Call to Order

Presiding President Ron King made the call to order and welcomed members.

Association By-Laws state that all members in good standing in the current calendar year are eligible to vote at the Annual Meeting; and 20% of the eligible membership in attendance shall be considered a quorum. Seventy-eight (78) members attended representing 37% of the current active eligible membership of 210.

Recognition/ Meeting Format

Ron recognized several individuals for their help during the year and helping with the Annual Meeting in loaning equipment, donating door prizes, etc:

Ron stated the door prizes will be given out during the meeting between each presentation slide. Then at the end of the meeting, all names will be put back in for the drawing of the top prize of $100 gift certificate from Dick’s Sporting Goods.

Salute to Veterans

Ron asked Gary to come up for a special recognition to members that served in the Armed Forces. Gary told a story about meeting an 80 year old Korean War Army vet on the golf course and what he went through as a POW for 3 months until he was rescued by the Marines.

Gary felt that our members who are veterans needed to be recognized for their service to our country. He presented to the Board the idea of giving all our veterans one of our league sponsor’s shirts - VFW Post 5255. The Board voted unanimously to recognize our veterans and give each one a shirt at the Annual Meeting.

As the Armed Forces Medley of songs was played, Gary asked the veterans of each branch of service to stand up as their song was played – Army, Navy, Coast Guard, Air Force, Marines. Ben and Harvey gave each member a VFW shirt.

Gary asked the career military men to stand up and be recognized - Dolan Garr, Eurskine Lyons and Sam Clemons,

Old/Unfinished Business

Ron asked if there was any old/unfinished business to discuss. No old/unfinished business was brought up.

2013 Annual Meeting Minutes

Ron pointed out that copies of the 2013 minutes have been available on the league web site for the past 11 months and copies were also available in the back of the room for members to review. Ron asked if members present wanted to approve the minutes as written. (Motion to approve minutes; motion seconded) Unanimous Vote by Members Present – Minutes approved as written.

New Business - 2014

Financial Report

Mike Grobman, Treasurer, presented the 2014 Financial Report. He stated the league’s largest expenses were umpire fees and out of county resident fees. Also, the field maintenance item was higher this year because of additional light fees due to rain outs and the purchase of the JoxBox for the Best Friend Fields.

Mike Alexander asked what made up the Professional Fees. Mike stated this was for attorney fees to finalize our 501(c)7 tax exemption $759 vs. last year ($3,300).

Jim Arey asked about the increased cost of lights for the year. Mike explained the increase was due to the increased number of nights of play.

There was no further discussion or questions regarding the financial report. Ron asked the members to approve the financial report as presented. (Motion to approve report; motion seconded) Unanimous Vote by Members Present – Financial Report approved as presented.

501c(7) IRS Tax Exemption Status

Mike stated the league finally got approval from the IRS on our 501c(7) tax exemption status back in July. It took 2 years of responding to the IRS requests for information, working with an attorney and preparing back tax statements before we were approved for the non-profit status.

Doris sent the final IRS document to Gwinnett County for their records. Mike said that the league can accept contributions and they will be tax deductible for the individuals.

Membership Demographics

Doris reviewed the membership demographics and changes over the past 10 years and pointed out copies of the Member Demographics by Age and by County were available at the back of the room.

o Membership Increased 5% in 2014: 210 active paying members (play/practice) vs. 200 in 2013. Overall membership is up 46% since 2004 (143 members).

o Membership by Age: 45-59 age group increased by 1.2%; 60-69 no change; and 70+ age group increased 23%.

o Membership by County: The league currently has 112 Gwinnett County residents representing 53% of the active paying membership with other counties representing 47% (98). The Out of County Fee is paid based on First Half Members; and the League does not pay

an OOC fee for any new Second Half Members.

o New Members: 18 new players were recruited this year (4 First Half;14 Second Half) The majority of new players found us via the league website and word of mouth by current

players. 16 new players were recruited by current players who received $10 off the league fees.

Doris pointed out that everyone should continue to recruit new members using the marketing materials at the back of the room (flyers, business cards, magnets, pens, etc.).

2014 League Overview

Doris asked Howard and Bill if they would like to review the 2014 First and Second Half seasons and recognize the winning teams and team managers.

American League - Howard pointed out that the Brown Team in the First Half managed by first time manager, Dean Eklund, had a league record of 22-6. Doris also noted that the American League players hit 455 home runs this year with Damon Walker hitting 42 (6 in one night for a league record).

National League - Bill pointed out that there was a tie between Gold and White in the First Half. Doris also noted that the Blue Team managed by Ben Wiechman in the Second Half tied the league record of 20-8 and the Blue Team had 9 double plays in 1 night with Wayne Henck involved in all 9 double plays.

The results for each league, Run Difference analysis, and league records were included in the League Statistics available in the back of the room.

2014 Team Sponsors

Doris recognized the 2014 Team Sponsors and as of today’s date, we currently have 10 returning sponsors and 3-4 open slots (depending on number of 2015 teams). Ron said if a member is interested in becoming a sponsor, he/she should contact Gary Mastrodonato who is coordinating Sponsorship.

2014 Tournament Teams

Doris recognized the 5 League Tournament Teams and noted that we have several members also playing on Other Tournament Teams. Tournament teams pictures and results have been available on the web site and copies were available at the back of the room.

Doris asked tournament players to let her know if there were any other changes so she can update the website. Ron Petre said he is a Co-Manager of the Elite 60’s team with Darrell Moreland. Walt Clingenpeel said the Georgia Classics team will move up to the 75 division in 2015.

If any member was interested in finding a tournament team, they can contact Bill Grimes or Howard Wilcox or send an email to Doris.

Jim Smith Sportsmanship Award

Ron asked Bob Morrison to go over the criteria sent to all players for nominating players for the Jim Smith Award. All players were eligible for the award with the exception of Board members. Nominations were sent to the League Commissioners to narrow down the list of players to be presented to the Board to vote on. After reviewing the nominating statements, the Board voted on the winner.

Before announcing the 2014 winner, Bob said that this year’s winner epitomizes the very essence of this award. When he reflected back on the 3 previous recipients of this award (John Adams, Earl Babbitt and Marty Simmons) and on Jim Smith for whom it is dedicated, what stands out is the respect and appreciation these players attract with their good nature and amicable personalities.

This year’s winner was nominated by Bob and Ron asked him to read his nomination statement. The winner is Peter Mariolis. Peter’s picture will be posted on the web site and $25 will be donated to the American Cancer Society in Jim Smith’s memory.

Bob presented Peter with the Jim Smith Sportsmanship Trophy and his individual Sportsmanship Award with his name, date. Peter thanked the league and said he was honored to receive this award in Jim Smith’s name.

New Business - 2015

Nominations and Election of Officers

Ron King announced that this was his last year as President. He has completed 2 years and will not seek re-election. When he reflected on his tenure as President, he said it was important that all members be mindful of the rules and keep the safety of the players first. He said he will remain on the Board as the National League Member at Large.

Bob Morrison has agreed to be nominated for President. Ben Wiechman has agreed to be nominated for Vice President. Mike Grobman and Doris Warpole have agreed to be re-nominated for Treasurer and Secretary, respectively.

Ron asked if there were other nominations from the floor. No other candidates were nominated. The election of officers for the 2015 operating year was held as required by the association by-laws. The officers ran unopposed. There was no further discussion. Ron asked if members present wanted to accept the officers as nominated. (Motion to approve nominations; motion seconded) Unanimous Vote of Members Present – Nominated Officers approved.

Bob thanked Ron for his 2 years of service as President. Gary presented Ron his Past President jacket.

League Commissioners

Bob recognized Howard Wilcox and Bill Grimes. Howard will continue to be the American League Commissioner; Bill the National League Commissioner. League Commissioners will be responsible for deciding which league a player will placed in based on Player Guidelines which are posted on the league web site.

Board Members

Bob recognized Harvey Schulman, who plays in the American League, and serving on the Board as the Member at Large; Gary Mastrodonato, Past President, who handles Team Sponsorship for the league; and Ed Davis, Past President (not in attendance).

President

Bob thanked the Board members for their hard work over the past year and in keeping the best interest of the league in their decisions. Bob stated that Board Members do not get paid and they volunteer their time and attend 6 meetings as well as responding to calls and emails from members with suggestions and comments.

He stated the league has a good relationship with Gwinnett County Parks and Recreation and he thanked Stacy Fowler for his continued advocacy of the league and working with us when we have any issues.

Bob welcomed any suggestions from members and stated that he will respond to all complaints, concerns, issues, etc.

In Memoriam

Doris noted that we had 5 members pass away this year (Charlie Blackburn, Mack Roper, George Bond, Fred McDowell and Chuck Eddy). George was our oldest living member at 91 and had run the concession stand at Bethesda fields for over 20+ years. Charlie was instrumental in creating the league along with Curtis Caldwell and Lamar Baldwin and also worked for Gwinnett County for over 30+ years as Field Manager at George Pierce Park. Mack Roper was one of our best known managers in the league managing several league teams and tournament teams. Fred McDowell and Chuck Eddy played in the league years ago.

2015 Season

Availability of Best Friend Fields

Doris stated that Gwinnett County has given us permits for the softball field: Monday through Thursday from 6:00-11:00 p.m. for the First and Second Half seasons; and Saturday from 9:00 a.m.-1:00 p.m. for practices. Each league will play 2 nights during the week. Gwinnett County also gave us permits for the baseball field: Tuesday through Thursday from 6:00-11:00 p.m.

The season will be 28 weeks of play - two 14-week halves – 2 or 3 week break between the First and Second Half.

Practices

Practices will be Monday and Saturday mornings. Starting time of practices will depend on the weather – the colder the weather (i.e., December), a later start time and the warmer the weather (i.e., July), an earlier start time. Depending on the number of players, who show up, practices will generally last 2-3 hours.

Jim Bennett asked if we had a permit for the baseball field on Saturday for practice. Doris stated that we do but the County will also use the baseball field for umpire training and some Saturdays may not be available. In addition, the County may allow baseball teams to use the field.

o October through March - practices generally start at 10:00 a.m. in October and November and 11:00 a.m. in December through March.

o April through September - practices generally start at 10:00 a.m. in April through May and 9:00 a.m. in June through September.

When the practice time changes, the web site is updated and a blast email is sent to members with email addresses.

Doris stated that there will NO practices on Saturday, May 9 (Annual Memorial Tournament).

Out of County Resident Fee

The OOC fee will remain at $90 per OOC resident in 2015. Bob reminded members there was unanimous support for spreading the OOC resident fee among the membership.

The league paid $7,920 to Gwinnett County in 2014 for OOC residents based on 88 OOC members signed up in the First Half. We do not pay the OOC fee for members that only sign up for practice or OOC members who only play in the Second Half.

The OOC fee is not negotiable; and all private sports leagues (adult and youth) are required to pay it. Gwinnett County could charge the league for both halves but they do not since we play 10 months of the year.

Collection of Member Fees

Member fees must be paid in full by the second week of play. If the fee is not paid, the member cannot play until they have paid. It will be the manager’s responsibility to make sure players are paid up by the second week of play.

Light Fees

The light fee will remain at $9.00 per hour per field in 2015. The league paid $3,271 to Gwinnett County for lights in 2014. Games will start promptly at 7:00 p.m. There will not be a Sun rule or starting at a later time. Batting practice will stop at 6:55 p.m. Umpires are responsible for moving the games along to minimize light usage.

NOTE: Lights are on a timer, but they do not come on until the league turns them on. Generally, the timer is set for 7:30 p.m. and the league can turn on the lights any time after 7:30 p.m. Later in the season, the timer is set at 6:30 p.m.

League Changes in 2015

Bob stated the league is about the players and the Board considered the additional items in the November Board meeting.

Umpires - Players from both leagues have expressed a concern about the level of umpiring and perceived mistakes made by umpires and not getting out from behind the plate to make calls. Players asked about having a second umpire on the field. Bob stated that having 2 umpires on the field would be cost prohibitive and our costs would go up 55-60% for umpire fees. As a result of the discussion regarding a second umpire, the Board made the decision to replace an umpire and name Ed Brown as Chief Umpire who will be responsible for getting another umpire.

Pitching Machine – The Board is looking to purchase a second pitching machine so both leagues can use one during practices.

Field Maintenance

Ron, Gary, and Doris met with Gwinnett County on November 20 and went over the Athletic Association manual with Gwinnett Parks and Recreation officials.

Gwinnett County will continue to add foul lines and commitment lines to the fields. They will also drag the fields and cut the grass daily during the season. Even though they are not supposed to line the fields, they will continue to do this as a courtesy to the league.

Gwinnett County will add 80/20 mix to the “bowl” behind second base on the softball field where the dirt has settled.

Gwinnett County will also look into the cost of having a “warning track” added to the softball field.

Gwinnett County Items – Stacy Fowler

Tobacco Free Fields – No smoking or tobacco products will be allowed on the fields or dugouts. If members want to smoke or chew, they need to go out in the parking lot.

Alcohol Free Park – If caught drinking in the park, members could receive a fine up to $150. Dogs - All dogs have to be on leash in the park. Only service dogs are allowed on the field and

they must have on a service vest. New Gun Ordinance - Effective July 1, 2014, individuals can carry any weapon in a park.

Gwinnett County and/or league representatives cannot ask to see the carry permit. Weapon has to be on the person or in their gym/bat bag.

40+ Tournament June - Stacy will be hosting a 40+ tournament the 3rd week in June at Bethesda. He will send the flyer to Doris to send out to the league to see who would be interested in playing in it. The Tournament will benefit the Youth Scholarship Fund.

Breakout Sessions by League

Bob stated we always have some suggestions or rule changes that are discussed each year. Copies of both are available on each table.

Bob asked each league to break out into groups to discuss what was brought up to the Board this year – 25 minutes for both groups. Howard Wilcox led the American League; Bill Grimes led the National League. Members were asked to review and discuss each item and come to a consensus of opinion for their league. Howard and Kathy Walker provided the Board with the decisions for each league.

National League Decisions (Bill Grimes/Kathy Walker)

The following items were discussed and voted on by the National League members present: Placement of Pitching Screen: Leave rule as is. Substitutes:  Leave process as it is. League Commissioner will not limit anyone on the list because of their playing capabilities.  Only those members requesting on their application to be a substitute for the 2015 year should be on the Substitute list.  The request was made to post the list but it was decided to provide to all National League managers an up to date list of Subs at the beginning of each Half. Shorten Second Half Season to 12 Weeks / Play 3 Games Per Night: Unanimous Vote - NO Minimum of 7 Core Players at Game Time: This item was not on the list to discuss, but it was brought up by the members present and voted on. If a team does not have 7 core players when it is time for the first game to start, team will forfeit that game. It will count as a loss and the other team will get the win. The game will be played as usual, but the score will not count. When the second game begins and if the team now has 7 core players, the second game will be played as usual and the score will be counted. There was no time to discuss the following two items. Bill Grimes will discuss with Team Managers at the First Half draft meeting and follow up with Phil and Jim on the   Batted Ball Hitting Pitcher's Screen - submitted by Phil McCall Team without 11 Players at Game Time - submitted by Jim Arey

American League Decisions (Howard Wilcox)

Placement of Pitching Screen: Informed group that right handed pitchers can only pitch to the right of the screen. Left handed pitchers can only pitch to the left of the screen. Substitutes:  Reviewed the criteria and how Substitutes are called for or selected. Copies of the selection of Substitutes and Pinch Runners were made available for members who wanted a copy. Mercy Rule: Mercy Rule voted in - 15 runs after 5 innings.

Umpire Evaluation Sheet: Covered the Umpire Evaluation Sheet that Managers can fill out with any players input. Informed Managers they will be responsible for filling out an Evaluation Sheet towards the end of each half for each Umpire and then return it to the Commissioner.

Battery Clock: It was suggested and approved that a large battery game clock be hung on the fence for all to see. It would help everyone to keep track and to keep the game moving along.

Speed Up Games: Managers are to help speed the games up and get 7 innings in by getting their players on and off the fields for both defense or to bat and also by having pinch runner(s) identified and ready ahead of time to come in for members needing them.

Pair Drafting Guidelines: New Pair Drafting Guidelines were reviewed. Copies were made available for members who wanted a copy.

Playoff Format at End of Season: There was the suggestion by a player of a playoff format at the end of the season. They were informed that with expanded two halves that there is really no time for playoffs. It has also been tried in the past and players would not show up. In addition, the halves are long enough for everyone and is sufficient to determine a winner.

General Information/Discussion

2015 Youth Sports Expo

Stacy Fowler noted that the Youth Sport Expo is a free event and will be held at Lucky Shoals Gym. Players are encouraged to bring their grandchildren. The silent auction will be available online from 1/1 to 1/24. The Silent Auction helps to fund and support the Youth Scholarship Fund. Several sporting goods vendors will be there along with educational sessions. Expo is not only for youth but also parents. Anyone that is interested in attending can contact Stacy or Doris for more information. Flyers are on the table in the back of the room.

Lights at Best Friend Park

Stacy was asked if the outfield lights could be adjusted upward so outfielders could see a high fly ball or remove the cover off one or two of the lights on each pole.

Stacy explained that there is an anti glowing ordinance in effect for all tennis courts and parks in the county so the light has to be adjusted down toward the field.

Spellman LeBlanc asked if one light could be adjusted upward. Stacy said no because of the anti glowing ordinance.

Jim Bennett asked if the poles could be replaced with higher poles. Stacy said this would be very expensive ($50,000 to $100,000).

Gwinnett County cannot adjust the lights because the manufacturer sets the specs that include rigid light distribution specifications, precise photo metrics and foot candle requirements that take into consideration the level off the ground for normal fly balls.

Special Recognition – Charlie Blackburn

Jim Arey asked Stacy if a park could be renamed in honor of Charlie Blackburn. Stacy said that none of the Gwinnett County Parks are named after individuals. The only way it could be done would be a land donation in someone’s name. Jim asked about George Pierce Park and Stacy said it was not named after an individual.

Special Recognition – Managers/League Commissioners

Bob stated that the League could not run efficiently without the help of Team Managers and the League Commissioners. He thanked everyone for their hard work.

Commissioners - Bob recognized Bill Grimes and Howard Wilcox and presented them with a $25 gas gift card from QuikTrip.

Managers – Bob recognized the 14 Team Managers and presented each with a $20 gas gift card from QuikTrip.

o American League – Marty Simmons, Jim Gomez, Steve Morgan, Rene Baum, Jim Breen, Dean Eklund, Bob Morrison, Ron Petre

o National League – Rick Rhodes, Ron King, Ben Wiechman, Ed Brown, John Adams, Ed Davis

Note: Gas cards will be sent to Ed Davis, Steve Morgan and Jim Gomez who did not attend the meeting.

Special Thanks

Bob recognized the following 3 members with a $20 gift gas card for the work they do for the League:

o Kathy Walker, National League “resident” Field Nurse - Kathy is always the first one to respond when a player is injured.

o Jim Hannah, our “resident” Photographer, for taking league team/action pictures and also pictures at the Memorial Tournament and Annual Meeting.

o Tena Stanfield for helping run the Memorial Tournament this year in Doris’ absence as well as helping out with other things needed by the Board.

Octogenarians (80+)

Bob recognized the 13 Octogenarians (80+) and asked Bob Darnell, Bill Burns and Emmett Vollenweider who are still playing in the league to stand up. Note: Gene Mayhue is still playing in the league but was not present at the meeting.. Even though the other Octogenarians are not actively playing, they still keep up with the league via blast emails from Doris or by playing members.

Ill or Injured Members

Doris recognized the 16 members that were seriously ill, had been injured or had surgery this year. A list of these members was available at the meeting. Doris stated that it was the cards, phone calls and emails to these players that helped to encourage them to get well and get back playing.

Players Memorial Tournament

The 2015 Memorial Tournament will be on Saturday, May 9, at Bethesda Park. Members can contact Howard Wilcox (50-55-60 teams) and Bill Grimes or Ed Davis (65-70 teams) with any questions about the tournament.

Gwinnett Senior Golden Games

Doris mentioned the events in the Gwinnett Senior Golden Games Olympics that will be held at different venues from March 31 through May 15. Flyers with directions were available at the meeting.

       Flip Flop Rule for Open Inning - If the home team is losing by 10 or more runs, home team remains at bat and becomes visiting team.

Current Rule in National League: In the open inning when the Home Team is losing by 5 runs or more (i.e., score is 9-4 a difference of 5 runs), the home team will remain at bat and become the visiting team.

    Proposed Rule for American League: In open inning when Home Team is losing by 10 runs or more (i.e., score is 14-4 a difference of 10 runs), home team will remain at bat and become visiting team. If team (which becomes the new visiting team) does not score enough runs to tie or go ahead, game is over. If they score enough to tie or go ahead, new home team will bat. If they score enough to win, game is over. If not, game will continue into extra innings.

       Shorten Second Half Season to 12 Weeks / Play 3 Games Per Night

None Second half participation falls off.  On many nights, any given team may have a relatively large number of subs.  Our team standings end up being fairly inaccurate and not reflecting the performance of the “team”.  Suggest we would benefit by shortening the second half season by a couple weeks.  Make up for the loss of weeks by increasing the number of games - ideas might include playing 3 games per night of one pitch, each game no longer than ½ hour, or perhaps 1st game regular play not to exceed 1 hour, then 2 games of single pitch not to exceed ½ hour.

       Batted Ball Hitting Pitcher’s Screen - I feel that batters should be given one “mercy” pitch for hitting the screen on the last strike.

3.4 Safety Current Rule: Any batted ball making contact with the screen is considered a “foul” ball and the batter continues with his at-bat. If the ball hits the screen after the batter has 2 strikes, the batter is charged with a foul ball and is out.

    Proposed Rule Change - Batted ball striking the screen on the third strike be considered as a “no pitch”. If any other batted ball strikes the screen during that at-bat, the ball is counted as a foul ball, and the batter is out.

 

       Teams without 11 Players at Game Time - Teams are not penalized for failure to have players present or obtain approved substitutes prior to game time. Teams who have full 11 players present are penalized by having to catch for the other team.

5.1b Catching for the Other Team

Current Rule: If a team does not have enough players to constitute a full team, opposing team MUST CATCH for them (e.g., one team has 11 players and other team has 10 players). However, if a team has 12 players and other team has 10 players, “short” team MUST ACCEPT an extra player to field 11. If team does not want to accept a player from the opposing team and opts to play with only 10 players, they must catch for themselves with an “open” position in the field.

    Proposed Rule Change - 10 player team MUST CATCH for themselves and play with either a 3 man outfield or without a middle infielder. Decision would be up to the 10 player team manager.
