The Chalgrove site extends to 260ha (see attachment 1) and is the subject of a confirmed statutory transfer of land between two government departments, with responsibility for this site passing from the Ministry of Defence (“MoD”) to the HCA. As part of the Government’s 2013 Spending Review, the HCA is responsible for the delivery of developable and viable surplus land and buildings held by central government departments and their agencies. The Government in March 2014 made a commitment to deliver 160 000 new homes by 2020 on public sector land. The HCA considers that the Chalgrove site could make a major contribution towards meeting this objective and is therefore submitted to the Council through the Call for sites process for consideration (see attachment 2). The Chalgrove site has historically been occupied for military use and aviation related research and development. The land interest at Chalgrove Airfield includes land occupied by Martin-Baker Aircraft Company Limited (“MBC”) who have entered into positive dialogue (see attachment 3) with the HCA to ensure their future operational needs are accommodated as part of any development within the timelines set out by the HCA and consistent with the Local Plan strategic objectives. This strategic site has the potential to contribute to significant, strategic housing growth of in excess of 3000 new homes as part of a sustainable mixed use proposal, to support the Local Plan 2031 objectives, delivering residential-led redevelopment with supporting employment and community uses (education, health and strategic open space). • Deliver housing need without placing further pressure on Oxford's historic environment, designated Green Belt & AONB;

• Support the growth of Science Vale and around existing employment clusters; • Achieve an exemplar mixed use Market Village with forward funded community infrastructure; • Deliver early infrastructure along key movement corridors focused on Oxford, Science Vale,

Stadhampton, Wallingford and Wallington (See attachment 4) As part of the emerging evidence base, the HCA is testing the strategic location of Chalgrove in relation to the rest of the District, and reviewing transport links and public transport corridors to Oxford, Science Vale and M40 in addition to detailed consideration of the local highway network and where infrastructure improvements will be required in neighbouring villages to support strategic housing delivery in South Oxfordshire. In recognition of the importance of this site and its relationship to the wider Oxfordshire area, the HCA will prepare a holistic and integrated proposition for working with the community and the existing Neighbourhood Planning Group through a community focussed process known as Enquiry-by-Design.

This process is a planning tool that brings together key stakeholders and local residents to work together to shape a vision, developed through a series of workshops over a consecutive 3-5 day period. The aim of this process is to ensure all stakeholders are given a fair opportunity to present their views and concerns throughout the event and to ensure that the final outcome reflects and/or responds to their views. The stakeholders will include officers from South Oxford District Council, Oxford County Council, statutory stakeholders, county, district and parish councillors, local employees, community groups and local residents.

The output of the EbD Event will be a masterplan for the site and an infrastructure improvement plan along the key movement corridors which will inform a planning application(s) for the site and associated works. In parallel the HCA will through a Joint Delivery Vehicle select a developer partner and continue to work with Martin Baker to bring forward an early first phase of development in 2018 to support the South Oxfordshire 5 Year Housing Land Supply.

The Chalgrove site provides an exciting and exemplar opportunity to create a high quality sustainable 21st century market village with an associated infrastructure plan which positively connects and enhances the existing settlements of South Oxfordshire; and at the same time delivers much need new homes on public sector land outside of the green belt and ANOB.
