• Drinking Water Security is emerging as one of the great challenges of the 21st Century

• Access to and the security of drinking water supplies is urgently needed as the migratory urbanization of the world’s population continues to encourage population densities beyond local sustainability.

•The concept of secure water is a tool for the preservation of civil order.

•Drinking water security involves the evaluation of complex socioeconomic relationships and the physical resource environment.

•The notion of RISK and PROBABILITY must clearly be defined by those charged with securing drinking water supplies.

•In general the public has little understanding of the of actual risk compared to real probability of a risk event. All risk is viewed as equal by the general public.

•How the drinking water industry presents the concept of risk to the consuming public and the political arena will determine the public’s psyche as to risk response.

•Civil order is maintained when a population has a sense of security and a view of the future. Failure to address these two matters will result in the loss of public confidence.

• The battle field of risk is the destabilization of modern society through a systematic attack on long held beliefs that lead to the loss of a sense of predictability and security.

• The infrastructure of densely populated, highly developed economic regions is a prime target for social destabilization.

• Modern communication systems permit the rapid dissemination of information on a global scale. An event in one part of the world has an immediate and serious impact on the psyche of the balance of the world.

• Much of the balance of this presentation is about the ability to respond to events through secure systems technology and preparedness.

The Scenario:

A systematic terrorist attack on the City of New York’s public water supply which physically disrupts 30% of the city’s water distribution system shutting down hospitals, other healthcare facilities, schools and universities and commercial establishments. Coupled with this is a systematic starting of fires in those areas effected by the lack of water.

In addition there is a rumour that a biological agent has been introduced to the balance of the water distribution system.

We are in a critical civil management crisis! Are we prepared?
