Surrounded by Reform Party posters and pamphlets, Manning took time out Saturday morning to shake hands with islanders and visitors at the Ganges Farmers' Market

In an interview Friday with Driftwood, Manning expressed en­thusiasm for the momentum he feels his party is gaining. Nearly half of the 8,000 B.C.-based party members are living on Vancouver Island and the Gulf Islands.

Total membership in the party stands at 25,000.

Manning said membership is on the up-swing since the last federal election, with the party gaining support from former Conserva­tives, Liberals andNew Democrats.

Project offers help for handicapped A newly developed Advocacy

Access Project is helping disabled people fight for their rights and the Salt Spring Handicapped Associa­tion can't say enough about it.

"It's fantastic," says association chairman Bill Best "These guys are beyond belief."

"These guys" are two Van­couver-based para-legals, Robin Loxton and Garry Colley, who handled 40 cases in June—ranging from a bus pass appeal to several GAIN disputes — and lost only four of them.

The Advocacy Access Project recognizes

that people with dis­abilities face "uni­que" problems and may be unaware of

their social and legal rights.

Launched by the B.C. Coalition of the Disabled and funded by the Law Foundation of B.C. and Employment and Immigration Canada, the Advocacy Access Project recognizes that people with disabilities face "unique" problems and may be unaware of their social and legal rights.

The project has a mandate to "advocate on behalf of individuals who need assistance," to "educate people with disabilities on their rights and to share self-help skills."

Tourney SALT SPRING — Eight teams

will compete in the Labour Day S lo-P i tch Tournamen t this weekend at Fulford Ball Park.

The tournament will see five local teams — GVM, Barflies, Rebels, Windsor Plywood, Har­bour House — and three Van­couver Island teams — from Duncan, Adams Lake and Gold River — compete for the prize money.

The Salt Spring teams will also compete for the Roy Lee Trophy, awarded to the top-ranked local team.

A dance will be held Saturday night in conjunction with the tour­nament Tickets are $5.

The advocacy access staff deals with issues such as income assis­tance rights and responsibilities, in­formation on subsidized housing, how to apply for GAIN for the handicapped, Canada Pension Plan (CPP) or income assistance ap­peals, medical benefits, gas tax rebates, and homeowner's grant for disabled.

In June, the advocates dealt with issues such as physical assaults, human rights and discrimination. They fought medical benefit ap­peals, Ministry of Social Services and Housing medical payments, welfare cheques and retroactive payment appeals.

Best says the advocacy access project has helped him put together cases for disabled people in the Gulf Islands.

"I can phone over, get the neces­sary information, and handle ad­vocacy cases that I couldn't do before," he says. "And the group will take over cases, half way through, if I can't finish them."

The project accepts three types of calls: information/referral calls are from disabled individuals seek­ing general or specific information regarding the economic, social and legal rights and/or programs avail­able to them.

Dispute resolution calls are taken from clients needing help in formulating appeals against the decisions of other agents, both private and public. A "third party" call refer to calls made on behalf of another individual.

"Active case files" is the fourth

area the project deals in. This refers to disputes where the advocates in­tervene between the client and the agent. The advocate contacts the agent on behalf of the client and follows the case through to its con­clusion.

With education as the second component of the project's man­date, the advocacy access staff is commi t t ed to conduc t ing workshops in different regions of the province, sharing self-help skills and information on issues of concern to the disabledcommunity.

Topics include accessing com­muni ty awareness , levels of government responsibility, ap­plications for income assistance, CPP and UIC, and income assis­tance appeal procedures.

Wrestler ignored; islander is irate

Laszlo Bedocs is angry that the Canadian government ignored his athlete nephew when he recently visited the Soviet Union for an interna­tional arm-wrestling tourna­ment.

Mike Kadar, a native Victorian now working in a sawmill at Nimpo Lake in the Chilcotin, recently returned from a week of arm-wrestling tournaments in Moscow where he was the only Canadian.

At the tournament Kadar took on all comers, beating every Soviet or American arm-wrestler he en­countered, including heavyweights and super-heavyweights. Kadar, who weighs 220 pounds, took on a 360-pound Russian giant and won handily.

Bedocs, a B.C. Ferries seaman for 20 years, helped raised funds for his nephew's trip. He says the only government help his husky nephew received came from the Soviet Union, which knocked $1,200 off his airfare.

"I don't understand them (the Canadian government) turning its back on him," said the Salt Spring resi­dent. He says Kadar should be encouraged as arm-wres­tling is being considered as a demonstration sport for the 1992 Olympics.

"No matter how much sacrifice it takes you have to encourage someone to rep­resent your country."

Bedocs says at one time arm-wrestling was viewed as a beer parlour sport but has earned a new respect­ability — it was an event at the recent World Police

Kadar, who earned his spot at the Russian contest by winning the world heavyweight title last year in Sweden, was invited back by Soviet sports officials to teach them the finer points of arm-wrestling.

Nature Club prepares September schedule

SALT SPRING — The Salt Spring Trail and Nature Club will resume its weekly activities beginning September 5.

Following is the club's September schedule. All activities com­mence at 10 a.m. at Centennial Park, unless otherwise indicated:

September 5, 6, and 7: Strathcona trip — for registered members only;

September 5: Ron Holcroft will lead a walk on Safford Trail;

September 12: Loes Holland will lead a hike in the Shepherd Hills area;

September 12: Carol Howell will lead a walk in the Booth Bay area;

September 19: Leader Fiona Flook will conduct a day trip to Car-manah Valley by bus. The event is for both walkers and hikers. The bus will leave from and return to Crofton. "Environmentally sensitive pur­chasing power" is one such horse, Manning believes. If the consumer decides not to purchase bleached paper, for example, the pulp and paper mills are going to eventually sit up and take notice.

Manning describes "harnessing the market place" by making it part of the solution rather than the prob­lem, and involving the volunteer sector in environmental clean-up as further areas needing exploration. The Reform Party leader envisions environmental volunteers function­ing similar to volunteer fire depart­ments.

Also on the agenda for the Oc­tober Reform Party assembly will be discussions on the party's future direction — whether to move out­side of Western Canada, the selec­tion of candidates for Senate election, and the possibility of spearheading a tax revolt.

Manning believes the country is ripe for a revolt on the federal government's new goods and ser­vices tax. He feels that if the ordi­nary people of Canada are asked to "pull in their belts," it must be sig­nalled by the top in the form of cuts in government spending.

Manning has several ideas on where these cuts can be made. He said the "thick layer of middle management in the federal govern­ment," or bureaucracies, could easily undergo some trimming.

Hand-outs and grants to the private sector, plus special interest groups, should be eliminated, he sa id . If the popula t ion sees "equality of sacrifice, then it might be prepared to look at increased taxes."

As it stands now, he said, Canadians see paying more taxes to the federal government in the same light as giving a bottle to a drunk.

Manning said his party does not have to manufacture needs that fit on to the Reform Party platform.

"Brian Mulroney just goes around shaking the trees and we try and pick up after him."

Manning spent Friday and Saturday morning on Salt Spring, before heading to a meeting in Dun­can.

Gordon Lee were united in mar­riage recently at Salt Spring. The wedding took place in the garden of the bride's parents, Mr. and Mrs. R. Lindsay Kyle, Beddis Road.

Sandra Lee married in ceremony at Calgary

Sandra Marie Lee became the bride of Garry Slezak at a recent ceremony in Calgary.

The bride is the daughter of Jeannette and the late Roy Lee, while the groom is the son of Cal­gary residents Mr. and Mrs. Murray Slezak.

The traditional double-ring ceremony was held in the River-view United Church in Calgary. The bride, escorted into the church by brothers Gordon and Michael Lee, was joined by her mother, who gave her hand in marriage.

The bride wore a floor-length gown of lace over taffeta with fitted bodice adorned with seed pearls. A Victorian-style hat held the short bouffant veil in place.

Maid of honour Jodi Todesko of Calgary and bridesmaids Shannon Lee , Mew Westmins ter , and Caroline Andress, Ganges, wore

identical dresses of cardinal red satin. Flower girls Kristin and Sara Slezak wore dresses of white taf­feta, with full-length tiered hooped skirts.

Murray Slezak, the groom's brother from Peace River, was best man . Ushers inc luded Doug Andrus of Calgary, and Doug Hur­ley of Victoria. The mother of the bride wore a short cream-coloured dress of crepe with long sleeves and a cross-over bodice. Mother of the groom chose a silver-grey fitted lace dress.

The dinner reception and dance was held in the Cavalier Club at Currie Barracks.

Mr. and Mrs. Slezak motored to Salt Spr ing Is land for their honeymoon, where they attended the wedding of the bride's brother. The couple will reside in Calgary.

Anniversary marked Flora and Arthur Robinson

celebrated 50 years of marriage with a family reunion at their Grantville Road home last week. The Robinsons were married in Quebec in 1939 —just before Ar­

thur went to war. The family reunion was a special occasion for the couple, who had not seen some members of their family for many years.

50th anniversary celebrated Gertrude and Harry Portin-

gale celebrated their 50th wed­ding anniversary Saturday at Meaden Hall in Ganges with about 70 friends and relatives. Married in Esquimau, the couple

have lived on Salt Spring Island since 1976. Well-wishers from as far as Alaska, Alberta, California and Washington attended Saturday's party in their honour.

Chapel has new pastor

SALT SPRING — The Com­munity Gospel Chapel has a new pastor.

Reverend Chris Cormack recently arrived with wife Marlene and daughters Kimberly, 3, and Carmen, 1.

Rev. Cormack, a native British Columbian, spent most of his chi ldhood in Victoria. After graduating from high school, he went on to attend the Full Gospel Bible Institute in Eston, Sask., for three years and obtained his diploma with a major in advanced bible.

Marlene graduated with a major in music. Before relocating to Gan­ges, Chris Cormack the assistant and youth pastor at Queen 's Avenue Apostolic Church in Vic­toria for eight years.

During his time in Victoria he was appointed chaplain for Victoria Youth for Christ. He continues his involvement in directing youth b ib le camps and retreats at Cowichan River Bible Camp.

Visitor marks 101st birthday

SALT SPRING — The island was the location for a 101st birthday party recently, when former resident Florence Mullens travelled here to celebrate the oc­casion with relatives.

Mrs. Mullens, who now lives in Parksville at the Arrowsmith Lodge, celebrated her birthday for the 101st time with grandson Tom Hamer, his wife Dorothy, and their children Angela and Jenny.

Mrs. Mullens was accompanied to Salt Spring by her daughter and son-in-law Ruth and Ted Hamer.

Ruth and Ted used to operate the R-Bar-T Ranch on Cranberry Road, which is now the site of Foxglove Farm.

TOULMIN, Margaret Clarisse, R.C.A., A.R.W.A. On August 18 at the Royal Jubi lee Hospital, Victoria. Margaret (Hayes) was born in Bristol, England in 1916 and later attended Western England School of Ar ts in Bristol and in 1939 became an Associate of the Royal West of England A c a d e m y . S h e m a r r i e d Wi l l iam Toulmin in 1940 and raised 3 sons: Christopher, Alastair and Nicholas, and after l iv ing in Iran and Nigeria, West Afr ica, moved to Montreal , Canada in 1953. Margaret was a sculptor in clay, plaster and ceramics and her works are represent­ed in churches, public and private collections. Whi le in M o n t r e a l , M a r g a r e t w a s elected to the Royal Canadian Academy, based on her work and in 1976 moved to Salt Spring Island, where for some years she was a member of the Communi ty Ar ts Council and was active in SSI Lady Lions, the I0DE and the Lady M i n t o Hosp i ta l A u x i l i a r y . Margaret w i l l be sadly missed by her family. A memoria l w i l l be held at St. George 's Church at 1 pm on September 18. Rt. Rev. Bishop Barry Valent ine off iciating. Sea Capers 'best yet,' says chairman

SALT SPRING — The island's annual Sea Capers celebration was "probably the best yet," according to commit tee chairman Lynn Richardson.

The weekend of mar ine-oriented activities — held this year June 24-26—wasalsothe best ever in financial terms, Richardson said, netting somewhere in the neigh­bourhood of $3,500.

She said participation was high in most of the events and the weather was excellent. The number of floats in the parade was not recorded, said Richardson, but she believed that it was the highest number yeL

Several local merchants par­ticipated in a decorating contest and the public was invited to judge the decorated premises. Richardson welcomed the move as a means of including local businesses in the Sea Capers celebration.

"I think the merchants came out feeling better about Sea Capers," she said.

Several Canadian navy vessels visited Ganges for the occasion, and the sailors joined in the fun. They visited the beer garden and par t i c ipa ted in judg ing the merchants' decorating contest

Richardson said $600 of the proceeds has already been dis­bursed. In exchange for their par­ticipation the Shriners received $100 for the Children's Hospital. The Farmers' Institute building fund was given $300 and Sunday Concerts in the Park received $200.

The Sea Capers committee is now calling for help for next year. There are key positions open, ac­cording to Richardson, including that of chairman. "Several of us are in our fourth year now," she noted.

The committee could use some new energy and some new input, she said.

Sea Capers also needs storage space. A portable shed is being sought for that purpose.

Silence, space impress young Japanese guests

SALT SPRING — A group of 26 Japanese girls who spent three weeks on Salt Spring were im­pressed by the silence and space of the island.

The group of high school stu­dents, who arrived on Salt Spring through a non-profit organization called the Cultural Homestay In­stitute, returned to Japan earlier this month.

Under the guidance of teacher co-ordinators Bill and Heather Gar-dam, the girls spent half of each day working on their English skills, and the second half, touring the area. They lived with several host families.

Among the tours made by the group was a trip up Mount Max­well, and visits with potter Mark Meredith, textile artist Elaine Pot­ter and Everlasting Summer Farms. They also made three off-island ex­cursions to Vancouver Island.

Bill Gardam noted that these field trips were made possible by

the Gulf Islands School Board, which loaned a school bus to the group for a period of three weeks.

The Intercultural Homestay In­stitute intends to establish a $500 scholarship at Gulf Islands Secon­dary School to show its apprecia­tion for this gesture.

Gardam said many of the host families here originally took on a Japanese student for intercultural relations. The striking factor, he said, was the personal relationship that developed between student and family.

Ga rdam said the look in "parents'" eyes, when the girls received English language certifi­cates at a farewell celebration, was similar to expressions seen at high school graduation ceremonies.

The strong relationships that developed were due in part, Gar­dam believes, to the concentration and attention that had to be directed towards communication.

Lottery funds to pay for half of new north-end fire hall Fire Department receives lot­

Huberts recently informed Ted Waterman of the North Galiano volunteer fire department that the group's appeal for a lottery grant has been approved. According to the minister, one-half of the money spent to build the new fire hall at Retreat Cove in North Galiano will be returnable from lottery funds.

Material and labour costs can be counted in the group's appeal. Work on the new fire hall has al­ready begun, and the foundations complete.

Two barbecues on one evening

"The weather was kind to us," was the feeling expressed by mem­bers of North Galiano's volunteer fire department auxiliary after the big event was over. Sunday and Monday's rains helped reinforce these opinions.

Saturday (August 19) was par­tially overcast but warm enough that diners at the barbecue could sit on the deck amid Ellen Coward's hanging baskets, and enjoy their meal.

About 120 people were served over three hours, keeping those in the kitchen (Miriam Bings, Joan Waterman, Edith Wishart and Ellen Coward), and those at the bar­becues outside (Woody Coward and Harold Wike) very busy in­deed. Joan Newstead served at the buffet and Ted Waterman was on hand to do all those other jobs. Ami Haksi and Terry Wishart ran the bar.

The meat was tender — "su­perb" according to many, the sal­mon a treat. One of the salmon was donated by fishermen Ami and Terry. Ami Haksi had made time to prepare the bud vases of roses for each table before she travelled to Mayne Island to act as flower and vegetable judge for their annual fall fair. She made it back to Galiano on the evening ferry, and to North Galiano for her barbecued supper by 6:45 p.m.

Co-ordinators of the barbecue —Miriam Bings and Ellen Coward — wish to thank all the auxiliary members who helped prepare for the barbecue in so many ways, and they deeply appreciate the support of the South Galiano people who attended in such numbers.

Tickets for the group's raffle to be drawn at the Octoberfest on Oc­tober 14 were on sale at the bar­becue and are now available from Carolyn Canfield 9-2967 — the prizes, abeef sirloin tip, a two-night booking at Madrona Lodge, a homespun knitted vest and a dinner for two at the Pink Geranium.

The same evening a salmon bar­becue was held at the Rod and Gun Club. A good tum-out of members and their friends attended. Lloyd Baines donated the salmon and it was barbecued to perfection by kitchen crew Betsy Baines, Cathy Mabberly, Gina Silvey and Pat Mosley. After the meal, a social hour ensued.

The attractive lunch spot beside the Sturdies Bay parking lot with its picnic tables and splendid view, has recently been made even more at­tractive by the addition of a mural of Active Pass with advancing B.C. ferry — the work of Keith Holmes of the Dandelion Gallery.

Comments on the lunch stop mural have been very enthusiastic according to Holly — something most Galiano residents can easily understand and would agree with.

Nearby on the roadway, to be seen by those entering Galiano from the ferry wharf, is a road mura l , the work of Narcisse Goldmund. The painting with a theme dedicated to love and world peace, and with a 1 plus 1 theme (we're all of one world), is attrac­tive and well designed. Painted with house paints it should last until the rush of traffic and winter rains wear it away — a message seen, and in the thoughts of many.

Once more, on the bluffs

In this 200th anniversary year of the French Revolution we are reminded of that nation's rejection of all things pertaining to the old regime. Royalty and the church were suspect and in a feeling of pride and freedom even the calen­

dar was changed and the months rearranged and renamed.

In a back-to-nature move, July became Thermidor (the hot month), August Fructor (fruits) and October Brumaire (the misty month). The practicality of this arrangement was lessened somewhat for Frenchmen when they travelled. There was no way you could convince a German or an Englishman that 1792 was year one and what was "Ther­midor" in Paris was not quite so south of the equator. The idea was romantic and poetic.

So it is with the many weddings we are seeing in Galiano's Bluff Park this summer — a matchless setting, a beautiful bride and a dash­ing groom. Wedding number four in as many weeks occurred on the bluff on Saturday, Aug. 19, when Amanda, daughter of C.J. and Mildred Harris of Toronto, was wed to Jim Humphries of Van­

couver. A marriage commissioner from Salt Spring officiated at the ceremony as over 100 friends and relations looked on.

The bride in a lovely echro gown with simple lines wore a circlet of sweet smelling tropical flowers flown in from Hawaii. The reception at Sutil Lodge, held in the garden on a sunny afternoon, was catered for by the Henesseys. Among the guests were the many brothers and sisters of the bride and groom and friends and relations from England, Hawaii and Kenya. Galianoite George Harris, brother of the bride, performed with "the Gulio Cabrero Band" at the recep­tion dance which ended the celebra­tion.

The bride and groom will spend three weeks in Portugal for their honeymoon before returning to Vancouver

School ready for new session

Acting principal Robin Bracht of the Galiano School reports new floors have been laid in the halls and classrooms this summer and she is now busy sorting things around ready for the fall opening.

Teachers on hand on September 5 will be Lynn Scott, Louise Decario and Barry Bartlett. Ron Kingsbury from Ontario will replace Elizabeth Brinson, on ex­change for a year. Cathy Buttery will replace Steve Nemtin, on leave of absence for four months.

Mrs. Bracht expects the school will hold a bottle drive in late Sep­tember and asks that residents box their empty bottles and hold them until a firm date is set for the drive.

You can minimize tax effect with treasury bills By BOB AUSTIN

Do you pay too much tax? Taxes are a fact of life but treasury bills can offer a way for you to minimize their effect.

For example , if you have $10,000 in the bank yielding lOper cent and pay 40 per cent tax on the

earned interest your "after-tax" return is only six per cent. With inflation at 5.5 per cent, your real return "after tax and inflation" is 0.5 per cent.

Treasury bills (T-bills) allow you to more than triple your return. Here's how: Current yields on T-

bills average 11.85 per cent. Apply­ing a 40 per cent tax as in the above example leaves you with 7.11 per cent. After inflation is factored in at 5.5 per cent, you are left with 1.61 per cent "after tax and inflation." That's triple the 0.5 per cent return from bank deposits.

Now that we seem to have entered the summer doldrums and stocks and bonds have rallied brisk­ly since last November, let's take a look at another market which in­creasingly competes for investment dollars.

Since the 1950s the perception of housing as shelter has been in­creasingly modified to the point where it is considered an attractive investment Demographics and in­flation were the catalysts for this altered perception.

Real estate does have cycles — long cycles! For example, those who purchased their homes in the decade before 1920 didn't

realize the same value until the 1950s.

The postwar baby-boomers needed to be housed and real estate proved to be an attractive hedge against persistent inflation. How­ever, it has come to the point where real estate is a highly leveraged proposition.

Some facts should be con­sidered.

Real estate does have cycles — long cycles! For example, those who purchased their homes in the decade before 1920 didn't realize the same value until the 1950s.

And housing now is relatively quite expensive. Pre-1950, an in­dividual could purchase an average home for the equivalent of one year's wages. Similar shelter today costs a multiple of family income.

Also the real estate market by definition has to be more leveraged. A large percentage of those selling homes owned them outright. Most new buyers are mortgaging them with much less equity.

So if real estate cycles are intact we are obviously closer to the top than the bottom.

Demand for housing could reduce. The "baby-boomers" are moving through.

Inflation is under control. Some even talk of deflation. Family in­come means more than one mem­ber of the family is working. A recent study shows that a typical family in Vancouver would have to spend 65 per cent of pre-tax income to buy and maintain a small bun­galow. What if one family member becomes unemployed?

At this time certain North American real estate markets are

being influenced by offshore buying, largely a function of the weak U.S. dollar. However, the U.S. dollar has bottomed out and should continue to strengthen against offshore currencies.

Lastly, withfew tax shelters left, real estate is being sold as one of the last A purchaser can sell his prin­cipal residence and not pay capital gains tax.

Values change with time. In the mid-to-late 1960s stocks were overvalued. For instance, IBM traded at 50-plus times earnings. IBM now trades at a more modest 13 times earnings but is a much bigger and more stable company. Housing in the 1960s compared to today was modestly priced; it is now unaffordable for a growing number of potential buyers.

steadily progressing on an ex­panded Harbour's End Marina in Ganges Harbour.

Over the next three or four years Dick and Jane Durante and Barry Edwards intend to build a first-class, full-service public marine facility for boaters.

"We want to make it so boaters don't have to go to Sidney," says Edwards, who points out that this summer the marina has had to turn away quite a few boaters due to lack of space.

Plans include a pub, provision­ing store and chandlery, marine sales and service, expanded tran­sient boat moorage, shower and laundry facilities and a 16-room hotel.

Heavy equipment has been busy removing l 300 cubic yards of fill from the harbour to return it to its natural boundary and the property will soon be paved, fulfilling a guarantee to the Islands Trust to clean up and beautify the site.

Development permits for the ambitious project were first granted in January and amended August 3 to take in exterior design changes.

The first phase will be Moby's Marine Pub, a 4,900-square-foot facility that will seat 65 indoors and 20 on an outdoor patio. The pub will follow a marine theme, with the outside resembling a cannery and the inside finished with rough cedar board and batten.

To take full advantage of its spectacular setting the pub will have lots of glass overlooking the water.

Durante says there will be a couple of rooms above the pub to accommodate transient boaters.

A scuba tank filling business recently opened by Perry Haskell and Jeff Townsend is part of the overall marina plan and is already

taking off, says Edwards. Durante says the project will

probably be handled by Geoff Swift Construction and built by local labour.

Fulfilling the development's parking requirements is a challenge but the owners will accomplish it by scat ter ing parking spaces throughout the site.

Seldom is that message more critical than today. The Canadian bond market is precariously perched on an inverted yield curve on which a 25-year bond yields almost three per cent less than 30-day T-Bills.

The negative slope has lasted 11 months, three times the normal length. The curve, however, is gradually reverting to its natural geometry, and long-term money will, again, yield higher than short-term.

Many analysts believe this shift will occur soon, and at bond market speed, leaving those in short-term T-Bills behind.

For the astute investor this rare teeter-tottering can spell enormous profits.

History shows why. Anyone who bought a long Canada Bond in mid-1981 would have doubled his principal over the following six years while earning an annual return of 17.5 per cent. But those lured by 21 per cent T-Bills and Gi.C.'s found a year later they had to rein­vest their money at 14 per cent, two years later at nine per cent

The same cycle could be repeating itself in 1989. Because North America's economic boom seems to be slowing down, interest rates are predicted to fall sharply over the next several years. People who are now invested in short-term T-Bills and G.I.C.'s could be in for a rude awakening when in a year from now they will have to re-invest that money at a much lower rate.

The prudent investor is recognizing the opportunity that is seen only once a decade, and giving up some yield, investing into longer-term bonds. The rewards in the form of substantial (tax-free) capital gains as rates begin to fall will far outweigh the extra yield they may have made in the short term.

Boating course offered

SALT SPRING —The Saltspr-ing Island Power and Sail Squadron is again offering its annual boating course, commencing September 6 at Gulf Islands Secondary School.

Outlining the course, training officer Mort Stratton said it will consist of 14, three-hour sessions, once per week. He said it covers a variety of boating subjects, includ­ing rules of the "road," seamanship, safety, aids to navigation and some elementary chart work. Boating safety is the primary emphasis of the course.

A written examination is set for mid-December.

Ownership of a boat is not a class prerequisite. In fact, Stratton said, "Many people have taken the course prior to purchasing a boat and have found the information they have gained through the course helpful in making their final decision."

Membership in the squadron can only be gained by those who have successfully completed the course and passed the exam. Canadian squadrons pride themsel­ves on this qualification of mem­bership.

"Regardless of experience," the squadron notes, "candidates must first pass the boating course ex­amination."

After becoming a squadron member, an individual can further his boating safety and navigational skills by participating in advanced courses, offered to members.

These include a newly intro­duced seamanship course, which is now the prerequisite for other ad­vanced courses such as seamanship (sail), seamanship (power), ad­vanced pilotage, junior navigator and navigator. They cover subjects such as marine maintenance and weather.

Anyone wishing to apply for the local course may pick up an ap­plication form and pamphlet at the Village Cobbler, or one of several display panels throughout Salt Spring.
