Aero India 2005: Israel Aircraft Industries Strengthens Ties with India

As Israel’s leading industrial exporter, IAI is constantly strengthening its relationships with its customers. Since 1992, when diplomatic ties between Israel and India were established, Israel’s commercial efforts in India have increased significantly. Non-military trade between both countries exceeded $1.2 billion in 2002. 2004 witnessed the sale of over $1.1 billion in airborne early warning systems by IAI.The interest India has in IAI’s technologies was clearly demonstrated at Aero India 2005. On display for the first time was the Bird-eye 400 tactical Unmanned Aerial Vehicle (UAV). Other products included the Laser Homing Attack Missile (LAHAT), the Next Generation Laser

HAL Manufactures Components for the Conversion of B737 Aircraft from Passenger to Freighter Configuration

Israel Aircraft Industries Opens New Office in Bangalore, India

India’s major aircraft manufacturer, Hindus-tan Aeronautics Limited (HAL) has begun manufacturing and assembling the components required to convert B737 aircraft from pas-senger to freighter configuration. Work begun on the assembly of the first loading door as per schedule and is nearing completion at HAL’s Aircraft Division.The Production Division in IAI’s Commercial Aircraft Group has invested resources in the development of HAL as a certified supplier for the tasks required in this program. This work included reviews of the Indian plant conducted by experts in quality control and process engi-neering; examination of the facilities and training programs for engineers and technicians. Authori-zations from Israel’s Civil Aviation Authority for the process specifications and the quality control program are on process. In January 2005, HAL’s teams of engineers and

technicians completed their training at IAI, where they received practical training on the project’s assembly line and work began on the assembly of the first loading door. Technical and logistical work was undertaken to enable the beginning of serial production of loading doors.IAI expects to receive a market share of 250-280 B737-300 and B737-400 types converted aircraft in the next decade.

IAI has opened a new office in Bangalore, India. Areas of coop-eration are expected to include joint ventures with local indus-tries, transfer of technologies and outsourcing activities.The office is located close to Hindustan Aeronautics Limited (HAL), India’s National Aero-dynamic Laboratories (NAL) and other leading research and science institutions. Hillel Shacham, Joint-Director of IAI’s office in India and in charge of the Bangalore office says, “The depth of creativi-

ty and talent in the hi-tech sector has clearly positioned Bangalore as India’s ‘Silicon Valley’. Bangalore is also the center of aerospace and electronic indus-tries in India. Malat’s Heron UAV and Elta Systems’ Maritime Patrol Radar

The Heron Unmanned Aerial Vehicle (UAV), developed by IAI’s Malat Division, has been described as a “mini AWACS” because of its superior per-formance. The system can re-main undetected for more than 20-hour endurance missions at up to 30,000 feet and travels up to 1,000 km offshore. Elta System’s Maritime Radar can detect most targets at ranges up to the radar horizon, which increases with the altitude of the UAV. The Heron, equipped with Elta’s radar, can suc-cessfully identify targets in crowded ports and transmits real-time footage to a ground station, while simultaneously directing coast guard units or aircraft to action.Yossi Englestein, Malat Di-vision’s Director of Maritime UAV Programs and Shimon Menicovici, Elta System’s Director of Airborne Maritime Radar Surveillance Systems, discuss various aspects of the system:What does it take to operate the Maritime Heron?

Englestein: “Heron’s systems have been designed to allow it to perform tasks automati-cally. Operator involvement is absolutely minimal.”Has the Heron been tested or demonstrated to potential customers?Englestein: “Yes. The trials were held in Canada, in an air show in Singapore and Israel. In every instance it success-fully completed all its given tasks. Heron’s tests demon-strated its ability to identify suspicious craft in deep water or littoral environments. Once the target craft was located it

was tracked and the data was transmitted to a control station.” Menicovici: “In Canada, the target vessels were over 150km offshore and the Heron proved its capability to locate, track and classify the target vessels from dozens of ships in the area. In the Asian Aerospace 2004 exhibition in Singapore, the mission was to identify target vessels in or near the port and transmit their location and a radar picture to a monitor on the ground, at real time.” Why use a UAV instead of a manned patrol aircraft?Englestein: “The core advan-tages of a UAV are longer flight endurance, smaller size and reduced operational cost. A light patrol aircraft typically stays airborne for 3-4 hours, and more expensive aircraft stay airborne for 6-8 hours. The Heron’s operational costs with a 20-hour flight duration compares very favorably. Heron’s small size also makes it difficult for the target to tell

There is no need to train pilots, or have pilots at constant readi-ness. There is no need for large maintenance teams. In a few weeks, ground control opera-tors can learn how to operate the system. Onboard ships, many hours can be saved if the UAV is sent out only to specific targets.”

The Guardium Unmanned Security Vehicle (USV) is an autonomous fence & border protec-tion system designed and manufactured by IAI’s Lahav Division. The system can be mounted on a variety of field proven platforms including a Humvee type configuration.Guardium is based on a unique algorithmic expert system that functions as a ‘brain’ to

allow decision-making capabilities. It contains knowledge provided by highly skilled security personnel from whom it is able to draw infer-ences. The expert system controls a variety of sensors, identification and communication systems, and light weaponry. Guardium has the ability to autonomously travel at up to 48 mp/h to intercept intruders on a fence & border perimeter before security personnel can arrive and increases protection without requiring a massive deployment of resources. It was developed from the key requirement to have an unmanned system that could adapt to specific tasks and circumstances, such as the protection of military bases, airports and power plants, or more generalized threat monitoring in specific areas.“One of the outcomes of 9/11 was an increased homeland security threat defined by the pos-sibility of further terrorist action against land-based installations,” says Tal Shazar, Guardium Program Manager.Surveillance and radar systems developed and

Shazar says, “We knew the capabilities available to us at IAI and the concept we developed is a USV system that will act as a first responder to any security alert without the need for prior human intervention.”Meir Shabtai, Guardium Project Manager says, “Using IAI’s resources, we selected the com-mand and control systems, sensing and iden-tification systems, and advanced information processing capabilities for the Guardium. We then began developing an algorithm to ‘drive’ the vehicle automatically. This was the techno-logical breakthrough. It took us exactly eight months to present a complete system for actual testing in rough field conditions.”Guardium can ‘see’ and ‘interpret’ data using its in-built command & control center to process information according to the prevailing circum-stance. Once assigned a mission it autonomously

begins a series of reactive activities, including interfacing with existing warning systems and the transmission of ‘real time’ footage to a moni-toring center. Guardium’s capabilities allow the user to deploy technology to contact and isolate intruders. It also provides real-time knowledge to understand the situation on the ground, so that control strategies can be developed before security personnel arrive. Shazar concludes: “Guardium is designed to complement security personnel. Human con-trollers can override the system at any time and using the mobile detection system allows border protection resources to be deployed more ef-fectively. Commanders can significantly reduce reaction times to potential incidents using the technology at their disposal instead of spending time transporting and deploying static detection platforms.”Israel Ministry of Defense (IMOD) has closely followed Guardium’s development. The system passed tests and final evaluations by Lahav and is deployed in operational conditions.

The first G150 business jet was publicly displayed at a rollout ceremony held at IAI on January 18, 2005. This new medium sized business jet, was developed and manufactured by IAI’s Commercial Aircraft Group.The first test flight for the G150 is planned for the middle of 2005. When the aircraft enters service in 2006, it will be the most modern air-craft in its class. The G150 joins the G100 and G200 business aircraft developed and manufac-tured by IAI and marketed by Gulfstream. IAI has built over 600 business jets to date. Over one hundred G200 aircraft have been delivered to Gulfstream.The G150’s cabin height is five inches shorter than in the large-cabin G450 and G550. The effect is a spacious feel, designed and outfitted by the same team of professionals who install interiors for Gulfstream’s larger aircraft.Inside, the G150 can accommodate eight pas-

sengers in a choice of several cabin configura-tions. Its wide-body fuselage provides stand-up headroom, ample aisle space and generous leg and headroom when seated. Like all Gulfstream customers, G150 customers can choose from a wide selection of fine leathers, upholstery fabrics, wood finishes and floor coverings.

Powered by two Honeywell 731-40AR engines, the G150 reaches speeds of Mach 0.85 with a long-range cruise speed of Mach 0.75. The G150 travels well above commercial traffic and weather reaching altitudes of 45,000 feet. At cruise-speed, the G150 can fly four passen-gers up to 2,700 nautical miles nonstop, further than any other aircraft in its class. That's the equivalent of Los Angeles to New York, London to Moscow, or Rio de Janeiro to Santiago.

Bedek Awarded Long-Term Components Maintenance Contract by AirTran Airways for its B737-700 FleetIAI’s Bedek Aviation Group has been awarded a contract by AirTran Airways to provide com-ponents maintenance for its growing Boeing 737-700 fleet. The long-term contract is in ad-dition to previous agreements between Bedek and AirTran Airways covering its B717 fleet. AirTran Airways has taken delivery of nine Boe-ing 737s of the 100 ordered in July 2003.Stephen J. Kolski, Senior Vice President of Operations for AirTran Airways commented: “AirTran Airways has a longstanding relation-ship with Bedek, and they have proven to be a reliable, responsive, and cost effective provider of maintenance, repair and overhaul (MRO) services. Bedek Announces the First Firm Orders for Boeing 747-400 Combi to Special Freighter ConversionsTwo Orders Placed by Guggenheim Aviation Partners for 747-400SF. Deliveries Scheduled for 2005 and 2006Guggenheim Aviation Partners (GAP) and IAI’s Bedek Aviation Group have announced the first firm orders for a Boeing 747-400 Combi to Special Freighter (SF) conversion. Two aircraft, currently operated by Air Canada, are under contract in a transaction arranged by GE Capital Aviation Services (GECAS). The conversions are scheduled for completion in 2005 and 2006.Peter Lawson-Johnson II, of the Guggenheim Aviation Investment Funds, LP, said: “GAP’s investment strategy is to actively participate in the freighter market and Bedek’s early slot availability offers major competitive advantages.”David Arzi, General Manager of the Bedek Aviation Group said: ”The quality of Bedek’s conversions and variety of Supplemental Type Certificates (STC) have allowed Bedek to develop a growing customer base.”

Bedek Awarded Maintenance, Repair and Overhaul Contract for the Israel Air Force’s A-4 Skyhawk TrainerContract is estimated at $150 million over ten yearsIAI’s Bedek Aviation Group has been awarded a ten-year Maintenance, Repair and Over-haul (MRO) contract by the Israel Ministry of Defense for the Israel Air Force (IAF) A-4 Skyhawk trainer program. The contract, es-timated at $150 million, includes overhaul of the aircrafts’ fuselage, engines and components.David Arzi, General Manager of Bedek Aviation Group, commented: “We are hon-ored to have been chosen by the IAF to

service the Skyhawk trainer. This mutually beneficial award will further strengthen Be-dek’s relationship with the IAF and provide opportunities in both Israel and abroad.”Maintenance will take place at an IAF air base on a Power By the Hour (PBH) basis. The IAF and IAI will set indices to measure availability, speed of service and overall performance under the contract.

Hillel Kain -General Manager,Golan IndustriesHillel Kain has been appointed General Manager of Golan Industries in the Military Aircraft Group. Kain holds an M.Sc. from the

combined program run by Boston University (USA) and Ben-Gurion University, and a B.Sc. in Mechanical Engineering from Ben-Gurion University in Israel. He is also a graduate of a Flight Test Engineers course in the USA.Hillel Kain was Deputy General Manager of SHL Division, before he was appointed General Manager of Golan Industries.Golan Industries specializes in the de-sign, development and manufacture of crash survival crew seats, energy ab-sorbing passenger seats and troop seats. Its crash attenuating seats meet FAR/JAR re-quirements as well as specific MIL requirements. Golan is currently developing and producing crashworthy seats for the Bell/Boeing V22, U.S. Navy CH53, MD-Helicopters MD900, Augusta/Bell AB139, Evector Raven 257 G150, Sino S-30J and Pilatus PC-12 among others.

Nava Sela -General Manager,SHL DivisionNava Sela has been appointed General Manager of the SHL Division in the Commercial Aircraft Group.

Sela holds an M.Sc. in Mechanical Engineer-ing (Summa Cum Laude) from Tel Aviv Uni-versity, and a B.Sc. in Chemical Engineering (Cum Laude) from the Technion Technological Institute. Sela began working at IAI in 1979 in the Company’s development center as a develop-ment engineer in the Materials and Technology Development Department. In 2003, Sela was appointed Deputy General Manager of the Production Division and since January 2005, she has been the General Manager of the SHL Division. IAI’s SHL Division is a design, manufacture and qualification center for aircraft landing gear systems, flight control actuators, hydrau-lic accessories, modular test stands and tailored hydraulic power supply systems. The Division employs more than 400 employees.

BAE Systems Awards Lahav Division Contract for Radar Simulation Systems for Australian Hawk Aircraft

BAE Systems has awarded IAI’s Lahav Division a contract to provide Radar Simulation Systems (RSS) for the Royal Australian Air Force (RAAF) Hawk 127

Lead-In Fighter (LIF) aircraft. The contract was awarded following a success-ful demonstration of the RSS on BAE Systems’ Hawk aircraft. The RSS is a key element in IAI’s Virtual Training System. BAE Systems will in-tegrate the RSS with the RAAF Hawk aircraft avionics suite.The RSS provides simulation of advanced

multi-mode radar capabilities enabling ad-vanced fighter aircraft training, eliminating the need for installing and integrating actual expensive radar systems. IAI’s Virtual Training System is already operational on the Spanish Air Force’s up-graded F-5B aircraft. The system provides true programmable training capabilities and can be adapted to the radar performance of any front-line aircraft. The system also pro-vides simulation and debriefing of Air-to-Air and Air-to-Ground missiles, EW systems and other training features. The system uses a so-phisticated data link network, which provides enhanced flight safety, with the mid-air colli-sion avoidance capability.

IAI’s Commercial Aircraft Group Receives Contract for Manufacturing Assemblies on Boeing’s 787 ProgramMulti-year contract valued at approximately $500 millionIAI’s Commercial Aircraft Group has received a multi-year contract, valued at approximately $500 million from Vought Aircraft Industries to manufacture assemblies on the prestigious Boeing 787 Dream Liner passenger aircraft program. The award was sole-source and runs for the lifetime of the 787 program.Commercial Aircraft Group’s Production Divi-sion will manufacture assemblies for the door surrounds and passenger and cargo floor. The Group’s Engineering Division will design the assemblies. Moshe Keret, IAI’s President & CEO, said: “We are honored to have been awarded this contract

by Vought. This demonstrates IAI’s credentials and we look forward to participating in the 787 program.” The Boeing 787 Dream Liner, expected to en-ter service in 2008, is a fuel-efficient airplane designed to serve routes between 3,500 and 8,500 nautical miles (6,500 and 15,700 Km). The B787’s airframe will be made of light-weight and robust composite materials and advanced alloys using innovative manufactur-ing methods. The Dream Liner will provide passengers with a better flying experience, including an improved cabin environment with more room and more conveniences.

IAI and Boeing Australia teamed together to submit an excellent response for the Australian Tactical Unmanned Aerial Vehicle (TUAV) com-petition. The I-view TUAV complies or exceeds all requirements of the JP 129 Program. IAI also offers the I-view to other customers around the globe for various applications. The I-view TUAV will be demonstrated to potential customers by April 2005.I-View tactical UAV system was designed by IAI’s Malat Division to support the Brigade level and below. The I-View TUAV system can carry all the typical UAV missions of surveil-lance, reconnaissance, target acquisition, artillery fire adjustment and battle damage assessment. The I-View TUAV system traces its roots to the excellent heritage of proven IAI UAV families such as the Heron Medium Altitude, Long Endur-ance (MALE) system, the Searcher and Hunter Tactical Short Range UAVs. At maximum takeoff weight of 250 kg, I-View is designed to fly missions of six to eight hours at a flight ceiling of 17,500 feet. Missions can be flown to a range of up to 150 km. required, I-View utilizes its integral communi-cations relay. Despite its compact dimensions, I-View can carry a wide range of payloads, including full-size multi-sensor Electro-Optical (EO) and Synthetic Aperture Radar (SAR) pay-loads, Electronic Support Measures (ESM) and Communications Intelligence (COMINT).I-View TUAV has automatic launching and recov-ery, and can be set-up for operation and deploy practically anywhere, from paved roads or by hydraulic rail launcher. Rapid tear-down ensures the unit can move at the pace of the battalions, does not slow down or left behind the supported troops, and should not become target for enemy attack. For recovery, I-View uses a unique con-trolled parafoil flight recovery system, which is automatically deployed at the end of the mission or on emergency, to bring air-vehicle to the ground through a soft landing. Since the parafoil descent is controlled by the flight controls of the UAV, I-View can be landed within 50 meters radius from the predestinated point, regardless of the wind conditions. This controlled parafoil auto-matic landing system is considered to be the most suitable for tactical UAV operations.
