The minutes of the December 16, 2011Delegate meeting were published in theonline January 2012 Gazette, and thecomplete transcript was posted on theDelegates Portal on AKC's web site.There was an error in the reading of theproposed amendment to Chapter 16,Section 1 of the Rules Applying to DogShows. The criteria for a major forreserve at the National Specialty for eachbreed is twice the number of the dogsrequired for a five point major, and notjust a five point major, as read. Thiscorrection has already been noted in theonline minutes and the transcript.There were no other corrections, and theminutes were approved as published.

The next item was the approval of twonew Member Clubs. The LeonbergerClub of America and the NortheasternMaryland Kennel Club were dulyelected as members of the AmericanKennel Club.

Ron Menaker gave the Chairman’sreport as follows: Good morning. I'd likeshare an update with you on the AKCCanine Partners Program. Since theprogram's inception, cumulative trialentries have topped 30,000. Last year, 85percent of the events that were eligibleto allow AKC Canine Partners did invitethem. This figure is up to 89 percent sofar this year.Clubs welcoming Canine Partnerenrollees have allowed these dogs andtheir owners to experience AKC agility,obedience and rally. Those clubs offeringthe Coursing Ability Test, which alsoincludes Canine Partners enrollees, havealso seen an increase in entries.We recently reached a milestone byawarding the first MACH, MACH2 andMACH3 titles to a Canine Partner. Oneaccomplished dog, Princey, achieved allthree titles.Staff has also been working on the "MyDog Can Do That" experience. Thisprogram exposes new owners and dogsto AKC events. It allows people to trydifferent companion events with one onone attention from a trainer. The "MyDog Can Do That" program is gettingoff to an impressive start: 230 dogsparticipated in the program at the RoseCity Kennel Club Dog Show inPortland, Oregon, and 204 dogs took

part in the program at the MiddlePeninsula Kennel Club in Doswell,Virginia. The majority of these dogs hadnever tried an AKC event. We hope towelcome many more dogs and owners tothe wonderful world of AKC throughthis program.Later this month, we are pleased towelcome Canine Partners to theNational Agility Championship in Reno,Nevada from March 30th through April1st. We are delighted that a number ofCanine Partners have qualified and willcompete in this prestigious event.Notably we have continued to seegrowth in agility, with the achievementof over one million entries in 2011. Iencourage you to check the AKCwebsite and the AKC Facebook page forcomplete coverage and results of theNAC. We wish the best of luck to allentrants.As we continue to develop programs forall dogs, we hope you will encourage dogowners in your communities toparticipate. It's easier than ever to learnthe ropes and get involved.Turning now to another subject, I ampleased to report that our 2012 budget isprojected to show an operating surplusof 1.7 million dollars. I extend my thanksto the management, staff and Board forachieving this important positive result.You will hear the specifics from JimStevens during his presentation shortly.During my tenure as Chairman, I havebeen truly fortunate to have had thesupport of many dedicated Boardmembers, and especially two outstandingVice Chairmen: The first was theHonorable David Merriam and thesecond, who has served as Vice Chairmanfor the past three years, Dr. Tom Davies.While Tom is also leaving the Boardtoday, I know he will continue to be animportant contributor to this body. AKCand our sport will benefit from Tom'sinvolvement hopefully for many years tocome. Tom has been invaluable as ViceChairman. While he may be accused ofmany things, being a "yes man" or beingtoo subtle are not among them. Youalways know where Tom stands on theissue, and if he disagrees with you, hewill not be bashful about letting youknow. Fortunately for me, we agreed farmore than we disagreed.The third Board member leaving todayafter 24 years of service is the

incomparable Walter Goodman. We talkabout legends and icons in this sport:Walter is a living legend. There are fewwho have contributed so much to thesport of dogs over so long a period. As abreeder, exhibitor, judge, club officer, notto mention President of the mostprestigious terrier club in the world,Walter has done it all, done it well, anddone it with grace and dignity. I knowthe Board will not be the same withouthim.Tom and Walter, thank you both for yoursupport and contributions to AKC, aswell as your continuing friendship.On a personal note, I wish to thank theStaff, the Delegates and the Board for allthe support given to me during mytenure. It has been a privilege and honorto work with each and every one of you,and I wish you all the best of luck. Thankyou very much.(Prolonged applause)

The Chair called on the Chair of theTellers Committee, Kim Johnson ofKPMG, to give the results of theballoting for the Class of 2016.

Ms. Johnson spoke as follows: The totalnumber of ballots cast was 392.Therefore, the majority to elect was 197.The results of the ballots were as follows:Patricia M. Cruz, 219; William J. Mr. Sprung gave the President's report asfollows: It's always special for me whenwe honor our own. Today John and I saythank you to a number of people fortheir service and contributions. Walter F.Goodman is a dog person who is a trueterrier man. Walter has owned SkyeTerriers for 75 years. Just think aboutthat. Walter got his first Skye Terrier theyear that Peter Green was born.Along the way, he has volunteered histime as President of the Skye TerrierClub of America where he has been amember for 60 years. The enjoyment we

share annually at the MontgomeryCounty Kennel Club, the finest terrierevent in the world, is due to hispresidency of 25 years, and his teamworkwith the late Delegate, JosephineDeubler.Before I joined AKC some 22 years agoas an Executive Field Representative,Walter was already giving of himself as aBoard member. As one of history's mostsuccessful breeder owner handlers, his1969 Best in Show triumph with Suzieat Westminster was a night many of usremember. The stories surrounding thataccomplishment are part of dog showlore. In total, Glamoor Skyes won 99Best in Show.On behalf of the Delegate body, theBoard and the staff, we applaud you,Walter, for being a friend, mentor, and atrue gentleman in the sport. Most of all,we thank you for always caring aboutour dogs, Walter.(Prolonged applause.)

Vice Chairman Tom Davies is a quietcontributor, a man gifted with commonsense and a love for everything to dowith our sport. A true legacy of the"Sultan of Springfield" is his outstandingcontributions to events. Rather thanexercising his club's right of exclusivitywithin their territory, he welcomed andnurtured other clubs so that they wouldhave the ability to use a quality site. Hebuilt "The Big E," or as we say in theEvents Department, "The Big T," into ahome for many clubs holding all breedshows, as well as numerous obedienceand agility trials. Never one to procrastinate and certainlynot one to ever, ever, over analyze, Tomhas always been an achiever, willing toshake up the status quo and take theinevitable heat that follows. Workingwith other members of the Board, hewas a major contributor to countlessinnovations; most recently the GrandChampionship, the revision of thejudging approval process, four to sixmonth puppy competition, Open show,and the list goes on and on.His consistent dedication to new ideas,more efficient systems, fairness, andsupport of staff's initiatives is appreciatedby this and past administrations. Werespect your devotion to the principleswe all believe in concerning breeding,exhibiting, and judging. Tom, your

integrity, knowledge and passion for theAKC is something that we will alwaysadmire.Thank you, Tom.(Prolonged applause.)

Lastly, we have a man named Ron.Quiet, non committal, calm, calm, calm.To start the discussion of our Chairmanis to restate the virtue that we love in ourdogs: That is loyalty. His appreciation andrespect for AKC, dogs, clubs, fanciers andemployees has no barriers.I really came to know him well whileserving as Vice President and being toldby both he and David Merriam that as aresult of the 2003 registration meltdown,I was immediately being transferred tothe North Carolina operations facility asthe new COO. What they didn't tell mewas that Ron would be working in theRegistration Department for a fewmonths.He went through every single filecabinet, emptying them of registrationforms and checks. In so doing, he earnedthe nickname "Pops," from the ladies inthe Registration Department. I recallduring a conversation one day while theywere all seated on the floor in jeans andT shirts, placing all the registrationapplications into batches, one of theladies said to Ron, "What do you do?"He said he was the Chairman of theAmerican Kennel Club. The roomerupted with laughter. The women werehysterical. What a sense of humor Popshad. After all, how could this regular guy,who treated them the same way hetreated himself, with common courtesyand without privilege, be Chairman?We would begin work every day at 7a.m. and go to 7 p.m. Each 12 hour dayended with dinner when we met nightlywith the consultants who were handlingthe systems analysis to rebuild theregistration process and right the sinkingship. Thanks to Ron, we did.He leads by example. His outspokensupport of ideas advanced by theBusiness Development Departmentresulted in earnings of more than 100million dollars in alternative revenue,allowing staff to monetize opportunitiesthat were rejected just a few short yearsearlier. He also supported staff ’senhancements to events, resulting in anincrease of 530,000 entries, or 20percent, over a ten-year period.

However, there is another important sideto your Chairman: Humanitarian. Andthat entails much more than his generousdonations to dog related organizations, orthe gift of his monthly Boardhonorarium to dog charities. Withoutmentioning a single name, the peoplewhose lives he has helped from a healthpoint of view are too many to count.Standing here, I see a number of youwho were touched because when youreached out to him, he reached out toothers. Whether it was the fancier whocame to New York for a second opinionand had to be tracked down as he wasboarding a plane to come back to theCity because the impossible to arrangeprocedure became possible; or the showchair whose grandson was dying, so Ronsent a Medivac helicopter; or theDelegate who wanted to come toManhattan because her daughter had tosee a world renowned specialist, only tobe told that it was a three month waitwhile her own doctor gave her justweeks to live. You are right; she saw thespecialist that very week.I once accompanied someone from thesport whose family member was ill; wearrived at the emergency room'sambulance entrance and were met by thecaregivers, from the President of thehospital on down. Later I asked thePresident, "What were you doing out inthe cold with a host of doctors andnurses in tow?"He said, "Dennis, what do you think Iwas doing there? Ron called." I oftenwatched as your Chairman movedmountains to help people in our sport.What amazed me is that many of thepeople he helped, he had never met.They were family to some dog person,sometimes one of you; and that was goodenough for Ron.The American Kennel Club has beenblessed with some great women and menover the past 127 years, but in themodern era, the word "great" hasbecome too commonplace. Every breeddoes not have a great one. Some peoplewill say we're not all great judges. Eachpick of the litter does not produce thenext great show dog.However, this Chairman will beremembered as a great human beingwho touched all dog people. In myopinion, his contributions are yet to befully realized or appreciated.

Ron, on behalf of the Board and staff, weare grateful for your respect of ourcombined efforts to advance AKC, ourdogs, and all of our clubs. We thank youand will always be indebted for yourfriendship and for your leadership, Ron.(Prolonged applause)

The Chair called on Jim Stevens, CFO,for the annual financial report. Mr.Stevens reviewed 2011’s results asreflected in the consolidated auditedfinancial statements.

The first vote was to have been on theproposed amendment to Chapter 16,Section 1, new sixth paragraph of RulesApplying to Dog Shows. The proposedamendment was brought forward by theProgressive Dog Club. This amendmentwould have created a new three pointmajor for the dog designated ReserveWinners Dog and the bitch designatedReserve Winners Bitch at one NationalSpecialty each year, specified by the AKCBreed Parent Club.The Progressive Dog Club requested thatthe amendment be withdrawn, based onan error in the reading at the Decembermeeting and on input it has received.The club plans to resubmit an amendedversion at a later date. There being no theamendment was withdrawen.

The second vote was on the proposedamendment to delete Chapter 1, Section3 of Rules Applying to Dog ShowsDog Shows Defined. The proposedamendment was brought forward by theDelegate Dog Shows Rule Committee.This rule change would removereferences to a show limited to puppiesand to dogs that have placed at previousshows as there are no such events andnone have been held for many years.There were two thirds of the affirmative,and this amendment was adoptedeffective immediately.

The Chair called on the Chair of theTellers Committee to read the results ofthe second ballot.

Ms. Johnson: The total number of ballotscast was 407. The number of invalidballots were eight. Therefore, themajority to elect was 200. The results ofthe ballots were as follows: William J.Feeney, 172; John L. Ronald, 49; Robert

A. Schroll, 98; Larry Sorensen, 52; LynnWorth Smith, 28.

There was a brief recess and theDelegates cast a third ballot.

The next vote was on four amendmentswhich were interrelated and also codependent, so they were voted upon asone item. The Chair recognized Sherry Wallis,Delegate for the Akita Club of America,who spoke as follows: I'd like to proposean amendment to Chapter 3, Sections 15through 20 and Chapter 6, Section 3 andto insert into the new proposal 11, where7 has been deleted. The motion wasseconded and this amendment to theamendment was adopted.A two-thirds affirmative vote wasrequired to adopt the amendment. Themotion as amended failed. There was acounted vote of 231 in favor and 165opposed.

The final vote was to be on the proposedamendment to Chapter 9, New Section8 of the Beagle Field Trial Rules andStandard Procedures for Brace, SmallPack and Small Pack Option Field Trialsand Two Couple Pack Hunting TestsEntry Requirements and Eligibility. Thisnew section would describe therequirements to earn a Grand FieldChampion title, and would explain thatno title certificate will be issued unlessordered by the owner. The proposal wasrecommended by the Beagle AdvisoryCommittee and approved by the AKC

Now, for thoseDelegates not familiar with the BeagleAdvisory Committee, this committeeconsists of 13 members who represent548 licensed Beagle Field Trial Clubs andtheir respective Beagle Field TrialAssociations and Beagle Field TrialFederations. This committee works alongwith the AKC Performance Departmentto manage AKC Beagle Field Trial Rulesand Standard Procedures.This proposal has been well vettedwithin the Beagle Field Trial community.At the 2010 Beagle Advisory Committeemeeting, it was voted 13 to zero to bringthe question back to beagle clubs forconsideration. At the 2011 BAC meeting,the proposal was passed again with a 12to zero vote, and then moved to theAKC Board for approval.It's now in your hands, and I would askthe Delegate body to vote in favor of thisproposal.Mr. Sprung: Is there further discussion?

The Chair recognized David Hopkins,Delegate for the English Springer SpanielField Trial Club of Illinois, who spoke asfollows: I'm Chairman of the Field TrialHunting Test Events Committee.Yesterday we voted to support themotion that was just made by theNational Beagle Club Delegate, whichwill lead to deferral on the substantive

vote here.Again, the Delegate body is faced with avariance in views on a particular issueimportant to the beagle field trialingworld. The variance in views is betweenthe Beagle Parent Club and the BeagleAdvisory Committee. Deferral will notpreclude an ultimate substantive vote.The Delegates Committee did not take aposition yesterday on the substantiveissue. We merely voted to affirmativelysupport the motion made by theDelegate of the National Beagle Club.

Mr. Keenan: Just one comment. TheNational Beagle Club has a seat on theBeagle Advisory Committee. And also ifthis goes back to committee, we won'tsee it on the floor again for three years. Itwould then have to go back to thebeagling community and then proposedagain to go through the cycle, and it's athree year cycle.

The Chair recognized Steven Gladstone,Delegate for the Greater Naples DogClub who spoke as follows: Mr.President, I'd like to know whether ornot the Beagle Advisory Committee,when it voted, was aware of the issuesthat are being raised of concern by theParent Club? In other words, did theyalready know and taken those concernsinto? That's all I would like to know.

Mr. Keenan: I have no knowledge of theconcerns of the National Beagle Club.

Mr. Dziuk: The National Beagle Club'srepresentative to the Beagle AdvisoryCommittee was not present at thatmeeting where that vote was takingplace.

Now, something very positive happenedthis last weekend that I wanted to makeyou aware of. Petra Ford, our previousAKC National Obedience Champion,represented the AKC and the U.S. thispast weekend at the Crufts show inEngland and took first place in theIndividual Competition with her Lab.Now, that's the first time ever for anAKC representative over at Crufts toaccomplish that.(Applause)

Just a footnote. Talk about dedication andsacrifice. She of course enjoys competingwith her Lab here in the States, but shedecided not to do that for six monthsleading up to the Crufts competitionbecause they do things a little bitdifferently over there and she didn't wantto confuse the dog. So pretty amazing.Also, Tori Self, competing in Agility atCrufts. Now, Terry is a 19 year oldcollege student who made us quiteproud over there. She represented us verywell with two clean runs with her bordercollie and, in fact, she was beaten by thecurrent world champion by .15 seconds.A round of applause, please, for Tori.(Applause)

Today I would also like to inform you ofthe upcoming retirement of two seniormembers of our Staff who have providedoutstanding leadership over AKC'sConformation and Companion EventsDepartments.Robin Stansell has served AKC for over12 years. He began his service as anExecutive Field Representative in 2001,transitioning into the North Carolinaoffice as Director of ConformationRules and Policies in 2003, and then in2004 was promoted to Assistant VicePresident of Event Operations, where heoversaw all aspects of AKC rules,regulations and policies governingconformation events. In 2006, he becameVice President of Event Operations.Robin has been involved with thecreation and implementation of manysuccessful AKC programs, such as AKCGlobal Services, the Canine Experience,the Grand Champion title, the new fourto six month puppy class, the open showand the owner handler series. A hallmark

of Robin's career has been his accessi-bility to the fancy, and his fairness whileserving all of our clubs.Curt Curtis has been with AKC forseven years. In 2005, he started asDirector of Companion Events, and in2006 was promoted to Assistant VicePresident. Curt has been responsible forthe stewardship of Obedience, Agility,Tracking and Rally events. During thistime, Curt oversaw the development ofthe AKC Agility Invitational and theimplementation of Rally as a titlingevent.Curt established new agility classes suchas "Time to Beat," and optionalobedience classes such as the BeginnerNovice Class. These and other initiativeshave allowed entries in the CompanionEvents area to increase each year. In fact,in 2011 history was made when AKCAgility celebrated the milestone of onemillion entries in a calendar year.Curt leaves the department withmomentum and clear direction, havingcreated a comprehensive business plan,recently approved by the Board, thatenvisions the strategic development ofCompanion Events through 2016.As this will be their last Delegatesmeeting, please join me in thankingthese two individuals for their passionand diligence on behalf of The AmericanKennel Club and the sport of dogs.(Applause)

Lisa Gonzalez, VP of Marketing andCommunications, provided an update tothe Delegates on the positive progress oflast year’s Operation Jumpstart marketinginitiatives in improving dog registrationtrends, including the Breeder of MeritProgram and the Good Things We Do

campaign. Ms. Gonzalez also updated theDelegates on new market research andinitiatives underway to address keychallenges including litter registrationtrends, the breeder environment, and thegrowth of events. Additionally, the newAKC website, with improved navigationand look and feel, was previewed to theDelegate audience.

The Chair informed the Delegates thatthe Tuesday, June 12, 2012 Delegatesmeeting will be held at the Hilton inRaleigh, North Carolina

The following exchange took placeduring New Business:The Chair recognized Ken Marden,Delegate for the German ShorthairedPointer Club of America, who spoke asfollows: I would like to briefly report ona recent home run for the AmericanKennel Club. I have just returned fromtwo weeks in Grand Junction, Tennessee,where we ran the AKC Pointing BreedGun Dog Championships. We ran it atthe Ames Plantation, which is the Meccafor everybody who has anything to dowith bird dogs, only no AKC dogs haveever run on this. The dogs have run inthe pointer/setter championship since1896, and since then, no AKC dog hasset foot on those grounds.Because of the efforts of ourPerformance Vice President, DougLundgren, he got together with thepeople down there and they gave uspermission to run on those grounds. Weran 119 dogs of nine different breeds forone hour. After we finished that, we thenran the top 12 dogs for one hour. Andfrom that we selected the winners, whichwere a pointer, a short hair, and aBrittany.The thing that impressed me, and I'vebeen down there for two weeks, was theincredible performance of our Field Staff.I have never seen people work harder inmy life. We knew this was going to be abit of a problem from a logisticalstandpoint. For example, we run threebraces in the morning and three in theafternoon. The afternoon course is fivemiles from the headquarters. Therefore,how do we get the horses down there?They had two huge, long trailers. We put14 or 15 horses in each trailer, and drovethem down. Our reps did this. Theyloaded the horses, they drove the

vehicles. They hauled hay for people.They helped people saddle horses. Theytook care of everything. And all the localpeople that have only been associatedwith the American Field since 1896, said,boy, you AKC people are fantastic. Wehave heard not one single gripe; yourpeople are so friendly; everybody ishelping everybody else.And I have to tell you, it's the finest fieldevent that I have ever seen. It wasabsolutely fantastic.So I just want to compliment our FieldStaff. (Applause)

Mr. Marden: We even got a couple ofbeagle guys to come for one week todrive those trucks. But the other wereour Field Reps, and they were absolutelyfantastic. As I say, it was an absolute homerun for The American Kennel Club.Thank you.(Applause)

CharlesGarvin, Delegate for the Marion OhioKennel Club, who spoke as follows: I justwant to talk about a couple of ourfavorite topics: Revenue generation andempowerment of the Delegates and themembers of our clubs; and it's not goingto cost you a penny.The Board of Directors of the AKCCanine Health Foundation asked me toremind us all about the Purina ParentClub Partnership Program, professionallyknown as PPCPP, that is a major sponsor.

For the last several years, Purina is theleading contributor to the Canine HealthFoundation, to the tune of more than amillion dollars a year, and the ParentClub Partnership Program providesnearly a quarter of a million dollars ayear, and this is where you can help.There are easy steps to take to make thatnumber grow considerably. The ParentClubs need to sign up for the program.Well, 174 clubs have done that; then thebreeders need to sign up with Purina anddesignate which breed they want theirmoney to go to.Then the next key step is to turn in theweight circles. Each of those little weightcircles brings in four and a half dollars tothe AKC Canine Health Foundation.So if you can encourage all of the peoplein your club not to throw that away,don't leave that five dollar bill sitting onthe sidewalk, but instead cut out the littleweight circle, send it in; it will mean a lotmore money for the Canine HealthFoundation, which in turn providesresearch funding for the health and wellbeing of all of our dogs. Aswe all know, the AKC does a great dealof fine work covering all aspects of thedog world, but one of the difficulties weface is getting the word out, not only tothe public, but sometimes to the fancy.I'd like to encourage AKC Staff toprepare a short DVD touting AKC'smany and varied programs that could bereproduced and given to Delegates for aminimal expense to utilize to helpeducate the fancy and the public on theimportance and value of AKCregistration and participation in AKCprograms.Again, such a DVD could be produced atminimal cost and utilized to promoteAKC's many, many successes to clubmembers and the public as part of a grassroots public education program. Thankyou.(Applause)

Our club had amatch last weekend, and we gotpermission for a special attraction of 4Hgrooming and showmanship. This wasjudged by 4H rules. Kids could come inwith their dog.And we had a big entry in the 4Hgrooming and handling class, in fact Ithink bigger than our JuniorShowmanship entry at that match.And since there was an obedience showgoing on in the same building, the kidscould participate, and some of the kidsparticipated at both 4H and AKC JuniorShowmanship. And a lot of the kids weregoing around and looking at goodexamples of purebred dogs.And I would encourage your clubs, ifyou have active 4H clubs in your area, todo this. We had the A, B and C Classes,and every kid gets a rating and a ribbon,plus the placements.So it's a great idea and it brings kids intothe world of purebred dogs. Thank you.(Applause)

Proposed Amendment to Rules Applyingto Dog Shows, Dog Show Entries,Conditions of Dogs Affecting Eligibility

The Board of Directors has approved thefollowing amendment to Chapter 11,Section 6, of the Rules Applying to Dog

Shows, to be voted on at the June 12,2012, Delegates Meeting.

Chapter 11Section 6 No entry may be corrected or can-

celed unless notice of the correction orcancellation is received in writing by theSuperintendent or Show Secretarynamed in the premium list to receiveentries, prior to the closing date and hourfor entries, except that a correction maybe made in the sex of a dog, or a dog maybe transferred from one division of an agedependent class to the correct class at ashow prior to the judging of any regularconformation class within that breed orvariety. A dog determined to be ineligible,by its owner/agent, for the class in whichit has been entered may be transferred toan eligible open class at a show prior tothe judging of any regular conformationclass within the sex of that breed or vari-ety, and that dogs which according totheir owners’ records have completed therequirements for a championship after theclosing of entries for a show but whosechampionships are unconfirmed, may betransferred from one of the regular classesto the Best of Breed or Variety competi-tion, provided this transfer is made by theSuperintendent or Show Secretary at leastone half-hour prior to the scheduled startof any regular conformation judging atthe show. No dog may otherwise betransferred to another class. Owners areresponsible for errors in the entry forms,regardless of who may make such errors.However, superintendents and show sec-retaries that validate entries with AKCrecords may correct the dog informationto match the AKC registration data forthe dog as specifically authorized by theAmerican Kennel Club.
