2. Modification of the payment modalities

Article 8. 2(d) of the contract is modified as follows:

“Where less than 70% of a pre-financing has been used at the end of a reporting period, and notwithstanding the approval by the Commission of the related reports, subsequent intermediate pre-financing may be paid only on the basis of a complementary periodic management report referred to inArticle II.7.2 b that shall be submitted to the Commission once the abovementioned spending rate has been achieved.”

On the basis of the Article II.7.2 b of the contract, the periodic management report is including:

i) a justification of the resources deployed by each contractor, linking them to activities implemented and justifying their necessity;

ii) the Form C Financial statement set out in Annex VI, provided by each contractor for that period;

iii) a summary financial report consolidating the claimed costs of all the contractors in an aggregate form, based on the information provided in Form C.

- Community's pre-financing sent to the coordinator, corresponding to the first reporting period and the first six months of the subsequent reporting period: 6.400.000,00 €

- Threshold to receive the second pre-financing (Article 8.2 (d) modified): 70 % * (6.400.000,00 €) = 4.480.000,00 €

-Requested EC contribution for the first reporting period: 3.519.129,38 €

Objectives of the N1 activity

• to mobilize Europe–wide interest to secure critical mass of the participants with the aim to constitute a formal collaboration, the Compressed Baryonic Matter collaboration (CBM collaboration);

• to create and maintain close scientific contacts among the participants;

• to generate and exchange expertise for the realization of innovative detection concepts and analysis tools;

• to write a Physics Book for the CBM experiment;

• to foster interest in hadron physics in the public.

The ECT* (European Center for Theoretical Studies in Nuclear Physics and Related Areas) and the HadronPhysics I3 open a joint position for a Research Associate (assistant professor level) at ECT*. The successful candidate is expected to contribute to the scientific activities of ECT* and carry research in the field of hadronic physics (including Quantum Chromodynamics and hadron structure, matter under extreme conditions and ultrarelativistic heavy ion collisions).

According to the contract, ART. 8-PAYMENT MODALITIES, the Community financial contribution to the project shall be paid to the Coordinator on behalf of the contractors in accordance with the following provisions (Article 8.2 (b)):

- if the EC requested contribution (total accepted expenditures) for the firstreporting period is LESS than the first pre-financing (first 16 months in our case) the Commission SHALL DEDUCT THE DIFFERENCE from the second pre-financing to the Consortium;

- if the EC requested contribution for the first reporting period (first 16 months in our case) is MORE than the first pre-financing, the Commission SHALLADD THE DIFFERENCE, as a COMPLEMENTARY PAYMENT, at the time ofthe payment of the second pre-financing to the Consortium.

All this was illustrated in detail to the 20 project coordinators of I3 and CA by the Head of Financial Department, Bertrand Michaud, in a “Working Seminar on the management and implementation of I3 an CA contracts”, held in Bruxelles on 12 November 2004.

Objectives of HadronPhysics I3Objectives of HadronPhysics I3

The main objective of this Integrate Infrastructure Initiative (I3) is to strengthen the European Research Area by promoting access to the leading Hadron Physics RIs in Europe and by improving their performances.

This will be achieved by developing new methods and experimental tools in the JRAs and by Networking Activities, unifying, for the first time, three previously separated communities of researchers: communities who are using leptons, hadrons and high energy heavy ion beams, respectively, for studying hadrons and their properties.

Long term goals: reasons to apply to FP7

Most of the Joint Research Activities are embedded in multi-annual research projects. The hardware and software technologies developed in this I3 represent necessary stages for the next generation of experiments in hadron physics with high luminosity accelerators. In many cases, the opened lines of research are not exhausted, sometimes just started. New developments are continuously rising and needed since relevant research infrastructures like FAIR at Darmstadt and DAFNE2 at Frascati are in advanced phase of design. They will strong characterize the hadron physics field in Europe in next 15 years.

Networking activities follow the same trend. They are related to the organization of experimental and theoretical collaborative work concerning both on going activities and planned experiments at future facilities.

Access to the major Research Infrastructures in Europe has an increased importance due to the improved performance of the accelerators and of the computing centers. This activity has a long term future, independently on the major complexes in construction phase.

• From all this it comes out a natural request of the scientific

community to apply for a new I3 in hadron physics within the

Seventh Framework Programme of EU.

• A favorable matching between the “old” and the “new”

financing appears possible.
