prefaceA note on behalf of Gwynedd Together

We live in a very complex world where decisions which affect our day-to-day life andwork here in Gwynedd are taken in NewYork, Brussels, London and Cardiff.

We may often feel helpless and powerless as we try to become accustomed to theworld around us and the effects of those decisions. But we, the people of Gwynedd,mustwork together as individuals and communities in order to shape our own future.

The main agencies and partnerships in Gwynedd have made a commitment though theGwyneddTogether process to develop new ways of working which will improve the qualityof life for the residents of Gwynedd.

Developing a Regeneration Framework for Gwynedd gives us an opportunity to do thisrationally and strategically and an opportunity for the communities of Gwynedd toinfluence the projects and contribute towards them.

The GwyneddTogether partnership will decide on the main matters that need attentionat county level over the next few years.At the same time, the Regeneration Frameworkgives us an opportunity to start planning and prioritizing developments and projects ina rational way at area level, and gives people of all ages within the communities ofGwynedd an opportunity to contribute towards forming their own vision.

The greatest challenge for the relevant agencies, groups and organisations will be tocontribute and co-operate with the aim of realising the local vision.

In order to realise this effectively, arrangements will be made to report on progressthrough Gwynedd Together. But there is also a need to influence the way that agenciescommunicate with the public, and to ensure that they become much more responsiveand inclusive.

We welcome the development of the Regeneration Strategy as an opportunity for localpeople to take responsibilities and to influence those matters that affect their everydaylives, but without losing sight of the wider picture.

No matter what our thoughts are on the future of Gwynedd, one thing is certain: we

cannot afford to stand still. Neither can we live on our past. The world is changing rapidly,

and Gwynedd itself is changing. Young people are tending to move away from the rural

areas, the traditional industries are in decline and communities are fighting for their lives.

But there are also glimmers of hope, and we in Gwynedd have a wealth of natural and

human resources that we must harness in order to bring about the regeneration so badly

needed in every society. Regeneration does not happen by chance; it is something that

has to be prepared for and planned very carefully.

And that is the purpose of this innovative Regeneration Strategy for Gwynedd – which

gives status to regeneration activity and brings together the economic, environmental,

community and cultural-linguistic factors. It sets the vision for promoting Gwynedd as a

good place to live in, a good place to work in and also a good place to visit.

Already developments have proved that regeneration work has been successfully

established in Gwynedd. The results of this work can be seen in successful projects

throughout the county, and we take pride in the success of these efforts, mainly because

most of them arose form the communities themselves.

Now, with a new era opening out before us, there will be an opportunity to build upon

that success and acknowledge publicly that the contribution made by communities and

partners is vital to regeneration work in the future. Under the leadership of Gwynedd

Council, we are confident that we can, by working together effectively, build a county

which is innovative and modern, inclusive and sustainable, in order to boost the confidence,

standard of living and pride of the residents of the County.

Gwynedd regeneration frameworkAs shown below, the Regeneration Framework is in two parts:

Part 1 (a) - The Gwynedd Regeneration Strategy namely this document whichsets the strategic background for regeneration in Gwynedd;

(b) - a Supporting Document to the Regeneration Strategy which containsstatistics, priority maps and examples of good practice (underdevelopment)

Part 2 - Area Plans which gives local direction to regeneration and are basedon eight areas within the County (areas adopted through theUnitary Development Plan) (under development);

1. introduction Gwynedd has for several years been innovative in its efforts to spur, facilitate andsupport the regeneration of the county’s communities. Since 1997, GwyneddCouncil and its partners in the public, voluntary and private sectors have providedpractical support to enable communities to develop and implement their schemes.

A new period brings a new opportunity. Therefore, hheerree iiss tthhee GwyneddRegeneration Strategy, the first regeneration strategy for the county.

The aim of this strategy is to set a clear context for regeneration efforts in Gwyneddfrom 2007 to 2013. It will enable all the partners, including Gwynedd’s communities,to jointly direct their efforts and respond positively and creatively to local challenges,opportunities and aspirations.

At the same time, it is envisaged that the Regeneration Strategy will evolve andchange during the period to respond to new demands, whilst continuing to providea consistent direction towards achieving our vision.

Gwynedd consists of a patchwork of communities and localities, which havedeveloped their unique character mainly due to economic activities over severalcenturies. These are the rural and agricultural communities, the post-industrialcommunities such as the slate valleys and the coastal communities, which rely ontourism and the fishing industry. There are also urban areas, which serve asadministrative and service centres to wider catchments areas, and a University Citywhich houses innovative technological developments, as well as services such asthe county’s principal health and shopping centre.

This strategy will provide the regeneration context for them all.

The Vision

Our aim is to develop and support active, sustainable, healthy and viablecommunities, with the confidence to venture, and with the desire and ability tocontribute their own solutions to the challenges and make the most of newopportunities.

Our commitment as partners will have a key role in achieving this aim. This accordswith the vision of Gwynedd Together: “By 2021, our vision is that Gwynedd will haveembraced the challenges and opportunities of a changing world in order to become amore vibrant, prosperous, open and cohesive community which appreciates and promotesits unique cultural and natural assets, making a positive contribution to a moresustainable world.”

The vision will set a direction for Gwynedd’s plans for a variety of programmes

such as the Rural Development Plan for Wales, the West Wales and the Valleys

Convergence Programme and the Ireland Wales Territorial Co-operation

Programme (Interreg 4a) and a number of other strategic programmes intended to

regenerate communities.

The Regeneration Strategy will also build upon the vision for Wales outlined in the

Wales Spatial Plan, which is one of the Welsh Assembly Government’s principal

strategies, working specifically to disseminate the consequent growth throughout

Gwynedd. Gwynedd is divided by the Spatial Plan, but the Regeneration Strategy

will bridge areas and communities and maintain co-operation across boundaries.

2. identifying the challengeThe diversity within the character of Gwynedd, its community-based foundations,its natural environment and exceptional landscape as well as the Welsh language, thenative culture and the tradition of co-operation all contribute towards the county’sstrengths.

Gwynedd, however, also faces several challenges, with certain trends being commonto all parts of the county. The following challenges will have to be addressed if weare to succeed in the aim of regenerating Gwynedd. The statistical background tothese challenges is presented in the supporting document, but to sum up it will beimperative to:

• Distribute prosperity and ensure economic growth throughout Gwynedd;

• Provide opportunities for the whole community to contribute towards thecounty’s prosperity through activity and social participation;

• Respond to changes in Gwynedd’s traditional economic base and theresulting particular threat to our rural communities, by facilitating changesto the county’s industries and supporting the development of neweconomic sectors;

• Develop a confident, enterprising, healthy and flexible workforce, whichpossesses skills of a high standard;

• Increase Gwynedd’s pay rates closing the gap in comparison with the UKand Europe, improve the quality of posts, and increase economic activityrates;

• Respond to the change in demographic patterns, namely the increase in theolder population and outward migration amongst young people, withmeasures to promote better age balance so as to sustain the future viabilityof communities;

• Respond to the physical decline of town and village centres and the vacantbuildings which are to be found within our communities;

• Meet the local housing need, taking into account the high number of emptydwellings within the county, and ensure the availability of appropriate andaffordable housing;

• Secure effective services for communities which are peripheral and remote;

• Maintain the county’s rich natural environment and respond positively to thechallenge of climate change;

• Maintain and build on Gwynedd’s unique character, and utilise the particularopportunities presented by the Welsh culture and language.

• Promote and facilitate healthy, vibrant communities, able to act forthemselves.

Whilst these challenges are relevant to every part of Gwynedd, they vary in intensityfrom place to place, and local communities will identify additional challenges. Thislocal recognition of the challenges and the communities’ responses to thesechallenges will be included in the Area Plans, namely Part 2 of the RegenerationFramework.

3.. what is regeneration?This strategy recognizes that regeneration is much more than local economicdevelopment, and encompasses social, cultural and environmental factors as well aseconomic factors. Also, in implementing regeneration measures together withincommunities and areas, rather than individually and in isolation, a far wider impactcan be achieved.

In addition, regeneration involves much more than maintaining services from day today; it consists of specific, purposeful and additional work, which responds to achallenge or an opportunity, and it is thus hoped that regeneration in Gwynedd willmake a substantial contribution towards making the county an attractive place inwhich to live and venture.

Gwynedd’s definition of regeneration is:

It is envisaged that the vision can be realised and the challenges met through variousactivities across the different fields, including:

• physical and visual up-grade;

• developing a contemporary, outgoing and welcoming image for the county;

• developing work, business, enterprise and innovative opportunities;

• establishing a creative culture and enterprising attitude in all aspects of life;

• develop capacity and skills through education, lifelong learning and training;

• add value to the economy by developing quality indigenous produce andefficient local supply chains

• affordable housing and living units;

• health, welfare and community safety;

• culture, the arts, leisure and sports;

• provision of roads, paths, transport and traffic;

• clean energy, re-cycling and a high quality environment;

• capacity building and sustainable community resources;

• give attention to improving the demographic balance and provideappropriate facilities and services for people of all ages.

4. core values

Core values will be an integral part of any regeneration efforts in the county, andthe following are offered for adoption by the partners as those which have alreadytaken root in Gwynedd Together. There is a commitment to:

• lliisstteenn and reflect on comments and contributions by people andcommunities across the county;

• work in ppaarrttnneerrsshhiipp together as bodies, agencies and communities whichcontribute to the regeneration field, fostering an environment whereeverybody’s contribution is respected and appreciated;

• ssuussttaaiinnaabbllee developments which strike a balance between economic,environmental, social and language needs present without jeopardising thefuture:

• secure qquuaalliittyy developments, schemes and activities, identifying opportunitiesto disseminate good practice;

• promote eeqquuaall opportunity for all the county’s residents;

• promote ssoocciiaall iinncclluussiioonn,, disseminating economic benefits and growth acrossthe county and securing access to services;

• secure a prominent and central role for the WWeellsshh llaanngguuaaggee,, within a bilingualcommunity.

There is also a commitment to:

• be ccrreeaattiivvee in our efforts;

• be pprroo--aaccttiivvee,, and enthusiastic, to ensure participation by Gwynedd’scommunities;

• recognise the iimmppoorrttaannccee of the work by prioritising it within ourprogrammes and responding punctually to need or opportunity;

• take advantage of Gwynedd’s uunniiqquuee cchhaarraacctteerriissttiiccss aanndd ssttrreennggtthhss..

These values will have a central role in every regeneration effort.

5. setting regeneration priorities

In order to derive maximum benefit from the available resources and funding forregeneration activities, it will be important to agree on priorities on the basis ofgeography and activities.

While there is much common ground, it must be recognised that Gwynedd’s areasand communities also face different challenges. Differences between communitieswill also become apparent in relation to the intensity of the challenges they face.

5.1Spatial Priorities

Communities of need

aa)) There are some communities where income levels are low, long-termsickness levels are high, and the number of unemployed is high, eitherbecause of lack of jobs, sickness or other barriers. An attempt will be madeat the start to identify these and denote them on the maps in thesupporting document, using the 2005 Welsh Index of Multiple Deprivation’sIncome Domain as a guide for their identification.

bb)) Other communities, mainly rural, suffer major changes to the traditionalindustries (such as agriculture) and, because of their distance from services,employment opportunities and markets, no obvious new opportunities fortheir young people. The peripheral location of these communities leads toemigration and a reduction in population, thus endangering the viability andsurvival of some of the county’s most Welsh-speaking communities. Anattempt will be made at the start to identify these and denote them on themaps in the supporting to the document, using the 2005 Welsh Index ofMultiple Deprivation’s Access to Services Domain as a guide to identifyingGwynedd’s most peripheral communities.

It is possible that some communities of need are at present not identified by the2005 Welsh Index of Multiple Deprivation. It is also recognised that communities ofneed may offer opportunities which can contribute substantially towards Gwynedd’sprosperity.

It is an intention of this strategy to target communities of need giving them priorityby supporting their efforts.

Communities of opportunity

cc)) Certain communities and locations, due to their favourable location, e.g. closeto main roads or establishments of research excellence, offer obviousopportunities for growth. The Wales Spatial Plan identifies two such

localities in Gwynedd, namely the Môn-Menai hub and thePorthmadog/Pwllheli/Penrhyndeudraeth hub. Substantial investment istherefore likely in these areas, but the strategy’s aim is to find methods todistribute the growth resulting from the investment across a wider area.

The communities and initial growth area are presented in the appendeddocument. It should be noted that this work is evolving and that additionalkey settlements will be identified and added to the map of communitieswhich provide opportunities.

dd)) There are other communities with sites which have already identified asstrategic e.g. for industrial development, or which have development land orother potential to attract investments, either by the public or private sector,creating substantial opportunities for wide localities.

It is an intention of this strategy to target communities of opportunity to maximizetheir benefit for the rest of Gwynedd, and more especially for the areas of need.

5.2 Thematic Priorities

There are activities which are relevant to the entire county as they respondto challenges for Gwynedd. It is intended to package some of these activitiesunder specific themes. The following themes are identified as a starting point,and strategic plans will be developed to build further on them. They will beoffered to Gwynedd’s communities and localities as a means of respondingto depopulation problems, and to provide opportunities for people to live,work and venture in their home area. The hope is that communities willrespond to the opportunity provided by these themes in accordance withtheir needs.

Activity priorities are drafted in accordance with the need and opportunitywithin areas, and in compliance with local demand. This is done throughjoint discussion between the local partners, and a consistent and appropriatemechanism will be developed to enable the prioritisation of schemes basedon these activities. The activities and schemes will also have been locallyprioritised and approved as a key part of the Area Plans.

Realising the above will be a means to ensure that Gwynedd is a good placeto live and a good place to venture in the future, but, in addition to theabove, when implementing the Rural Development Plan for Wales inGwynedd, priority will be given to the following themes:

• Local goods

• Environmental enterprises

• Renewable energy

• Supporting farming families

• Developing a positive image of Gwynedd

• Opportunities for tourism sector and the outdoor sector

In addition, ensuring the development of sustainable, healthy, vibrantcommunities able to act for themselves will be a common theme acrossthe priorities.

It is also anticipated that communities will have their own ideas and plansin response to the challenges and under these themes. Supportingcommunity efforts will therefore be a priority. It is expected that somecommunity schemes will provide a solution for other areas, andopportunities will be sought to identify these and disseminate them asstrategic projects.

5.3 Strategic programmes

In addition to the priorities noted above, a link will be forged with thestrategic programmes to develop the county’s economy by GwyneddCouncil and other organisations such as the Welsh Assembly Government.

These programmes will be made relevant to the regeneration field, addingvalue to the economic aspects through the inclusion of activities across therange recognised as contributing to the regeneration of the county. Again,it is anticipated that programmes will be developed on a thematic basis (forexample, developing infrastructure, bring new uses to idle buildings,promoting the use of information technology, ensuring business succession,etc) or on a spatial basis. It is envisaged, during this period, that spatialstrategic programmes, such as those listed below, will be developed and willcontribute towards the county’s economic strategy:

• Môn-Menai

• the slate valleys

• the coast

• rural areas

• Pwllheli/Porthmadog/Penrhyndeudraeth area.

It is also envisaged that projects will be found through the Area Plans which can befed into, and included in these programmes.

All of the above-mentioned priorities will therefore set the direction for thedevelopment of the Area Plans.

6. area plans

The eight Area Plans will be documents setting the local priorities and context foraction to regenerate Gwynedd’s areas, and they will be uses in conjunction with thisRegeneration Strategy.

The Area Plans will be based on the eight catchment-areas within the GwyneddUnitary Development Plan. A map showing these areas is appended here.

The Area Plans will serve as a means of highlighting unique local tendencies, includinglocal opportunities and threats. They will identify the most relevant challenges to thearea in question, and identify local geographical priorities (see section 5 of thisdocument).

Every Area Plan will be drawn up jointly with the residents, establishments andcommunities of that area. It is expected that the Area Plans will ensure that thethematic priorities noted in the Regeneration Strategy will be tailored to meet thecircumstances of the individual areas. Consequently, each Area Plan will be differentwith its own characteristics.

A key part of the Area Plans will be local solutions, including plans and projectsdeveloped and implemented by the communities themselves. Local creativity will becentral to those efforts, and the Area Plans will try to identify such local partnerswith the capacity to act successfully.

Substantial regeneration work is already on-going within Gwynedd. Organisations,agencies, and communities across the county have specific activities, projects andventures which are either being developed or in operation. It’s intended to supportthe continuation of such efforts and to build upon them.

It is expected that in due course, the Area Plans will impact the county-basedstrategy and direction, as new tendencies and challenges, as well as newopportunities, become evident locally. Conducting this dialogue will have a key rolein the sustainability of regeneration efforts in Gwynedd.

An attempt will also be made to extend successful projects and best practice fromone area to another, identifying also areas which share the same priorities and,where there is an outstanding opportunity, to bring them together to co-operateon relevant schemes and share experiences.

It is envisaged that every Area Plans will include:

• A map of the area;

• A statistical profile;

• An analysis of local circumstances, strengths, weaknesses, opportunities andthreats;

• The future aspirations of the area and its communities;

• Local geographic and thematic priorities;

• Regeneration fields of action and the roles of local partners;

• Local indicators and Targets.

The Gwynedd Regeneration Strategy, namely this document, and the eight Area Plans,will therefore assist communities and provide a focus to their efforts to regeneratetheir areas. They will also serve as a basis for regeneration efforts by various bodiesand agencies within the county, including Gwynedd Council. In particular, thesedocuments will provide guidance for the work of regeneration officers who servein this field on behalf of the various bodies and agencies, ensuring that their effortsfocus on responding to challenges, priorities and schemes which will have receivedlocal seal of approval.

7. targets and indicators

To measure the success of regeneration efforts at county level in Gwynedd, thefollowing indicators and targets are set for Gwynedd’s Regeneration Strategy. In duecourse, specific local indicators will be adopted within each Area Plan to measuresuccess at a local level.

The intention is for the set targets to be challenging yet practical. On a local level,they will also be intelligible in terms of local recognition of achieving regeneration.

County-basedTargets

The following targets are based on statistics from the 2005 Welsh Index of MultipleDeprivation for broader areas (LLSOA).

• Number of LLSOA communities in Gwynedd amongst the worst 10% in Walesaccording to the Welsh Index of Multiple Deprivation 2005 (currently 3) = 0.

• Number of LLSOA communities in Gwynedd amongst the most prosperous50% in Wales according to the Welsh Multiple Index of Deprivation 2005(currently 47) = 55.

County Indicators

The following indicators will be used to monitor the situation in Gwynedd for theduration of the strategy.

• Number of LLSOA communities in Gwynedd amongst the worst 10% in Walesaccording to the Income Domain of the Welsh Index of Multiple Deprivation .

8. implementation, management andcommunication

Implementation

Co-operation between the partners at county and at local level is a key factor forstrategy implementation and realisation.

Each Area Plan will contain a section highlighting methods of implementation, andmore especially, how the partners will co-operate, their different responsibilities,what support will be provided, and by whom.

It will also provide a means of identifying how to support community-based effortsincluding the development of small local schemes as well as the large strategic ones.

Management

It is envisaged that Gwynedd Council will manage the strategy on behalf of all thepartners, and provide the lead on Area Plan co-ordination. The Council will reportto the Gwynedd Together Partnership on the development and implementation ofthe Strategy, and be responsible for producing an Annual Report for all the partners.

Communication

Conducting a regular dialogue with all the stakeholders, be they communities,residents or agencies, will be important. It is intended to establish arrangements forthis within each Area Plan, whilst also developing various methods to enable openparticipation e.g. through a web site. Field regeneration officers are also animportant resource for conducting the dialogue.

9. monitoring and evaluation

Firm monitoring and evaluation arrangements will be established for the entireRegeneration Framework (the Strategy and Area Plans) so as to identify the actualimpact and achievement of regeneration work in Gwynedd.

The arrangements will also serve as a means of identifying good practice, and noteless successful activities and measurements to enable the partners to learn frommistakes, and provide a more effective service in future.

Gwynedd Council will provide an annual report on the Regeneration Framework’sperformance.
