ONGC Petro Additions Limited (OPaL), a JV of ONGC, GAIL
and GSPC has developed a world scale multi-feed cracker in
the PCPIR
OPaL’s unit at PCPIR, is the largest petrochemical plant in
India, developed at an investment of USD 3.9 Billion
The OPaL Cracker Unit was dedicated to the nation by
Hon’ble Prime Minister Mr. Narendra Modi, in March 2017

GIDC has delineated specific zones for the
chemical, textile, dyeing and other similar
industries in its industrial estates. These areas
have been provided with special facilities for
environment management and protection

▪ Four 220 KV sub-stations located at Dahej, Dahej SEZ, Rahiyad-Suva & Vilayat
▪ Eight 66 KV substations located at Dahej, Luna, Bhensali, Vadadala, Galenda,
Jolwa Sambheti and Vilayat.
▪ Gujarat Energy Transmission Corporation Limited (GETCO) has completed
construction of 220 KV substation at Suva Dahej, which is in operation.
▪ 1200 MW gas based power plant by Torrent Power Ltd. in Dahej SEZ has been
completed.
▪ Construction of 2640 MW coal based power plant of Adani Power is in progress.

▪ GIDC has developed 90 MLD disposal pipeline of 40 km from Vilayat
pumping station to Dahej to dispose the effluent into deep sea (8.5 Km
Onshore line & 4.5 Km Offshore line - from Dahej final pumping station ).

Treatment Storage and Disposal Facility (TSDF)

in Dahej PCPIR having a capacity of 1.4 MMT

▪ Compliance to the SEZ export norms restricts the anchor unit (OPaL) from providing its supplies to the industries within
the PCPIR. OPaL post experiencing feedstock supply constraints under SEZ is set to exit from SEZ. This will address
feedstock challenges for the downstream industries.
▪ Some of the common utilities like power, steam, raw water (within PCPIR), DM water, instrument air, etc. can be
provided to the user units on commercial basis. Bulk production of utilities will significantly reduce production cost
and need for utility manpower in user units, thereby improving their competitiveness.
▪ Establishment of Common Facility Centre (CFC) especially for waste collection and waste processing
▪ Escape Routes (150 m & 120 m) - Accelerated industrialization in the region will soon demand additional cargo
evacuation capacity from the existing infrastructure to deal with traffic diversion in cases of excessive traffic,
blockades, major fires, chemical spills, etc.
▪ Setting-up solvent storage facility in industrial estates
▪ Secure land fill sites for disposal of hazardous solid waste

▪ As PCPIR requires large quantities of water, use of alternate sources of water (desalination and recycling/reuse plants)
is being promoted
▪ Promote usage of renewable energy (50% of GIDC’s power requirement to be sourced through renewable sources)
▪ Development of Green Belt in approximately 10% region of PCPIR.
▪ Setting-up a Centre of Excellence for best practices, as also to facilitate forward & backward symbiotic integration
within PCPIR.
▪ Social infrastructure proposed to be developed by individual companies and GIDC will always face concerns like quality,
viability, variety and maintenance standards. Instead, a different approach be considered by involving experienced
developers who can build and maintain required infrastructure on commercially viable basis and recover the
maintenance cost from the users.
