    Factors o success and successindicators

    Major actors o success:

    Individual HR plans are developed as preparation tools or companies to manage upcoming problems.Companies may better anticipate changes through efective exibility management.

    Major success indicators:

    In 18-month pilot phase, 75 % o all participating companies were SME. According to the last survey oJanuary 2009, 67 % o all participating companies were SMEs. The evaluation at the end o the pilot phasewas very positive, almost all companies were satised with the work o the consultants.

    Close co-operation and exchange o inormation between AMS and companies were established. Severalcompanies became new clients or the AMS. Clear benet or both, and consequently or the Austrian job

    Although the project is not specically designed or SMEs, the majority o clients are companies with 50 to

    250 employees.Participation o companies in 2008:

    Step 1: 347 companies, 70 % SMEFlex-Check: 150 companies, 65 % SMEFlex-Consulting: 55 companies, 67 % SME

    Major actors o success:Successul co operation o SMEs or this apprenticeship programme.Validation o inormal skills or employees, who have previously worked in the proession without ormaltraining.

    Major success indicators:Constant monitoring o the training progress and support by management and work council.High quality o training due to practical relevance o lessons and highly qualied trainers.In 2003, the rst apprenticeship course had 14 participants, and in 2005 18 participants. In 2007, 26participants started the course. Finally, 19 employees are now preparing or the nal exam.

    Programme ofers nancial means and resources or training.Budget or urther training is in a sense automatically allocated by all enterprises in Cyprus, andafordable circumstances or training and education are created.All companies in Cyprus are aware o the importance o training, because o the mandatory levyimposed by law.Promotion o training in SMEs.

    Successul co operation o social partners: the extraordinary composition o the board o directors,representing trade unions, employers and government and the specic majority held by both socialpartners (employers and trade unions).

    Major success indicators:

    In 3.5 years o Pew@re: A total number o 88 SMEs were involved. The majority o companies had 50-250employees, only three companies with more than 250 employees, and one company with only veemployees.60 regional meetings and 28 company-wide workshops.

    Methods and tools applied At the end o the project all tools were available as a do-it-yoursel-aid-kits or company owners.

    MIC was put into practise in three steps:

    Developing and testing tools or anticipationDeveloping and testing concepts and models o good managementDeveloping and testing concepts and models or successul company restructuring

    As a result rom the our countries and sectors, there were our approaches, each or a diferent targetgroup:

    Approach or advisors and consultants o SMEs (NL). The Dutch approach created a strategy toolbox,analysing several management tools in order to nd the matching one or SMEs. Through this aid-kit alltools were adjusted and made easily understandable.Approach or owners and executive staf o SMEs (Germany). The German approach ofered a sel-

    applicable toolbox, which could easily be used by company owners to analyse their business, marketand environment situation. It served as a help or sel-help toolbox.Approach or multiplier organisation: chambers and associations (ES). The Spanish approach aimed atraising awareness in as many companies o the sector as possible, and dened a tool box or multipliers.Mixed approach or advisors, multipliers and owners o SMEs (Italy).

    Factors o success Major actors o success:

    The approaches were specically designed or the needs o micro-sized enterprises and correspondedto nding suitable methods o training.Through MIC (e.g. help or sel-help toolbox) barriers or training within SMEs were successully reduced.Structural challenges an competence development in the context o internationalisation.

    Major success indicators:

    All approaches have been successully put into practise in companies, which now serve as examples ogood practise.MIC has been able to make SMEs aware o the importance about knowledge o change.

    Investing in winning solutions: 26 000 enterprises and partners touched, 25 local meetings (withtestimonials, experience transer, experts, theatrical representations), 19 000 CD ROMs distributed tocompanies (a tool or using training systems).Ageos observed an increase in training o workers aged 45 and older.Quinq&Sens: more than 100 employees have been ollowed in their training.

    Factors o success:

    General approach to address companies: I n order to address SMEs managers and employees, it provedto be more ecient to apply a general approach with regard to HR development and training, instead odirectly addressing the specic issue o age.A long-term perspective: Since Ageos-PME counsellors are aware and trained to the issues o age

    management. They can mobilise this knowledge in their regular visits in SMEs, by integrating this issuein the general training policy o the company (and not dealing with it separately).Multipliers: SME managers who have successully implemented specic actions o training towardsseniors are important multipliers.

    Factors o success:

    A ocus on SME coupled with the sel-operational on-line nature o the outputs.Active participation o SMEs in the creation o the tool-kit. The eedback rom SMEs who used the toolduring the project progress has been very positive and was critical to the successul completion o theon-line tool.Inclusion o various partners with a geographic spread across Europe: it permitted to create a toolsatisying the cultural and sec tional requirements o the diferent countries and industry sectors thatparticipated in the project.Online availability o the tool-kit.

    Indicators o success:

    The project has been successul in identiying and developing practical tools to assist SMEs to upskill.

    Although it has not been actively deployed by companies, the tool has demonstrated the use o TNA inSMEs and its potential.

    According to Hamburg and Cernian (see www.ariel-eu.net/), the project was successul in providing SMEswith a mechanism to better dene their training needs, including e-Skills and to ensure their trainingsolutions are aligned to the business strategies, aims and objectives. The tool developed has assisted SMEsto identiy and prioritise training plans or employees: SMEs making use o the tool can ensure that theirbudgets are spent only or training that is efectively required to help deliver their goals and strategy.

    Finally, some other projects have been built on the ndings o ECASME. For instance, SIMPEL project ofersguidelines to help SMEs benet rom eLearning (www.simpel-net.eu).

    Methods and tools applied Organisation o the training: Weekly meetings o two hours (or at least three months) with someagriculture entrepreneurs o a same geographical sector and a trainer consultant. The meetings took placein common or private (companies/houses) meeting areas at compatible times with seasonal work, and dailycommitments.

    Training appointments: during the pilot phase in 2006, 20 enterprises were visited, 40 % o themapplied or nancial aid to training.     The quality criteria Tree was recognised by the European Federation o Farm and Village Tourism(Eurogites) and used as a basis or the minimum standards in rural tourism. Wide publicity and involvemento more than twenty rural tourism organisations was ensured during an international quality workshop, andmajor audience was reached through dissemination at the rst European Rural Tourism congress.

    As a result, several new organisations have been able to benet rom the project experience and use theresults in development o their quality schemes and provider training.

    For actors in rural tourism, the tools have looked very well adapted to t he needs. The common workbetween providers rom diferent countries, quality inspectors, training institutions, etc. has been a actor osuccess.

    An indicator o success is the present innovation transer project with participation o organisationsrepresenting Spain, Bulgaria, Greece, Slovenia, Latvia and Eurogites.

    Managers rom 25 hotels have been sensitised or the programme in workshops and bilateral discussions.

    More than 100 employees rom 23 hotels in Lithuania, Portugal, Spain, Germany and Malta took part in thelearning activities and provided a very avourable eedback.
