This application guide has been developed to assist clubs that wish to apply for a grant in Round 2 of the 2020-21 Sporting Club Grants Program <https://sport.vic.gov.au/grants-and-funding/our-grants/sporting-club-grants-program>.

Applications that will be prioritised for fundingIn Round 2 of the Sporting Club Grants Program, priority will be given to applications that:

Propose projects focussing on increasing participation in communities or population groups with existing low levels of participation in sport and physical activity. For example, people with a disability, women and girls, Aboriginal people, culturally and linguistically diverse communities, LGBTI and older adults.

Are submitted by clubs located in areas identified with high levels of socio-economic disadvantage supported by 2016 Australian Bureau of Statistics census data or clubs that can demonstrate circumstances of disadvantage.

Are submitted by clubs that have not previously received a Sporting Club Grant in any category.

Each category also has specific priorities which are outlined in the relevant sections below.

Category 1: Uniforms and EquipmentSpecific Priorities

Applications proposing to provide uniforms or equipment for competitors and active participants (including umpires) rather than for non-playing officials such as team managers or coaches.

Applications proposing to maximise the benefit of the grant by providing uniforms and equipment that will be owned by clubs and used by multiple members and/or teams over time.

Questions to applicants

Applicants are asked a series of eligibility questions (outlined below) at the start of a new application. In addition, applicants will be asked to provide club address information, incorporation details and details of the proposed uniforms or equipment to be purchased.

Eligibility questions are as follows:

1. Have you read the Sporting Club Grants Program guidelines to check your eligibility for a grant through this program?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prompt an on-screen message asking the applicant to review the program guidelines.

2. Did your club receive a Sporting Club Grant in Round 1 of the 2020-21 program?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘Yes’ will prevent the application from moving forward because the club is ineligible to apply, as per the program guidelines.

3. Did your club receive a Sporting Club Grant in 2019-20?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘Yes’ will prevent the application from moving forward because the club is ineligible to apply, as per the program guidelines.

4. Please confirm your club is not applying for more than one grant (with the exception of Category 4).

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘Yes’ will prevent the application from moving forward because only one application per club can be submitted across categories 1, 2 and 3 (applications under Category 4: Coronavirus (COVID-19) Recovery are not counted toward a club’s application quota).

5. Do you have a valid quote from a supplier for the cost of the equipmentand/or uniforms?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prevent the application from moving forward because all applications must provide a quote, as per the program guidelines.

Supporting documentation required for Category 1

Quote(s)

All applications must provide a quote prepared within the past 12 months for the purpose of the grant. The quote must include full details of what will be purchased, individual costs and total costs, and all associated project costings.

Acceptable quotes include a formal or email quote from a supplier and is addressed to the club. All quotes must include:

Details of the item(s) to be purchased (such as a name or description).

Number of item(s) to be purchased.

Individual and total cost of item(s) to be purchased.

Details of supplier/company/website

Website shopping carts or screen shots are also acceptable provided they contain the above information.

Category 2: Skill DevelopmentSpecific Priorities

Applications proposing to fund courses that provide a certified accreditation

Applications proposing to maximise the benefit of the grant by providing opportunities for several members to develop skills and participate in training courses.

Questions to applicants

Applicants are asked a series of eligibility questions at the start of a new application. In addition, applicants will be asked to provide club address information, incorporation details and details of the proposed skill development initiatives to be undertaken.

Eligibility questions are identical to those outlined for Category 1, above.

Supporting documentation required for Category 2

Quote(s)

All applications must provide a quote prepared within the past 12 months for the purpose of the grant. The quote must include full details of what will be purchased, individual costs and total costs, and all associated project costings.

Acceptable quotes include a formal or email quote from a supplier and is addressed to the club. All quotes must include:

Details of the course or workshop to be undertaken (including course content, provider, duration etc).

Number of club members to be complete the training.

Individual and total cost of course or workshop delivery.

Details of supplier/company/website.

Website shopping carts or screen shots are also acceptable provided they contain the above information.

Insurance against child abuse proceedings

Category 2 will be in scope regarding the requirements for insurance against child abuse proceedings if the training is being delivered to persons under the age of 18.

If this applicable, written advice or a certificate of insurance from the applicant club’s insurance provider about the premium and excess (or deductible) that covers the organisation against child abuse must be provided with the application.

Letter of support

A letter of support must be submitted if the application is from a league, association or organisation that plans to collaborate and deliver training to a multitude of clubs and organisations, to evidence support from the other organisations that will receive the training.

This letter must be on letterhead and signed by an authorised representative, and also signed by respective clubs or other organisations that will participate in training.

Category 3: Organisation Operational CapacitySpecific Priorities

Applications proposing projects that involve collaboration between community organisations, across localities, and include different sport and active recreation activities.

Questions to applicants

Applicants are asked a series of eligibility questions at the start of a new application. In addition, applicants will be asked to provide club address information, incorporation details and details of the proposed skill development initiatives to be undertaken.

Eligibility questions are identical to those outlined for Category 1, above.

In addition, applicants are also required to respond to four assessment questions as outlined below.

1. Why does your club need to undertake this project and why is government funding required?

Regarding the ‘need for the project’, an example responses might include:

Our club needs a new strategic plan is to assist with our planning for resources and future sustainability OR Our club needs a succession plan to support the club in continuity of operations and knowledge when there is turnover of key personnel within the club such as the committee of management OR Our club needs to run this pilot/modified/social program to help us attract new members to the club OR Our club needs a new/updated website to connect with new cohorts, in particular younger generations that will help us build a sustainable club environment.

Regarding the ‘need for government funding’, an example response might include:

Our club has lost income as a result of bushfire/theft/another significant community event OR Our club is not able to fund the project by increasing membership fees due to the majority of our members living in a community with existing high levels of socio-economic disadvantage OR Our club is not able to fund this project out of existing income because of already low levels of membership.

2. Provide details of club members that will directly benefit from this project?

Responses might include:

Our club management committee, in particular our President and Secretary, will benefit from the implementation of a new business plan because it will reduce the administrative burden on individuals. It is our intention that the plan will give the committee a clear direction on key tasks and enable the redistribution of those tasks to other volunteers within the club, without compromising on quality OR Our club currently has 8 female members of various ages that will benefit from the new women and girls pilot program. Currently these female members are participating in activities with males of the same age group but a dedicated female program will increase enjoyment amongst existing female members as well as introduce new female members to the club which we hope will lead to long-term membership and participation.

3. How will this project support increased participation in the short and long term?

Responses might include:

This pilot program will immediately introduce new participants to our club thanks to the engagement with currently under-represented cohorts within our local government area OR Our club will utilise the new operational business plan to develop retention strategies that will convert individuals participating in our pilot programs into permanent members of the club, which will in turn increase revenue and improve the club’s stability moving forward OR A new website will increase our capacity to communicate with a younger cohort. We will be able to introduce new members to our club simply by engaging with them on a platform that is familiar to them, and one which we historically have not been able to tap into.

4. What planning has been undertaken to successfully implement the project and will the club be collaborating with other partners?

Regarding the ‘planning undertaken’, responses might include:

Our club has already sought quotes and project plans from a number of consultants for the development of our strategic plan and policies OR Our club has engaged with the local council to identify which groups are currently under-represented so that our pilot/modified/social program can be designed effectively OR Our project panel have developed a budget for start-up costs, promotional materials and equipment OR Our club has engaged potential service providers to provide prospective delivery dates for the project.

Regarding the ‘collaboration with other partners’, responses might include:

Our club has joined with another three clubs from surrounding council areas, sharing costs and ideas, to jointly deliver this pilot program OR Our club is collaborating with local council and surrounding businesses to develop a joint strategic plan which will not only benefit our club but also the local community by combining sport and active recreation opportunities with general recreational pursuits.

Supporting documentation required for Category 3

Quote(s)

All applications must provide a quote prepared within the past 12 months for the purpose of the grant. The quote must include full details of what will be purchased, individual costs and total costs, and all associated project costings.

Acceptable quotes include a formal or email quote from a supplier and is addressed to the club. All quotes must include:

Details of the supplier or consultant to be used.

Details of consultant services to be delivered.

Details of costs for consultant services.

Insurance against child abuse proceedings

Category 3 will be in scope regarding the requirements for insurance against child abuse proceedings if the project involves a program which is being delivered to persons under the age of 18.

Generally, under Category 3, the most obvious example of a project that may require insurance against child abuse proceedings would be a pilot or modified program.

If this applicable, written advice or a certificate of insurance from the applicant club’s insurance provider about the premium and excess (or deductible) that covers the organisation against child abuse must be provided with the application.

Category 4: Coronavirus (COVID-19) RecoverySpecific Priorities

Not applicable, however, all applications for Category 4 must propose to fund initiatives to assist with the prevention of coronavirus and manage the risk of exposure.

Questions to applicants

Applicants are asked just two eligibility questions (outlined below) at the start of a new application. In addition, applicants will be asked to provide club address information, incorporation details and details of the proposed item(s) to be purchased.

Eligibility questions are as follows:

1. Have you read the Sporting Club Grants Program guidelines to check your eligibility for a grant through this program?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prompt an on-screen message asking the applicant to review the program guidelines.

2. Do you have a valid quote from a supplier for the cost of the equipment and/or uniforms?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prevent the application from moving forward because all applications must provide a quote, as per the program guidelines.

Further to these eligibility questions, during the application the applicant will be asked to select up to four proposed items to be purchased. At least one option must be selected in order for the application to proceed, with the following options available:

Hygiene and cleaning supplies or equipment.

Record keeping software (i.e. for contact tracing and/or physical distancing measures).

Additional sporting equipment to limit sharing by participants.

Signage relating to COVIDSafe practices.

Supporting documentation required for Category 4

Quote(s)

All applications must provide a quote prepared within the past 12 months for the purpose of the grant. The quote must include full details of what will be purchased, individual costs and total costs, and all associated project costings.

Acceptable quotes include a formal or email quote from a supplier and is addressed to the club. All quotes must include:

Details of the item(s) to be purchased (such as a name or description). Number of item(s) to be purchased.

Individual and total cost of item(s) to be purchased. Details of supplier/company/website.

Category 5: Coronavirus (COVID-19) RecoverySpecific Priorities

Irrecoverable costs of more than $2,000, arising directly from the cancellation of event(s) during the five-day circuit breaker lockdown from 13 to 17 February 2021.

Questions to applicants

Applicants are asked two eligibility questions (outlined below) at the start of a new application.

In addition, applicants will be asked to provide club address information, incorporation details and a list of the costs incurred that the grant funds would cover, including the dollar amount next to the item.

Eligibility questions are as follows:

1. Does your organisation have a payroll of up to $3 million?Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prompt an on-screen message asking the applicant to review the program guidelines.

2. Did your organisation incur more than $2,000 of irrecoverable costs due to the cancellation of event(s) during the five-day circuit breaker lockdown from 13 to 17 February 2021?

Note, this question provides a ‘Yes’ or ‘No’ option. Selecting ‘No’ will prompt an on-screen message asking the applicant to review the program guidelines.

Describing the BenefitsThe application forms across all four categories of the Sporting Club Grants Program ask applicants to provide a breakdown of the relevant groups that will benefit from receiving the grant.

Whilst these are not mandatory responses, we encourage clubs to provide this data as it strengthens applications and enables Sport and Recreation Victoria to determine which population groups may be under-represented. More specific data means that future policy and funding programs can also be strengthened to address specific needs within the motorsport community.

Below is a breakdown of the beneficiary data sought:
