    DOCUMENT DESCRIPTION

    Volume 1 Specification for Highway Works (MCHW 1)

    General The users attention is drawn to the following note which has been abstracted fromImplementing Standard SD19/05:

    Contracts for which tenders are to be invited after 1 April 2006 shall incorporate byreference the amendments implemented by this Standard, except where the preparationof a contract has reached a stage at which in the opinion of the Overseeing Organisationuse of the amendments would result in significant additional expense or delay progress.

    The users attention is drawn to HD 34/03 (DMRB 5.3.1) which introduced theStandards Improvement System (SIS). This Standard superseded HD 34/93 -Implementation and Use of the Quality Control Reporting System and was published inNovember 2003.

    SIS is a computerised database of reports generated from failures of specifications anddesign standards and other observations on these documents. The database recordspotential improvements using lists of components, symptoms, diagnoses and detaileddescriptions. SIS is operated and maintained by the Highways Agency. Its primeobjective is to improve the performance of the engineering standards and specificationspublished by the Highways Agency, both independently and jointly with otherOverseeing Organisations.

    Series 100 - Clause 120: Complete revision to incorporate the new Sector Scheme for VehiclePreliminaries Recovery at Highway Construction Sites (National Highway Sector Scheme 17).

    Series 400 - Clause 401 amended to incorporate the requirements of Interim Advice Note 60Road Restraint (IAN 60).Systems (Vehicle - General update to various standards in Clauses 402 and 408.and Pedestrian) - Consequential amendments to Clauses 402 and 403 resulting from Clause 401

    amendments.

    Series 500 - Clauses 503 and 505: The limiting values for water-soluble sulfate (WS) content andDrainage and the oxidisable sulfides (OS) content revised to reflect changes in the third edition ofService Ducts BRE Special Digest 1 (SD1: 2005) Concrete in aggressive ground.

    - Table 5/5: A typographical error corrected.

    Series 600 - Clauses 601 and 644: The limiting values for water-soluble sulfate (WS) content andEarthworks the oxidisable sulfides (OS) content revised to reflect changes in the third edition of

    BRE Special Digest 1 (SD1: 2005) Concrete in aggressive ground.- Clause 601: References to Special Waste replaced by Hazardous Waste to reflect the

    Series 600 - Clause 634: Title amended to reflect the recently publication of CIRIA Report C574 onEarthworks the use of chalk in construction. The changes represent modern practice giving a(concluded) recommended method of chalk classification based on dry density and moisture

    content, as given as a CIRIA option, tailored by research at TRL.- Tables 6/2 and 6/5: Materials used as Selected Fills in construction are usually

    sourced from on-site or off-site. In Series 600 no differentiation has been necessaryuntil European Standards in the extraction industry have been implemented for all off-site material. These Standards are different to those that apply to on-site materials.Hence it has been necessary to give gradings for each Selected Fill Class using eitheron-site Standards or off-site Standards. Guidance on the changes from BritishStandards to European Standards is given in PD 6682-9:2003 Aggregates - Part 9Guidance on the use of European test method Standards.

    - Clauses 601 SE: A new Clause introduced to cater for the definition of Class U2materials in Scotland which is based on the Special Waste Amendment (Scotland)Regulations 2004. These regulations supersede the Special Waste Amendment(Scotland) Regulations 1996.

    - Clauses 601 NI: Revised in line with Clause 601 to reflect changes in the third editionof BRE Special Digest 1 (SD1: 2005) Concrete in aggressive ground.

    Series 800 - Clause 801: The limiting values for water-soluble sulfate (WS) content and theRoad Pavements - oxidisable sulfides (OS) content revised to reflect changes in the third edition of BREUnbound, Cement Special Digest 1 (SD1: 2005) Concrete in aggressive ground; the requirements forand other numbers of samples and how they should be interpreted for WS, OS and TPS added;Hydraulically and the units for sulfate in solution have been changed from g/l to mg/l.Bound Mixtures - Clause 814: the permitted method of curing of HBM to Clauses 821, 822 and 823 and

    Other Mixtures Containing at Least 3% CEM 1 Cement by Dry Mass of Cement is bymeans of bituminous emulsion spray complying with BS 434-1. Other methods are nolonger permitted.

    - Table 8/16: the reference to Draft pr BS EN 13877-2: (January 2002) is amended toBS EN 13877-2 due to its final publication as a standard by the BSI.

    Series 1000 - Where applicable in Series 1000, the references to draft pr BS EN 13877-1: OctoberRoad Pavements - 2003 and draft pr BS EN 13877-2: (January 2002) have been replaced by BS EN 13877-1Concrete and BS EN 13877-2 respectively as a result of their publications by the BSI.Materials

    1 (05/04) The Specification for Highway Works ispublished as Volume 1 of the Manual of ContractDocuments for Highway Works and in addition to theIntroduction contains 27 Series and 8 LetteredAppendices.

    2 (05/05) Reference shall be made to the Schedule ofPages and Relevant Publication Dates in the Contract todetermine the publication date of each page of theSpecification for Highway Works applicable to theContract.

    001 National Alterations of the OverseeingOrganisations of Scotland, Wales andNorthern Ireland

    1 (11/03) Additional and Substitute specificationrequirements of the Scottish Executive, the WelshAssembly Government and the Department forRegional Development, a department of the NorthernIreland Executive, are contained within Volume 1 of theManual of Contract Documents for Highway Works.These Additional and Substitute Clauses are identifiedby the suffix SE , NAW or NI respectively and arelocated immediately after the end of each Series orLettered Appendix of the Specification.

    Unless stated otherwise in Appendix 0/5, these Clausesare deemed to be included in contracts administered bythe above Overseeing Organisations. Clauses withsuffix SE, NAW or NI are deemed to replace Clauses ofequal number but without suffix.

    PRELIMINARIES101 Temporary Accommodation andEquipment for the Overseeing Organisation

    1 The Contractor shall provide, maintain, service andremove all accommodation including contents, accessroads and hardstanding thereto, as described inAppendix 1/1, for the use of the OverseeingOrganisation.

    2 Equipment, furnishings, fittings and supplies shallbe located as described in Appendix 1/1. All temporaryinitial accommodation shall be ready for occupation onthe date for commencement of the Works and all otheraccommodation complete with contents, access roadsand hardstanding shall be ready for occupation and useby the Overseeing Organisation within four weeks ofthe date for commencement of the Works unlessotherwise stated in Appendix 1/1.

    3 Where stated in Appendix 1/1 the Contractor shallfurnish and service accommodation made available bythe Overseeing Organisation.

    4 Telephones shall have a separate connection directto a telephone exchange of a telecommunication codesystem with privacy for conversation for the exclusiveuse of the Overseeing Organisation.

    5 All accommodation shall be regularly cleaned forso long as it is in use and suitable arrangements bemade for the disposal of any waste arising from use ofsuch accommodation.

    6 All equipment supplied by the Contractor shall beof a quality and precision appropriate to its proposeduse and shall be delivered in a serviceable condition.The Contractor shall maintain all such equipment inserviceable condition and replace, if necessary, any thatbecomes unserviceable. The Contractor shall ensurethat any equipment needing periodic calibration iscalibrated on delivery, annually and/or at other times asand when required by the Overseeing Organisation.

    7 When major components of the Works aremanufactured off the Site the Contractor shall arrangeto make available adequate and secure accommodationas described in Appendix 1/1 at or adjacent to the placeof, and during the period of, manufacture and testing.Amendment - May 2001102 (05/01) Vehicles for the OverseeingOrganisation

    1 The Contractor shall provide transport as describedin Appendix 1/2 for the exclusive use of the OverseeingOrganisation for any purpose in connection with theWorks. The vehicles shall be delivered and maintainedin good roadworthy condition. They shall have a currentMOT Certificate where necessary, be licensed andinsured for use on the public highway and shall havecomprehensive insurance cover for any qualified driverauthorised by the Overseeing Organisation togetherwith any authorised passengers and the carriage ofgoods or samples. The Contractor shall provide fuel, oiland maintenance in conformity with the vehiclemanufacturers recommendations and shall keep cleanthe vehicles inside and out on a regular basis asdescribed in Appendix 1/2. A suitable replacement shallbe provided for any vehicle out of service for more than8 working hours.

    103 Communication System for theOverseeing Organisation

    1 When required in Appendix 1/3 the Contractorshall provide a communication system for theOverseeing Organisation as described therein, within 4weeks of the date for commencement of the Worksunless a different date for provision is required inAppendix 1/3.

    2 The system, unless otherwise described inAppendix 1/3, shall be entirely separate from anyprovision for a communication system provided by theContractor for his own use except that any aerialinstallation may be shared.

    3 The system shall have an operating range whichensures reception throughout the Site.

    4 The Contractor shall maintain the system,dismantling and removing it at the end of the periodstated in Appendix 1/3. If the system is inoperative forany reason, it shall either be repaired or a replacementprovided within 24 hours.2

    Standards

    1 Except where the specified standard implements oris technically equivalent to a Harmonised EuropeanStandard or to a European Standard adopted for useafter 31 December 1985, any requirement for goods ormaterials to comply with the specified standard shall besatisfied by compliance with:

    (i) a relevant standard or code of practice of anational standards body or equivalent bodyof any Member State of the EuropeanEconomic Area;or

    (ii) a relevant international standard recognisedfor use in any Member State of the EuropeanEconomic Area;or

    (iii) a technical regulation of any Member Stateof the European Economic Area;or

    provided that the proposed standard, code of practice,regulation, specification, technical description orEuropean Technical Approval provides, in use, levels ofsafety, suitability and fitness for purpose equivalent tothose required by the specified standard in so far asthey are not inconsistent with the EssentialRequirements of the Construction Products Directive(89/106/EEC). This Clause applies also to works onlyin so far as the means of carrying out such works areindivisibly associated with the goods or materials forwhich an alternative standard, code of practice,regulation, specification or technical description isproposed.Amendment - November 2003Quality Assurance

    2 (11/03) Unless otherwise indicated inAppendix 1/24, the Contractor shall institute a qualitymanagement system complying with BS EN ISO 9001and describe this in a Quality Plan. The Quality Planshall also incorporate the requirements ofAppendix 1/24 and where relevant, the requirementsof the accepted quality management schemes (seesub-Clauses 104.4 and 104.6 below and Appendix A).The Quality Plan shall be submitted to the OverseeingOrganisation, within the period(s) given inAppendix 1/24, for acceptance, before any related workis commenced. The Contractor shall allow adequatetime for written acceptance to be obtained.

    3 Quality Plans and method statements shall indicatehold points as follows:

    Contractors points where no further work shallhold points: proceed without the written

    approval of a designated person ofthe Contractors management, whoshall be named in the Quality Plan.

    Overseeing points where no further work shallOrganisations proceed without the writtenhold points: approval of a designated

    representative of the OverseeingOrganisation.

    The Contractor shall ensure the Quality Plans andassociated quality documentation are available to allparties involved with the Works.

    4 (11/03) Where any work, goods or materials to beused in the Works are the subject of a United KingdomAccreditation Service (UKAS) or equivalent accreditedthird party quality management scheme or a SectorScheme for Quality Management in Highway Workslisted in Appendix A or a UKAS or equivalentaccredited third party product certification schemelisted in Appendix B, only work, goods or materialsconforming with such a scheme shall be used and theContractor shall in each case submit to the OverseeingOrganisation a copy of the certificate of conformityaffirming compliance with the scheme, unless the goodsor materials bear a prescribed certification mark. Wherespecific training and/or competency requirements areincluded in any quality management scheme listed inAppendix A, the Contractor shall provide copies of therelevant training and/or competency assessmentscertificates and/or registration/skill cards of theworkforce to the Overseeing Organisation foracceptance.

    5 The requirement for any goods or materials to bemanufactured or supplied subject to a quality3

    management scheme listed in Appendix A or productcertification scheme listed in Appendix B shall besatisfied by compliance with an equivalent qualitymanagement scheme or product certification scheme ofany Member State of the European Economic Area,provided that the proposed scheme is designed toensure in use levels of safety, suitability and fitness forpurpose equivalent to those provided for by the schemespecified. This sub-Clause applies also to works only inso far as the means of carrying out such works areindivisibly associated with the goods or materials forwhich an alternative quality management scheme orproduct certification scheme is proposed.

    6 (05/04) Where any work, goods or materials to beused in the Works are the subject of the Organizationsquality management scheme listed in Appendix A, theContractor shall require the supplier of such items toprepare an Organizations Quality Plan and submit it tothe Overseeing Organisation. The OrganizationsQuality Plan shall comply with the requirements ofAppendix 1/24 and the individual requirements of therelevant Sector Scheme Documents for QualityManagement in Highway Works.

    Quality Records

    7 (05/04) The Contractor shall make available andshall require an Organization to make available onrequest contemporary quality records as identified inBS EN ISO 9001 to demonstrate achievement of therequired quality and the effectiveness of the qualitysystem. Copies of all quality records shall be madeavailable immediately to the Overseeing Organisation.The Contractor shall report any non-conformingproduct/service and shall require an Organization toimmediately report any non-conforming product/serviceto the Contractor. The Contractor shall immediatelypass these reports to the Overseeing Organisation, andundertake no further related work until remedial orother measures have been undertaken.

    8 (11/03) The Contractor shall submit the qualityrecords required by this Specification, as indicated inAppendix H, to the Overseeing Organisation. No itemof work shall be considered complete until theserecords have been received by the OverseeingOrganisation.

    Provision of Information

    16 Unless otherwise specified, two copies of allinformation, including valid certificates, in respect ofwork, goods or materials proposed by the Contractorshall be supplied to the Overseeing Organisation.Where the original documentation is in a language otherthan English, it shall be accompanied by an Englishtranslation. Information and certificates shall besupplied at least four weeks prior to the use of the work,goods or materials in the Works.

    17 When required in Appendix 1/4, three copies ofdetailed working and fabrication drawings, prepared byor on behalf of the Contractor, shall be submitted forthe Overseeing Organisations approval and when thedrawings have been approved the Contractor shallprovide transparencies of the approved drawings to theOverseeing Organisation. Minimum period forsubmission of the drawings prior to commencement ofthe related works shall be as stated in Appendix 1/4.Such approval shall in no way relieve the Contractor ofhis responsibilities for the work under the Contract.

    18 When the Contractor proposes to use a differentstandard, quality management scheme, productcertification scheme, Agrment Certificate or typeapproval/registration from that specified the Contractorshall provide all the relevant information to enable theOverseeing Organisation to ascertain whether or not theproposal is equivalent to the specified requirement. Theinformation shall be supplied at least 4 weeks prior tocommencing the related works, to enable the evaluation

    05 (05/01) Goods, Materials, Sampling andesting Goods and Materials

    The Contractor shall maintain a record of theuppliers from whom he proposes to purchase the goodsnd materials necessary for the execution of the Works.here a choice of goods or materials is listed in the

    4 (11/03) Where testing including sampling is carriedout in another Member State of the European EconomicArea such tests shall be undertaken by an appropriateorganisation offering suitable and satisfactory evidenceof technical and professional competence andindependence. This condition shall be satisfied if theorganisation is accredited in a Member State of theEuropean Economic Area in accordance withsub-Clause 105.3 above.

    5 Where goods or materials are accepted on the basisof an equivalent standard, code of practice,specification, technical description, qualitymanagement scheme, product certification scheme orAgrment certificate as provided for in Clause 104,testing and sampling as specified in or applicable tosuch an equivalent standard, code of practice,specification, technical description, qualitymanagement scheme, product certification scheme orAgrment certificate is accepted and shall besubstituted for those specified in Appendices 1/5 and1/6 respectively.

    6 (11/03) The Contractor shall provide samples, whichshall include source samples, of goods and materialsand shall deliver these to the Overseeing Organisationas described in Appendix 1/6. Unless otherwise statedin Appendix 1/6, the Contractor shall arrange for thesampling of such goods and materials to be undertakenby qualified staff of testing laboratories holding UKASor equivalent accreditation to EN 45001 for suchsampling. These samples shall be supplied in sufficienttime for them to be tested for acceptability by theOverseeing Organisation, taking into account theprogramme for the Works. Production samples shall bedelivered in a condition which is representative of thematerials state for the purpose of the test.

    7 The Contractor shall provide for rates of samplingspecified in Appendix 1/6. These rates of sampling shallapply at the outset of each of the respective activitiesand for the duration of each of the activities. Followingan initial period of sampling, the Contractor may applyto the Overseeing Organisation for a relaxation in theserates of sampling having demonstrated to theOverseeing Organisation an acceptable level ofconfidence in control. Provided, at any subsequent timewhen test results indicate the need for improved controlin the opinion of the Overseeing Organisation, theContractor samples at the rate specified inAppendix 1/6.

    The Contractor shall design the structural elementsnd other features listed in Appendix 1/11 to complyith the design specifications therein. Alternatively, theontractor may propose an element or feature designedy the manufacturer. In either case, the Contractor shallubmit his proposals to the Overseeing Organisation.

    07 Site Extent and Limitations on Use

    The extent of the Site and any limitations on its usehall be as described in Appendix 1/7.6

    108 Operatives for the OverseeingOrganisation1 The Contractor shall provide the OverseeingOrganisation with, and maintain continuity of,operatives equal to the tasks, and capable of performingthe functions, described in Appendix 1/8.

    2 For site surveys and setting out, operatives shall beexperienced in assisting engineers in such work.

    3 For laboratory-related duties, operatives shall becapable of assisting laboratory staff in routine tasks.

    4 Operatives provided under sub-Clauses 2 and 3 ofthis Clause shall have valid driving licences and drivingexperience suitable for the vehicles supplied inaccordance with Appendix 1/2.

    109 Control of Noise and Vibration

    1 The Contractor shall comply with therecommendations for practical measures to reduce noiseset out in BS 5228 : Parts 1, 2 and 4 and with anyspecific requirements stated in Appendix 1/9.

    2 The Contractor shall comply with any specificrequirements for the control of vibration stated inAppendices 1/9, 2/4, 6/3, 6/13 and Clause 607.

    3 Compliance with sub-Clauses 1 and 2 of thisClause does not confer immunity from relevant legalrequirements.

    110 Information Boards

    1 The Contractor shall, within four weeks of the datefor the commencement of the Works provide and erectinformation boards at the locations and to thespecification given in Appendix 1/21. The Contractorshall ensure that they are kept clean and maintained in asafe and legible condition and remove them oncompletion of the Works.

    111 Existing Ground Levels

    1 The Contractor shall satisfy himself that theexisting ground levels as described in Appendix 1/12are correct. Should the Contractor wish to dispute anylevels he shall submit to the Overseeing Organisation aschedule of the position of the levels considered to bein error and a set of revised levels. The existing groundrelevant to the disputed levels shall not be disturbedbefore the correct levels are determined.

    The Contractor shall, unless otherwise stated inppendix 1/12, within 3 weeks of the date for

    ommencement of the Works, carry out a check of theo-ordinates and levels of all permanent groundarkers and permanent bench marks described inppendix 1/12 and shall supply the Overseeingrganisation, if requested, with their position and level

    n order that they may be checked and revised ifecessary. The Contractor shall identify and bring to thettention of the Overseeing Organisation any markershat are missing. The Contractor shall comply with anypecific requirements for setting out described inppendix 1/12.

    The Contractor shall keep updated schedules andrawings of all bench marks (which shall be based onrdnance Datum at Newlyn) used in the setting out and

    hall make these available to the Overseeingrganisation when required.

    The Contractor shall ensure that where necessary,n order to maintain his programme, lines and levels areet out in such time as to enable Statutory Undertakerslant and other publicly or privately owned services orupplies to be installed, altered or removed.

    The Contractor shall survey and record existingetails of items which he is required to remove andubsequently replace. The level of survey informationo be recorded is described in Appendix 1/12.

    13 Programme of Works

    Subject and without prejudice to the Conditions ofontract, the programme which the Contractor submits

    o the Overseeing Organisation shall comply with thepecific requirements stated in Appendix 1/13.

    14 Payment Applications

    Unless otherwise described in the Contract, theontractor shall comply with the requirementsescribed in Appendix 1/14 concerning applications forayment.

    15 Accommodation Works

    The Contractor shall undertake and complete theccommodation works as described in Appendix 1/15.he Contractor shall give the Overseeing Organisationt least ten days notice of the date he intends to startork on individual plots, for the benefit of each owner,

    essee or occupier.7

    116 Privately and Publicly Owned Services orSupplies

    1 The Contractor shall satisfy himself as to the exactposition of Statutory Undertakers and other publiclyand privately owned services or supplies affected by theWorks.

    2 The Contractor shall, during the progress of theWorks take all measures required by any StatutoryUndertaker or the management of other publicly orprivately owned services or supplies, for the supportand full protection of all such services or supplies.

    3 Where privately or publicly owned services orsupplies affected by the Works are subject to alteration,removal or addition, the Contractor shall be responsiblefor all arrangements with the owners and/or their agentsfor the execution and phasing of such works inaccordance with his programme. Details of such work,preliminary arrangements made by the OverseeingOrganisation, and/or any orders already placed aregiven in Appendix 1/16.

    4 Where work is being undertaken on a motorwaythe Contractor shall take all measures required by theOverseeing Organisation for the location and protectionof all cabling, ducts and other devices which form partof the motorway communications system or othersystems of the Overseeing Organisation. The Contractorshall comply with the Special Requirements inRelation to Motorway Communications Systems.Where the motorway communications system or othersystem will be affected by the Works the Contractorshall ensure that an alternative system as described inAppendix 1/16 is fully operational prior to interruptingthe existing system; any connections or disconnectionsto the existing system may only be undertaken by theOverseeing Organisations maintenance agent. TheContractor shall be responsible for liaising, with theOverseeing Organisations maintenance agent.

    5 No services or supplies shall be interrupted withoutthe written consent of the appropriate authority orowner, and the Contractor shall provide a satisfactoryalternative before interrupting any existing service orsupply, unless otherwise stated in Appendix 1/16.

    #117 Traffic Safety and Management

    1 (05/01) When planning and undertaking work onhighways open to traffic the Contractor shall takeaccount of the Quality Management Sector Schemesdetailed in Appendix A and the recommendationscontained in the following:

    When planning traffic safety and managementeasures the Contractor shall take into account theformation contained in Appendices 1/17 and 1/18.

    The Contractor shall, unless otherwise stated inppendix 1/17, after consultation with any statutory,olice or other authority concerned prepare and submitaffic safety and management proposals within themescale described in Appendix 1/17 to the Overseeingrganisation. These shall show the proposed traffic

    afety and management measures including provision ofafety zones which he proposes for carrying out theorks. If stated in Appendix 1/17, the proposals shallclude the provision of running lanes for the use of

    mergency vehicles within the Site. If required theontractor shall make such changes to his proposals asay be necessary to meet the requirements of theontract. Thereafter the Contractor shall furnish suchetails and information as may be necessitated by theorks.

    The Contractor shall design, construct andaintain, or if Appendix 1/17 so provides shall

    onstruct and maintain, the central reserve crossoversescribed in Appendix 1/17 in accordance with theformation stated therein. Unless otherwise described Appendix 1/17, the Contractor shall remove those

    rossovers when no longer required and reinstate theentral reserve to its original condition.

    If the Contractor intends to construct centralserve crossovers as part of his traffic safety andanagement proposals he shall submit an outline of the

    roposals to the Overseeing Organisation in advance, inccordance with the requirements of sub-Clause 3 ofis Clause.

    The Contractor shall submit a formal application,s described in Appendix 1/17, to the appropriateuthority for any statutory orders required to be made

TheContractor shall inform the Overseeing Organisation ofdetails the Contractor has agreed with the highwayauthority for traffic signs, lighting, construction,maintenance and removal of any central reservecrossovers.7 If stated in Appendix 1/17, the Contractor shallundertake the maintenance functions described thereinand to the extent there described, on the lengths ofhighway there specified, until the issue of theappropriate certificate of completion.

    8 (08/03) The Contractor shall, unless otherwise statedin Appendix 1/17, provide, erect, maintain, reposition,cover and uncover and finally remove traffic signs asrequired by the Works. In so doing, such other measuresshall be taken by the Contractor as may be necessitatedby the Works in accordance with any specialrequirements in Appendix 1/17, recommendations inChapter 8 of the Traffic Signs Manual published by TheStationery Office and amendments thereto detailed inAnnex B of Advice Note TA 61 (DMRB 8.2.2) and inStandard TD 49 (DMRB 8.4.4), and other instructionsof the Overseeing Organisation listed in Appendix 1/17.The recommendations of Chapter 8 of the Traffic SignsManual are further extended by Advice Notes TA 63(DMRB 8.4.5) and TA 64 (DMRB 8.4.3). Where thecircumstances of any particular situation are notcovered by the recommendations or described inAppendices 1/17 or 1/18, the Contractor shall submitproposals for dealing with that situation to theOverseeing Organisation.

    9 Where a temporary speed limit at road works hasbeen imposed and the Works have been temporarilyterminated, with the removal of traffic managementmeasures, the Contractor shall ensure that thetemporary speed limit signs are covered or taken downfor the duration of the cessation of the Works. Wherethe temporary speed limit signs are covered, thecovering material shall be of a glare-resistant type andsecurely fastened.

    10 Traffic signs shall comply with the appropriateClauses in Series 1200 of the Specification. TheContractor shall unless otherwise stated inAppendix 1/17 keep traffic signs clean, secure andlegible and ensure that all signs required to be lit,whether by external or internal lighting, are so lit duringperiods when road vehicles are required to displaylights.

    11 Where the Contract provides that the Contractorshall not erect, maintain or reposition traffic signs, theContractor shall not change in any manner thepermanent or temporary traffic signs without instructionfrom the Overseeing Organisation and shall give suchnotice as is stated in Appendix 1/17 to indicate when

    igns should be moved compatible with the progress ofhe Works.

    2 All traffic safety and management measuresecessitated by the Works shall be fully operationalefore the Contractor commences any work, whichffects the public highway or the use of it.

    3 Any area of highway which has been closedecause of the Works shall not be re-opened until allppropriate traffic safety and management measuresave been completed and the highway is in a suitableondition for public use.

    4 (08/03) Where work is carried out on, or adjacent to highway open to traffic the Contractor shall ensurehat vehicles and mobile plant under his controlperating frequently or regularly on or adjacent to thatighway in the execution of the Works shall be paintedn a conspicuous colour and shall have sign boardseading Highway Maintenance or where appropriateMotorway Maintenance. The signs shall be inccordance with Diagram 7404 of Schedule 12, Part Vf the Traffic Signs Regulations and General Directions002. The lettering shall be 150 mm x height forehicles and plant except that for light vans and cars ithall be the largest x height that can be accommodatedut of the following heights: 37.5, 50, 62.5, 75 or 100m. In addition each such vehicle or item of plant shall

    5 Temporary lighting shall be provided in accordanceith Clause 1405 where required by Appendix 1/17, ory the Contractor in the execution of the Works.

    6 Temporary Emergency Telephones shall berovided in accordance with Clause 1529 whereequired by Appendix 1/17, or by the Contractor in thexecution of the Works in accordance with sub-Clause17.3.

    7 The Contractor shall provide and suitably signoints of entry to and exit from the Site, for vehiclesnd plant engaged on the Works. The Contractor shallnsure that when any vehicle or item of plant iseversing within the Site on or adjacent to a highwaypen to traffic, it does so only under the supervision of person designated for the purpose of regulating trafficithin the Site who shall be readily distinguishable

    rom the remainder of the work force.

    8 Where work is carried out on or adjacent to aighway open to traffic the Contractor shall ensure thathe workforce and the site supervisory staff at all timesear high visibility warning clothing complying withS EN 471. Clothing shall be to Table 1, Class 2 or 3

Inaddition on motorways or other high speed roads fulllength sleeves meeting the requirements of para 4.2.4shall be provided for coveralls and jackets. The colourof the clothing shall normally be fluorescent yellowor fluorescent orange-red complying with Table 2.The retroreflective material used shall be to Class 2 asdefined at Table 5. Clothing complying with otherspecifications may be used in accordance withClause 104.2 where they offer equivalent levels ofperformance in so far as the specification given is notinconsistent with the basic health and safetyrequirements set out in Annex 2 of the PersonalProtective Equipment Directive (89/686/EEC). TheContractor shall ensure that the person in charge of theworkforce is readily distinguishable from the persondesignated in sub-Clause 19 of this Clause and from theremainder of the workforce.

    19 (08/03) Where required in Appendix 1/17, theContractor shall appoint a Traffic Safety and ControlOfficer who shall make all arrangements necessary fortraffic safety and control including the provision andoperation of breakdown recovery vehicles. The TrafficSafety and Control Officer shall be experienced in thecontrol of temporary traffic management operationsand shall possess a certificate of achievement from theForemans training course for Sector Scheme 12A. TheTraffic Safety and Control Officer shall have one ormore nominated deputies. The Contractor shall providethe Overseeing Organisation with the names of thisOfficer and his nominated deputies and with telephonenumbers or details of other means by which they or oneof them can be contacted at any time. Unless otherwisedescribed in Appendix 1/17 the Traffic Safety andControl Officer or a nominated deputy shall be on theSite at all times when traffic management is inoperation and shall be readily available to deal withmatters related to traffic safety and control (includingbreakdown recovery vehicles).

    20 If an accident or breakdown occurs on acarriageway or hard shoulder open to traffic within orin the vicinity of the Site, the Contractor and operatorsof recovery vehicles provided in accordance withClause 120 shall act as requested by police officersacting under their statutory powers.

    21 Where required in Appendix 1/17, the Contractorshall provide, erect, maintain and remove DriverInformation Signs in accordance with sub-Clauses 22 to31 of this Clause.

    22 (08/03) Sign face layouts shall be in accordance withSigns 7004 and 7005 of the Traffic Signs Regulationsand General Directions 2002.

    23 Legends shall be selected as appropriate fromTable 1/1 unless stated otherwise in Appendix 1/17.Amendment - May 200424 Sign 7004 shall describe the work activity takingplace.

    It shall be sited either:

    (i) Two miles from major maintenance worksand Type A works, as defined by Topic 4 ofChapter 8 of the Traffic Signs Manual, onhigh speed dual carriageways; or

    (ii) One mile from routine and minormaintenance works and Type B works, asdefined by Topic 5 of Chapter 8 of theTraffic Signs Manual, on high speed dualcarriageways.

    25 (05/01) Sign 7005 shall indicate how long delays arepossible. It shall be sited one mile from majormaintenance and Type A works. At the commencementof Works the legend shall read, for example ..... untilSept 02. At least ten days before the end ofcarriageway restrictions the date shall be specified moreprecisely, for example ..... until 30 Sept. This dateshall be further updated, if necessary, until therestrictions are removed.

    26 Sign 7004 shall be located within roadworks whenpart of the road is coned off, and the reason for this isnot apparent from the carriageway, for any periodexceeding 30 minutes, or one hour if road capacity ismaintained.

    27 Signs located within roadworks shall only be usedwhere they can be located at least 50 metres beyond thedownstream end of a taper and in a position which doesnot prejudice traffic safety.

    28 If needed, Information Signs shall be sited at thebeginning and at one kilometre intervals through theWorks. They shall not be placed where they maydistract drivers negotiating traffic managementprovisions.

    29 Signs shall either be sited for the duration of theworks where it is safe and appropriate to do so orprovision made to enable their use at short notice.

    30 (05/04) The Contractor shall provide adequatestorage facilities clear of any safety zone. Storagewithin the central reserve or in front of safety barriersshall not be permitted.

    31 Information signs shall only be displayed withinroadworks where they accurately reflect the reason forthe inactivity.

    32 (05/01) Where required in Appendix 1/17, aTemporary Automatic Speed Camera System for theEnforcement of Mandatory Speed Limits at Roadworks(TASCAR) shall be provided in accordance with therequirements therein.10

    118 Temporary Diversions for Traffic

    1 The provisions of this Clause do not apply to anytemporary access or accommodation works which the

    Contractor may construct for his sole use in theexecution of the Works.

    2 Each temporary diversion for traffic shall be madeoperative in advance of any interference with theexisting arrangements and shall be maintained to thestandard stated in Appendix 1/18 or if no standard is sostated, in accordance with sub-Clause 6 of this Clause.

    Temporary Diversions for Traffic Specified by theOverseeing Organisation

    3 The Contractor shall construct, maintain, removeand reinstate each temporary diversion for trafficspecified in Appendix 1/18 in accordance with thedetails stated therein. Where stated in Appendix 1/18,the Contractor shall design each temporary diversionfor traffic, including any temporary structures, inaccordance with the details stated therein. Unlessotherwise described in Appendix 1/18, the Contractorshall remove each temporary diversion for traffic assoon as it is no longer required.

    Temporary Diversions for Traffic Proposed by theContractor

    4 If the Contractor proposes to construct a temporarydiversion for traffic as part of his intended traffic safetyand management measures, he shall submit an outlineof his proposals to the highway authority for theiragreement and consultation with the police.

    5 The Contractor shall submit a formal application tothe appropriate authority for any statutory ordersrequired to be made or notices required to be publishedthrough the Overseeing Organisation, allowing suchtime as is stated in Appendix 1/18 for the orders to bemade and notices to be published.

    6 The standard and siting of every temporarydiversion for traffic shall be suitable in all respects forthe class or classes of traffic using it, and its width shallbe not less than that of the existing way except whereindicated in Appendix 1/18.

    7 The Contractor shall inform the OverseeingOrganisation of any details agreed with the highwayauthority for traffic signs, lighting, construction,maintenance, removal and reinstatement of anytemporary diversion for traffic proposed by theContractor.

    119 Routeing of Vehicles

    1 The Contractor shall comply with the requirementsdescribed in Appendix 1/19 in connection with routeing

    f vehicles.

    20 (05/01) Recovery Vehicles for Breakdowns

    11/05) General

    (11/05) Unless otherwise permitted in Sheet 1 ofppendix 1/20, the Contractor shall have available for

    mmediate use recovery vehicles of a single recoveryrganization as described in this Clause.

    (11/05) The Contractor shall ensure that, once aehicle recovery organization has been appointed,hanges shall only be made with the agreement of theverseeing Organisation.

    (11/05) The Vehicle Recovery Organization shall beegistered to the Sector Scheme for Vehicle Recovery atighway Construction Sites (National Highway Sectorcheme 17) (referred to hereafter as the Sector Scheme)escribed in Appendix A (provided that this is availablet the time the Contract is awarded).

    (11/05) When planning and undertaking anyecovery work the Contractor shall comply with theequirements of the Sector Scheme at all times, ifpplicable.

    (11/05) The Contractor shall ensure that recoveryehicles are operated in accordance with all applicabletatutory requirements and the recommendations andequirements contained in the following, unlessuperseded by more specific requirements of thislause or the Sector Scheme:

    (i) Code of Practice on Health and Safety forVehicle Recovery Operators published bythe Association of Vehicle RecoveryOperators;

    (ii) PAS 43 Safe Working of VehicleBreakdown and Recovery Operators -Management System Specificationpublished by the British StandardsInstitution;

    (iii) BS 7121-12 - Safe Use of Cranes - RecoveryVehicles and Equipment - Code of Practice;and

    (iv) BS 7901 - Specification for recoveryvehicles and vehicle recovery equipment.

    (11/05) The Contractor shall ensure that, suitablensurances to cover all claims arising out of theperation of the recovery service, are taken out and

    maintained in force for the duration of the works. The12

    Series 100PreliminariesContractor shall submit copies of relevant certificates tothe Overseeing Organisation not less than 14 days priorto the commencement of recovery operations andwithin 14 days of policy renewal thereafter.

    (11/05) Recovery Personnel

    7 (11/05) The Contractor shall ensure that all recoveryoperations are carried out under the control of acompetent Recovery Controller. The RecoveryController shall be an employee of the VehicleRecovery Organization and may be either part of therecovery vehicle crew or a separate trained recoverytechnician. The Recovery Controller shall beresponsible for the planning and implementation of asafe and efficient system of work for recovery of thecasualty vehicle, unless subject to specific requestsfrom police officers or uniformed traffic officers actingunder their statutory powers.

    8 (11/05) Without prejudice to sub-Clause 7 above,whilst within the limits of a temporary trafficmanagement scheme, the Recovery Controller shallcomply with any traffic management relatedinstructions given by the Traffic Safety and ControlOfficer or his deputy in accordance withsub-Clause 117.19. Elsewhere the Recovery Controllershall comply with the traffic management relatedinstructions of the Overseeing Organisations RegionalControl Centre (if operational at the time the contract isawarded).

    9 (11/05) The Contractor shall ensure that vehiclerecovery technicians hold a relevant training certificate,which meets the requirements of the Sector Scheme.Such certificate shall certify successful completion of acourse on breakdown recovery applicable to the type ofbreakdown recovery vehicle(s) being operated. TheSector Scheme requires the certificate to be in the formof an identity card containing such information and aphotograph of the technician. A copy of each certificateshall be provided to the Overseeing Organisation notless than 14 days before the commencement of recoveryoperations.

    10 (11/05) The Contractor shall check the validity ofthe certificates/cards on a regular basis, includingchecking that the photograph matches with the cardholders image, at intervals not exceeding 6 months andreport his findings to the Overseeing Organisation.

    11 (11/05) The Contractor shall ensure by appropriatechecks on a regular basis, that all operatives involvedwith vehicle recovery are suitable to work withvulnerable motorists. The Contractor shall report hisfindings to the Overseeing Organisation not less than 14days prior to the commencement of recovery operationsand at regular intervals thereafter not exceeding 12

    months.

    Amendment - November 200512 (11/05) The Contractor shall ensure by appropriatechecks that each technician has a valid driving licencecovering the class of vehicle and trailer being driven.The Contractor shall submit copies of all drivinglicences for operatives, to the Overseeing Organisation,not less than 14 days prior to commencement ofrecovery operations. The Contractor shall carry outregular 6 monthly checks on driving licences and reporthis findings to the Overseeing Organisation.

    13 (11/05) The Contractor shall ensure that alltechnicians involved with vehicle recovery display anidentity card, which incorporates the name of theContractor, the name of the Vehicle RecoveryOrganization and the name and a photograph of theholder. This card must be available for inspection at alltimes and a copy must be submitted to the OverseeingOrganisation prior to the commencement of theoperative working.

    14 (11/05) In addition to any special provisionsidentified in the Contractors health and safety riskassessment for recovery operations, the Contractor shallensure that each recovery technician is provided withthe following personal protective equipment, as aminimum:

    (i) a high visibility reflective safety jacketwhich prominently displays the wordRECOVERY on the front and back. Itshall conform to BS EN 471 and the specificrequirements of sub-Clause 117.18;

    (ii) safety helmet to BS EN 397 and chin strapwhere considered appropriate;

    (iii) safety boots with steel reinforced toecapsand midsole conforming toBS EN ISO 20345;

    (iv) protective goggles conforming toBS EN 166; and

    (v) protective gloves conforming to BS EN 388.

    The Contractor may upgrade the specification ofpersonal protective equipment at their own cost.

    15 (11/05) The Contractor shall ensure that all PersonalProtective Equipment (PPE) is stored and maintained ingood and clean condition. The Contractor shall ensurethat high visibility safety wear is replaced or cleaned, asnecessary, throughout the duration of the Contract, tomaintain its conspicuity.

    16 (11/05) The Contractor shall ensure that theOperatives shall be familiar with their vehicles and theequipment carried on board, before commencingrecovery operations. Where appropriate, they shall betrained to use any ancillary equipment carried on thevehicle, including fire extinguishers and first aid

    equipment for personal use.

    17 (11/05) Prior to the commencement of the Works,the Contractor shall consult with the localrepresentative of the Chief Officer of Police and/or theOverseeing Organisations Regional Control Centre(if operational at the time of contract award) toestablish procedures, including contact telephonenumbers, for:

    (i) clearing shed loads; and

    (ii) vehicle recovery which may be beyond thecapabilities of the free recovery service.

    18 (11/05) The recovery service is to be providedbetween the Roadworks Ahead - 2 miles sign and theRoad Works End sign unless otherwise stated inSheet 1 of Appendix 1/20.

    19 (11/05) The Contractor shall ensure that the recoveryvehicles are only used to remove vehicles that arestationary due to mechanical breakdown, accidentdamage or abandoned on the highway, within the limitsof the service.

    20 (11/05) The Contractor shall ensure that the recoveryvehicle operatives comply with the provisionscontained within Sheet 1 of Appendix 1/20 inconnection with this service, subject to specific requestsfrom police officers and uniformed traffic officersacting under their statutory powers.

    21 (11/05) The recovery vehicles shall be stationed atthe points either specified in Sheet 1 of Appendix 1/20or otherwise agreed with the Overseeing Organisation,subject to specific requests from police officers anduniformed traffic officers acting under their statutorypowers.

    22 (11/05) The Contractor shall provide the facilitiesrequired by Sheet 1 of Appendix 1/20 and shall ensurethat broken-down, accident damaged or abandonedvehicles are not removed by the recovery vehicles otherthan to the location(s) described in Sheet 1 ofAppendix 1/20 unless some other location has first beenagreed with a police officer or uniformed traffic officeracting under their statutory powers.

    23 (11/05) The Contractor shall ensure that, afterdepositing a broken-down, accident damaged orabandoned vehicle at one of the designated locations,the recovery vehicle returns immediately to its stationdescribed in Sheet 1 of Appendix 1/20. The Contractorshall ensure that recovery vehicle operatives at no timeattempt to repair vehicles that have broken down.

    24 (11/05) The Contractor shall make no charge for thisrecovery service to the owner or driver of the recoveredvehicle.Amendment - November 200525 (11/05) The Contractor shall ensure that the recoveryvehicle operatives issue leaflets, as described in Sheet 3of Appendix 1/20, before the tow commences, to thedrivers of vehicles requiring assistance.

    26 (11/05) The Contractor shall submit weekly to theOverseeing Organisation:

    (i) duplicate completed information sheetslogging the assistance given by the recoveryvehicles; and

    (ii) duplicate completed log sheets which recorddaily checks made on each recovery vehicle.

    These shall be on printed forms provided by theContractor in accordance with the samples given inSheets 2 to 4 of Appendix 1/20.

    (11/05) Communications systems

    27 (11/05) In addition to the requirements ofAppendix 1/3 and this sub-Clause, the Contractor shallprovide and maintain dedicated equipment forcommunication with the Vehicle RecoveryOrganization, for the duration specified in the Contract,as described in Sheet 1 of Appendix 1/20.

    28 (11/05) Unless otherwise described in Sheet 1 ofAppendix 1/120, the communication system shall alsoinclude the following:

    (i) a secondary back up communicationssystem between the recovery base station(s)and all recovery vehicles; and

    (ii) an emergency telephone and line at therecovery base station(s) for the sole use ofemergency calls. Where possible, the linkbetween the recovery base station(s) and thepolice shall be by direct land line.

    29 (11/05) The communication system shall be fullyestablished, tested and operational before theContractor commences the Works.

    30 (11/05) The Contractor shall be responsible forproviding all associated equipment and payment of feesto operate the system.

    (11/05) Requirements for Recovery Equipment

    31 (11/05) The Contractor shall ensure that all recoveryvehicles are maintained in such condition that thevehicles conform to appropriate current legislation(including, but not limited to, the Road Vehicle(Construction and Use) Regulations, Road VehicleLighting Regulations, Road Transport Act and RoadTraffic Act) at all times.

    32 (11/05) All recovery vehicles shall have either acurrent goods vehicle test certificate or MOT certificate14

    or other certificate of roadworthiness issued by aVehicle and Operator Services Agency (VOSA)approved testing station, and also weigh bridgecertificate stating individual axle and gross vehicleloadings. Copies of certificates shall be provided to theOverseeing Organisation not less than 14 days prior tothe commencement of recovery operations using thevehicle concerned. Certificates shall be renewedannually on the due anniversary of the inspection andnew certificates shall be provided to the OverseeingOrganisation immediately following the inspection.

    33 (11/05) The Contractor shall make appropriatearrangements for any inspections required under theSector Scheme to be carried out in a place of safety,either on or off site for the duration of the contract.

    34 (11/05) Recovery vehicles shall not be replacedwithout the prior agreement of the OverseeingOrganisation.

    35 (11/05) Photographs of each vehicle, clearlyshowing vehicle registration number, shall be providedto the Overseeing Organisation not less than 14 daysprior to the commencement of recovery operationsusing the vehicle concerned. Any replacement vehicleshall normally be of the same vehicle class andcategory, shall conform to the requirements of thisClause and shall have been inspected in accordancewith any additional requirements of the Sector Scheme,if applicable.

    36 (11/05) Recovery vehicles shall prominently displaythe name and telephone number of the VehicleRecovery Organization, and be of conspicuous colour(white, yellow, orange or silver) and marking toemphasise the length and outline of the vehicle.Suitable retroreflective markings not less than 200 mmwide shall be applied along the full length of the sidesof the vehicle. Colours and usage of retroreflectivemarkings must comply with the Road Vehicle LightingRegulations. High visibility chevron markingscomprising of alternate strips of red retroreflectivematerial and yellow non-retroreflective material, of notless than 150mm width each, inclined at 45o to thehorizontal, shall be applied to the rear of the vehicle.The chevrons shall cover as much of the rear-facingportion of the vehicle as possible without obscuringwindows, vehicle lighting or registration plates. Redretroreflective tape shall be applied to all rear facingedges of open doors and equipment lockers. The vehicleand all retroreflective markings shall be maintained ingood and clean condition.

    37 (11/05) Each recovery vehicle shall display a signwith the legend FREE RECOVERY TO END OFROAD WORKS. This sign shall be securely mountedon the recovery vehicle in such position as to be clearlyvisible from the driving seat of a car at a distance ofAmendment - November 20053 m from the rear of the recovery vehicle. This signshall at all times be clean and legible and shall not beobstructed.

    38 (11/05) A lighting board shall be secured to the rearof the vehicle being towed. The board shall be clearlyvisible to other drivers of vehicles approaching from therear. It shall be maintained in good working order andshall be cleaned after use to maintain its conspicuity.

    39 (11/05) Recovery vehicles shall be equipped withsufficient chains, wire rope and shackles for the saferecovery of any fully laden vehicle within theappropriate class of recovery (eg heavy or light). Allchains, wire ropes, tow poles and shackles shall complywith relevant British standards and be fully certified byan independent competent person to comply with allcurrent legislation. All lifting equipment shall beaccompanied by a valid proof loading certificate, besuitably marked with the SWL and be free from snags,excess stretching and wear. Copies of all certificatesshall be supplied to the Overseeing Organisation notless than 14 days prior to the commencement ofrecovery operations using the vehicle concerned.

    40 (11/05) All equipment shall be suitably marked so asto be identifiable and provide an audit trail forinspection purposes.

    41 (11/05) All walkways at height on the recoveryvehicle shall be fitted with hand rails and non slip treadsystems. Access steps shall be provided on the non-trafficked passenger side of the vehicle. Equipmentshall be stored on the passenger side of the vehicle, asfar as is practicable.

    42 (11/05) Where insufficient seating capacity isavailable in the recovery vehicle for transport ofpassengers, the Contractor shall ensure that suitablearrangements are made to transport passengers to thesetting down location.

    43 (11/05) When carrying child passengers, theContractor shall ensure that a child restraint seatappropriate to the age of the child is used.

    44 (11/05) The Contractor shall ensure that each lightrecovery vehicle has a crew including at least onetrained technician and that each heavy recovery vehiclehas a crew including at least two trained technicians.

    45 (11/05) Prior to commencement of the recoveryservice, the Contractor shall provide method statementsfor Heavy and Light Recovery to be agreed by theOverseeing Organisation. The method statement shallinclude a detailed list of the equipment carried on eachRecovery vehicle. The list may be used for audit byindependent third party as required by the OverseeingOrganisation.15

    (11/05) Heavy recovery vehicles

    46 (11/05) A heavy recovery vehicle shall comply withthe following as a minimum:

    (i) It shall be a recovery vehicle with not lessthan three axles, capable of towing by meansof an underlift a loaded vehicle of 80 tonstotal train weight (i.e., Category 2 SpecialTypes in accordance with Road Traffic ActSection 44 and Road Vehicles (Authorisationof Special Types)(General) Order). It mustbe able to maintain a minimum road speed of20 mph on a level road when fully loadedand pull away or hold back the completetrain weight when towing a maximumweight vehicle either up or downhill withoutwheel slip or loss of traction. Axle loadingsshall be within permissable legal loadingsfor the vehicle at all times.

    (ii) It shall be fitted with two power winches ofnot less than 12.5 tons each on bottom layercable, safeguarded by pressure relief devicesas appropriate. Each winch shall have no lessthan 30 m of cable. All equipment shall bepower-operated with SWL indicated on boththe winch and fixings. Operating levers/buttons shall be clearly marked foroperational use with key functionsduplicated on a remote control unit.Emergency stop controls shall be provided.

    (iii) Without prejudice to sub-Clause 39 of thisClause, it shall carry the following recoveryequipment as a minimum:

    (a) 1 no. full set of forks for use withunderlift.

    (b) 1 no. 44 tonne straight tow pole.

    (c) 1 no. tool kit including both and inch socket sets with AF/Metric sizedsockets.

    (d) 2 no. 12 tonne bottle jacks.

    (e) 1 no. 24/12 volt engine starter pack.

    (f) 1 no. crowbar.

    (g) 1 no. sledge hammer - 7 lbs minimum.

    (h) All lines and fittings necessary forconnection of the air braking system onthe casualty vehicle to the air brakingsystem on the recovery vehicle.

    (i) 2 no. wheel chocks suitable for use withan HGV.

    (j) 4 no. suitable lengths of wood block

    skidding.

    Amendment - November 2005(k) 8 no. screw pin bow shackles, minimumSWL 30 tonnes.

    (l) 6 no. 16mm diameter G8 chains withgrab hooks, 4 m minimum length.

    (m) 2 no. 16 mm diameter G8 chains withgrab hooks, 2 m minimum length.

    (n) 4 no. 12 mm diameter G8 chains withgrab hooks, 3 m minimum length.

    (o) 4 no. 7 mm diameter G8 chains withgrab hooks, 3 m minimum length.

    (p) 2 no. 50 mm ratchet straps, 2mminimum length with soft eyes.

    (q) 2 no. 12 tonne SWL nylon straps withsewn eyes, no less than 8m long and300mm wide.

    (r) 2 no. snatch blocks per winch, each witha SWL of twice that of the winch.Snatch block sheaves shall have aminimum diameter of 10 times thediameter of the winch cable.

    (iv) It shall carry and use, when necessary,equipment designed and manufactured forthe purpose of locking the steering of thebroken-down or accident-damaged vehicle inorder to tow it safely in a reverse direction.

    (v) It shall carry equipment to enable therecovery crew to remove the drive line orshafts of the broken-down or accident-damaged vehicle.

    (vi) It shall have seating for not less than tworecovery operatives. The Contractor shallmake suitable arrangements for the safetransport of passengers from the recoveredvehicle to the setting down location.

    (vii) It shall be fitted with and where appropriate,operatives trained to use, the followingancillary
