Overview

The Humber’s European Structural and Investment Funds programme 2014-2020 is investing over

£87.7m in the Humber through the European Regional Development Fund (ERDF), European Social

Fund (ESF) and European Agricultural Fund for Rural Development (EAFRD).

To date, a number of programmes have been approved which provide support for people to access

employment, consider starting their own business, improve their skills and become more socially

included.

There are also a number of programmes that have been commissioned by our neighbouring LEPs

which are delivering support in our overlapping areas of East Riding, North and North East

Lincolnshire.

The Humber LEP is keen to ensure that all work coaches, advisors and organisations working to

support people to gain employment or improve their skills are aware of the support that is being

offered through these programmes, to stimulate cross referrals and make the necessary impact on

levels of employment and skills in the Humber.

This document provides a summary of this support, as well as details of other Employment and Skills

programmes that are currently live in the Humber which are complementary to the ESIF funded

programmes. It also includes details of provision that is targeted at those that are considering

starting their own business as an alternative.

Career Net can offer information and advice about a wide range of careers, as well as a development plan tailored to client aspirations. This provision is voluntary, part time and will support those who are furthest from the labour market, including those in entrenched worklessness, to tackle barriers which prevent unemployed individuals from moving into sustainable employment. It will provide a holistic approach to give personalised, tailored support for individuals with multiple barriers to improve work readiness and employability skills. In to Work is delivered across Humber and Greater Lincolnshire through a network of delivery and outreach sites. If the participant is unable to attend a delivery centre we can arrange to meet the participant at a location convenient to them such as a community centre.

Humber Apprenticeship Brokerage Service Project Sponsor: YH Training Services Humber ESIF Investment: £1m Launch Date / Status: November 2016 End Date: July 2018 Target Audience: Unemployed / Inactive Individuals and SMEs Delivery Partners: Hull College Group, Grimsby Institute, Airco, Avant Partnership, HYA Training, City Works Geographic Coverage: Humber wide Support Available: The aim of the Humber Apprenticeship Brokerage Service (HABS) is to provide an independent, impartial apprenticeship information and brokerage service, to increase the number of apprenticeships at all levels, including higher degree levels. The programme provides support and guidance to unemployed and inactive people to find out more about and access Apprenticeships in the Humber. The brokerage engages with businesses across the Humber region with the aim of progressing and sustaining people in either apprenticeships, traineeships or education within their organisation. Yorkshire Apprenticeship Hub Project Sponsor: Grimsby Institute of Further and Higher Education YNYER ESIF Investment: £2m Launch Date / Status: November 2016 End Date: July 2018 Target Audience: SMEs Geographic Coverage: East Riding, York and North Yorkshire Support Available: The Yorkshire Apprenticeship Hub provides impartial advice to employers and employees in the York, North Yorkshire and East Riding region to increase awareness and understanding of Apprenticeships. The programme works with Small & Medium Enterprise businesses (SMEs) to help them understand their business needs and aspirations and provide skills solutions to help their business grow. Exploring Opportunities BBO

Humber Project Sponsor: Humber Learning Consortium Humber ESIF Investment: £2m Launch Date / Status: 01 November 2016 End Date: 31 October 2019 Target Audience: The partnership’s aim is to improve the lives of 850 unemployed and economically inactive people aged 25+ in the Humber LEP area by increasing participants’ employability skills, self-confidence, local knowledge, community engagement, and personal resilience. The project aims to support a 50/50 male & female split with 20% unemployed and 80% economically inactive. Delivery partners: Exploring Opportunities is an employment and social inclusion programme delivered through a partnership of 19 Humber organisations including the 4 local authorities, led by Humber Learning Consortium: Activfirst, CERT, CPO Media, Foresight, Goodwin Development Trust, Citizens Advice Bureau, Hull Business Training, Active Humber Sports, Inspire 2 Independence, Mencap, MIND, ONGO, Outreach ER, Probe, Hull City Council, East Riding of Yorkshire Council, North Lincolnshire Council, North East Lincolnshire Council Geographic Coverage: Humber-wide Support Available: Employability support covering employability skills, self-confidence, local knowledge, community engagement, and personal resilience Careers Guidance – impartial career guidance Key worker support, working with both the participant and delivery partners providing high levels of support to address very specific barriers, e.g. poor mental health, entrenched financial problems, and low functional skills. Participants are able to move within Exploring Opportunities to access programmes of specialised support from the different partners. Their individualised programmes can also include personal and social development, occupational-specific training, work experience, and volunteering. Key workers provide participants with additional support for up to 12 weeks after leaving the programme, either in the work place, whilst in further learning, or through on-going job search support. As part of the project there is a learning programme called Making Connections, the programme brings together participants and practitioners to visit, discuss, and explore what their local communities have to offer as places to live, work, and play. Making Connections aims to develop a better appreciation of people’s respective barriers, lives, and professions. Greater Lincolnshire MOVE –

‘Moving On: Volunteering and

Employability’ BBO programme

(GLLEP) Project Sponsor: Voluntary Centre Services (Urban Challenge Ltd) GLLEP ESIF Investment: Launch Date / Status: Live July 2016 End Date: June 2019 Target Audience: The project has a specific focus on those out of work and people who are most at risk of social exclusion. This includes, but is not limited to:

people with caring responsibilities;

people with digital exclusion issues;

people with debt and money management issues;

people with drug and alcohol dependency

people with learning difficulties and disabilities or educational attainment issues (particularly lack of basic literacy and numeracy and English for speakers of other languages skills);

people with family, parenting and relationship problems;

people with health problems (including mental health);

people with involvement in gangs;

people who are homeless or at risk of homelessness. Support Available:

Action Towards Inclusion (ATI) is part of the national Building Better Opportunities programme, funded by the Big Lottery Fund and the European Social Fund. The aim of the project is to provide mentoring and support to people who are economically inactive or unemployed, helping them to overcome barriers and move closer to employment, whilst addressing a range of social issues. The project aims to help 2,000 of the most disadvantaged individuals by the end of 2019. ATI is being delivered by over 50 partner organisations across the nine districts of the York, North Yorkshire and East Riding (YNYER) LEP area: Craven, East Riding, Hambleton, Harrogate, Richmondshire, Ryedale, Scarborough, Selby, and York. Keyworker Partners will initially engage with participants, and provide ongoing support to them throughout the programme. As required they will refer participants to Intervention Partners, who will provide specific activities to overcome barriers linked to finance, skills and health such as; wellbeing activities, Maths/English/ICT, volunteering/work experience placements, counselling/therapy, debt advice, crisis resolution, digital support and vocational training.

Inspire Me - Humber Careers Education, Information, Advice and

Guidance Project Sponsor: Aspire-Igen Humber ESIF Investment: £1m Launch Date / Status: Live End Date: July 2018 Target Audience: Unemployed and inactive participants aged 19+ Delivery Partners: North East Lincs Council Geographic Coverage: Humber LEP area Support Available: we have a dedicated group of Employment Advisers who offer 1:1 support around the region delivering this voluntary service to adults aged 19+. Focus is on 12 weeks of support to support progression into one of the outcomes; employment, traineeships, apprenticeships, education, high education/higher apprenticeships. We will provide support in the following ways:

Assistance with identifying local job opportunities with employers

Support to navigate the world of online job-searching and applications

Access to resources and advice to help with preparation and confidence at interviews

Providing in-work support to help you stay on track

Explore the world of apprenticeship opportunities

Review your current skills and identifying skills needs

Assistance with completing learning/education applications

Support you to achieve your goals in work and learning The programme is also coordinating the validation of the Employability Passport and increasing sign-up of new organisations to the Humber Skills Pledge. It will deliver a number of Careers events across the Humber as well as supporting the Gold Standard Assessment process to achieve new accreditations.

Careers Education, Information, Advice and Guidance Project Sponsor: Prospects YNYER ESIF Investment: £1m Launch Date / Status: Live End Date: July 2018 Target Audience: Geographic Coverage: East Riding (York and North Yorkshire) Support Available: This programme focuses on improving Careers Education Information Advice and Guidance (CEIAG) in particular around the priority sectors of the York, North Yorkshire and East Riding LEP. It delivers a range of activity such as individualising IAG, promoting Science Technology Engineering and Mathematics (STEM), developing stakeholder programmes and supporting Continuing Professional Development (CPD). The project includes:

voluntary work for priority groups (minimum of 20-hrs over a 4- week period)

support to schools wishing to achieve a recognised CEIAG quality standard

establishing an Employability Charter that offers local employers a tailored menu of supporting activities

Community Grants Project Sponsor: Humber Learning Consortium Humber & YNYER ESIF Investment: £2m Launch Date: November 2016 End Date: July 2018 Target Audience: Organisations must be small not for profit or charities, based in or providing services in the YNYER and Humber area:

Company turnover must not have exceeded £1,000,000 in the last three years Organisations must employ 20 or less staff (FTE) Organisations must not be in direct receipt of funding from the European Social Fund (ESF),

Department for Work and Pensions (DWP) or Skills Funding Agency (SFA). The Careers & Enterprise Company Project Sponsor: The Careers & Enterprise Company Launch Date / Status: Live End Date: N/A Target Audience: Young People, Employers, Schools and Colleges Delivery Partners: Umbrella organisation is working with all 38 LEPs nationally Geographic Coverage: Humber (and nationally) Support Available: The Careers & Enterprise Company has been established to help young people unleash their best possible futures. Their role is: “To inspire young people and help them to prepare for and take control of their futures. We will help them make the link between their education and their futures and build the attitudes and attributes they will need throughout their careers. We will do this by filling gaps in the provision of careers and enterprise activities across the country and by increasing employer engagement with young people, enabling them to meet, speak to and understand employers of all sizes.” At a local level, the project is being delivered through the established Enterprise Coordinator – Enterprise Advisor model to motivate young people and help them to make more informed choices in and out of schools. The programme works in partnership with LEPs, local authorities, schools, colleges and employers. The Enterprise Advisor Network will enable volunteers to work directly with the senior leadership team in secondary schools and colleges to support more effective connection to the world of work and develop, shape or add value to the school or college’s careers, enterprise and employer engagement strategy. The Humber LEP has two Enterprise Coordinators in place to deliver the Careers & Enterprise Company project in the Humber area. Each Coordinator is responsible for 20 prioritised schools/colleges and 20 Enterprise Advisers recruited from local businesses, as well as coordinating the support partnerships to ensure young people achieve their career goals, understand the local labour market and have all of the tools they need to assist them to success. The TE programme brings a strategic approach to employer engagement, building bridges with an already committed part of the employer community and schools, allowing greater coordination of employer outreach to where the need and the impact are greatest.

Project Blyth will set up 50 teams of students who will each work with local employers to design, build and race an electric racing car. After the first year, the kit cars can be dismantled and reassembled by the next year group. This multidisciplinary project, e.g. design, electrical, mechanical and IT, in addition to workplace skills e.g. teamwork, financing and project planning provides an invaluable experience for young participants.

Trust

Mosaic, a mentoring initiative of The Prince’s Trust, helps young people from the most disadvantaged communities fulfil their potential. It’s a group mentoring programme for Year 8 to 10 students in secondary schools. A team of mentors is assigned to one school and a group of around 25 students. Each mentor works with a smaller sub-group of five students. Mentoring lasts for the duration of the academic year.

Young Enterprise “Young Enterprise provides a Learner Development Journey to young people consisting of a Day Programme, followed by a Company Programme. This journey ensures disengaged young people access the same opportunities as their peers and that they leave education with experiences of the world of work, as well as with the key skills that employers are looking for. The Day Programme runs across a full school day and comprises a series of practical activities and interactions with mentors from business; the focus is to raise the aspirations of disengaged young people. Young Enterprise works with the schools and mentors to identify those students who would most benefit from progressing on to the in-depth Company Programme. This sees young people plan for, set up and run their very own enterprise, working in small teams and supported weekly by a dedicated business mentor, as they experience every element of starting a business.”

Further details of the Employment and Skills strand are provided below: Employment and Skills The Green Port Growth Programme Employment and Skills strand has two key elements. It aims to increase the strength of the engineering workforce and raise skill levels, in order to meet the needs of the emerging renewable energy sector. Apprenticeship Wage Subsidies Employers in the renewable energy sector supply chain can access wage subsidies for apprentices enrolled on Advanced (Level 3) Apprenticeship Frameworks. Examples of apprenticeship frameworks supported are:

Advanced (level 3) Engineering Manufacturing (Craft & Technician) Advanced (level 3) Apprenticeship in the Power Sector Advanced (level 3) Apprenticeship in Warehousing and Storage Advanced (level 3) Apprenticeship in Logistics Operations

Up-Skilling Employers in the renewable energy sector supply chain will be able to access training subsidies to up-skill existing employees. The programme will reimburse employers up to 50% of the direct training costs incurred:

Training packages to upgrade employees from Level 2 to 3; 3 to 4 & 4 to 5 Training packages to upgrade employees from Level 3 to Level 4 Training packages to upgrade employees from Level 4 to Level 5 Specific training packages which enhance the employees’ skills and employability

Technical Assistance Partnership The Technical Assistance Partnership is made up of number of organisations who work together in partnership across the Humber and North Yorkshire areas to promote the uptake of ESIF funding. The partnership is led by East Riding of Yorkshire Council and supported by four other local authorities, two universities, four colleges, and four companies limited by guarantee/charities. The TAP:

• Promotes the ESIF Programme (ERDF and ESF) to potential project deliverers (through events, website, publications)

• Provides information, advice, guidance and support to potential sponsors to help them apply for ERDF and ESF

• Hosts brokerage and partnership development seminars • Runs training workshops on a wide range of topics

The TAP can help potential applicants by:

• Discussing the eligibility of their project for ERDF or ESF funding • Advising on the content of the Outline Application • Providing guidance on technical topics (e.g. State Aid, procurement, publicity requirements,

outputs) • Delivering various workshops to explain the requirements of ERDF/ESF throughout the

project life cycle
