GUIDELINES FOR ADJUDGING RGM BEST PERFORMING STATE AWARD
1. Preamble:
In India, the livestock production and agriculture are inherently linked; they
complement each other and both are crucial for the overall food security of the
people. Livestock are considered vital for livelihood security of the poor and
vulnerable population. Global food demand is ever increasing due to
exponential increase in population while the agricultural productivity is
declining, largely due to shrinking of resources particularly cultivable land.
Under such a situation, role of livestock sector to fulfill growing food demand
is of paramount importance in terms of nutritional security and employment
generation.
Over the last two decades, the changes within cattle population indicate a
radical shift from work animals to milk production. India has made
phenomenal progress in world milk production over the last one and a half
decade. But there are wide inter-state variations in milk production and
productivity. For instance, Punjab has the highest productivity of crossbred
and indigenous cattle while Tamil Nadu has the highest productivity of exotic
cattle. Uttar Pradesh is the top ranking state in milk production as well as top
AI performer of the country. Thus there is no convergence among the states in
productivity. Despite a number of schemes on new reproductive technologies
having been introduced for enhancing the reproductive performances of dairy
cattle, there is a wide variation among the states in implementation. Some
States are lagging behind in overall breeding performance. Therefore there is
a need to raise the spirit of the States to outperform in animal husbandry
activities. Hence this award is proposed to be instituted.
2. Objective:
To inspire a healthy competition among States for excellence in Veterinary
practices, the RGM Best performing State Award is proposed to be instituted.
3. Eligibility:
All States/ Union Territories participating in implementation of schemes under
Rashtriya Gokul Mission shall be eligible to apply for the award.
4. Nomination process for RGM Best performing State Award:
4.1 State Nomination:
For the purpose of identifying RGM Best performing State Award, the
Commissioner/ Director of State Animal Husbandry Department has to apply
as per the prescribed format given at Annexure-I.
4.2 Procedure of Nomination:
Nomination for RGM Best performing State Award in the prescribed format
shall be submitted to the Chairperson (Principal Secretary/Secretary of the
Dept. of Animal Husbandry of the State) .
4.3 The Chairperson shall evaluate the recommendations submitted by the
Commissioner/ Director of State Animal Husbandry Department and assign
the score as per the score card given at Annexure-II for RGM Best performing
State Award and recommend the best performing State for submission to
DADF GoI.
4.4 The decision of the Chairperson for the nomination to RGM Best performing
State Award will be final and is a binding to all the applicants.
5. National Awards:
The Chairperson will send the nomination for the RGM Best performing State
Award to DADF by 25th January every year. The DADF after having
compiled the information of all the States’ nominations for the award will
place it before the National Level Award Committee.
6. National Level Award Committee:
6.1 The National Level Committee shall consist of the following members for adjudging the award:
(i) Animal Husbandry Commissioner - Chairperson
(ii) DDG (AS) -Member
(iii) JS (C&DD)/LH/NLM - Member
(iv) JC/DC/AC ( Cattle Division) -Member Secretary
6.2 The above award committee will evaluate the details of the States’ nominations.
6.3 The decision of the award committee for the awards will be final and is
a binding to all the States/UT’s .
7. General:
7.1 There will be a RGM Best performing State Award at the National level.
7.2 The award will consist of a Certificate of merit and a memento.
8. Calendar of National Level events:
1 25th January Submission of State recommendations to DADF
2 25th February Meeting of the National Level Selection Committee
3 25th March Intimation to the awardees by GoI
4 Last Saturday of April Award Ceremony organized by GoI
8.1. The award ceremony will be held on World Veterinarians Day i. e Last Saturday of
April every year at a place decided by the Department of Animal Husbandry,
Dairying and Fisheries.
