Maptionnaire: • Vaasa has been using the Maptionnaire online survey tool for years. Any employee
can access the platform in order to create his/her own survey or analyze the existing one in the database. Each survey has been unique - created from scratch
• template idea: Creating templates (linked to particular stage of a planning process) suitable for re-using would save a lot of time with creating, translating and reporting as well and provide us an opportunity to compare different city areas.

3 levels (city - area - survey)• survey: The particular survey template possible to reuse in different areas including
promoting strategies, data analyzing and report template.• area: A strategy for the whole (asemakaava) planning process including several
survey templates linked to its different phases, timing.• city: Using the same survey/questions allows comparing data from different areas
thus getting the picture about the overall development. The 13 years period of ase-makaava review provides automatic updating of gathered data in all areas included in the templating system.

Collaboration between departments• These survey templates are linked to urban planning process therefore to the plan-
ningdepartment.However,itisnecessarytoexpectthatsignificantpartofgathereddata/comments/issues will be from other department’s agenda.
• It is recommended to make a plan or even agreement of information forwarding and cooperation in order to react to citizens comments.
Citizen trust• Letting people participate leads toward more democratic and transparent processes.
Italsoincreasesthetrustofpeopleinauthorities,justifiesparticulardecisions.How-ever, it requires a complete participation process, not just gathering of data which will never be used.
• Therefore is very important to plan the whole participation process - from the ways of participation, promotion to having enough time for evaluation, reporting and utilizing of information. Providing own time in order to help the community is not automatic and should not be wasted by asking for information which city already has, which is not going to use or able to process on time.
• Every failure in this matters leads to loss of trust and decreasing interest in participa-tion within the next project.

Asemakaava planning process - time-line• As mentioned above, participation re-
quires careful planning. • It is a good idea to create a timeline of
the whole planning process including officialdocuments,deadlines,partici-patory tools, its preparation, promotion, data processing etc.

• Thefirststepisatimelineandmappingthe core steps of the projects linked to our area planning.
• Ristinummi: The upper part (houses) is mapping Attractive Nordic Towns and asemakaava planning milestones (per 1/4 of a year) in order to synchronize them; the timeline below tracks the schedule per month
• It is a good idea to choose different categories of actions and assign each one a different color
• One category supposed to be used for the official documents such as re-ports and plans required by the law
• They should be drawn in the timeline asthefirstonesincludingtheobligato-ry time period for commenting etc.
• Ristinummi: green category
• The second category (blue) in the Ris-tinummi case is for digital surveys.
• Firstly we should decide in which part of the process we want to include the public, what kind of survey is needed.
• Than we supposed to estimate the time period of surveying and time needed for data processing.
• According to this estimation and al-readyexistingscheduleforthefirstcategory, we choose particular spots in the timeline.
• As the last part of the second (green) category, we put there an estimation of time periods for preparation of surveys.

• The third (yellow) category is dedicated to other participatory tools
• Digital surveys are a very good statis-tical tool capable of reaching plenty of citizens due to social media sharing and easy way of responding to them. However, there is no participatory tool able to reach all the groups of citizens equally. The combination of different approaches is highly recommended.
• Especially the older generation is not so active on social media and needs to be reached in other ways. There could be also some issues with language, educational barrier or internet access.
• There could be some physical meet-ings, special public events, traditional letters or newspaper articles etc. need-ed. It is a good idea to synchronize them with digital surveys in order to save time with data processing and also to multiple the promotion effect of all the ways of communication.
• Every participatory tool needs “the time for the action itself” but also some time for preparation and reporting later on
• The fourth Ristinummi category (black) is about media and communication.
• Each participation action needs promo-tion. Without letting people know about an intention to involve them, they can not actively participate.
• The media plan should involve some agreement with graphics and PR de-partment about posters, FB posts, co-operation with local newspapers.
• It is desirable to synchronize these matters with other participatory pro-cesses and public events within the city organization. Amount of attention and time people are willing to dedicate is limited. On the other side so as the time period during which people keeps their motivation.
• If the activity is too high people are bothered, overwhelmed and stop to fol-low if it is too low people lose interest and do not follow as well.

Surveys in general• The Vaasa templating project works with two different situation and two different
groups - analyzing the area (pre-planning) versus draft commenting and general public versus companies.
• In general, there is a couple of rules useful for any survey (inspired by Maptionnaire blog and advice provided by Martin Østervig Larsen from Epinion Aarhus):
• use appropriate tool and language: Using the digital tool for a survey about the senior needs or attracting teenagers by a posh event in the City hall is not a good strategy.
• ask simple and clear questions: Do not ask for more than one information in one question (“Is area well-maintained and safe?”) and avoid misunderstanding (“Where do you usually meet?“ - depends on meeting who: friends, colleagues, family and when: morning, evening, weekends etc.)
• ask only if you are willing and able to use answers: Asking people “what do you want here” if you already know, that plot is reserved for private services means to waste creativity and trust everyone who wrote about a lack of wild nature or need of new residential housing.
• avoid technical or too complicated terms: Learn from our mistakes. For exam-ple,a“densification”isashortandperfectlypreciseterm,butsinceplentyofpeopledo not understand its meaning, it is not a good idea to use it.
• avoid unnecessary frustration: Obligatory questions, too long text, personal ques-tionsonthefirstpageortoomanypagescouldmakepeopleclosethesurveybeforefinishing.
• include instructions to guide people through the tool:Anticipatetechnicaldiffi-culties, provide basic info where to click, how to draw on a map etc.
• apply clear structure to guide people through the survey: Inform about survey length and a number of pages left, do not jump between topics etc.
• think of the time and human resource for analyzing while creating a survey: Open questions provide more information, but requires hours and hours for sorting and answering, do you have them? If the question is relevant just for part of partici-pants, use pop-up questions or branching to save their time and avoid frustration.
• test the survey before launching:Itisgoodtoasksomeonefromadifferentfieldwho did not participate in survey preparation to test it.
Other participative tools• As mentioned above, each goal and group of participants have different require-
ments, therefore, requires a different approach. In order to maximalize effect is a good idea to combine different participative tools during the process.
• Since method has to be always adapted to local project and situation, there is no list including all the methods in all their variations. There is a short brief about possible tools, actions or events divided according to spectrum used by the International As-sociation for Public Participation (IAP2), modern version of the Arnstein’s ladder.

Communication, media engagement• In the same way, as different groups of participants required different ways of par-
ticipation, they also respond differently to a different way of communication. Digital tools suit younger generations but discriminate seniors or people without access to the internet while in the case of local radio it works otherwise. Therefore is also good to use more than one channel of communication, create different variations of promo materials for these purposes.
• Togettheattentionofthepublicisquitedifficultandtimedemanding.Therefore,isa good idea to make a long-term communication strategy in order to keep it. In order to keep your followers, you need to create regular content and stay active
• In the same way, as you should make a time-schedule for participatory actions, you should do the same for its promotion and reporting. Each event supposed to be advertised in advance, documented and people should be informed already at the event about date and way of results or reports publishing.

Analyzing strategy: • Basic level: general statistics and heat maps (processing is a matter of an hour, in
the case that report template is ready, it takes even less)• Refiningresultsbygroupfilters:Comparingtheproportionofdifferent(age,social
etc.) groups in the area and in the survey, an extension general graphs by results of specificgroups.Awarenessofthesedifferenceshelpstoplananactionifsomeofthe group is missing. (processing takes approximately a day)

1: Cover page• Use some “promo picture”, not a tech-
nical drawing. A more playful look, more attraction, more answers.
• It is good to use the same picture for FB link propagation or posters – peo-ple will remember it.
• Use a catchy headline or motto • Write who is in charge of the survey
(adding a link to department or project webpage is a good idea)
• Inform about the purpose of the survey• Inform about time-frame• Add information about the length of
the survey – people are more patient if theyknowitthustheymorelikelyfillitall.
• Carefully choose languages to do not miss any group.
2: Value setting• The purpose of this page is to make
people face a choice between two desirable statements in order to show them that some needs are contradicto-ry
• Not everything is possible, therefore it is necessary to choose priorities and make compromises
• Understanding this makes the discus-sion less radical and reduce the “wish list problem” - If you simply ask “what you want”, people will make whatev-er wish (does not matter reality and possible obstacles) and consider you/cityresponsibleforfulfillingitinthefullrange.
• Explain that there is no wrong or right decision, just a different point of view of each individual
• Make both options equal good/bad otherwise people will blame you from manipulation or patronizing

3a: Let’s pin it• Remind saving button and that they
can tag as places as they want. Set up zooming of a map into the area
• Make different categories in order to sort out data easily later
• For example, the pins and its colors match with basic area categories used in planning or different departments/stakeholders such as Areas: residen-tial, services public and services pri-vate,green/recreationalareas,traffic:private, public, non-engine
• Do not ask for data you already know (for example we know which car road is the most used one so it does not make sense to ask again).
• Keep the structure, inform about the progress. For example, “you just com-pleted buildings, now we are going to look at roads” etc. It increases the chance that the respondent will not get bored therefore close the survey.
3b: Let’s pin it (pop-up question)• Use two steps questions to make a
survey short and easy to analyze• If a respondent thinks that there is
housing needed in the area, the addi-tional question will pop-up. If he does not feel this need at all, there is no point to ask for additional information.
• Open questions and comments are very time demanding for analyzing be-cause each person writes something different so you have to read it and sort it out manually.
• In this way, you can make very quickly basic map analyze (check where the services are needed) and publish it a few minutes after closing the survey, use it as a teaser on social media or presentation
• Later on (when you have enough time and resources) you can go deeper in the particular topic and handle more time demanding free comments.

4a: Let’s pin it • I like/dislike question: not all the com-
mentscanfitintopredefinedcatego-ries. By keeping the general like/dislike question you prevent losing valuable information.
• Itshouldnotbeonthefirstpage,oth-erwise, participants will not use other categories and put all the comments under this general pin
• If they do so, you will have to sort all the comments manually to different categories, which makes analyzing highly ineffective and time demanding
• By placing it as a last pin on the last page, you prevent avoiding other cate-gories but also losing information.
• To consider: We used to have also a pin for place-making (small changes in the public place) and for public events and community activities. However, we are not in charge of these things. Afraid of wasting people’s inputs we erased it.
4b: Let’s pin it (pop-up question)• Pop-question in the case of dislike pin
or suggested activities and placemak-ing includes not just a question “what kind of event you want there”, but also ”how would you like to participate in organizing it”.
• The reason is a “wish-list” problem mentioned already. It lets people ex-press their wishes, but at the same time make them think of it realistic by reminding that every event needs peo-ple and money to be organized.

5: Personal questions• Categories of respondents: In order to
check if all the groups are involved and sort the answers further, you should definecategoriesofrespondents.
• It is good to copy the categories that your city already use for statistics.
• For example, if the statistic department already use some age groups in their work, it is good to use the same range so you can combine it later on

6: Farewell • On previous pages we did not let peo-
ple see answers of the others to avoid influencingthembyopinionsofothers,now we let them see what was done so far
• Remind the importance of sharing• Give them a chance to add some com-

Strategy: • As written in the Analyzing strategy (page 10) the survey is designed in the way
which allows both quick shallow analyzes, but also deep more time demanding approach.• basic:

• Combiningpicturesofmapsandpre-definedgraphsfromdownloadedex-cel in InDesign is very easy. If you have already InDesign template of such a report from the previous time, it takes almost no time.
• utilizing filters: • Follow the same procedure as in the case of a basic report, but in the case
of heat maps do not save just a general map but use the command “Other filters”toutilizepersonalquestions.
• Forexample:Addafilter(+),selectthequestion“Myageis...”andanswer“35-49”togettheopinionofthisspecificgroup.
• Ask the statistic department for information about the ratio between differ-ent groups in the area and compare it with the ratio between them in your survey.
• In this way, you can discover, that for example, there is 60% of seniors in the area, but in your survey, there were only 5% of seniors. It indicates, that in the general maps of opinions their point of view is underrepresent-ed.Youshouldeitherpaymoreattentiontothefilteredheatmaprepre-senting only seniors or even consider an additional participative tool to get their opinion.
