An update on the Atrium Building was provided. The City received drawings and fees on January 9, 2012. The development permit will likely be extended from January 12, 2012 until May 1, 2012. The Mayor has communicated the message to the media. No update on the First Avenue South Properties was provided. The sculpture at the Fire Hall will likely be installed in the Spring. ACTION: Tats Setta to send out information on form based code DELEGATION: Lethbridge Downtown Marketing Strategy Report
Alderman Coffman joined the meeting. Glen Loo of the St. Clements Group Inc. joined the meeting. Renae Barlow, Chairman of the Championing, Marketing and Promotion Sub-Committee, provided background to the development of the marketing strategy report. A Request for Proposal was developed for a Strategic Marketing Plan for Downtown Lethbridge. It was awarded to St. Clements Group Inc. in July, 2011. Glen Loo of the St. Clements Group Inc. stated the marketing strategy was “Lethbridgecentric”. It included the following:
• To get more people to use the downtown • How to give downtown a competitive edge within and beyond Lethbridge • Create an identity or brand for downtown • Create a sense of excitement for the downtown • Change in city residents’ attitude to the downtown • Managing and organizing existing events • Have to find things which the downtown does better than anyone else • Marketing extends the time a person spends in the downtown area • Primary emphasis should be based on culture (including sports, performing arts,
and community arts) • Secondary Events occur throughout the month
The Marketing Group looked at the following and rejected them because of the cost and risk:
• Use a single event for the entire year • Look at establishing a mega-facility • Male oriented entertainment • Going head to head with Mayor Magrath Drive South (in terms of sports) • New logo, songs, slogan
The Committee then talked about the proposed Signature Event (“Fourth Friday”):
• The designated “big” event should be culturally related • Allows everyone to market together • Becomes an important media story • Fourth Friday may be good because it is the day welfare and old age pension

• Each group will still market their own event, but a coordinator may market as a whole
• Occurs in Oshawa, a similar sized community It was questionable if the phrase “Heart of Our City” is known. The consultant recommended using “Downtown Lethbridge” as it has a higher identity. Glen Loo recommended that the Committee hire a Coordinator that has maturity. He encouraged the Committee not to get an intern or university student. Some issues that arose included the following:
• How do you make culture as the anchor to attract investment in downtown • Marketing budgets may need to look at regional businesses for support (beyond
the City) • City residents are vehicle oriented • Need to increase number of family oriented restaurants in the downtown

the next few weeks to continue their review of the City of Lethbridge Bylaws b) Request for Funding for Creative Economic Summit Renae Barlow requested that the Downtown Revitalization Fund cover fifty percent of the costs to attend a Creative Economic Summit Conference in Toronto on February 28 and 29, 2012. The Committee discussed other possible conferences that members may wish to attend, A listing of potential conferences will be circulated by George Kuhl.
JEFF CARLSON: That the request to cover 50% of the cost up to a maximum of $1,600 be allocated towards attendance at the Creative Economic Summit February 28 and 29, 2012.

An Open House will be scheduled for the Public Realm and Transportation Study for the week of February 20, 2012. The Design, Planning & Regulatory Processes Sub-Committee will be reviewing it, providing a suggested course of action for the Committee as a Whole. The Historic Plaque Tour will be launched during Lethbridge Historic Week, scheduled for the first week in May, 2012.

Last

Public Realm and Transportation Study (PRATS) Update Project Purpose:
The PRATS project commenced in November 2010 for the purpose of outlining
short to medium term strategic improvements to the public realm in Downtown.
Outcomes and recommendations from the PRATS project will be evaluated to
determine suitability for incorporation into a new Heart of Our City Area
Redevelopment Plan which is currently being developed by the Planning and
Development Department.
Budget:
The allocated budget for PRATS was $525,000. This budget was funded by both
Canadian Badlands Ltd (75%:$393,750) and the City (25%:$131,250). MMM Group
Limited, Calgary was selected as the prime consultant to undertake the Study. The
contracted consulting service fee for MMM Group was $469,978.00 (excluding GST). A
Project Advisory Committee, consisting of a project manager and six key department
staff from Transportation, Transit, Parks, and Planning, was also formed to provide
direction, oversight, context and technical advice. The project is near completion and
is approximately $40,000 under budget.
Project Outcomes:
Significant technical research and analysis was a fundamental component on
which subsequent work was based. In June 2011, a four-day intensive design workshop
was conducted in order to actualize the visions and goals stated in the Heart of Our
City Master Plan. During the listening session, walkable, multi-modal, safe, family-
focused downtown streets were suggested by the participants as desired
characteristics of the public realm.
One of the significant outcomes of this design workshop was a recommendation
to reduce the number of existing travel lanes from four to two on priority streets (2nd Ave,
3rd Ave, and 5th St.). This will result in enhanced mobility and accessibility for both
pedestrians and cyclists. While creating a vibrant public realm with much greater focus
on non-motorized transportation modes, the proposed design alternatives still maintain
sufficient parking spaces and levels of service on those streets. Scientifically supported
by current engineering techniques, these innovative design concepts were widely
supported by many stakeholders including the Heart of Our City Revitalization
Committee, interest groups, and some business owners along the priority streets.
The comprehensive final report, including the technical studies, deals with
parking strategies, active transportation, public transit services, urban design, and
implementation strategies that include a cost analysis. Some of the key
recommendations are; wider sidewalks that increase pedestrian mobility that
encourage business activities on the priority streets without significantly reducing the
number of parking stalls, opportunities the installation of the public art, high
performance of streetscape designs, and a future parking structure that would
accommodate parking demand in the next 20 years and beyond.
In December 2011, the final draft report was submitted and reviewed by the
city’s project staff and members of the Heart of Our City Revitalization Committee.
Public Open House (March 2012)
A public open house is expected from March 26 – 29, 2012 in the City Hall main
foyer. Detailed information will be provided shortly. This event is intended to inform
members of the public with a display of study information and recommendations. Event
notification will be posted on the city’s website and invitation will be sent out to
affected landowners within the study areas as well as members of the BRZ and those
who participated in the public engagement process. This will be a panel display without
a formal presentation with project staff available to answer your questions.
New Area Redevelopment Plan & Technical Advisory Group
Appropriate study outcomes and recommendations will be incorporated into
the new the Heart of Our City Area Redevelopment Plan which is currently being
developed by Planning and Development Services. A Technical Advisory Group will be
formed in February in order to ensure technical aspects of the project are addressed.
Project Closure
The Project Manager will submit a notification to the Canadian Badlands after
the contract is closed. It is intended for the project to be accepted by City Council in
early spring.

Design, Planning & Regulatory Processes Sub‐Committee Meeting Report January 30, 2012
The Design, Planning and Regulatory Processes Sub‐Committee have met three times this past month. We have included the topics of discussion for the Committee as a Whole, but are not ready to present any specific ideas at this point other than the Sub‐Committee is looking at the feasibility of developing a specific bylaw for the Downtown Area, rather than have bits and pieces in many bylaws. We would like your feedback on this issue. Other discussions included the following:
Role of form based code in relation to the implementation of PRATS and Development Area Redevelopment Plan (DARP)
o Sub‐Committee to consider if we should use form based code or do we implement practices which carry out the vision of form based code
Look to see if other municipalities have bylaws specific for the Downtown Area as opposed to being included in generic bylaws on a specific topic
Questioned what is Downtown o Different plans have different boundaries o Downtown Area Redevelopment Plan (DARP) (1995) – bounded by 1st Avenue
South, Stafford Drive, 6th Avenue South, and the top of the bank of the Coulees. The new DARP boundaries have been extended to the north to Crowsnest Trail
o Land Use Bylaw, Downtown Commercial District, has the same boundaries as old DARP boundaries
o PRATS – bounded by 1st Avenue South, Stafford Drive, 6th Avenue South, and Scenic Drive South
o Heart of Our City Master Plan has the “Focus Area” bounded by north of 1st Avenue South, 10th Street South, 6th Avenue South, and west of Scenic Drive South. Its “Area of Influence” boundaries are 5th Avenue North, 14th Street South, 7th Avenue South, and the top of the bank of the Coulees
o
DARP has started. The Heart of Our City Revitalization Committee as well as the Design, Planning & Regulatory Processes Sub‐Committee will have a role in the review
o Suggest that focus on having ten year sub‐plans as part of DARP
Determined the $5 Million put aside for enhanced streetscape on 5th Street South from 1st Avenue to 6 Avenue is not in the current Budget
o Contained within the Capital Improvement Plan for 2008 – 2017 o Not contained within the Capital Improvement Plan for 2011 – 2020
Reviewed Streets Bylaw (3446) and Traffic Bylaw (3499) on how they relate to the Downtown
Inventory of Related Plans were reviewed: o GIS of Trees o Main Street Program participants o Parking meters – has the behaviour changed since the last time it was
monitored o Public Art Master Plan (draft) o No inventory of private art (such as murals)
Some random thoughts:
Perhaps look at focusing going south because of opportunities with the Civic Sportsfield and the Old Fire Hall
Amenities for bicyclists are not a focus for the first ten years
Green space could result from transforming existing parking lots
Look at not allowing blank walls
Victory Square was at the corner of 4th Avenue and 6th Street South
Facility Rental package needs to be revised to include information from the Heart of Our City Revitalization Committee
Important to communicate out the information to the community (for example about form based code)
