Eligibility Criteria for Admission to Direct Second year B.E. / B.Tech. Degree
Courses under Lateral Entry Scheme for the year 2009-2010
1.
General
Candidates satisfying the following eligibility rules as on 01-07-2009 alone are eligible to apply. Passing the qualifying examination or change of religion etc., after this date shall not be considered.
2. Nativity
a) Government quota
i) Candidates belonging to Tamil Nadu with schooling in Tamil Nadu from IX onwards (IX, X, Diploma / B.Sc. Examinations) only will be considered for admission. Other State Candidates are not eligible for admission. However, the following categories of candidates are eligible to apply subject to certain conditions:
ii) Children of Central Government Employees otherwise not domicile of Tamil Nadu are also eligible and can compete under Open Competition for admission, irrespective of their domicile, provided their parents or guardians (only if parents are not alive) are serving in Tamil Nadu continuously for the past Five Years at the time of submission of application which should be supported by enclosing a certificate from the employer of the parent or guardian, to that effect.
iii) Children of persons (not domicile of Tamil Nadu) employed in Public Sector or Government Recognized Institutions who at the time of submission of application for admission employed in Tamil Nadu continuously for the past FIVE YEARS may also apply and compete for admission under open competition irrespective of their domicile, provided a certificate from the employer is enclosed along with the application that the person is a Permanent employee of the firm or Institution concerned with evidence like Income Tax return, PPF etc., and is working in Tamil Nadu continuously for the past FIVE YEARS.
iv) Tamil Nadu candidates who have passed the IX, X and Diploma / B.Sc. examinations from the Institution situated outside Tamil Nadu are eligible subject to the production of “Nativity Certificate” obtained from Revenue authority.
v) Other state candidates with schooling in Tamil Nadu from IX onwards (IX, X, Diploma / B.Sc. examinations) are eligible under Open Competition only. They need not enclose the “Nativity certificate”
vi) Foreign Nationals including Sri Lankan refugees are NOT ELIGIBLE
vii) Tamil Nadu candidates with schooling in Tamil Nadu from IX onwards need not enclose the Nativity Certificate.

viii) Applications without Employer certificate or with defective Employer Certificate / Nativity Certificate of the categories mentioned above will be considered as “Other State Candidates” and they are not eligible for admission.
b) Management quota
The following category of candidates are eligible under Management quota i) Candidates belonging to Tamil Nadu will be considered under the
respective communal quota on production of necessary Community / Nativity Certificate. Candidates who have not produced the Permanent Community Certificate will be treated as “OC”
ii) Candidates belonging to Other State with Indian Nationality are eligible and they will be treated as “OC”
iii) Foreign Nationals are Not eligible for admission under Lateral Entry Scheme.
iv) The Self Financing Engineering Colleges should follow the rules in force prescribed for admitting the students under Management quota.
The norms mentioned below under (3) to (5) are applicable to both Government and Management Quota
3. Qualifying Examination
a) Diploma Candidates i) A pass with minimum eligibility marks in one of the Diploma Courses
in Engineering / Technology of the State Board of Technical Education and Training, Tamil Nadu / Equivalent prescribed for the respective Degree courses.
b) B.Sc. Candidates i) A pass with minimum eligibility marks in any recognized Bachelor’s
Degree in Science with minimum 3 years duration with 10+2+3 pattern of study with Mathematics as one of the subjects at the Degree level.
4. Minimum Eligibility Marks a) The candidates should have obtained the following minimum marks in the
qualifying examination Diploma / B.Sc. for eligible to admission.

SC & ST A Mere pass in the qualifying examination which is same as the passing minimum for Diploma Examinations of the State Board of Technical Education and Training, Tamil Nadu / B.Sc. Degree Examinations of Universities
b) In case of candidates studied in annual pattern, marks obtained by them in the Final year shall be taken into account for arriving minimum eligibility marks.
c)
Sandwich Diploma: In case of Sandwich Diploma, marks secured in the last two semesters of the course shall be considered. If the industrial training intervenes in any one of the last two semesters then the marks of the previous semester in which there is no Industrial training shall be considered for the purpose of calculation of eligible marks.
d) Part time Diploma: In case of Part time Diploma the marks secured in the last 3 semesters examination including private study marks shall be considered.
e) Minimum Marks - Rounding Off A candidate seeking admission under Lateral Entry should have
necessarily secured the above minimum marks prescribed. Rounding off of minimum eligibility marks is not allowed.
5. Communal Reservation a) The Government in Tamil Nadu Ordinance No. 9 of 2008 have now
amended the Tamil Nadu Backward Class Christians and Backward Class Muslims (Reservation of Seats in Educational Institutions including Private Educational Institutions and of appointments or posts in the services under the State) Act, 2007 (Tamil Nadu Act 33 of 2007), thereby withdrawing the 3.5 percent reservation provided for the Backward Class Christians so as to enable them to compete within the reservation provided for the Backward Classes.
i) Backward Class Muslims 3.5% ii) Backward Classes (Other than
Backward Class Muslims) 26.5%

Certificate for the community to which they belong such as BC, BC Muslims, MBC, SC and ST along with their application, will be treated as OC.

are considered as disabled. Candidates seeking admission against the reservation set apart for Orthopaedically physically handicapped / Hearing impaired / Vision Impairment should produce the certificate in the prescribed format from the Medical Board of the District concerned certifying the nature and extent of disability in percentage and with regard to suitability for admission to Engineering Colleges specifically mentioned.
Eligibility Criteria for various Disabilities
Norms for Orthopaedic Disability Candidates with permanent physical impairment 40% and above are
considered as disabled. Hence, candidates with orthopaedic disability of the following types are eligible for claiming Engineering admission against Physically Handicapped category.
i) Independent in ambulance with or without calipers but without walking aids.
ii) Good Standing Balance without calipers but without any support iii) Hand Function with normal limit without any aid iv) Good control over bladder and bowel v) Disease must be non progressive Norms for Hearing Disability Candidates with hearing ability of 40 db and above only in the better
ear with speech discriminations score of 50% and above are considered disables and hence eligible for claiming Engineering admission against Physically Handicapped category.
Norms for Vision Impairment Candidates with low vision of 40% and above are considered as
disabled, and hence eligible for claiming Engineering admission against Physically Handicapped category.
Low Vision Persons with low vision means a person with impairment of vision of
less than 6/18 to 6/60 with best correction in the better eye or impairment of field in any one of the following categories.
i) reduction of fields less than 50 degrees ii) Heminaopia with macular involvement iii) Attitudinal defect involving lower fields

** F.C. means Finger Count *** one eyed persons with normal vision are not considered as
disabled. f) Eminent Sportsmen Candidates seeking admission against the reservation for Eminent
sportsmen should produce the relevant certificates. Selection will be based on proficiency in sports.
g) Children of Freedom Fighter Candidates claiming admission against the reservation for children of
Freedom Fighters should produce a Certificate from a Revenue Officer not below the rank of a Deputy Tahsildar that the candidates’ parent is a Freedom Fighter.
h) Children of Ex-Servicemen Candidates claiming admission against the reservation of seats for
Children of Ex-Servicemen should produce the certificate from an Officer of the Department of Ex-Servicemen’s Welfare Board of Tamil Nadu not below the rank of Assistant Director of Ex-Servicemen’s welfare of the district of which the dependent is a native.
i) Candidates belonging to Tamil Nadu only eligible for the Special reservation categories.
7. Admission under NRI Quota (applicable under management quota only). Candidates admitted under NRI quota will be approved by the Commissioner of Technical Education, only on production of the Provisional Eligibility Certificate (PEC) issued by the respective Anna University. The documents required for issuing PEC certificate may be ascertained from Anna University concerned.
a) The NRI quota shall not exceed 15% of the Lateral Entry intake (10% of the Sanctioned Intake) in each branch.
b) Admission to the NRI seats is to be made on the basis of the marks obtained in the qualifying examination.
c) A just pass in the Diploma / B.Sc. Degree level examinations. (10+2+3 pattern) is required for admission.

d) Following documents are required for the issue of Provisional Eligibility Certificate (PEC) for admission under NRI category
i) Sponsorship letter in Original ii) Relationship Certificate obtained from competent authority (Tahsildar
or other Revenue Officials) iii) Employer letter in Original iv) Evidence for the payment of Development charges of US$1000 to the
college v) Statement of Bank account of Sponsor with NRE A/c No. vi) Embassy certificate of Sponsor in Original / Attested copy of the PIO
card by the Embassy concerned / Authenticated proof in case of seaman
vii) Nativity certificate of Sponsor viii) Copy of passport of Sponsor ix) Qualifying Mark sheet attested x) Transfer certificate / Migration certificate attested xi) Diploma / Provisional Certificate
8. Filling up of Lapsed Seats As far as filling up of Lapsed seats in concerned, the guidelines issued in
this office Circular No. 2144 / J2 / 2009, dated: 6.3.2009 shall be adopted.
9. Mode of Selection – Government quota a) Admission to Lateral Entry B.E under “Government quota” includes : i) Seats in Government Engineering Colleges ii) Seats in Government Aided Engineering Colleges iii) Seats surrendered by the managements of affiliated Self-Financing
Engineering colleges in Tamil Nadu. iv) Seats surrendered by Anna University, Chennai and Trichy
10. Reservation of seats for B.Sc. candidates under Government quota As per G.O. (Ms.) 154, Higher Education (J1) Department, dated: 4.6.2006,
900 seats are reserved for B.Sc. candidates under Government quota.
11. Counselling i) Counselling for admission under “Government quota” will be done at
Alagappa Chettiar College of Engineering and Technology, Karaikudi 630004.
ii) Merit list will be prepared separately for Diploma and B.Sc. candidates.
iii) The rank list will be prepared on the basis of the marks secured in the Final year semesters reduced to 100.
iv) As per the rank list, candidates will be provisionally selected for admission following the communal reservation. There will be counselling on the basis of the rank list and the candidates have the choice of selecting any college and appropriate course as per availability at the time of counseling. The date, time for the counseling will be intimated to the eligible candidates. No change of date / time of counselling is permissible. Candidates who do not attend the counseling on the specified date and time may have to forego the claim of admission.

12. Revaluation / Retotalling of marks in Qualifying Examination. The candidates who have applied for Revaluation / Retotalling of
marks in the qualifying examination are also required to submit the application within the last date fixed for receipt of application. After receipt of marks due to revaluation / retotalling the candidate should inform the variation of marks or with the result of pass in the examination to the Secretary, Second Year Engineering Admissions – 2009, Alagappa Chettiar College of Engineering and Technology, Karaikudi 630004 with relevant records. Only at the time receipt of revaluation / retotalling of marks, the Secretary shall incorporate the candidate in the appropriate merit position in the rank list and the candidate may be considered for Counselling against the seats that are available at the time of receipt of revaluation / retotalling of marks.
