2 ACADEMI C ASSESSMENT (Step3 on application form)
Academic requirements for IEng and CEng are standardised under UK-SPEC. Thebenchmark levels are given in the table below. EngTech applicants must refer to thespecific guidance notes for further information.
The Incorporated Engineer The Chartered Engineer
Benchmark = a 3 year accreditedBachelors degree (BEng degree) orequivalent. This may also bedemonstrated by a suitable HND/HNC plus
a period of further learning.
Benchmark = a 3 year accredited BEng(Hons) degree plus an appropriate Masters
programme, period of further learning or a4 year accredited MEng degree orequivalent. This may also bedemonstrated by:
Qualifications acceptable for consideration (CEng)
A BEng (Hons) degree accredited under SARTOR 3 or UK-SPEC plus a period of further learning to Masters Level.
An accredited MEng degree (4 years or 5 years in Scotland) Engineering Council (UK) examinations of acceptable profile Overseas qualifications of an acceptable standard and profile can be considered eg.
Australia, Canada, Ireland, Hong Kong, New Zealand, South Africa, USA and Europe.Any relevant overseas degree, together with a suitable UK higher degree, may alsobe suitable for assessment
A BEng (Hons) degree accredited under SARTOR 2 (in specific circumstances).
IMechE accepts all qualifications listed on the Engineering Council Accredited Courses
Database (www.engc.org.uk). An accredited degree is the first step to becoming a CEngor IEng. Degrees are accredited as meeting either all or part of the requirements for
registration. It is advisable to complete the Qualification Checker on the IMechE websitebefore making an application to establish whether any further study is required.
Other appropriate qualifications, of the required standard, may be considered but will beindividually assessed by the Academic Assessment Committee. This assessment is free of
charge and requires the submission of a simple form. The Academic Assessment formcan be submitted at the same time as an application for membership which will be put
on hold pending the outcome of the Academic Assessment. Candidates may choose tohave their academic portfolio assessed prior to completing the Professional Reviewpaperwork.
Contact the Membership Team or go to the IMechE website to obtain the assessment
form.

2.2 All degree certificates must be in English or, be accompanied by an English translation.All documents must be authenticated as stated in section 2.2.
3 THE PROFESSIONAL REVIEW (Refer also Annex A)
3.1 The UK Standard for Professional Engineering Competence (UK-SPEC) issued by theEngineering Council (UK) in 2004 sets out the standards for Registration. Applicantsmust demonstrate at the Professional Review Interview that they have acquired therelevant competences through their Initial Professional Development. It is the final part
of the process and comprises two parts: submission of Professional Review Report and aProfessional Review Interview.
PROFESSIONAL REVIEW REPORT
3.2 Monitored Professional Development Scheme (MPDS) applicants
MPDS applicants must produce the relevant detailed quarterly reports in lieu of the
Professional Review Report, which demonstrate clearly the level of professionalengineering skills, and evidence of competence and commitment. Satisfactorycompletion of the MPD Scheme does not guarantee success and applicants mustdemonstrate their competence to the assessors.
3.3 Non-MPDS applicants
The Professional Review Report forms the central part of the application. It is aconfidential document and will be destroyed by IMechE immediately following sanction of election by the Professional Review Committee.
3.4 The interviewers assess presentation and written communication skills before meetingthe applicant. The format described below may be used:
Introduction – summarising professional experience and career development to date(1-2 sides of A4) to supplement information in the application form; and
A critique of the breadth and depth of the applicant’s initial professionaldevelopment, experience and the extent of professional responsibility and how eachof the competences have been developed. The Report should contain the followingevidence:
Depth and breadth of engineering knowledge and the application of engineering
principles;
Design, development, application and/or use of new and emerging technologies
appropriate to the type of registration sought (IEng or CEng);
Evidence of initial professional development and any relevant training completed(copies of training certificates are not required);
Problem solving – how applicant identifies and resolves problems;
Applicant’s level of responsibility and autonomy within the project or processes;where and how the role fits/fitted into the overall project(s);
How leadership skills have been developed; how the applicant influences
individuals within the team(s);
8/4/2019 Guidance for Applicants Oct 08
http://slidepdf.com/reader/full/guidance-for-applicants-oct-08 5/20
Revised October 2008 replacing all previous versions 5
Any budgetary control and/or planning control;
How environmental risks are identified and health and safety issues dealt with;
Evidence of verbal and written communication/presentation skills to suppliers,customers or other colleagues within the organisation;
Any learning points.
3.5 Applicants may find it simplest to select one or two projects, which were enjoyable andwhich provided the greatest challenge during recent years and highlight which andhow each of the competences was satisfied throughout the lifecycle of the
project. Applicants should write simply, clearly and logically. Applicants mustdemonstrate their personal contributions to the project, rather than only referring to theteam as a whole. It is acceptable for applicants to write in the first-person singular tensefor the purposes of this report. It is good practice for applicants to reference the relevantcompetence statements in the right-hand margin. Applicants should avoid dealing with
each competence area in separate sections as this will create a disjointed report which isdifficult to follow. Applicants are reminded that they are also being assessed for theircommunication skills; both written and verbal.
3.6 A Development Action Plan, which sets out how the applicant intends to maintain andenhance engineering competence through personal development, must be submitted.The plan should include short, medium and long-term goals and advise how these are
likely to be achieved. Normally one side of A4 is sufficient or follow the format set outby IMechE (sample attached). A copy should also be taken to the Professional ReviewInterview.
3.7 Format and Sign-Off
The format of the Report must:
Be written in the first person singular;
Be between 2000 – 2500 words in length and typed in double line spacing, single-
sided;
Not use acronyms, jargon or abbreviations; and
Be signed by a mentor, senior-in-charge, a Chartered Engineer or an IncorporatedEngineer, with the following declaration: “I certify that I have read the ProfessionalReview Report of ….. and confirm that it is to the best of my knowledge a true andaccurate statement.”
One copy of the report should normally carry an original signature.
THE PROFESSIONAL REVIEW INTERVIEW
3.8 Two trained and experienced IMechE panellists will conduct the interview. Additionally,an Interview Consultant will be present. Whenever possible, two interviewers will
conduct overseas interviews although an Interview Consultant may not be in attendance.Interviewers are trained by IMechE and understand the requirement of UK-SPEC, thecompetences for CEng and IEng and the criteria for election to Corporate Membership.Interviewers will give a very brief introduction of themselves for the applicant’s benefitbefore the interview.
3.9 The interview takes the form of a discussion between professional engineers,
evaluating the evidence of competence of the applicant. It is designed to lastapproximately 45 minutes and the applicant should do most of the talking. The applicantwill be expected to give detailed and specific answers about actual events todemonstrate the competences. The Professional Review Report will form the frameworkfor questions and responses. The applicant is encouraged to develop answers and
explain things clearly and concisely. Answers should be structured to demonstrate goodcommunication skills. Avoid the use of acronyms and slang.

Revised October 2008 replacing all previous versions 6
In any form of interview it can be expected that some technical discussion will ensuefrom the natural development of the applicant’s role and responsibilities. Interviewpanel members may take the opportunity to develop a particular technical issue oraspect of the applicant’s responsibilities. This may take the form of an in depth questionand answer exchange of the engineering principles involved or the development of an
innovative process review to establish the applicant’s theoretical understanding of theissues involved. Applicants are advised to thoroughly read through the Report beforeinterview and identify potential technical discussion areas in advance.
3.10 Applicants may bring supporting evidence to back up any discussion but should be awareof the time constraints. Acceptable evidence may include technical drawings, sketches,calculations, design drawings etc. Sometimes a quick sketch can clarify several issues.
3.11 Interviewers will focus on most recent and relevant experience. Judgements will be
based solely on information provided to them and the applicant’s performance duringthe interview. Occasionally applicants submit a good quality Report but fail todemonstrate their core abilities because they are unable to present themselves orcommunicate effectively at interview. Applicants should seek advice from other IMechEmembers or ask a senior colleague or employer to conduct a mock interview beforehand.There are no trick questions! Applicants should use “I” whenever appropriate.
3.12 If the applicant feels that something has not been covered effectively then they will begiven an opportunity to add anything they wish to support their case. This time shouldbe used effectively.
3.13 Administration
Applicants will be advised of the venue, date, time and building location and should aimto arrive at least 10 minutes before the start of the interview. Contact details will beprovided at IMechE in case of emergencies on the day.
3.14 Role of I nterview Consultant
The Interview Consultant is an experienced and trained representative appointed byIMechE to ensure that standards are maintained and interviews are conducted fairly andconsistently. They will meet and brief the applicant before the interview and make any
introductions. Any queries about the process or the conduct of the interview should beraised with the Consultant following the interview. All comments will be passed to
IMechE staff. Neither the Interview Consultant nor the interviewers may adviseapplicants about the recommendation.
3.15 Assessing Competence
The interviewers record their comments and assessment marks for presentation to the
Professional Review Committee when an application is considered. Normally, therecommendation will be one of the following:
Elect to Corporate Membership Defer for one year* (i.e. normally needs more experience in current role)
Defer for two years* (i.e. normally needs to develop more breadth and depth incurrent role or at next promotional level)
Reject application in current form (this may indicate that the applicant is unlikely togain suitable experience in the existing role).
*time period is a recommendation only
The Professional Review Committee may also ask applicants to submit additional writtenevidence, if necessary.

3.16 Fellowship – Direct Entry
Fellowship of the IMechE is the senior class of membership and as such applicantsseeking election to Fellow are expected to demonstrate, by the appropriate evidence,
fulfilment of the UK-SPEC competences at the higher level plus their commitment andpractice of many of the following functions, attributes and qualities. The application mustclearly provide this evidence. When assessing an application for Fellowship the IMechEwill be looking for this evidence in addition to the five UK-SPEC competences:
Hold a position of senior responsibility and/or significant autonomy;
Active development and application of new technologies in engineering andrelated areas at a senior level;
Applies a significant range of fundamental principles and complex techniques
across a wide and often unpredictable variety of contexts;
Leadership qualities;
Strong evidence of resource management and/or personnel management anddevelopment;
Involvement in policy and strategy making decisions;
Budgetary and financial control;
Promotion of engineering to young engineers and potential engineers;
Highly specialist knowledge in a specific area of engineering; and/or Evidence of presentations, published papers etc.
Applicants must demonstrate a commitment to the development of the engineeringprofession in the broader context and to individual Continuing Professional Development(CPD). The IMechE recognises that applicants may no longer have hands-on engineeringresponsibility and that their careers may have developed more broadly into seniormanagement or into a specialist role. Individuals who have retired from a position of senior responsibility but continue to demonstrate a continuing commitment to theprofession within their CPD may be suitable to apply for transfer and election to
Fellowship.
The Institution believes that an established reputation is not necessarily dependent onholding a significant position of responsibility within senior management. Individualswho have made a sound and significant contribution as engineers are encouraged toapply.
3.17 Grading of Specialists
The Professional Review and interview assessment process generally provides for thoseworking in the broader areas of industry and academia. However, applicants who arespecialists in their field are not precluded from election to Membership, provided thatthey are working at the appropriate level of responsibility.
IMechE accepts that specialists may not be able to satisfy all five of the competencyareas, particularly those concerned with leadership and management, or that they maynot be able to demonstrate a sufficiently broad knowledge of engineering outside their
area of specialist subjects. To satisfy the requirements, the applicant should provideevidence of as many of the following attributes as is appropriate to the level of work:
In depth knowledge with degree of complexity of the specialist area
Involvement in innovative design, development and research
Broad awareness of engineering applications and transferability outside theirspecialist area
Evidence of presentations to conferences, seminars, suppliers’ customers etc.
Publications, in particular referenced written papers on their specialist subject
and Recognition as an expert in their chosen field and with a record of successful
consultation for their knowledge and expertise
8/4/2019 Guidance for Applicants Oct 08

Revised October 2008 replacing all previous versions 8
Evidence of leadership and management skills may be found in the relationship withcolleagues, and other people and by how the applicant influences design decision-makingor policy processes.
3.18 Specialist use of Technology in Engineering
There is an increasing use of technology within the engineering industry and this isrecognised by the IMechE. When assessing an applicant who employs a significantamount of technology in their work role, Interviewers will seek evidence that the
resultant technology, program or software is being applied in an engineeringenvironment, e.g. design engineering, testing and assessment of equipment orprocesses, product development etc. In this case it is essential that the evidencesupports the application of engineering, skills and expertise to develop the product orprocess. Examples can include, CAD and CAE engineers, computer modellers, IT
engineers, CFD specialist and stress, metallurgical or thermodynamic analysts.
4 WHAT HAPP ENS NEXT?
4.1 Pro fessional Review Committee (PRC)
The Professional Review Committee meets quarterly to consider all applications forMembership and Fellowship. Audits are regularly conducted in accordance with theIMechE bylaws and terms of reference by trained staff and appointed members to ensurethat the procedures are being followed and that the decisions made are sound. Thecommittee will assess the application in its entirety taking into consideration therecommendations of and comments from the Interviewer Panel and the IndustrialAdvisors. The PRC has the delegated authority from the Trustee Board to ratify therecommendation made by the assessors. If the PRC amend the recommendation the
panel will be informed of the reasoning for this.
The secretary to the Professional Review Committee will advise applicants who fail tosatisfy the requirements of the reasons in writing. The secretary will use the
Interviewers’ assessment and Industrial Advisor’s comments as reference. Applicantsmay request a copy of their assessors’ comments from the Membership Team.
4.2 Arbitration and Appeals Process
The IMechE has an arbitration and appeals process whereby applicants who aredissatisfied with the considered decision about their application may appeal within agiven time frame. All documentation will be made available to the Arbitration Panel fortheir consideration. More information about this process is available on request.
4.3 Successful applications
Successful applicants will receive a letter from the Chief Executive confirming their
achievement and will be given the opportunity to purchase a hand-calligraphedcertificate. Names will be forwarded to the Engineering Council (UK) for Registration.
Names of successful applicants will appear in the Telegraph and Scotsman newspaperson the first Thursday of every third month (ie. March, June, September and December).

Grading Structure
The interviewers will grade each area using the following competence levels. Competence A has
to some extent been met through academic formation and therefore interviewers will be seekingto verify whether that knowledge and skills is being applied, and whether knowledge has beenbroadened and deepened within the context of the applicant’s career development.
Level 1 = Performs the activity with significant supervision and guidance; performs basic
routine and predictable tasks; little or no individual responsibility. (This level of competencewould not normally be sufficient for election to Membership)
Level 2 = Performs the activity in a range of contexts; supervision only required in more
complex circumstances; some individual responsibility or autonomy. (This indicates a minimumlevel of competence for election to Membership, which should be supplemented, by higher levelsof competence in the areas most relevant to the field of engineering in which the applicant isemployed).
Level 3 = Performs the activity in some complex and non-routine contexts; significantresponsibility and autonomy; can oversee the work of others. (This indicates a normal level of
competence for election to Membership).
Level 4 = Performs the activity in a wide range of complex and non-routine contexts;substantial personal autonomy; can develop others in the activity. (This indicates a high level of competence and suitability for election to Membership and possibly Fellowship)
Applicants for Membership should achieve a minimum level of 2 in each section, with a level of
3 in at least three sections, to be eligible for Corporate Membership. This means that applicantsshould normally achieve a threshold competence profile from each assessor of two sections at
level 2 and three sections at level 3. This part forms the objective assessment.
Individuals seeking election or transfer to Fellowship will be assessed against the samecompetences as described above. However, the applicant should normally score 4 in all sections
(there may be one at level 3).
NB: Applicants shou ld also refer to the detailed competence statements: UK-SPEC
