenwith Aerospace: The Journey of Flight. Mentor-ing also keeps cadets involved, as well as the Aerospace Excellence Program (AEX) and the Rocketry Program. In addition to the involve-ment, it is our desire to help cadets learn and become knowledgeable about the dynamic facets of aerospace, aviation, and space.

Model Rocketry Program

Cadets have the opportunity toparticipate in our Model RocketryProgram. The new rocketry pro-gram began in 2004. It consists ofthree progressively challengingphases. Each phase has a writtensection, which contains a few pagesof text. After reading this section,cadets take a short quiz. The quiz isadministered by the unit Test ControlOfficer (TCO). Upon successful pas-sage of the quiz, the TCO signs theOfficial Witness Log.

After passing the quiz, the cadetsmove into the hands-on part of thephase. In this section, they build andlaunch rockets. Each phase hasoptions, and the cadets can choose from those options.After completing the hands-on part, the cadets areready to move into the next phase.

At the end of phases I and II, cadets receive a cer-tificate signed by the Squadron Commander(squadrons can use the Squadron Commander’sapproval page in the rocket book or download the cer-tificate from our AE website). After successful comple-tion of phase III, the cadets qualify for their Model

Rocketry badge. For efficiency, many units participatein the rocket program as a group. Using this method,everyone completes the program together and receivestheir rocketry badges. Rocketry badges are obtainedfrom CAPMART, 1-800 633-8768, for a nominal fee.Every squadron should already have a copy of theModel Rocketry book. For additional copies, pleasecall HQ CAP's mailroom at 334 953-5051 and check ontheir availability. The rocketry program is also availableon the AE website at www.cap.gov/ae. This is a greatway to add diversity to your AE meetings and educateyour cadets about rockets.

Aerospace Education Excellence Award(AEX) Unit Program

The AEX Award Program actually has three parts.It can be divided into the AEX for CAP units, AEX forschools, and the AEX College Course. All of these pro-grams provide hands-on aerospace activity workbooksfor cadets and students of all ages. The AEX programfor CAP units and the AEX program for schools are bothfree to those units and AEMs who apply. Applicationsmust be sent to HQ CAP/LMA and the activity books willbe sent to you.

When you receive the books, select an activity foryour cadets or students to perform.You must perform six activities plusone aerospace education day with-in one year to successfully com-plete the AEX program. Upon com-pletion of the program, fill out theAEX Award Report and Send to HQCAP/LMA. A sample of the reportcan be found in the AEX brochureyou received when you applied forthe program. After HQ CAP/LMAhas received you report, we willsend certificates for each of thecadets and students that participat-ed in the program (up to 150 certifi-cates), and the CAP unit or class-room will also receive a plaque suit-able for display.

AEX is a wonderful program forall ages. It is lots of fun and rein-

forces many of the important laws, principles and ideasassociated with aerospace. At the time of this writing,the headquarters staff was working on an AEX for theVery Young and an AEX for Senior Members. DAEsand AEOs should encourage their wings, groups, andsquadrons to get involved with AEX.

The AEX College Course is discussed in theOutreach part of this chapter.

AEF/CAP Unit Grants The Aerospace Education

Foundation (AEF) of the Air ForceAssociation provides educationalopportunities for America's youth.These opportunities were initiatedto help ensure that future genera-tions of Americans would appreci-ate the important role of aviationand space in America's future, havethe technical knowledge necessaryto understand aerospace issues,and have the educational back-ground required to pursue aero-space careers.

To accomplish their educationalgoals, the AEF communicatesdirectly with the Americanpublic about the importanceof maintaining a sound aero-space infrastructure and theimportance of maintaining astrong Air Force to ensurenational security. Anotherimportant part of their edu-cational efforts is to supportthe educational objectives ofthe Air Force and CAP. Aspart of that support, the AEFrecognizes outstanding con-tributions in the field of aero-space education. To sup-port CAP's aerospace edu-cation programs, the AEF providesaerospace education grants for CivilAir Patrol units and AerospaceEducation Members who are pro-moting aerospace education.

Here are the requirements for thegrants:

Grant winners are eligible to receive one grant every otheryear.Grants cannot exceed $250 per request.Grants must be used for aerospace education-relateditems/activities such as books, videotapes, aero-space programs, aerospace field trips, and aerospace education days.Grants may not be used for uniforms, honor guard, or color guard activities nor maythey be used for individual member flying instruction.Grant recipients must file a

feedback report with HQ CAP/LMA on how the grant con-tributed to their AE program.There are four grant cycles per year. The summer and winter cycles are conducted for CAP units. The spring andfall cycles are for AEMs. Thedeadlines for applications areas follows:

March 31 - AEMsJune 30 - CAP unitsSeptember 30 - AEMsDecember 31 - CAP units

If you have applied for a grantand didn't receive one, be persist-ent. The competition is keen, but ifyou will be specific in your request

you will enhance your chances ofreceiving a grant. Plus, the winnersof the grants cannot apply again forover a year, so that will alsoimprove your chances.

Satellite Tool Kit(STK)STK, developed byAnalytical Graphics Inc.(AGI), is the leading off-the-shelf software solution forthe aerospace industry. Itsupports satellite systemsfrom mission planningthrough operations. Basicapplications include track-ing satellite locations andanalyzing what satellitescan see at any point in time.Wing DAEs have STK

disks. Squadrons can borrow thedisks, download them on thesquadron computer and obtain afree license from HQ CAP/LMA,through our partnership with AGI.When you download STK a screenwill appear. A host ID number and aregistration number will appear onthe screen. Send those numbers toHQ CAP/LMA. LMA will send thatinformation to AGI and receive thelicensing information from them.LMA, will in turn, send that informa-tion to the squadron. Follow AGI’sinstructions and STK will be loadedon your computer. Once completed,this will afford a wonderful opportu-nity for our cadets and senior mem-bers. Ask your DAEs about the STKdisks.

Chapter 2 of the SupplementalSpace Module, which can be foundon the CAP/AE website, containsSTK scenarios. Once a unit hasobtained a license, these scenarios

will provide additional knowledge,training and information for thecadets.

Senior Member ProgramThe Aerospace Education

Program for Senior Members(AEPSM) consists of five phases.The five phases are: 1) the AEPSMtest, also referred to as the Yeagertest; 2) 215 Specialty Track; 3) AELeadership Requirements; 4)Individual AE Continuing Education;and 5) AE Outreach. The firstphase is the completion of theYeager test. This phase is self-paced and is based on the CAPtext, Aerospace: The Journey ofFlight. All senior members havethe responsibility to read andbecome knowledgeable with thecontent of this text. Once mem-bers are ready to take the Yeagertest, they have two options, openbook or closed book. Bothoptions have a pass rate of 70%,correctable to 100%.Correctable to 100% requires thetest administrator to take a fewminutes and review the missedquestions with the examinees.

The Yeager test is availableat your unit or on the CAPAerospace Education website. If amember takes the test at the unit,the local unit will send the complet-ed CAP Form 126 to the Wing DAE,along with the answer sheet. TheWing DAE then fills out a CAP Form127 (which is sent to HQ CAP/LMA,with a copy to DCS/AE) and sendsthe Yeager certificates to the unitcommander for presentation to themember. When HQ CAP/LMAreceives the CAP Form 127 fromthe Wing DAE, the CAP database isupdated and the name of the awardwinner is sent to the CAP News forpublication.

For those who choose to takethe Yeager test on-line, the membermust print out the Certificate ofCompletion and send a copy of it tothe Wing DAE (the certificatereplaces the CAP Form 126 in thisprocess). All other proceduresremain the same as the previousparagraph.

The second phase is the 215Specialty Track. This is the profes-sional growth training for theAerospace Education Officer(AEO). This involves orientationand training to learn the responsibil-ities of an AEO. There are threelevels of the 215 track: Technician,Senior, and Master. CAPP 215describes the requirements toachieve each of these levels. Aftercompletion of the Technician level,you are authorized to wear the AEbadge. After completion of the Sen-ior level, a bronze star is added,and after completion of the Masterlevel a gold star replaces thebronze star. A person can complete

each level in a minimum of fourmonths; therefore, a member canprogress through the levels in oneyear.

In order to complete each spe-cialty track level, a test must be suc-cessfully passed with a score of atleast 80%, correctable to 100%.This means that the test control offi-cer should spend a few minutesgoing over missed questions withthe examinee. All 215 tests areopen reference, with no time limit.These tests are also available on-line.

The third phase is the AE leader-ship requirements. This refers tothe leadership portion of the AECAP mission. The term "leader-ship" applies to every senior mem-ber, but it specifically applies tocommanders and AE officers. Theunit commander must lead the AEmission and appoint quality menand women to carry out the AE mis-sion. These region, wing, group,

and squadron and flight leadersthen provide leadership and assis-tance in ensuring the AE mission isaccomplished with an effective AEprogram.

The fourth phase is the individ-ual aerospace continuing educa-tion. Aerospace education is one ofthe primary missions of CAP, and assuch, every member is obligated tomaintain an awareness and under-standing of aerospace education.Each member is obligated to sus-tain a level of knowledge that willensure a strong professional organ-ization. Reading professional mag-azines, journals, and books is a wayto achieve this goal. Senior mem-

bers can facilitate their aero-space education growth bybecoming involved with aero-space programs and activities,or they can attend guest speak-ers' lectures or go on field trips.The key is involvement in AE.The fifth phase is the aerospaceeducation outreach. CAP'saerospace mission applies firstto our members and then to thegeneral public. It is our respon-sibility to promote aerospace toour citizens. The prime audi-

ences for our outreach are theschool systems and aerospaceorganizations of America. It isincumbent on our senior members,particularly AEOs and DAEs, to gointo the classrooms and establishrelationships with educators. Thisis an effective way to promote aero-space education. Each teacherpotentially impacts lots of studentsfor aerospace.

OUTREACH PROGRAM(External)

Aerospace EducationMember (AEM)

This is a special membership foreducators, schools and organiza-tions that support and promoteaerospace education. This mem-bership category is open to any rep-utable individual or organizationthat has an interest in supportingCAP's Aerospace Education pro-

gram. AEMs are not eligible to wearthe CAP uniform or serve in anauthorized position within CAP, butthey are eligible to receive freematerials from CAP AE. AEMs canalso participate in the AerospaceEducation Excellence Award (AEX)Program, and they can apply forgrants through our AerospaceEducation Foundation grants pro-gram.

Many AEMs take advantage ofthe opportunity to participate in AEXand apply for grants. Many otherprivileges and benefits of being anAEM are covered on our AE web-site.

DAEs and AEOs shouldbe familiar with the AEMprogram. It is a great pro-gram for expanding youraerospace influence withinyour community. As CAPAE leaders, you will havemany opportunities to attendcommunity events atschools and other placesand being able to discussour AEM program couldbring CAP and your commu-nity closer together. AEMsare taking the CAP AE mes-sage into the classrooms ofAmerica and spreading aerospaceto thousands of students. Becauseof AEMs, thousands of students areaware of our programs and use ourcurricula.

Aerospace EducationExcellence Award Program(AEX) for AEMs

As discussed earlier, the AEXAward Program actually has threeparts. It can be divided into the AEXfor CAP units, AEX for schools, andthe AEX College Course. All ofthese programs provide hands-onaerospace activity workbooks forcadets and students of all ages.The AEX program for schools isfree to those units and memberswho apply. Applications must besent to HQ CAP/LMA and the activ-ity books will be sent to you.

When you receive the books,select an activity for your studentsto perform. You must perform sixactivities and one aerospace daywithin one year to successfully com-plete the AEX program. Upon com-pletion of the program, fill out theAEX Award Report and send to HQCAP/LMA. A sample of the reportcan be found in the AEX brochureyou received when you applied forthe program. After HQ CAP/LMAhas received you report, we willsend certificates for each of the stu-dents (up to 150) that participated inthe program, and the classroom will

also receive a plaque suitable fordisplay.

AEX is a wonderful program forall ages. It is lots of fun and rein-forces many of the important laws,principles and ideas associated withaerospace. At the time of this writ-ing, the headquarters staff wasworking on an AEX for the VeryYoung and an AEX for SeniorMembers. DAEs and AEOs shouldencourage their wings, groups, andsquadrons to get involved with AEX.

Aerospace EducationExcellence (AEX) CollegeCourse

Civil Air Patrol, in conjunctionwith Adams State College inColorado, is conducting an AEXCollege Course. This course isoffered to CAP senior members andto Aerospace Education Members

(AEMs), who meet college enroll-ment requirements. This course isworth one graduate college creditthrough Adams State College.Essentially, the enrollees sign up totake the class and then participatein the AEX program. Class registra-tion is from November 1st toDecember 31st. Students select sixaerospace hands-on activities fromthe textbooks and conduct thembetween January and the thirdweek in May. The enrollees alsotake their students on an aerospacefield experience that requires atleast four or more classroom con-

tact hours. If you meet theserequirements, you will receivegraduate college credit forthis course. Refer to CAPAerospace Education web-site for more details on thisprogram. This is a great wayto receive college credit andhave lots of fun too.

CAP's Fly-A-TeacherCivil Air Patrol's Fly-A-Teacher Program is designedto excite teachers aboutaerospace education and

motivate them to share their aero-space experiences and informationwith their students. The Fly-A-Teacher Program requires involve-ment and coordination betweenHQ CAP/ LMA and CAP wings andsquadrons.

The program is designed as afull one-day workshop followed byflying the next day or flying at a laterdate in a CAP aircraft. This work-shop covers aviation-related curricu-lum, such as Bernouilli's Principle, thefour forces of flight, airplane instru-ment panels, and airport systemsand environments. The workshopis filled with hands-on aviation activ-ities for the teachers to learn and totake back to the classroom.

CAP wings will contact theirsquadrons to find interested pilotswilling to support this program.Teachers must become AerospaceEducation Members (AEMs) to

attend the workshop and be eligibleto fly in a CAP aircraft. This pro-gram has been around for the lastcouple of years, but continuation ofthis program depends on fundingand the amount of interest generat-ed.

Category II - Senior MemberNomination must be for activities during the last cal-endar year only. Aerospace achievement or activity should be significant - more than earning the Yeager award or completing CAP training requirements.Nominee should be doing significantly more than would be expected of any-one in a similar position.

Category III - Individual orOrganization (non CAP)

Nomination should be for continued contribution over several years.Aerospace achievement or activity should be significant.Nominee's activities should be "above and beyond" whatwould normally be expected of any person or group in a similar position.Nominee should have stronginvolvement in CAP but not be a member.

Category IV - Lifetime AchievementNomination should be for a period of more than twenty years.Nominee must be a CAPmember.Aerospace achievement or

activity should be conse-quential and noteworthy.

The first three categories will beawarded every year. However,Category IV, Lifetime Achievement,is not an annual award. LifetimeAchievement replaced the Anniver-sary Award, which was presentedevery five years. Lifetime Achieve-ment will be awarded in any calen-dar year whenever exceptionalnominations representing a periodof more than twenty years of aero-space education contributions arereceived.

Nominations for all categoriesshould be completed on the CAPF25. If you need more space for thejustification use the reverse side ofthe page or simply use additionalpaper. Achievements and aero-space activities should include CAPand the nominee's involvement inthe local community. A sample ofCAPF 25 can be found in Chapter 8on page 49, and it is located on theAE website.

Brewer award winners are alsorecognized at the region level. TheDCS/AEs are responsible for pro-viding the CAP certificate 25 to theregional award winners.

National Conference onAviation and SpaceEducation Crown Circle forAerospace EducationLeadership Award

The Crown Circle for Aerospace

Education Leadership Award,established in 1979, recognizesdemonstrated performance of out-standing leadership in aerospaceeducation. It is presented at theNational Conference on Aviationand Space Education (NCASE) andis one of the highest awards inaerospace education worldwide.

Nominees for this award musthave: demonstrated involvement inand commitment to aerospace edu-cation; displayed outstanding lead-ership in aerospace education,locally, nationally, or internationally;and performed over an extendedperiod of years, at a high level andof great quality.

Carefully read the nominationform on page 53 to fulfill all of therequirements for the submission.The nominees must authorize thesubmission and if chosen, agree toattend the induction ceremony.Along with the narrative, pleaseinclude a biography of the nomineeand a 5" x 7" photo (close-up headand shoulders).

Nomination packages are notrestricted in size. Generally, CrownCircle nominations are compiled ina notebook and include copies of allsupporting documentation relevantto the nomination. The A. Scott CrossfieldAerospace EducationTeacher of the Year Award

The Crossfield Teacher of theYear Award recognizes aerospaceeducation teachers for outstandingaccomplishments in aerospaceeducation and for possessing thosehonorable attributes expected ofAmerican educators. Established in1986 by aviation pioneer A. ScottCrossfield, the award recognizes aclassroom teacher who: 1) usesaerospace education to teach tradi-tional subjects or, 2) teaches aero-space education as a separate sub-ject or, 3) uses aerospace educa-tion to enrich the teaching of tradi-tional subjects.

The award is for any classroomteacher in kindergarten throughtwelfth grades who:

sets high standards for their students and demand excel-lencestrives to improve their per-sonal academic competenceand teaching abilityperforms teaching duties in an exemplary manner demonstrates creativity in developing and utilizing

materials to enhance the teaching of aerospacemaximizes student involve-ment through classroom activities to improve student learning

This award also recognizes ateacher who creates and developsa one-time project or program ofsuch significance that it has a majorimpact on the teaching of aero-space education.

The winner of this awardreceives a $1,000 cash stipend,becomes a Crown Circle forAerospace Education Leadershipinductee, and receives free roomand registration at all futureNational Conferences on Aviationand Space Education.

determine if you have a Crossfield Teacher of the Year nominee

obtain the Crossfield Teacher of the Year form (see page 51) obtain permission from the nominee to submit the pack-age. Air Force Association's(AFA) Aerospace Cadet ofthe Year

AFA recognizes a cadet for out-standing aerospace education con-tributions with its AFA's AerospaceCadet of the Year Award. This is anannual award that goes to the mostdeserving cadet who has made sig-nificant contributions by promotingaerospace education within CAPand the local community.

Nomination packages, includingthe form on page 42 should be for-warded to the appropriate WingDirector of Aerospace Education,who in turn will forward the wingrepresentative to the Region DCSAerospace Education. The DCSwill convene a selection board,select a region representative andsubmit the nomination package toHQ CAP/LMA to arrive by April15th. The selection criteria will bebased on significant aerospaceeducation accomplishments duringthe past year. These should includesupport for CAP's aerospace mis-sion and any community involve-ment.

Wings and regions may chooseto have the cadet Brewer Awardwinner represent them, or they canselect another cadet for this award.Nomination packages should con-tain a written narrative describingthe cadet's accomplishments duringthe past year. The package shouldbe no longer than three pages.

5 Events

National Conference onAviation and SpaceEducation (NCASE)

At the time this pamphlet wasbeing written, NCASE was under-going a major overhaul. For 37years, NCASE has been thenation's premier aerospace educa-tion conference, but in order toachieve financial stability andremain an effective educator’s con-ference in today’s society, we arerestructuring the conference. pluswe are building our teacher baseand incorporating many ideas tomake NCASE more attractive toCAP members. Currently, NCASEis projected to occur in October2006. Prior to that date much plan-ning will go into making it a first rateand successful conference.

NCASE has always been of thehighest quality. It brings togethereducators, school administrators,aerospace industry leaders, andCivil Air Patrol members fromacross the country. These atten-dees are provided with opportuni-ties to see how the exciting themeof aerospace (rich in science, math,and technology applications) canenliven standard subjects taught inthe classroom. NCASE promotesaviation and space through dynam-ic presentations from outstandingspeakers and also provides numer-ous seminar sessions conducted by

leading experts in aviation, spaceand education.

NCASE also includes an exhibithall, filled with a wide variety oforganizations displaying their prod-ucts and services. National AerospaceEducation Officer (AEO)School

The purpose of the AEO Schoolis to provide CAP AE members withan increased understanding of AEand the ability to accomplish theirAE duties and responsibilities. The

objectives of the school are to: (1)educate our CAP AE leaders in theirjob requirements and the resourcesavailable to them; (2) share experi-ences and ideas to make AE better;and (3) increase communicationbetween wings, regions and HQ.

The school meets for two days ofdiscussions and activities thatattempt to cover all aspects of theDAE and AEO duties. All AE pro-grams are discussed, along withany new developments or proce-dures. Some time is always left fordemonstrating some hands-onaerospace activities that can beused in the squadrons or class-rooms. The third day is normallyset aside for field trips.

This school is very interactiveand dependent upon attendee par-ticipation. AE Plans of Action, activ-ity reports, preparation for compli-ance and subordinate unit inspec-tions, staff assistance visits, and thevarious types of AE awards are dis-cussed and reviewed in great detail.

National AerospaceEducation Academy

This academy is held atOshkosh, Wisconsin, and is one ofthe cadet national activity summeroptions. It is a six-day event thatincludes classroom instruction,group activities (both indoor andoutdoor), workshop activities, lead-

ership challenges, simulator ridesand field trips. Subjects that arecovered include: aviation, aviationhistory, rockets, and space. Thisacademy has been conducted for

two years and has been very wellreceived. Check Cadet Programs'web page for more information.This academy is a great opportunityfor cadets to learn more about avia-tion and aerospace.

Conferences

Every wing should have an annu-al wing conference, and every wingconference should have an aero-space education presence there.Whether manning a booth or pre-senting a seminar, DAEs and AEOsshould offer aerospace opportuni-ties to educate and inform the wingattendees.

There are always plenty of oppor-tunities to attend other aerospaceconferences or workshops, whichcan be very valuable to a DAE andAEO. Home School conferencesare occurring more and more fre-quently, and they are a great placeto inform parents and studentsabout CAP and CAP AE. DAEs andAEOs should stay alert to confer-ences in their regions.

6 Aerospace Education Plans, Guidance and Inspections

AE Plan of Action (POA)

The AE plan of action (POA) is the yearly plan forconducting Aerospace Education. Each level, region,wing, group and squadron should develop a POA. Itshould include all aspects of your Aerospace EducationProgram. At the region level, the POA is developed bythe Region DCS/AE and is signed by the DCS/AE andby the Region Commander after receiving inputs fromthe DAEs. At the wing level, the POA is developed bythe Wing Director of Aerospace Education (DAE) and issigned by the DAE and the wing commander afterreceiving inputs from squadron AEOs. At the grouplevel, the POA is developed by the AEO and signed bythe group commander after receiving inputs from thesquadron AEOs. At the squadron and flight level, thePOA is developed by the AEO and signed by the unitcommander. The aerospace officers should also dis-cuss the POA with their commanders during the devel-opment phase to obtain opinions and garner his or hersupport. The POA is a documented record of what theflight, squadron, wing, group and region hope to accom-plish during the year. The best plans state goals andthen either have objectives below the goals or outlineways to achieve or measure those goals. The termmeasure is used here as a metric; a definitive numberattached to help you measure that goal. Goals are nor-mally thought of as broad aims, and objectives aremore specific items you want to accomplish. For exam-ple, a goal could be to increase the senior memberinvolvement in aerospace. An objective could be toincrease the number of senior members completing theYeager test. Or a metric could be, conduct a minimumof 12 senior training sessions during the year.

Aerospace officers should use whatever formatworks best for them, but they should definitely have awritten plan that addresses all of the major areas ofAerospace Education. Here are some major areas thatshould be addressed: Staffing, AE Internal Programs,AE External Programs, AE Awards, and Reports. Onthe following pages are some examples of Wing andSquadron AE plans of action. The first example is theWing AE Plan of Action probably similar to what manyDAEs develop. It is descriptive and does provide theDAE with guidance throughout the year. This POA canhelp you manage an effective AE program. However,

the second example Wing AE Plan of Action is muchmore detailed and may be an even more effective toolfor managing your AE program. Both examples are ofactual wing plans of action used in CAP.

Your POA should be a working document that yourefer to over and over again during the year. If you usenumbers as a way of measuring your goal or objective,then you will be able to keep track of where that goalstands and what is needed to accomplish it. If youdevelop a good plan and then execute it, you will havean effective Aerospace Education program. All units areencouraged to develop a similar yearly plan.

The AE Activity ReportThe AE Activity Report contains all of the information

pertaining to your unit's aerospace education activitiesduring a calendar year. It is a good method for keepingtrack and reporting aerospace information to the com-mander. Activity reports are required of all wing andsquadron aerospace officers. Additionally, the wing activity report is used for deter-mining Mission Award winners. Pages 43-48 containexamples wing and squadron activity reports and thescoring sheets used for mission awards.

AE Compliance Assessment Program

Commanders at each level, with the support of theirInspectors General, are ultimately responsible for thesuccess of the Compliance Assessment Program. CAPmembers involved in the program are responsible forunderstanding and complying with CAP directives andensuring all programs are performed in a safe manner.

The assessment program is a review of a unit's man-agement, mission accomplishment and regulatory com-pliance programs. This review may be a graded evalu-ation (inspection) or a non-graded evaluation StaffAssistance Visit (SAV). In this pamphlet, we are con-cerned with Aerospace Education and both types ofevaluations.

These inspections are a measure of your effective-ness. Fortunately, there are checklists you can use tobetter prepare yourself for the inspection and also helpyou be a better AEO or DAE. You will want to be inti-mately familiar with these checklists. As far as the over-all inspection goes, you must remember this very

important phrase, "document everything." You canhave the best wing in CAP, but if you can't prove whatyou say on paper or haven't documented all of the greatthings you have been doing, it won't matter. You mustbe able to give evidence; documentation. Anyone cansay anything, but if you show them, then the inspectorknows you have done what you say.

Documentation is also important and helpful in keep-ing you straight. You all have busy, hectic lives, and itis hard to remember everything you do, and need to do.If you document, then you know what has been doneand what needs to be accomplished. Please keep thefollowing checklists handy. These checklists (minus the

document/status column) or something similar will beused to inspect your wing. The last column is added soyou can make notes directly to the worksheet. Then,you will know exactly where your wing stands on eachof these items.

The CAP Wing AE Compliance Inspection GuideWorksheet is on pages 28-29.

An example of a staff assistance visit (SAV) work-sheet is on pages 26-27. This visit should be conduct-ed by region or wing staff and is normally very benefi-cial to a unit’s preparation for inspection and for identi-fying areas that need improvement.

7 “How To” and Resources

How to Make an AE Presentation

As a DAE or AEO, there will be many opportunitiesto make presentations in your local communities or atyour local schools. You should welcome these oppor-tunities to tell your community about CAP andAerospace Education. Many times it will be entirelyappropriate to take someone else with you. You shouldconsider the circumstance and then arrange for a fewcadets, seniors, or aerospace experts to accompanyyou. Here are some considerations before making thepresentation:

How to Develop an Aerospace EducationResource Center

A resource center should be a place to keep all ofyour Aerospace Education materials. It might be a hall-way, or an area of a room, or it might be an entire room.An AE resource center should support your AerospaceEducation Program. It should have copies of all CAPAE brochures, programs, and curriculum. Membersshould be able to work at the center and borrow mate-rials if they want. Here are some considerations:

It has beenvoted a Best Bet for Educators for three years in a rowby USA Today newspaper. The web site contains sec-tions on: programs and products; grants and awards;partners; conferences; resources; cadets; senior mem-bers; current events; latest information; and links toother important web sites. Just about everything goingon in CAP Aerospace Education is covered on the website. An example of CAP/AEs website, as it looked inFebruary 2005, is located on the next two pages. Wehave also included the Wisconsin Wing’s AE website togive an example of what one wing is doing. Creatingsimilar wing AE websites is encouraged.

DAEs and AEOs should become very familiar withthese web sites. They can definitely help you be moreeffective in your aerospace responsibilities.

Congress, or elementary or secondary schools, colleges and universities, airlines, aircraft industries, flying schools, governmental

agencies, associations or other individuals or organizations who have performed a noteworthy aerospace achievement or made

significant contributions to the aerospace field over a continuous period of up to ten years. Nominee should have a strong

involvement in CAP but not be a member.

CATEGORY IV – LIFETIME ACHIEVEMENT: Nominees must be Civil Air Patrol members, who are also, educators,

state aviation officials, fixed base operators, state superintendents of public instruction, members of the armed forces, members

This award for a classroom teacher is in memory of the public schoolteachers who so wondrously influenced my whole life. It is dedicated to the past recipients, who inaddition to having proven their dedication and worth to aerospace education, have all gone on togreater contributions of major significance. The objective is to recognize and reward aerospace educa-tion teachers for outstanding accomplishments in aerospace education and for their dedication to thestudents they teach.

Purpose, Qualifications, and Award

Purpose: The A. Scott Crossfield Aerospace Education Teacher of the Year Award (the Crossfield Award) is present-ed to recognize and reward aerospace education teachers for outstanding accomplishments in aerospace educationand for possessing those honorable attributes we expect from American Teachers.

Award Elements: Recipients receive a $1,000 cash stipend, membership in the Crown Circle of the NationalConference on Aviation and Space Education (NCASE), and free room and registration at all future NCASEs.

Qualifications: Nominees must be classroom teachers from grades kindergarten through twelfth from any public, pri-vate, or parochial school. Nominees must either teach aerospace education* as a subject or use aerospace educa-tion to enrich the teaching of traditional subjects. Although the Crossfield Award is an annual award presented to ateacher, the accomplishments of the nominee need not be limited to the year for which the award is given. The awardrecognizes dedicated and talented aerospace education teachers who:

1. Set high standards for students and demand excellence in student performance.2. Strive to improve their personal academic competence and teaching ability.3. Perform their teaching duties in an exemplary manner, resulting in admiration by students.4. Demonstrate creativity in developing and utilizing materials to enhance the teaching of aerospace.5. Maximize student involvement and classroom activities to improve student learning or create and develop a

one-time project or program of such significance that it has a major impact on the teaching of aerospace education.

* Aerospace Education is that branch of general education concerned with communicating knowledge, skills, and attitudes about aerospace activities and the total impact of air and space vehicles upon society.
