Background
Having access to safe water and improved sanitation facilities though being a primary
requirement of an individual, many a times is not available, thus leading to health issues, which
at times also prove to be fatal. A direct relation between water, sanitation and health has proven
that absence of either safe water or good sanitation causes many diseases in developing
countries. With this objective, Government initiated the Central Rural Sanitation Program in
1986. Catering to the changing need and demand at the grassroots, the program was
rejuvenated and rechristened many a times with various names like “Total Sanitation
Campaign”, ‘Nirmal Bharat Abhiyan’ and the latest being ‘Swachh Bharat Mission’ launched on
2nd October 2014 to accelerate the efforts for universalisation of sanitation coverage to achieve
Swachh Bharat by 2019 to coincide with the 150th birth anniversary of Mahatma Gandhi. The
aim of the Mission is to promote cleanliness, hygiene and eliminate open defecation to bring a
general improvement in the quality of life in rural area. The approach of the Mission will be to
motivate communities and Panchayat Institutions to adopt sustainable sanitation practices;
encourage cost effective and appropriate technologies for ecologically safe and sustainable
sanitation; and develop community managed sanitation systems that are based on scientific
Solid and Liquid Waste Management systems.
The State Government has adopted the approach of behavior change amongst the community,
understanding the fact that though physical coverage of toilets at household level is an
important monitoring indicator towards achieving open defecation free status, sustaining the
community behavior to adopt and use toilet is also required.
Coverage of rural sanitation in Census 2011
As per census 2011, sanitation coverage in rural India has reached 32.70% compare to Madhya
Pradesh has reached 12.20% taking into consideration the increased population. Census 2011
has reported an increase in 30 lakhs households in rural areas of Madhya Pradesh as compared
to census 2001. As per NSSO Report of 2008-09, 14.70 % rural households used toilets in the
State. As per Online Reporting Data from Ministry of Drinking Water & Sanitation 51.30% of the
total project objectives identified have been achieved during census were taken place.
Compare to Census 2001 with 2011, Madhya Pradesh has improved sanitation status by 3.30%
(improvement percentage is 37.08%) whereas India has improved by 10.78% (improvement
percentage is 49%). After Census 2001, Madhya Pradesh has conducted Baseline Survey to
implement Total Sanitation Campaign in rural areas of all the districts. During Survey Sanitation
coverage was 9.61%. Madhya Pradesh has invested 52.64% of IHHL fund to achieve 90%
household having no sanitation facilities in their home, but only 12.20% household found
improved sanitation facilities as per the outcome of Census 2011.

At Global level, India has been found to be on a back foot considering the fact as on date more
than 60% of the global population alone defecating in open are in India. In Madhya Pradesh,
against the total HH of 81.24 lakhs of census 2001, there was coverage of 8.94% HH in the State.
With an increase of 50.6% HH in a decade, Census 2011 confirmed that more than 75% of
household in rural area of Madhya Pradesh defecate in open, contributing to approximately 8%
of the total open defecation by community across India.
Baseline Status 2012: Madhya Pradesh
A baseline survey conducted under rural sanitation in the State during 2003 and latest on 2012.
Sanitation coverage was 9% in the year 2003 is increased by 16% during 2012. As per BLS-
2012 findings, total 1.39 crores rural household surveyed, out of total surveyed household
details of 1.15 crores HH uploaded in the GoI MIS with unique SAMAGRA1 family identity. As per
the survey, 24 lakhs household are having sanitation facilities whereas 90.39 lakh households
are still defecating in the open. As per SBM norms, 74 lakhs households are eligible for taking
benefit of incentives including 42 lakhs (46%) BPL households and 32 lakhs (36%) APL
households out of total targets families as per BLS-2012. Total 16.34 lakhs (17%) families out of
total 90.39 lakhs targets families are not eligible for the incentives from SBM(G) fund.
Post BLS 2012-13, Madhya Pradesh has constructed more than 10 lakhs toilets from last two
year till March 2015. Balance target from 1st April 2015 of the State is 80 lakhs.
1 The State developed an online portal – SAMAGRA has a huge database of individual and families provided unique identity of 8 and 9 digits. The primary objective of this database is to have an integrated platform of individuals and families on SAMAGRA. Families residing in the rural areas having Unique ID got physical verified on improved sanitation facilities i.e. families having / not having toilet facilities. Main objective to establishing this database is to provide transparency in providing incentive and restrict duplication of a family being given an additional toilet under SBM(G).

Baseline Status 2012: WASH-N-Enterprise intervention Blocks
A baseline survey conducted under rural sanitation in the State during 2003 and latest on 2012.
Sanitation coverage of Barwani, Sagar and Vidisha was 6.29%, 7.54% and 8.49% in the year
2003 is increased by 9.39%, 9.58% and 9.40% during 2012.
As per BLS-2012 findings, total 39898 rural household of Rajpur block of Barwani district,
52273 rural household of Rehli block of Sagar district and 24071 rural houehold of Gyaraspur
block of Vidisha district surveyed and uploaded in the GoI MIS with unique SAMAGRA family
identity.
In the survey, 8091 rural household of Rajpur block of Barwani district, 12652 rural household
of Rehli block of Sagar district and 5154 rural household of Gyaraspur block of Vidisha district
having sanitation facilities whereas 31807 rural household of Rajpur block of Barwani district,
39621 rural household of Rehli block of Sagar district and 18917 rural household of Gyaraspur
block of Vidisha district are still defecating in the open.
As per SBM norms, 30771 rural household of Rajpur block of Barwani district, 32494 rural
household of Rehli block of Sagar district and 14438 rural household of Gyaraspur block of
Vidisha district are eligible for taking benefit of incentives including 22181 BPL households and
8590 APL households of Rajpur block of Barwani district, 24957 BPL households and 7537 APL

Total 1036 rural household of Rajpur block of Barwani district, 7127 rural household of Rehli
block of Sagar district and 4479 rural household of Gyaraspur block of Vidisha district are not
eligible for the incentives from SBM(G) fund out of total target.
Post BLS 2012-13, Barwani, Sagar and Vidisha district has constructed more than 1022 toilets in
Rajpur block of Barwani district, 3544 toilets in Rehli block of Sagar district and 2677 toilets in
Gyaraspur block of Vidisha district from last two year till March 2015.
Total 30785 toilets in Rajpur block of Barwani district, 36077 toilets in Rehli block of Sagar
district and 16240 toilets in Gyaraspur block of Vidisha district are the balance targets from 1st
April 2015 onwards.
Out of having toilets facilities 7326 toilets in Rajpur block of Barwani district, 6391 toilets in
Rehli block of Sagar district and 566 toilets in Gyaraspur block of Vidisha district are found
dysfunctional during Baseline Survey 2012 as reported by the districts.

As per the finding of baseline survey conducted by the State based on SAMAGRA database and
interventions taken by the districts and blocks under Swachh Bharat Mission (Grameen) after
survey till March 2015, nearly 79.72% families of Rajpur block of Barwani district, 75.80%
families of Rehli block of Sagar district and 78.59% of Gyaraspur block of Vidisha district still
defecating in the open in the rural areas.

Average Rate of Progress
In Rajpur block of Barwani district, 809 IHHL is the average annual progress achieved from BLS
2003 till the BLS 2013 (10 years) whereas 6361 IHHL is the required annual progress to achieve
open defecation free block by the year 2019.
In Rehli block of Sagar district, 1265 IHHL is the average annual progress achieved from BLS
2003 till the BLS 2013 (10 years) whereas 7924 IHHL is the required annual progress to achieve
open defecation free block by the year 2019.

In Gyaraspur block of Vidisha district, 515 IHHL is the average annual progress achieved from
BLS 2003 till the BLS 2013 (10 years) whereas 3783 IHHL is the required annual progress to
achieve open defecation free block by the year 2019.
Trend of Annual Growth 2014-15
During the year 2014-15, State allotted targets of 3600 IHHL per annual invariably to all the
blocks including Rajpur, Rehli and Gyaraspur blocks of Barwani, Sagar and Vidisha districts.
Against allotted targets, Rajpur block of Barwani district constructed 977 family toilets which is
268% deficit progress towards annual targets, Rehli block of Sagar district constructed 2875
family toilets which is 25% deficit progress towards annual targets and Gyaraspur block of
Vidisha district constructed 1930 family toilets which is 86% deficit progress towards annual
targets. Comparative to block progress within the districts, Rehli block achieved 1st position
among 11 blocks of Sagar, whereas Rajpur and Gyaraspur block placed in 3rd position in
compared to other blocks of Barwani and Vidisha districts. Government of Madhya Pradesh is
targeting 5000 family toilets per block during the year 2015-16. Similarly, monthly trend of
block progress shown same scenario during 2014-15. See bar graph below:

Comparative Progress
Barwani district constructed 154583 family toilets on an average Rs. 2000 per toilets2 from the
total fund utilized Rs. 3091 lakhs in last 10 years (post BLS 2003 - till 2013) under IHHL
component, whereas district reported 154499 family toilets constructed in the above period
under MDWS official MIS. As per baseline survey conducted during 2012-13, total 40070 rural
households having improved toilet facilities in the Barwani districts from program inception till
2013.
Consequently, Sagar district constructed 223988 family toilets on an average Rs. 2000 per
toilets from the total fund utilized Rs. 4480 lakhs in last 10 years (post BLS 2003 - till 2013)
under IHHL component, whereas district reported 251157 family toilets constructed in the
above period under MDWS official MIS. As per baseline survey conducted during 2012-13, total
73348 rural households having improved toilet facilities in the Sagar districts from program
inception till 2013.
Consequently, Vidisha district constructed 167707 family toilets on an average Rs. 2000 per
toilets from the total fund utilized Rs. 3354 lakhs in last 10 years (post BLS 2003 - till 2013)
under IHHL component, whereas district reported 179652 family toilets constructed in the
above period under MDWS official MIS. As per baseline survey conducted during 2012-13, total
37179 rural households having improved toilet facilities in the Vidisha districts from program
inception till 2013.

During 2003-04, Government of India has approved project target and cost of all the districts of
Madhya Pradesh as per the findings of Baseline survey conducted in the year 2003. Total project
cost of Madhya Pradesh is INR 1703 crores approved during the year 2003 is proposed to be
revised as per the baseline targets received from the survey conducted during 2012-13.
Similarly, Barwani district spent Rs. 4247 lakhs as cumulative expenditure out of total approved
project cost Rs. 3586 lakhs (100% utilization of projected fund) including Rs. 3092 lakhs on
IHHL, Rs. 219 lakh on IEC and Rs 50 lakhs on admin head.
Sagar district spent Rs. 6363 lakhs as cumulative expenditure out of total approved project cost
Rs. 9087 lakhs (70% utilization of projected fund) including Rs. 4480 lakhs on IHHL, Rs. 594
lakh on IEC and Rs 144 lakhs on admin head.
Vidisha district spent Rs. 4494 lakhs as cumulative expenditure out of total approved project
cost Rs. 4602 lakhs (100% utilization of projected fund) including Rs. 3354 lakhs on IHHL, Rs.
149 lakh on IEC and Rs 142 lakhs on admin head.
As on 31st March 2015, Barwani district has Rs. 812 lakhs, Sagar district has Rs. 1668 lakh and
Vidisha district has Rs. 811 lakhs balance funds as reported in the online MIS (www.sbm.gov.in)
of MDWS.

Under Swachh Bharat Mission (Grameen), Madhya Pradesh is more focus on to planning for
making open defecation free panchayat as unit through generating demand within the
community and subsequently facilitate beneficiary for toilet constructing while providing
technical and financial support onsite. As such Madhya Pradesh has targeted to achieve Swachh
Madhya Pradesh by the end of 2018-19.
Similarly, balance targets of family toilets of Rajpur block of Barwani district is 30785 to achieve
ODF status by 2019 required total allocation of Rs. 3990 lakhs including Rs. 3694 lakhs for
constructing family toilets @ Rs. 12000/IHHL, Rs. 184 lakhs for IEC activities, Rs. 37 lakhs for
capacity building activities and Rs. 74 lakhs for administrative expenses.
Likewise, balance targets of family toilets of Rehli block of Sagar district is 36077 to achieve
ODF status by 2019 required total allocation of Rs. 4676 lakhs including Rs. 4329 lakhs for
constructing family toilets @ Rs. 12000/IHHL, Rs. 217 lakhs for IEC activities, Rs. 43 lakhs for
capacity building activities and Rs. 84 lakhs for administrative expenses.
Correspondently, balance targets of family toilets of Gyaraspur block of Vidisha district is 16240
to achieve ODF status by 2019 required total allocation of Rs. 2104 lakhs including Rs. 1949
lakhs for constructing family toilets @ Rs. 12000/IHHL, Rs. 97 lakhs for IEC activities, Rs. 20
lakhs for capacity building activities and Rs. 39 lakhs for administrative expenses.

Background
As per census 2011, sanitation coverage in rural India has reached 32.70% compare to Madhya
Pradesh has reached 12.20% taking into consideration the increased population. Census 2011 has
reported an increase in 30 lakhs households in rural areas of Madhya Pradesh as compared to
census 2001. As per NSSO Report of 2008-09, 14.70 % rural households used toilets in the State. As
per Online Reporting Data from Ministry of Drinking Water & Sanitation 51.30% of the total project
objectives identified have been achieved during census were taken place.
Since then state are continually taken up several interventions to accelerate coverage and usage of
facility. In the recent scoping studies shows that most of the Rural Sanitary Marts (300+) are found
to be dysfunctional due to various reasons. DFID scoping study 2011 indicated that leaving rural pan
other sanitation material are easily available within the vicinity of 2 to 10 kms. Masons are available
in abundance. But majority of them are moving to nearest town and cities for better payment. As a
result GPs are forced to engage semi killed masons leading to poor quality of construction. WSP
study on “Situation assessment of supply market behaviour / pattern on rural sanitation in Madhya
Pradesh 2007” indicated that the sanitation supply market in the state is well established but
majority of their business is with the government rather than individual households. Retailers supply
most of the construction materials to the government, while masons are contracted and paid for
directly also by the government. As the government is highly involved in the supply of sanitation
facilities using subsidy, households are reluctant to build their own latrine or even make any
innovative modifications. UNICEF study on “Situation Analysis and Gaps in Present Supply Chain” in
Madhya Pradesh 2012 indicated that masons have good skills in building construction work but lack
similar skills in the construction of leach-pit type toilets. They are not trained adequately on
construction of leach pit type IHHLs, school and anganvadi toilets, etc. The experience in different
part of the country suggests that the response to the TSC is slow due to the prevailing passive
attitude towards the supply.
Key gaps and challenges:
The campaign remains construction focused instead of community driven approach.
Weaken supply chain and service delivery mechanism for the community up-to village level
Lack of trained masons at local level to meet the demand on mass level.
Lack of technological options as per the interest of user and geographically suitable.
The lack of capacity within PRIs to develop village level plan and facilitation of various processes
of pre/during/post implementation for achieving ODF status in sustainable manner.
No mechanism developed for loaning for making sanitation facilities through micro credit is exist
to functional dysfunctional toilets, toilets for non eligible and eligible poor families (for
promoting post incentives) after motivation.
No penal provision in Panchayati Raj Act to stop open defecators even after having toilets.
Non availability of trained human resources for motivational, communication, monitoring, and
reporting etc activities related to sanitation at villages level.
Lack of appropriate commitment amongst progam implementing agencies.

Lack of effective institutional structure at gram panchayat level for sustaining, operating and
maintain various activities related for providing improved sanitary environment at village level.
Lack of field level worker involved in SBM(G).
WASH-N-Enterprise - Concept and solution
WASH-Plus or Inclusive WASH Marketing is an emerging field that applies social and commercial
marketing approach to scale up the supply and demand for improved water, sanitation and hygiene
facilities. Added to it the vital component of nutrition, the concept becomes that of ‘Holistic
Healthcare’ for the targeted groups living in rural & backward regions of our country.
WASH-N-Enterprise is a new solution contributing towards total inclusive sanitation while creating opportunity of the livelihoods at the grass root. Wash-N-Enterprise is the epicenter of the program which is conceptualized as an integrated unit to deal & address all the components of WASH value chain. Through this, the project intends to pilot basket of innovations in an integrated manner It will develop business oriented, community centered and sustainable solution for Water, Sanitation, Hygiene and Nutrition (WASH-N). It is envisaged to be a complete package which includes systematic demand generation, planning, quality construction, backward and forward linkages of services and supply. The aspects of WASH governance, convergence and strengthening institutions will be taken up in a coordinated manner. It will create opportunities for livelihoods and public private community partnership (PPCP). WASH-N- ENTERPRISE is a three tier solution, (i) central unit at the state (ii) enterprise based at block level or a cluster of GPs and (iii) field network of WASH promoters and Masons at grass root / village level. At the block level, unit work with four wings (Pan in the van-a mobile unit, WASH-N-store, O&M / technical wing and Single window system / Helpline with specified roles. The block unit will be linked to the Network of WASH promoters based at grassroots /village and act as interface between community and the unit. This model will also be demonstrating the strategy to attain the block level open defecation free society.
Partnerships
In addition to central and state government funding, donors and bilateral agencies are parallely
engaged within the state to strengthen the program activities. As a part of health reforms agenda,
DFID India through Government of Madhya Pradesh and MP Technical Assistance Support Team
(MPTAST) is extending support to Water, Sanitation and Hygiene (WASH) sector from 2012-13. As a
part of system strengthening in Madhya Pradesh, DFID engaged Energy Environment and
Development society (EEDS), Bhopal to pilot Innovative practices contributing to Madhya Pradesh
achieving Swachh Status.

As per of the agreement, State Water Sanitation Mission (SWSM), Swchh Bharat Abhiyan, Government of Madhya Pradesh and Zila Panchayats of 3 districts signed a MoU with EEDS for joint implementation of WASH-N-Enterprise approach for attaining block ODF. This innovation is supported by DFID.
Goals and Objective
Develop and demonstrate innovative WASH solution- WASH-N—Enterprise.
Systems strengthening at implementation level of present WASH delivery system to achieve State’s vision of Swach Madhya Pradesh.
Location and Coverage
District (1) Sagar block Raheli , (2) Vidisha Block Gyaraspur and (3) Badwani Block Rajpur - 3 districts
of Madhya Pradesh with focus on one block in each having intensive engagement with local
government and community. The remaining blocks in the districts will be covered using various
dissemination strategies for scaling up interventions. Thus the entire district will witness innovative
solutions of WASH-N and system strengthening by way of creating enabling environment, cross
learning, exposure, capacity building and replication.

Basil life sciences private limited Gujarat visited for Reusable menstrual pads
which could be very soft, convenient, attractive and affordable and useful for girls
between 12 to 18 years (MHM)
Mrs. Hema ex president GFCII and eminent women entrepreneur from Gujarat
visited Bhopal and had a long discussion on the WASH-enterprise and explore
linkage and future associations.

Brief details HR and in-house capacity building
Selection and placement of field staff - following district team members were selected
and joined the WASH-N-Enterprise team.

All the team members are placed at Datia and Vidisha to initiate the planning process, visit
field area, market, and Identify place for WASH-N-Enterprise, meeting with block officials
till the allocation and MoU letter issued by SWSM Bhopal.
Orientation of Field Teams
3 days Induction and orientation of field teams
were organized. The participants were sensitized
in WASH-N Enterprise roles & Responsibilities,
SBM new guidelines, participatory planning,
PIV ODF etc. The basics of toilet
construction, DPIP and MPSRLM groups and
how the federations can play its role.
Field Intervention
Sensitization of Secretaries of Gram Panchayat at block Gyaraspur and Datia.
19 WASH-N-Enterprise
A sensitization programme was organized for GP secretaries on new SBM guidelines and
role of WASH-N-Enterprise. The discussions on the mobilization, construction planning
and supply chain issues were made and cluster wise orientations are planned.
The new staff of WNE after the training is posted in Gyaraspur and Datia to initiate the
work.

Let’s talk to the Mason Brigade - Identification of masons and their sensitization
In Olinza village of block Gyaraspur ( Vidisha ) is having more than 25 masons ,a
participatory interaction were organized to develop a batter understanding and round the
year employment generations, issues and challenges, while development of WASH
business plan.

20 WASH-N-Enterprise
Mr. Rudra ,AGM, IDEA-CELLULAR & ANUGRAH MADISON visited EEDS Bhopal and discussed / explored association to develop ICT4WASH to connect
3500 network of WASH-Promoters, mason and later module for mason trainings.
Inter-connectivity with the new generation users will be helpful to ensure usage
and post construction O&M, WNE is targeting reach to 33000 families to be
connected and an app will be provided.
Mr. Tarun chohda, Director, Basil life sciences pvt ltd Gujarat visited for Reusable
menstrual pads which could be very soft, convenient, attractive and affordable
which will be very useful for girls between 12 to 18 years and help to decrease the
school dropout rate
.

21 WASH-N-Enterprise
Presentation was made on 8th Feb. 2015 to Mr.Gopal Bhargava, Honorable Minister for
Panchayat Raj & Rural Development to seek his support for WNE to pilot the idea with
DFID support in 3 districts namely Datia (Datia) ,Vidisha (Gyaraspur) and Badwani
(MPSRLM). He ensures all the support and appreciates the innovation. He also suggested
to include Rehali district Sagar and work with SHGs
Meeting with Mr. Narottam Mishra, Honorable Minister for Health, Government of MP
was held in Datia. Being a Member of Legislative Assembly (MLA) from Datia, he will not
only extend the support but also make use of WASH-N-Enterprise to develop model village
in his constituency. As informed by him a letter in this regard is sent to ACS by the
Minister.
Meeting with Mrs. Aruna Sharma, ACS
A request letter along with draft MoU between WASH-N-Enterprise drafted and submitted
to ACS also discussed on the probable dates to flag off the programme. She mentioned that
she will enquire and seek the date in the month of March or April 2015. We also requested
to issue the letter to the districts at the earliest.
Briefing and follow up with the state programme officer on WASH-N-Enterprise.
Meeting with MPSRLM and submission of revised proposal with draft MoU.
A detailed document and revised proposal to work in collaboration with WASH-N-
Enterprise is prepared and submitted to MPSRLM. This proposal is having two main
components (i) WNE support to make the block ODF while extending support with SHGs
(ii) Development of WASH-N-Cluster and establishes small cluster based units with
federations to produce/market the products.
Three follow up visits of WNE team were made with the officials to present the same.
MPSRLM will inform EEDS regarding association and work in collaboration with
MPSRLM in second week of March 2015
Mr. K.C.Sharma, Rajya Ajivika Forum, Mr. Nemchand Jadhav and Mr. Omprakash
Bedua had a long discussion and issues related to MoU and roles and responsibilities.
Mr. Sharma informed us that MPSRLM will revert back to EEDS after discussion with
Project Director and respective district officials.

3 experts group are engaged to prepare the manuals, templates and information materials on
WNE. The drafts are ready and will be customized with additional information once the
district will be decided.

Key
achievements
Buy-in of the Government –
Two Ministers of Government of MP are keen to take up WASH-N-Enterprise
model in their respective areas. A letter regarding this is issued by the Ministers to
the Additional Chief Secretary.
State government welcomes the project and assures all the support and it is on-
board as far as the partnership is concerned.
Institutional Mechanism-
EEDS proposed that district could sign a MoU with clear roles and responsibilities
with WASH-N-Enterprise. This will ensure deliverables from both sides and will
help in monitoring the output.
Discussion with MPSRLM-
A series of discussion to develop an understanding about Wash-n-Enterprise is
organized with the officials of MPSRLM.
About 150-200 SHGs will be involved and 1000 additional masons needs to be
trained.
Work initiated in two districts
In Vidisha and Datia- WASH-N-Enterprise field team initiated the work to collect
the secondary data and basic information to prepare a WASH business plan.
One sensitization workshop for secretaries
Selection of District –
6 districts are approached and send the expression of interest to undertake the
WASH-N-Enterprise namely Riwa, Ashoknagar, Datia, Badwani, Sagar and
Vidisha.
Out of 6 districts only support for 3 districts will be extended. Letter along-with
draft MoU is expected to be issued by SPO,SWSM in second week of March 2015
