Habra Municipality is situated within Habra Police Station under Barasat Sub-Division in the district of North 24–Parganas of West Bengal. It was established in 1979 with a Government nominated Board. Initially nineteen wards were carved out of Panchayet areas to make way for the Municipality. The mouzas included with it are Habra, Kamarthuba, Joygachi, Hatthuba, Kamarthuba, Ashrafabad Hijalpukur, Nagarthuba, Haria and Akrampur. At that time population of Habra Municipality was 72,500 approx. Later, three more mouzas viz. Ayra, Belgoria and Daharthuba included out of panchayat areas. Currently this Municipality has an area of 21.82 sq. km and population as per census 2011 is 1,47,221. The town ‘Habra ‘is medium in size having a settlement of massive influx of displaced persons since parti- tion of India & Pakistan caused it to emerge out as a town and started agriculture, fisheries, small scale household industries and trading for their livelihood and day by day they built up their socio-economic status which imparted the rural area into urban in character. Geographically the town has well-connection with its Linkage and Communication with the state capital, Kolkata and other important town that helps it to emerge as a good market centre and a vibrant town nearby to Kolkata which encourage people to migrate as well as causes overcrowd in the town. As a result it is a great challenge to this Municipality to accommodate and place these migrated people mostly in slum populated areas in good service and better governance. The aim and object of this Municipal- ity is now to up lift the socio-economic status of the poor people mostly in slum areas and acquaint them with the sphere of modernization in all respect and at par with other citizen in the Town. Over Head Reservoir

Water Supply Scheme-

The water supply scheme has been sanctioned under AMRUT Project which covers entire Habra mu-

nicipal area utilizing surface water as source from River Bhagirathi and newly laid Rising mains and

Distribution network with proposal of six new Over Head Reservoir in six zones. Proposed water

supply network covers all the wards through house connections. The intake point is designed for total

demand for Habra for intermediate projected year at a point adjacent to Naihati having separate treat-

ment plant. A total amount of Rs 100.00 crore has been sanction for water supply project.

Green Space Development Projects-

Habra Municipality has received fund to restore Green space for rejuvenation involving creation & up

gradation of basic elements which will help to permissible and equitable physical & mental status espe-

cially for youth, children and also for elderly person.

2015-16—Upgradation of Banabithi Park (Phase—I) has been sanctioned under AMRUT Project with a

financial assistance of Rs 25.00 Lakhs. The work has been completed.

2016-17—beautification of Banabithi Park (Phase—II) has been taken under AMRUT Project with a

sanctioned fund of Rs 30.00 Lakhs and the work is in progress.

2017-18—For the Financial Year 2017-18, a fund of Rs 40.00 Lakhs has been sanctioned for improve-

ment of two parks viz.—Nihar kana Sishu Udyan at Ward No. 18 and Janata Sangha Park at Ward No.

19. Tendering process has been initiated and the work will be started soon.

Mission Nirmal Bangla (MNB)

Mission Nirmal Bangla (MNB) aims to ensure that—

a) No households engage in the practice of open defecation,

b) No new insanitary toilets are constructed during the mission period and

c) Pit latrines are converted to sanitary latrines.

Under MNB, Habra Municipality has successfully completed construction of 2300

Integrated Household Latrines.

Government of West Bengal has been considering for sometime past a comprehensive

Plan of Action to meet the challenge of rapid urbanization, whereas it has been always

the priority of State Government for providing employment for urban poor, provide

affordable housing for indigent section of urban populace and building environment

friendly, sustainable, resilient, energy positive, IT friendly and safe cities covering all

Municipal Corporations/Municipalities, Governor is hereby pleased to introduce a pro-

ject called ‘Green City Mission’ which will be implemented throughout the cities cover-

ing all Municipal Corporations/Municipal area.

The scheme is now well-known as “Sabooj Sathi” as coined by Hon’ble Chief Minister

herself and it reflects her ambition that bi-cycles provided under the scheme will em-

power the young students to achieve new feats in future. The insignia of the scheme is

also drawn by her and is firmly attached on the front basket of the bi-cycles.

The objective of the project is to Empower the students, especially the girls and reduce

drop outs in higher education.

Habra Municipality has distributed 13210 bi-cycles to the students of 22 schools located

within Habra Municipality.

In an effort to reduce unnecessary waste, Habra Municipality has imposed bans on plastic bags and thermocol items.

Since plastic bags can't biodegrade, they last virtually forever. Instead, they break down into smaller pieces (called

microplastics) that leach toxicants that pollute the earth and even the human food supply.

Due to their light weight, plastic bags can easily blow out of trash receptacles or even landfills. They then clog up

waterways, damage agricultural land, and provide ideal breeding grounds for mosquitoes.

Plastic bags are manufactured using petroleum, a non-renewable resource that can be used for several more impor-

tant things.

Thermocol is also a bio non degradable product and is one more enemy of environment. The use of this product has

grown in the past ten years or so.

Plastic bags, cups, etc. and theromocol products clog drains and result in water logging during monsoons.

Hence, the present Board of Councillors’ of Habra Municipality have unanimously decided to ban on use of plastic

bags and thermocol products completely from 1st January, 2018 with imposing fine on offenders.

National Urban Livelihood Mission (NULM) is a Centrally sponsored scheme to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The mission would aim at providing shelters equipped with essential services to the urban homeless in a phased manner. In addition, the mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces,

institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.

SUH: Under NULM, Shelter for Urban Homeless is one of the important components of DAY – NULM. A vacant land has been identified near Banipur Ward No. 22 to provide shelter for Urban Homeless who does not have a proper shelter (e.g. pavement dwellers, beggars etc.). The construction work is under process, the foundation level of the building has been completed. The

completion of civil part is expected by September 2018.

SEP: Self Employment Programme is another important component of DAY – NULM. Ninety One (91) nos. Of Self Help Group Cash Credit Loan has been provided in the financial year 2016-17 & 2017 – 18. A total of INR 6,05,986 has been disbursed as subsidy towards Fifty Two (52) nos. of cash credit loan. Sixty (60) nos. of Self Employment Programme – Individual has been

disbursed by various banks, a total of INR 41,179 has been disbursed as subsidy towards various beneficiaries of SEP – I.

SMI&D: Under DAY – NULM, Social Mobilization and Institution Development there are a total of 789 SHG groups out of which 303 nos. of SHGs belong to SJSRY period and 486 nos. of SHGs belong to DAY – NULM. A total of 45 Area Level Federa-

tion has been formed till date.

City Livelihood Centre: A City Livelihood Centre has been established at Koipukur Community Centre at Ward no. 18. It is one of the sub-component of SMI&D, which is a place to market finished products of Self Help Groups and provide various services to the citizens of Habra Municipality. A toll free number (1800-345-3321) has been taken for the citizens where anyone can call to get services like driver, cook, mason, ‘aaya’, etc. The inauguration of CLC has been done on 11th September 2017 and is

operational. The CLC is being run by Habra Sharat Sarani 18/3 Area Level Federation.

Swasthasathi: All the family members of self help groups were linked with Swasthasathi. Where SHG members and their family

would receive health benefits from the government in terms of insurance.

EST&P: Under DAY – NULM, Employment through Skill Training & Placement various urban poor beneficiaries are trained and placed through wage employment/ self employment. Integrated course in Hair, Skin and Make-up, Nursing Aid, Basic Sewing Machine operator, Training Jewellery Designer, Accounts Assistant using Tally are some of the training provided to urban poor

beneficiaries.

The Passengers’ waiting room was inaugurated by Shri Suvendu Adhikari, Hon’ble, Minister in Charge, Transport

Department, Govt. Of West Bengal on 21st October, 2017.

West Bengal Chief Minister Ms Mamata Banerjee inaugurated the Khadya Sathi Scheme on

January 27, 2016.

As per this scheme, 7 crore, or almost 90% of the State’s population, would get rice and

wheat at Rs 2 per kg. Around 50 lakh more would get the same at half the market price.

For the last few months, the State Government has been conducting the process of digitizing

ration cards. The digital ration cards replace the earlier ones.

1st Lot—Total Cards received 33,283, out of which 25,027 Cards delivered and 8,256 cards

returned.

2nd Lot—Total Cards received 11,526, out of which 10,359 Cards delivered and the balance

is in process of delivery.

Habra Municipality has constructed a swimming pool at Prafullanagar, Habra under the

name and style Acharya Prafulla Chandra Swimming Pool, inaugurated on 26th January,

2016 with financial assistance from Municipal Affairs Department, Government of West

Bengal.

The said swimming pool provides swimming course every year from March to October at a

very cheap and affordable rates. Around 382 members enrolled for swimming during the

year 2016 and 404 members enrolled during the year 2017.

A swimming competition was organized on 15th August, 2016 and 30th October, 2017 to en-

courage swimming lovers in the town.

The kalatan Auditorium of Habra Municipality has been organising cultural programmes

for many years. In order to provide modern facilities to the audience, Habra Municipality

has undertaken the work of installing Centrally Air Conditioning system with Financial

Assistance from Smt. Kakoli Ghosh Dostidar, Hon’ble Member of Parliament, Barasat P.C.

The work is in progress and will be completed very shortly.

Various initiatives are taken in respect to maintaining Cleanliness of Habra Town such as Cleaning of Drains, 100% door to door waste collection , spar-

ing of larvicidal oil. Moreover, Hon’ble Chief Minister has introduced ZERO

Vat project at Habra Municipality. A waste treatment plant will be setup at Ashoknagar Kalyangar Municipality to process the waste of Habra &

Ashoknagar-Kalyangar Municipalities in a Cluster project.

Habra Municipality has formed ‘Habra Poura Utsav Committee’ to organise all the cultural events in a well knitted manner. The following cultural events are or-ganised by Habra Municipality:

Habra Natya Utsav—Habra Municipality organises Habra Natya Utsav every

year to encourage drama activities in the town. Reputed Drama Groups partici-pate in the Habra Natya Utsav. Habra Puspa O Pakkhi Mela—Every year Habra Municipality organizes Flower & Bird Exhibition shows. Competition is also held for each group. The pro-

gramme was followed by many cultural events with reputed artistes. Habra Milan Mela—Habra Municipality organised Milan Mela to felicitate Sen-ior Citizen Couples.

Sishu Utsav—Sishu Utsav was observed on the Birth Anniversary of Pandit Jawaharlal Nehru on 14th August, 2017. A sit & Draw Competition was also or-ganised on the same day at Desbandhu Club Ground. Poura Football League—Habra Municipality organised Habra Poura Football

League to encourage the sports enthusiasts of Habra town. Local clubs partici-pated in the said event.

Pithe Puli Utsav: The Pithe Puli Utsav was held for the first time at Habra from 18-20th January, 2018. The Women members of Self Help Groups participated in the utsav to exhibit various dishes of Favourite Bengali cuisine— Pithe.

Municipal Office Building

Construction of Electric Crematorium—Habra Municipality has proposed to construct an electric crematorium, “Habra Pourasabha Muktidham Samsan”, on the bank of Guma-Bidyadhari Canal at ZWard No. 22 under Habra Municipality Ward. The proposed electric crematorium will greatly help the people of Habra and adjoining areas as well as reduce envi-

ronmental pollution resulting from traditional burning ghats.

Storm Water Drainage Project—Habra Municipality has no planned drainage system and without any proper outfall of the existing drains, this municipality is facing severe water log-ging problems during monsoons. As a consequence of water logging, many vector borne dis-eases—such as malaria, dengue, chikungunya are spreading and affecting people. Hence storm

water drainage project for the entire Habra Municipal area has been proposed.

Scientific Waste Treatment Plant--This detailed project report, “Proposed Solid Waste Management System” for Ashoknagar-Kalyangarh-Habra Cluster Mode has been prepared for improvement of the present solid waste management system of the town and also for proper surveillance and sustainability of the system. The report emphasizes upon the adequate steps for collection, transportation and processing through generation of bio-gas & disposal of solid waste generated by the community. The total project cost is Rs. 3232.20 lakh. The most vital component of this project is the procurement of land in the near vicinity of the town. The project will be implemented and managed by the respective Municipality with the technical

assistance and guidance of M. E. Directorate.

Construction of Municipal Hospital-- During the recent outbreak of vector borne dis-eases at Habra and adjoining areas, a lot of people were affected. The existing Habra State General Hospital is not enough to cater services during health emergencies. Hence, a Munici-pal Hospital has been proposed to be constructed with—200 bed, ICU, ICCU and ITU facili-

ties—near Habra Municipal diagnostic centre at ‘Swasthyadeep’.

Construction of markets complexes under ‘Kamatirtha’-In connection with construc-tion of 2 No. of R.O.B.s at Habra by National Highways Authority of India and consequent broadening of NH—35 many shopkeepers and street vendors on both sides of Jessore Road (N.H.—35) within Habra Municipality area will be displaced. Nearly, 850 shopkeepers will be displaced due to the said construction and broadening of Jessore Road. Hence, this Municipal-ity has proposed to construct 3 (three) No. of market complexes at the following locations

for accommodating and relocating the affected displaced shopkeepers.

Construction of Rabindra Bhawan-- More that 2,70,000 people are residing at Habra and Ashoknagar-Kalyangarh Municipal area. Both the towns are totally cultural based town. Many cultural functions are organized here every year. But there is no proper auditorium to organ-ize such programmes. Hence, construction of an auditorium is required with 1200 seating arrangement at Habra for the providing entertainment and cultural activities for people of

Habra & Ashoknagar-Kalyangarh Municipalities.

Construction of 48 nos. Gate Over Road (TORON)—Habra Municipality has proposed to Construct 48 Nos. Gate over Road (TORON) at entrance and exit locations to Habra

town.

Construction of Ward Offices—With the increasing demand for providing citizen centric services and to delivery timely services to the citizens of Habra in an efficient manner, Habra

Municipality has proposed construction of Ward Offices at each Ward.

Extension of swimming pool—A Gym cum Canteen on the 1st Floor of the Changing

Room at Swimming has been proposed at Acharya Prafulla Chandra Swimming Pool.
