Manchester City Council

The way in which this information is captured does not enable me to exclude expenditure relating to maintenance and other costs, such as whether the water is mains fed or not, as this information are not separately coded. These figures may also include some bottled water that was purchased for resale1 April 2006 to 31 March 2007 the council spent £93,215.96 on bottled water, including water coolers. Please note that this does not include water purchased by schools as they have their own arrangements for buying and accounting for their goods and services.

Whilst we have undertaken a thorough search of the information held by Birmingham City Council, it may be that, due to the size and amount of information held by Birmingham City Council, some information may have been inadvertently missed.

Wolverhampton City Council

In 2006/2007, Wolverhampton City Council spent £85,340 on bottled water for coolers. A proportion of these supplies were used by Wolverhampton schools. In a tender agreed for 2007/2008, Wolverhampton City Council will spend £25,555.03 on bottled water (ie individual bottles, 185ml, 330ml, 500ml etc). The majority of these supplies will be used by Wolverhampton schools. A smaller proportion will be for resale via the council's canteen services or will be available as refreshments at meetings. Unfortunately, I am unable to break these figures down any further for you. It is likely that individual services/budget holders will buy bottled water for coolers or as refreshments for events etc. but I am unable to provide details of such expenditure as it would require interrogation of all budget monitoring systems within the authority

Tower Hamlets For the period October 2006 to April 2007 (six months) we spent £438 on bottled water. After that date there was no spend as the plumbed in water dispensers provided the water. We still use non-plumbed in machines on the first floor as it is impossible of running a mains supply into the office areas. There are three coolers still in use and these use three to five bottles per week. The cost of cooler bottled water in the last financial year 06-07 was £65k inclusive of paper cups. Currently we are assessing bottled water and a tender is underway, this includes a full audit of the facilities using bottle water with the aim of moving to mains feed where that is possible.

Wandsworth The figure for spend on bottled water and water coolers for period 01/11/2006 to 31/10/2007 is £40,927 plus VAT. This figure, however, includes the costs of the water coolers themselves. In regards to the amount spent on bottled water for meetings, all catering provision of any sort is contained in the Catering Service database, for each entry it is possible to have up to 47 separate items. It would not be possible to separate out and categorise water from all corporate hospitality as you request without a great deal of effort and this would be far in excess of 18 hour

The details concerning water coolers are contained within the financial records of a number of different service areas and they are coded to different budget codes. I have requested an electronic search of our records but the total also includes the costs of cups maintenance of the coolers etc. This is because this is included in the total cost on the invoices. During the period 2005/06, the last year for which statistics are available, the Council spent £28k on bottled water for water coolers. The outcome of the review has been to phase out and remove all water coolers and replace then with mains fed water filters where required. The Council policy is that staff will have access to mains fed water coolers wherever the need is identified. During the same period, 2005/2006, the last year for which statistics are available, the Council spent £4650.90 on bottled water for meetings. We continue to encourage water users to utilize jugs to fill from mains water coolers for meetings. A programme of replacing water bottles with mains supplied cooled water has been rolled out by Merton's Facilities section following a review of the effectiveness and reliability of the cooled water equipment

Cardiff City Unfortunately, our accounts do not differentiate between payments for bottled water supplies and payments for other supplies………..I can say that the Council’s main supplier of bottled water is ******* and that during the year to 31 March 2007, we spent £22,222 with them. I have a list that also shows payments to other suppliers under the heading “Water Coolers” but it is impossible to tell from this which payments relate to bottled water and which relate to mains-fed systems. It is also impossible to distinguish between expenditure on the water itself and that on related cooling and dispense systems. The list only includes purchases made through the Council’s central purchasing system and excludes purchases made by other means. Therefore, apart from the £22,222 mentioned above, there was an unknown sum, possibly up to £5,000, spent on bottled water for offices, etc. during the year to 31 March. I would point out however that the council is converting from the use of bottled water to mains fed systems, and that the historical information supplied may not represent the present position.

Norfolk County Council

In most cases, water coolers are provided at meeting venues and generally we are encouraging people to install mains-fed coolers where possible. In new buildings, we would only provide mains-fed water coolers. This has already happened at County Hall, which is where our main public meetings are held, and means that councillors do not usually have bottled water at their meetings. A report for the calendar year up until the end of October this year shows that the cost of water from firms who provide water coolers was £25,674. It should also be noted that some of this expenditure may include monthly hygiene/cleaning/rental costs, so may not solely relate to “bottled water”. To put this in context, we employ about 10,000 non-teaching staff based at more than 50 locations around the County Unfortunately; we are unable to provide a figure for the total money spent on bottled water within the “appropriate limit” of £450. Bottled water for working lunches/meetings would generally be bought from Norfolk County Services (NCS), a wholly-owned company of Norfolk County Council. NCS have assessed your request and have stated that it would take a minimum of two weeks of work to provide a total figure

West Berkshire Council

I have now confirmed with the staff in Facilities that in the Corporate buildings the water for drinking is supplied via water coolers hired from ******* (which pays a contribution to water supplies for the third world) which are supplied by piped water. The use of bottled water is not encouraged for events in corporate buildings (water coolers being available) and although some services may use bottled water occasionally it is not possible to extract this information from the catering accountancy data.

South Tyneside I can confirm that the Council does not centrally hold this information. The Council’s expenditure on water is allocated to a miscellaneous costing code, which covers a variety of Council items. To trawl through individual records would involve a disproportionate effort.

East Hampshire Further to your recent request for information I can confirm that East Hampshire District Council do not have any bottled water machines on site at our main offices at Penns Place. All the on site machines are mains fed and have been for the last three years. There is one water cooler in a small office / hut that is used by our car parks officers, when working in the North of the District. It is not mains fed as there is no water supply to building. They use between 6 and 8 Bottles of water per year.
