Congratulations on receiving orders to Pacific Central Region 12 Navy League Basic Orientation aboard the USS Hornet. The instructors and staff of Basic Orientation welcome you! At the conclusion of your training you will be equipped with the knowledge and skills required to succeed in the Navy League Cadet Corps (NLCC). Modeled after NSCC recruit training, this experience will serve as the cornerstone for your successful completion of all future NLCC and NSCC courses.

PREREQUISITES: In accordance with the Training and Operations Manual, NLCC Cadets must be enrolled at least 6-weeks prior to the start of this course. This time limit is established to ensure proper enrollment and to allow units to issue the required uniforms. Additionally, unit Commanding Officers must interview the Cadet and their parents/guardian to verify that the Cadet’s medical status has not changed. Additionally, Cadets must have a passing Physical Readiness Test documented in Magellan. During the screening process, unit Commanding Officers must ensure that they complete an NSCTNG 013 for each Cadet. Magellan will prevent registration of Cadets who do not meet these requirements.

TRAINING LOCATION: Cadets will live and train aboard the USS Hornet Museum, anchored at Alameda Point, site of the former Alameda Naval Air Station, in Alameda, California, with—fog permitting—stunning views of San Francisco Bay.

A decommissioned Essex Class aircraft carrier of the United States Navy, the former USS Hornet (CV/CVA/CVS-12) was built during World War II, her keel laid down (construction started) in August 1942, and originally slated to enter the fleet as USS Kearsarge. With the loss of the USS Hornet (CV-8) during the Battle of the Santa Cruz

Islands in October of that same year, Kearsarge (then still under construction), was renamed Hornet. In November 1943, just thirteen months after the loss of her immediate namesake, a new USS Hornet was commissioned, the eighth ship in the history of the US Navy to bear the name.

The Hornet you will live and train on played a major part in later Pacific battles of World War II, and took part in Operation Magic Carpet, returning troops back to the U.S. Following World War II. Hornet served in the Vietnam War, and played a part in the Apollo program, recovering the Apollo 11 and Apollo 12 astronauts as they returned from the Moon. Hornet was finally decommissioned in 1970, and eventually designated as both a National Historic Landmark and California Historical Landmark. She opened as a museum in 1998. Of note, the wreck of Hornet’s immediate namesake was discovered just this past February, at a depth of more than 17,500 feet (5,300 m) off the Solomon Islands.

IN-PROCESSING: Cadets should report to the training site in their NWUs between 0830 and 1130 on 23 June 2019. Please note that during this course, cadets will not be wearing the normally prescribed black boots with their NWUs. During this course, trainees will wear tennis shoes. To successfully complete in-processing, you will need:

Your personnel record. This item must be screened and properly built in accordance with the Administration Manual. Your record must include:

o NSCTNG 013o NSCTNG 001o Report of Medical Examination dated within the past 12-monthso Current copy of the immunization recordo Medical History Supplement updated within 30-days of the start of

training. Cadets who require administration of prescription or over the counter medication must submit a properly endorsed form. This form must have dosing information, administration instructions, side effects, contraindications, and consequences if a dose is missed. Cadets who do not require medication are still required to submit this form signed by the parent/guardian with “N/A” written across the front of the page.

o Request for Accommodation. If required, this must be endorsed by the parent/guardian, unit CO, RD, and NHQ Representative. Cadets who do not require an accommodation are still required to submit this form signed by the parent/guardian with “N/A” written across the front of the page.

Valid ID Card Complete seabag. Do not disregard need for jackets! Mark Twain is credited

with saying, “The coldest winter I ever spent was a summer in San Francisco.”

Cadets from the same unit should plan on completing in-processing together. The personnel records for all cadets from the same unit should be sealed in one large envelope with an accurate and complete NSCTNG 008 attached to the front. If an Escort Officer is accompanying the cadets, that officer is responsible for transporting and returning the records to the home unit. In the absence of an Escort Officer, a parent designated by the home unit Commanding Officer may hand carry the envelope. The senior cadet travelling with a group of cadets from their home unit but who are not accompanied by parents or an Escort Officer will be responsible for the envelope. Cadets who are attending training without others from their home unit will be responsible for their own record.

HAIRCUTS / GROOMING: Unit Commanding Officers must ensure that cadets adhere to proper grooming standards. Hair length must be within regulation and color must be a natural, conservative color. If Cadets do not have a proper haircut they may be turned away at check-in.

MEDICAL / DIETARY CONSIDERATIONS: As mentioned above, cadets who are taking medications, or who require an accommodation are permitted to attend training provided that the proper documentation is in place. Cadets and parents occasionally fail to disclose pre-existing medical conditions. If a previously undisclosed condition is discovered during training, we have no choice but to contact the parent/guardian or the unit Commanding Officer to have the Cadet immediately picked-up from training.

Requests for Accommodations, Medical History Supplements for Cadets taking medication, and information regarding special dietary needs (halal, kosher, lactovegetarian, vegetarians, gluten-free, etc.) must be submitted to the COTC with the NSCTNG 001. The respective Unit CO must reach out to us with a courtesy email or phone call to ensure that we receive accommodation requests. Absent an email acknowledgement from us or phone conversation with us, Unit COs must assume that we have not received accommodation requests. This is to allow us ample time to request support from our vendors to ensure that Cadets are receiving meals that meet their specific needs.

GRADUATION / OUT-PROCESSING: Graduation is scheduled for 1100 on 29 June 2019. The uniform of the day will be NLCC Summer Dress. Military and NSCC personnel attending the ceremony should be in the equivalent uniform:

Summer Whites for Navy and NSCC Officers/Chiefs/Instructors Alternate Dress Uniform for NSCC personnel in a non-uniformed status Class “B” ASU for Army Dress Blue “D” for Marine Corps Service Dress Whites for Navy E-1 through E-6 Class “B” Blue Service Uniform for Air Force Tropical Blue for Coast Guard

Cadets will be released from training only after they are cleared by the training contingent Staff. A designated parent or Escort Officer must sign for the Cadet(s) and their record(s). Procedures for release will be announced at the conclusion of the ceremony. DISCIPLINARY ISSUES: Within the NLCC/NSCC, discipline is intended to be corrective in nature. At Orientation, we adhere to a multi-step disciplinary policy. In most cases, this means the Staff uses constant mentorship and leadership to develop the character, military bearing, and self-control of the cadets. Orientation staff will not use intimidation or fear as a tool. In cases where normal mentoring does not work or incidents require additional measures, we will use the following progressive disciplinary steps:

Personal Counseling. Counseling will be done in private with at least two adults present.

Extra Military Instruction. These measures target specific problematic behavior. An example of an approved form of EMI is additional drill practice, teaching a class, or writing a short essay.

Executive Officer’s Inquiry. When the measures above are ineffective, an XOI will be held to determine if the cadet should be re-assigned to a new training Division, assign additional EMI, or refer the cadet to Captain’s Mast.

Captain’s Mast. This is for Cadets who are unable to adapt to previous disciplinary actions. At this stage, the COTC may terminate a cadet from training and/or recommend that the cadet be discharged from the program.

As stewards of the cadets, our staff must remain alert for troubled behavior. We strive to treat the cadets like responsible young adults and to teach them personal accountability. In situations where cadets lack the maturity to continue training or where their actions negatively impact the training environment for others, we are forced to immediately release the offending cadet from training. Instances of hazing, sexual harassment, sexual misconduct, criminal behavior, physical violence, or other forms of severely inappropriate behavior are grounds for immediate release from training and potentially termination from the NLCC program.

Parents must be aware that in the unlikely event that their cadet is released from training for a disciplinary or health issue, they are solely responsible for picking the cadet up from training immediately. We understand that in some cases, this means lengthy drives from home at late hours. Unfortunately, we cannot watch or retain cadets any longer than is absolutely necessary. This is for the safety of our staff and the other cadets. With respect to incidents of suspected child abuse or neglect, under state law our staff members are considered “mandated reporters.” Thus, suspected incidents or circumstances which come to our attention will be reported to appropriate authorities.
