MSCA Key definitions

Experienced Researcher (ER)

At the time of the call deadline , must be in possession of a doctoral degree or have at least 4 years of full-time equivalent research experience

Full-timeequivalent research experience

Measured from the date when a researcher obtained the degree which would formally entitle them to embark on a doctorate, either in the country in which the degree was obtained or in the country in which the researcher is recruited, irrespective of whether or not a doctorate is or was ever envisaged

Academic sector Includes universities and higher education institutions (public and private) awarding degrees, non-profit research institutions (public and private), and international European interest organisations

Non-academic sector

Includes any socio-economic actor not included in the academic sector

Beneficiary Host organisation which recruits, supervises, and provides training for the researcher, taking complete responsibility for the proper implementation of the action

Partner organisation

Contribute to the action to provide additional training and host researchers during secondments. Do not employ the researchers or sign the grant agreement

Supervisor Scientist appointed at the host organisation to supervise the researcher throughout the duration of the project

Eligibility rules European Fellowships• Researcher experience: applicant must be an ER; at the time of the call deadline,

must be in possession of a PhD or have at least 4 years of full-time equivalent research

experience.

• May be of any nationality. Exception for the RI panel where researchers must be

nationals or long-term residents of an EU MS or AC.

• No age restrictions apply.

• Mobility rule: at the time of the call deadline, researchers shall not have resided or

carried out their main activity (work, studies etc.) in the country where their host

organisation is located for more than 12 months in the last 3 years.

o Exceptions apply for the SE, CAR and RI panel; cannot have carried out their main

activity in the host country for 3 in the last 5 years.

• To qualify for the CAR, researchers must not have been active in research for at least 12

months within the 18 months immediately prior to the call deadline.

Global Fellowships• Researcher experience: applicant must be an ER, i.e. at the time of the call

deadline, must be in possession of a PhD or have at least 4 years of full-time equivalent research experience.

• Must be a national or long-term resident of an EU MS or AC.

• No age restrictions apply.

• Mobility rule for the outgoing phase: at the time of the call deadline, researchers shall not have resided or carried out their main activity (work, studies etc) in the Third Country where their outgoing phase will take place, for more than 12 months in the last 3 years.

• The beneficiary (host organisation) must be located in an EU MS or AC.

• The partner organisation for the initial outgoing phase must be situated in a Third Country.

Score descriptors

•0 – Proposal fails to address the criterion or cannot be assessed due to missing or incomplete information.

•1 – Poor. The criterion is inadequately addressed, or there are serious inherent weaknesses.

•2 – Fair. Proposal broadly addresses the criterion, but there are significant weaknesses.

•3 – Good. Proposal addresses the criterion well, but a number of shortcomings are present.

•4 – Very Good. Proposal addresses the criterion very well, but a small number of shortcomings are present.

•5 – Excellent. Proposal successfully addresses all relevant aspects of the criterion. Any shortcomings are minor.

• Threshold is 70% but competitive proposals need to aim at a score of 90+%!

• Evaluation summary reports provided as feedback to applicants along with score and funding decision

• No restrictions on re-submission, but applicants discouraged from making references to previous evaluation results
