agencyforthesupportanddevelopmentoftheartsinAlabama.Itwasestablishedin1966byanactoftheAlabamaLegislature.Theagencysupportsnot-for-profitartsorganizations,schools,colleges,unitsoflocalgovernment,non-profitorganizations,programmingintheartsforthegeneralpublic,andindividualartists.

TheStateArtsCouncilworkstoexpandthestate’sculturalresourcesandpreserveitsuniqueculturalheritageandplacesahighpriorityonartsprogrammingbyandforschools.TheCouncil’sprimarymeansofsupportingtheartsandmakingtheartsmoreaccessibletovariedaudiencesisthroughamulti-facetedgrantsprogramwhichcoversalldisciplinesandfieldsofcreativeexpression.

ThegoalsenumeratedbelowhavebeenadoptedbytheAlabamaStateCouncilontheArtsasprioritiesforthealloca-tionofstateandfederaldollars.Whileaspecificapplicationmaynotaddressallofthegoals,artsorganizations,schoolsandothereligibleinstitutionsapplyingforgrantsshouldbeawarethatrequestsconsistentwithoneormoreoftheseprioritieswillbegivenelevatedconsiderationformaximumsupport.AllofthestatedgoalsrepresentadesireoftheCounciltoaddressspe-cificneedsandtakeadvantageofopportunitiestoenhancethequalityoflifeinAlabamathroughthearts.

Funding FoR the

state aRts council

TheAlabamaStateCouncilontheArtsreceivesanannualappropriationfromtheAlabamaLegislatureandadditionalfundsfromtheNationalEndowmentfortheArts,afederalagency.Since1983,theCouncilhasalsoadministeredtheArtsDevelopmentFund,madeupofcontributionsbyAlabamacitizensfromannualstateincometaxrefunds.

Ways You Can HelpIncrease Arts Funding

Contributions received from the “Support the Arts” auto tags provide fund-ing for performing arts, visual arts, literary arts, arts education and folk arts. The $50 registration fee is tax deductible.Contributions from the Alabama Income Tax check-off provide for arts in the schools, with touringprograms, literary programs, exhibitions, performances, festivals, community design, folk culture and more.

BeforeyousubmitanapplicationforfundingtotheAlabamaStateCouncilontheArts,pleasereadallsectionsoftheseGuidelines.Moredetailedinformationonprogramcom-ponents,eligibilityrequirementsandgeneralevaluationcriteriacanbefoundatwww.arts.alabama.gov.Westronglyencourageallapplicantstodiscussgrantrequestswiththeappropriateprogrammanagerbeforecompletingtheonlineapplication.ContactinformationforProgramManagerscanbefoundonpage26.

eligibility RequiReMents

AnorganizationiseligibletoapplyforfundingsupportofartsactivitiestakingplaceinAlabamaiftheorganizationislegallydomiciledinAlabamaandmeetseitherofthefollowingqualifications:

• Theorganizationisnon-profitwithadetermination letterfromtheInternalRevenueServicedeclaringthe

organizationexemptfromfederalincometaxunder Section501(c)(3)oftheInternalRevenueCode.

• Theorganizationisapublicorprivateeducational institution(suchasanelementaryorsecondaryschool),

aschoolboard,alocalorcountygovernmentagency oracollegeoruniversity.Privateeducational

institutionsmustbenon-profitandmeetthetax-exempt requirementsdescribedabove.

Anindividual artistiseligibletoapplyforanartistfel-lowshipifhe/sheisalegalresidentofAlabamaandhaslivedinthestatetwoyearspriortotheapplicationdeadlinedate.Additionally,applicantsmustbewillingtomaintainAlabamaresidencyduringthegrantawardyear(October1-September30).Pleaserefertothetextbeginningonpage23.

eXcePtions

Collegesanduniversitiesareeligibleonlyforactivitiesthatclearlyservetheneedsofthegeneralpublicandcommuni-ties.Indirectcostsinvolvingtheadministrationoftheinstitu-tioncannotbeincluded.Activitiesproducingacademiccredit(exceptinternships)orthoseorientedprimarilytostudentsandtheacademiccommunityarenoteligible.

Privatenon-profitorganizationswhicharerequestingfundsdirectlyfromthelegislatureforartsprogramingforthecom-ingyeararenoteligibletoapplyunderanyprogramintheseguidelines.

Ininstanceswhereanorganizationreceivesotherstatemoneyforanypurposecoveredbythesupportprogramsintheseguidelines-whetherdirectlyfromthelegislatureorthroughanotherfiscalagent-theCouncilwillconsidersuchstatesupportwhenevaluatingapplicationsandawardinggrants.

• Projectsnotavailabletothegeneralpublic

• Activitiesandperformancesplannedsolelyfor fundraisingpurposes

• Food,beveragesorotherrefreshments

• ExpensesincurredpriortoOctober1orafter September30ofthecurrentgrantyear

• Investmentsofanykind

• Churchprojectswhichhavesectarianorfaith-based objectives;however,non-profitreligiousgroupsmay

Allapplications,withtheexceptionofFolklifeApprenticeshipsandTechnicalAssistancerequests,mustbesub-mittedelectronicallyviaeGRANT.AccesstotheeGRANTsys-temisavailableathttps://alabamaarts.egrant.net.Submissionoftheelectronicformisthefirstpartofatwo-partapplicationprocess.Thesecondpartisthemailingofthecertificationpagewithoriginalsignaturesandtherequiredsupplementalmateri-als.Aftersubmittingtheelectronicform,mailthecertification/signaturepagewithoriginalsignaturesandtherequiredsupple-mentalmaterials.ThismaterialisdueintheCouncil’sofficewithinthreedaysaftertheelectronicapplicationissubmitted.Pleaseusethefollowingaddress:201MonroeStreet,Suite110,Montgomery,AL36104-3721.

grantsmanship is a major factor in a favorable review of proposals. while an application might be techni-cally eligible, budget errors, unaddressed evaluation criteria, non-descriptive narratives, or a failure to itemize expenses and income, etc. may result in a negative evaluation and no funding.

Allsectionsandfieldsoftheapplicationmustbecompletedwithrequiredattachmentsbeforesubmitting.Itisrecommendedthatyoudonotdelayinpreparingorsub-mittingyourapplication.TheeGrantsystemwillopentwomonthspriortothedeadline.Youmayenterthesystem,setupyourapplicationfileandworkonitasneededduringthattwo-monthperiod.Please remember that the egrant system will close promptly at 5:00 p.m. on the application deadline date. grants should be submitted by 4:45 p.m. to ensure transmission by 5:00 p.m.

Grantapplicationswillbeevaluatedaccordingtotheextentinwhichrelevantcriteriaareaddressedintheproject.Abriefdescriptionofhowapplicablecriteriaareaddressedintheproposedactivitiesshouldbeincluded.ThisinformationmustbeenteredundertheProjectNarrativeTabwithintheeGRANTform.

1. Evidenceofartistic excellenceandtheabilitytoprovide qualityexperiencesforaudiences/participants

2. Theextenttowhicheducational benefitswillberealized

3. Theevidenceofbroad-based community support, planning, participation and collaboration

Additionally,grantapplicationswillbeevaluatedonhowwelltheactivities/projectdescribedintheapplicationaddresstheCouncil’sprioritiesforfunding(seegoalsoftheCouncilonpage2).ApplicantsareencouragedtoselectonetothreeofthegoalslistedanddescribeintheProjectDescriptionsectionundertheProjectNarrativetabhowthesegoalsareaddressedintheactivities/project.Pleasebeawarethatrequestsconsistentwithonetothreeofthesegoalswillbegivenconsiderationformaximumsupport.

what is the grant period?

is there a match requirement?

Yes.WiththeexceptionofArtistFellowships,FolkArtsApprenticeshipsandAIEEnhancementGrant,**requeststotheCouncilmustbematcheddollar-for-dollarincashoracombi-nationofcashandin-kindsupport.Presentinggrantsmustbematcheddollar-for-dollarincash.Inordertocountasmatchingfunds,cashorin-kindcontributionsmustbeusedtoaccomplishtheprogrammingobjectivesoutlinedintheapplicationduringthespecifiedgrantperiod.In-kindcontributionsmayincludedonatedservices,space,ormaterialsessentialtothecompletionoftheartsproject.Ifyouhavequestions,pleasecontactapro-grammanager.

ThepublichearingsareintendedfororganizationsandnotindividualartistsseekingFellowshipsororganizationsseekingOperatingSupport.Fellowshipgrantsforindividualartists/administratorsarebasedonsamplesofworkandthepanelreviewprocess.

how soon after the decision will we receive our grant check?

AwardlettersandcontractsareusuallyissuedwithintwoweeksafterthefullCouncilapprovesgrantsrecommendedbytheGrantsReviewCommittee.Yourawardletterwilltellyouthegrantamountandwhenyoushouldexpectthecontractagreement.OperatingSupportgrantsarepaidquarterly.Othergrantsarepaid50%inadvanceand50%whenyoufileyourfinalreport.Grantpaymentsaregenerallyreleasedbasedontheproject’sstartingdatewhichyouprovidedinyourapplication.

we have lost our contract agreement. what do we do?

Rememberthatcontractsbecomevoidifnotsignedandreturnedwithin 30 daysfromthedateofissuance.Ifyourcontractislost,contactthegrantsofficeandrequestthatanewcontractbeissued.Ingeneral,youshouldsignandreturnyourcontractassoonasyoureceiveit.Itisalsoimportanttobesurethatwehaveyourcorrectmailingaddress,phonenumberandemail.

what do i need to do to receive the second portion of my grant?

Mostgrantsarepaid50%inadvancewiththefinal50%paidwhenwereceiveandreviewyourfinalreportwiththeexceptionofOperatingSupportgrants.FinalreportsaresubmittedthroughtheeGrantsystem.Followthesamelogoninstructionsasyoudidwhenyousubmittedthegrantapplica-tion.

Finalreportsareduewithin 30 daysafterthefundedproj-ectiscompleted,butnolaterthanoctober 10.Itisimportanttorememberthatasubstantialdelayinfilingyourfinalreportorindiscussingyourproblemwithaprogrammanagerorthegrantsofficecan result in a loss of the balance of your grant funds.ItisalsoimportanttorememberthatyourorganizationisnoteligibleforanyadditionalfundingfromtheCouncilifyouhaveoutstandingfinalreports.delinquent reports must be filed before any future grants can be processed.

Whilemostgrantsareavailabletoorganizationsonly,therearesomecategoriesintendedforIndividuals. Fellowships are available in crafts, dance, design, media/photog-raphy, music, literature, visual arts, and arts administration.

TheCouncilawardsArtistFellowshipsof$5,000forAlabamaartistsworkinginoneoftheareaslistedabove.Recipientsmayusefundstosetasidetimetocreateart,improvetheirskillsortodowhatismostadvantageoustoenhancetheirartisticcareers.ArtsAdministrationFellowshipsof$5,000areawardedtoadministra-torstoimprovetheirskillsandabilitytoservetheirorganizationandcommunity.

Thegrantscangotomasterartiststoteachtheirskillstostu-dents,ortoapprenticeswhoapplytoworkwithaparticularteach-er.ThisprogramhassupportedteachinginartformsasdiverseasSacredHarpsinging,old-timefiddling,blues,traditionaldance,folkpottery,oakbasketry,willowfurnituremaking,andpinestrawbasketry.
