Russiahasalongtraditionofhostingwintersportstournaments,havinghostedanumberofWorldChampionshipsandthe1980OlympicGames.SochihasalsopreviouslyhostedinternationalsportingeventsandwillalsohosttheFormulaOneGrandprixfrom2014.

TheBlackSearesortofSochiintheKrasnodarregionwillhostthe22ndWinterOlympicandParalympicGames,undertheauspicesoftheSochiOrganisingCommittee(Soc).Therewillbebothacoastalcluster(Sochi)ofvenuesandamountaincluster(KrasnayaPolyana).Thelevelofdevelopmentforthe2014gamesismuchgreaterthanforthepreviouswintergameshostedbyCanada.

AnumberofleadingBritishcompanieswithexperienceoftheLondon2012deliveryarealreadyinvolvedinkeySochicontracts.ItwasannouncedinFebruary2011thatBritishcompaniesarealreadythelargestforeignsuppliertoSochi2014.SustainabilityhasbeenakeyfeatureoftheprocurementdriveforSochi.

ThecityofKazaninRussiawillalsohostthe2013UniversiadeGames.Thisisaninternationalmulti-sportevent,involvinguniversitystudentsfromaroundtheworld.About60%oftheseathletesgoontobecomeOlympiccompetitors,soitalsorepresentsamajoreventintheglobalsportingdiary.

Therun-uptotheSochiGameshasnotbeenwithoutcontroversy;therehavebeenongoingreportsofmafiainvolvementandcorruptionsurroundingtheawardingofkeyconstructioncontracts.However,Olympicevaluationreportsofprogresssuggestthattheschedulefordeliveryisnowlargelyontrack.

TheWinterOlympicswilltakeplaceintwoclusters–acoastalcluster(iceevents)andamountainsnowzonecluster.Theclustersthemselvesarejust30minutestraveltimeapartalongthenewrailwaysystemdevelopedforSochi2014.

ThecoastalclusterconceptcentresroundtheconstructionoftheSochiOlympicPark,covering800hectaresandsituated25kmoutsideofSochicitycentre.TheOlympicParkwillincludeallicevenues,themainOlympicVillage,themainstadiumfortheOpeningandClosingceremoniesandtheInternationalBroadcastCentre.Allicevenuesarewithinwalkingdistanceofoneanother,meaningthatvisitorshavenotraveltimebetweeneventsandcanattendseveraldifferenteventsinasingleday.

TheKrasnayaPolyanamountainzonecontainsallthesnowandslidingvenues,anOlympicVillageandamediasub-centre.

WorkontheBrazilianstadiumshasalreadybeguninthemajorityofhostcities.FIFAcontinuestoexpressconcernthatactivityislaggingbehindtargetdatesforbothstadiumconstructionandwiderinfrastructureimprovements.

InOctober2010,Brazil’sSportsMinister,whowasleadingpreparationsforboththeFIFAWorldCup2014andthesummerOlympicsRio2016,resignedamidstallegationsofcorruption.AnewSportsMinisterhasbeenappointedandconcernsoverbriberyallegationsweresuchthatanumberofsportingconstructioncontractshavebeencancelled,puttingfurtherpressureonBraziltomeetthevenuecompletiontargets.

• ArenaPernambuca,Recife,whichisthecapitalofthePernambucastateinthenortheastofBrazil.Theareasurroundingthearenawillbedevelopedintoacommercialcomplexfeaturingrestaurants,shops,cinemacomplexesandaresidentialcomplex.TheArenawillhost5WorldCupmatchesandwillbedevelopedatacostofalmostUS$267million.ThelevelofinvestmentinthestadiumandthesurroundingareahasearnedRecifethetitleofCidadedaCopaorWorldCupCity.Thetier1contractoronthisprojectisOldebrecht.

• ArenaFonteNova,Salvadorwillbeanew,purposebuiltstadiumwithacapacityof56,000.Thearenawillbesurroundedbynewrestaurant,shoppingfacilities,carparks,hotelsandconcerthall.Thisisapublicprivateinvestmentjointventure.ThetotalinvestmentprojectediscircaUS$340millionandisdueforcompletionbytheendofDecember2012.ThecontractoronthisPPPprojectisSPEFonteNovaNegocioseParticipacoes.

• ArenaPantanal,Cuiaba,whichisthecapitalofthestateofMattoGrossoandexactlyinthecentreofBrazil.Thestadium,whichwillhost4matches,willhaveaseatingcapacityofalmost43,000.Itisbeingbuiltwithastrongfocusonsustainability,earningitthenicknameofTheBigGreen.InvestmentinthestadiumwillbeUS$261million.Themulti-purposestadiumwillbereducedinsizeaftertheWorldCupandusedasaconferenceandexhibitionvenue.ThenewpitchisduetobeplantedinMay2012.ThecontractorconsortiumisConsorcioSantaBarbara/MedesJunior.

• EstadioNacionalislocatedinBrasilia,whichisthecapitalofBrazil.ThiswillbethesecondlargeststadiumoftheWorldCup,capableofseating71,000.Thestadiumwillbecompletebytheendof2012intimetohosttheopeningmatchoftheFIFAConfederationsCupin2013.TheanticipatedinvestmentisUS$428million.Thetier1contractorisConsorcioBrasilia2014.

• EstadioMineiraoissituatedinBeloHorizonte,thesixthlargestcityinBrazil.Theexistingstadiumwillundergoacompleteoverhaulbeforehosting4oftheWorldCupmatchesin2014,includingonesemi-final.TheworktobeundertakenwillcostUS$245millionandwillresultinanupgraded67,000capacitystadium.ThemaincontractoronthisPPPprojectisConsorcioMinasArenaS.A.(Construcap,EgesaandHAPEngenharia).

• ItaqueraostadiuminSãoPaulo,thebusinessandfinancialcentreofBrazil,willhosttheOpeningMatch.Thegreenfieldsitestadiumisnotscheduledforcompletionuntil2014.Itsoverallcapacitywillbealmost68,000,ofwhich20,000seatswillbetemporary.TheSaoPaulostadiumislikelytocostUS$192millionandisaprivatelyrunproject.ThecontractorisOldebrecht.

• ArenadeBaixada,Curitiba,capitalofthestateofParanaandthemostpopulatedcityinthesouthofBrazil.Alreadyrenovatedin1999,thisisconsideredtobeoneofBrazil’smostmodernstadiums.ThisstadiumwillcostUS$107million.ThestadiumisdueforcompletionbyDecember2012.

• Beira-RioinPortoAlegre,whichisthesub-tropicalcapitalofthestateofRioGrandedeSul.Themainfeatureofthisrenovationprojectistheinstallationofaninnovativemetalrooftocoverthestands,turnstilesandramps.ThisprivatelyrunprojectisforecasttocostUS$75millionandisdueforcompletioninDecember2012.

TheBrazilianMinistryofSportsreleasedastatementinJanuary2012confirmingthat7ofthe12stadiumswouldbecompletebytheendof2012.Whilstthemajorconstructionprojectshavealreadybeenawarded,opportunitiesarelikelytoremainforspecialistsuppliersrightuptoandbeyond2014.

TheH&JMartinteamisveryexcitedandextremelyproudtohavesuccessfullywontwoprestigiousprojectswithintheOlympicParkonbehalfofLOCOG.Asaleadingcontractor,H&JMartinarefamiliarwiththetenderingprocessforpublicsectorprojects.ThecompanyfoundtheCompeteForregistrationprocesswasverysimpleandstraightforwardtocomplete,howeverthismadeitdifficulttodeliverastrongonlinesalespitch,whichwouldstandoutfromsomeoftheverywellestablishednationalcontractorsbasedinGB.

ThecompanysubmittedanumberofPre-QualifyingQuestionnaires,butwerenotshortlistedforsometime.Thestrategicviewwithinthebusinesswas“persistenceandeffortwillpayoff”,winningjustoneprestigiousprojectfromtheGameswouldcementthecompany’scredentialsforcompetingforotherlargeprojectsinthefuture.
