1 GENERAL 1.1 Comply with General Conditions and Contractual Requirements and documents

referred to therein. 2 DESCRIPTION 2.1 This Section covers work for protection of environment as applicable to this Project. 2.2 Provisions of this Section supplement requirements of Contract Documents. 3 ENVIRONMENTAL PRACTICES 3.1 Implement environmentally sound practices in this Project by incorporating products

that lessen burden on environment in production, use and final disposition. Support implementation of reduction, reuse and recycling strategies and use of environmentally sound products. Promote use of environmentally responsible packaging practices by reducing and/or eliminating products with excessive packaging in this Project where these practices do not negatively affect the proper protection of materials from inclement weather, especially water damage.

3.1.1 Employ environmentally sound products which are made, used and disposed of in a

manner that significantly reduces harm to environment. Base product selection criteria on requirements of CSA Z760: Life Cycle Assessment and CSA Z762: Design for Environment. Use Products which improve energy efficiency in its production and use, reduces hazardous by-products, uses recycled material, and/or Product itself can be recycled or reused, and/or in some way is environmentally benign.

4 INDOOR AIR QUALITY 4.1 Conform to requirements of CSA Z204-94, Guidelines for Managing Indoor Air

Quality in Office Building (Occupational Health and Safety) including but not limited to following:

4.2 Take into consideration use of electrically powered equipment on Site in lieu of gas

or propane to reduce possibility of carbon monoxide sickness and odours of gas or propane spreading throughout building.

4.3 Isolate substances producing hazardous emissions from circulating air. Locate

outside air intakes away from potential sources of contaminations. 4.4 Take measures to prevent moisture exposure to finished construction or existing

construction. Mould growth on either hidden surfaces or visible surfaces is detrimental to indoor air quality, and will be considered deficient and in need of rectification.

01350 ENVIRONMENTAL PROTECTION REQUIREMENTS Guelph Civic Museum Page 2 at Loretto Convent 5 PROTECTION OF NATURAL ENVIRONMENT 5.1 Submit to City Representative environmental plan, Site waste management

implementation plan, and sketch showing areas proposed to be used for construction storage, areas for implementation of Site separation of construction waste, and including dimensions of such areas and location and size of trees within and adjacent to these areas.

6 SITE REVIEW 6.1 The Ministry of the Environment and other authorities having jurisdiction may visit

Site periodically during construction. Where Work does not comply with environmental protection requirements, said authorities have power to issue a stop work order. City Representative's acceptance of Work may be withheld until Ministry of the Environment or other authorities concerned have issued their approval.

7 SITE WORKING AREAS 7.1 Confine operations to limits of Site working area indicated on Drawings. 7.2 Provide access roads to Site working area and on Site in locations acceptable to

City Representative. 7.3 Install suitable fencing to clearly define limits of Site working area, haul routes,

parking areas, access routes and maintenance areas to ensure construction activity is confined to these areas.

8 SURFACE DRAINAGE AND WATERCOURSES 8.1 Maintain ditches and watercourses for surface water drainage of Site and external

properties during construction. Be responsible for damage due to negligence. 8.2 Incorporate appropriate retention, detention and settling ponds, or similar methods,

reviewed by City Representative, to control surface water run-off to adjacent ditches or other watercourses and to prevent Oil, sediment or de-icing materials being carried into such ditches and/or watercourses. Tested quality of water discharged to ditches and/or watercourses shall not be of worse quality than that present in ditches and/or watercourses prior to any discharge of site surface water.

8.3 Locate and protect stockpiles of semi-permanent nature to satisfaction of authorities

having jurisdiction to ensure minimum environmental interference. 9 ASBESTOS 9.1 Comply with Ontario Regulation 278/05 Designated Substance - Asbestos on

Construction Projects And In Buildings And Repair Operations made under Occupational Health and Safety Act R.R.O. 1990 as amended and local requirements pertaining to asbestos, provided that in case of conflict with these specifications, the more stringent requirements shall apply.

Guelph Civic Museum ENVIRONMENTAL PROTECTION REQUIREMENTS 01350 at Loretto Convent Page 3 9.2 In event of unexpected discovery of friable material not specifically identified in

Specifications or Drawings or in environmental report, do no work that will disturb friable material until it is determined if friable material contains asbestos; and immediately report discovery, orally and in writing to office of Construction Health Safety Branch, Ministry of Labour nearest to work place and to City Representative. City Representative will authorize remedial work, if any, in writing. Do such remedial work, as addition to Contract.

9.3 There are known friable materials containing asbestos in area of Work and these

are dealt with in Abatement Project for Hazardous Materials Specifications. 10 POLYCHLORINATED BIPHENYLS (PCB's) 10.1 Conform to the Environmental Protection Act and Regulation Waste Management

PCB’s R.R.O. 1990 Reg 362. 10.2 There are lighting fixture ballasts containing PCB's in area of Work to be handled

and they are dealt with in the Abatement Project for Hazardous Materials Specifications.

10.3 In event of unexpected discovery of PCB's immediately notify City Representative

orally and follow up in writing within 24 hrs. Do not handle, disturb or remove items containing PCB's. City Representative will authorize remedial work, if any, in writing. Do such remedial work as addition to Contract.

11 LEAD 11.1 Conform to the Regulation Designated Substances – Lead R.R.O. 1990 Regulation

843 as amended to O. Reg 109/04.made under the Occupational Health and Safety Act.

11.2 Lead may be present in existing paint surfaces and masonry jointing. Removal and

disposal are dealt with in Abatement Project Specifications for Hazardous Materials. 11.3 In event of unexpected discovery of lead, immediately notify City Representative

orally and follow up in writing within 24 hrs. Do not handle, disturb or remove items containing lead. City Representative will authorize remedial work, if any, in writing. Do such remedial work as addition to Contract.

12 NOISE CONTROL 12.1 Adhere to local noise bylaws. 11.2 Equip vehicles and equipment with efficient noise attenuation devices (mufflers) to

minimize noise levels in vicinity of Site 12.2 Where necessary place noise attenuation devices (barriers) around stationery

pumps and compressors 13 DUST CONTROL 13.1 Undertake control measures to prevent nuisances due to dust in any phase of

construction. 13.2 Application of calcium chloride shall be kept to minimum and shall be restricted to

vehicle right-of-way. In close proximity to watercourses, frequent applications of water is preferred method. Obtain City Representative's approval before chemicals for dust control are used.

13.3 Transport dusty materials in covered haulage vehicles. 13.4 Transport wet materials in suitable watertight haulage vehicles. 14 WASTE MANAGEMENT PRACTICES 14.1 Prepare Waste Audit and Waste Reduction Plans in accordance with O.Reg. 102/94

made under the environmental Protection Act for Waste Audits And Waste Reduction Work Plans. Ensure these plans are prepared prior to construction or demolition work proceeds on Site.

14.2 Prepare and implement a Source Separation Program in accordance with Ont. Reg.

103/94 made under the environmental Protection Act for Industrial Commercial source Separation Programs. Ensure program is implemented prior to construction or demolition work proceeds on Site.

14.3 Post plans on Site where most workers will see them, and allow any worker to view

plans who makes such a request. 14.4 Following set of definitions are intended to augment terms provided within this

Article: 14.4.1 3 R: REDUCE (REDUCTION), REUSE, RECYCLE REDUCE (REDUCTION) - Reduction involves actions to minimize quantity of waste at

source and consequently, assumes highest priority in hierarchy of 3R activities. REUSE - Direct reuse of products which otherwise would become waste, provides another

means of diverting quantity of waste destined for landfill. RECYCLE - Recycling involves collection of materials for use as feedstock in manufacturing

of new products. Recycling can be most effectively accomplished if recyclable materials have been source separated at point of generation.

14.4.2 SOURCE SEPARATION - Purposeful segregation of materials from designated

solid waste stream into specific material types at point of generation to facilitate recycling.

14.4.3 SOURCE SEPARATED MATERIALS - Specific types of materials that have been

purposefully segregated from municipal waste into specific material types at point of generation.

14.5 Apply waste management activities of reduction, reuse and recycling of waste

materials during construction and/or renovation of this Contract. 14.6 Construction/Demolition Businesses shall be required to source separate in

accordance with Ont. Reg. 103/94, for purposes of recycling, following materials:

Guelph Civic Museum ENVIRONMENTAL PROTECTION REQUIREMENTS 01350 at Loretto Convent Page 5 14.6.1 Wood waste (i.e. non-treated dimensional lumber, manufactured wood). 14.7 Submit agreement as requested to include source separation of above identified

materials and other waste diversion activities during construction phase. 14.8 Requirements: During demolition phase, Contractor shall be required to comply

with following program requirements: 14.8.1 Identify sorting, storage and disposal requirements anticipated during demolition to

maximize waste diversion; 14.8.2 Establish reduction, reuse and on-site source separation activities during

demolition. 14.8.3 Identify haulers and recycling companies that have entered into agreement with or

have expressed willingness to enter into such agreement with Contractor; 14.8.4 Identify person responsible for source separation program; 14.8.5 Establish effective education and information program for on-site employees,

including training sessions, use of signs, and designated waste diversion program; 14.8.6 Establish cooperative agreements with Sub-Contractors/trades to abide by waste

diversion program. 14.9 Contractor shall be willing to allow on-site visits by City Designee to review waste

management/recycling program. 14.10 Contractors shall provide evidence that they can and shall implement required

waste diversion program. Provision of evidence includes, but is not limited to following:

14.10.1 Written agreements with Sub-Contractors that they will participate in waste

diversion program; 14.10.2 Letters from reuse/recycling markets that they are in position to accept designed

materials; 14.10.3 Action plan prepared by Contractor for meeting objectives of waste diversion

program; and 14.11 Contract Sum shall include costs for implementing waste diversion program. 15 WASTE REDUCTION PRACTICES 15.1 Reduce construction and demolition waste following Ont. Reg. 102/94 as a guide. 15.1.1 REDUCE (REDUCTION) - Reduction involves actions to minimize quantity of waste

at source and consequently, assumes highest priority in hierarchy of 3R activities. 15.1.2 REUSE - Direct reuse of products which otherwise would become waste, provides

another means of diverting quantity of waste destined for landfill.

manufacturing of new products. Recycling can be most effectively accomplished if recyclable materials have been source separated at point of generation.

15.2 Recyclable construction materials shall include, but not limited to, paper, corrugated

cardboard, non-treated dimensional lumber, manufactured wood, non-painted gypsum board, bricks and masonry concrete blocks. Sort recyclable construction materials separately and cart away to appropriate listed recycling facility or any other approved facility which recycles or reuses construction materials.

15.3 Do not mix recyclable construction materials with other construction wastes and

debris to be carried to land fill area or other dump or transfer station which would accept these materials.

15.4 Inform City Representative 24 hours prior to disposal so that visual quantity

inspection can be made. Give 2 copies of receipts issued by appropriate recycling depot and/or landfill site.

16 WASTE DISPOSAL 16.1 Do not burn rubbish on Site. Obtain approval, and use following off-site disposal

alternatives, depending upon materials involved; burying, composting, recycling, municipal collection, or local dump or sanitary landfill site.

17 EQUIPMENT FUELLING, MAINTENANCE AND STORAGE 17.1 Obtain City Representative's acceptance of refueling areas. 17.2 Procedures for interception and rapid clean-up and disposal of fuel spillages shall

be submitted to City Representative for review prior to starting Work. 17.3 Ensure that materials required for clean-up of fuel spillages are readily accessible

on Site at all times. 17.4 Carry out refueling of equipment at acceptable refueling areas. 17.5 Ensure that water used for cleaning of equipment does not drain into streams, lakes

or watercourses. Do not empty fuel, lubricants and/or pesticides into any watercourse, or on ground.

17.6 Clean construction equipment prior to entering public roadways to prevent littering.

Debris from cleaning equipment shall not be permitted into storm sewers or watercourses.

17.7 Store equipment and materials in orderly manner and in location acceptable

to City Representative. 18 SPILLS REPORTING 18.1 In event of spill or other emission of pollutant into natural environment, notify: 18.1.1 Local office of the Ministry of Environment and MOE Spill Action Centre (SAC),

Guelph Civic Museum ENVIRONMENTAL PROTECTION REQUIREMENTS 01350 at Loretto Convent Page 7 18.1.2 Municipality or Regional Municipality within boundaries of which spill occurred, 18.1.3 Person having control of pollutant, if known, of spill, of circumstances surrounding

the spill and of any action taken or intended to be taken. 19 CONTINGENCY PLAN FOR CONTROL AND CLEAN-UP OF SPILL 19.1 Prior to commencing construction, prepare contingency plan for control and clean-

up of spills. Contingency plan to include: 19.1.1 Names and telephone numbers of persons in local municipalities and MOE to be

notified forthwith of spill. 19.1.2 Names and telephone numbers of representatives of fire, police and health

departments of local municipalities who are responsible to respond to emergency situation.

19.1.3 Names and telephone numbers of companies experienced in control and clean-up

of hazardous materials that would be called upon in emergency involving spill. 19.1.4 Contingency plan shall include provisions for spills of hazardous or unknown

materials (i.e. puncturing on unmarked drain during excavation. 18.1.5 Proposal for immediate containment and control of spill, clean up procedures to be

initiated immediately and any other action to be taken to mitigate potential environmental damage while awaiting additional assistance

18.1.6 Be responsible for preparing, implementing, directing and supervision of

contingency plan. 19.2 Ensure immediate availability of products with which to affect temporary repair to

broken pipelines and other services so spill or other emission of pollutant is immediately controlled and stopped and to mitigate damages.

19.3 Submit for City Representative's review copy of Contingency Plan and make

appropriate changes as requested. 19 MOULD, MERCURY AND OTHER HAZARDOUS MATERIALS 19.1 Existing mould, mercury and other hazardous materials are present. Removal and

disposal is dealt with in Abatement Project Specifications for Hazardous Materials. 19.2 In event of unexpected discovery of additional hazardous materials, immediately

notify City Representative orally and follow up in writing within 24 hours. City Representative will authorize remedial work, if any, in writing. Do such additional remedial work as addition to contract.

Guelph Civic Museum TEMPORARY FACILITIES AND CONTROLS 01500 At Loretto Convent Page 1 1 GENERAL 1.1 Comply with General Conditions and Contractual Requirements and documents

referred to therein. 1.2 Be responsible for arranging, obtaining and paying for any permit necessary for

temporary facilities and controls. Provide and maintain all temporary facilities and controls. Remove them when directed and/or when no longer required. Contractor shall make payment for temporary facilities and controls unless specified otherwise.

2 TEMPORARY UTILITY 2.1 Temporary Light, Power and Water 2.1.1 Provide temporary light, power, water and sewage disposal as required to carry out

demolition and abatement of hazardous materials. Arrange for connection with appropriate utility companies and pay for all local utility costs including sewage collection and disposal.

2.1.2 Temporary Light, Power and Water: Provide and maintain adequate temporary light,

power and water as required by all trades and to produce environment for Work to proceed without delay at all times of year.

2.1.3 Provide continuous temporary electric power required during execution of Work for

temporary lighting, operating of electric pumps, motors, fans, vibrators, power tools, electric cranes, hoists, and other equipment for construction use and as required. Secure to prevent displacement, falling or interference.

2.1.4 Level of illumination on all floors and stairs shall be not less than 161 lux (15

lumens per square foot or 15 foot-candles). Extension cords, lamps and hoses shall be provided by those using them in accordance with governing regulations and ordinances.

2.1.5 Provide a continuous supply of potable water for demolition and abatement of

hazardous materials use. Ensure adequate pressure at each floor. Provide and maintain temporary water lines, extensions, hoses, and pumps as required.

2.1.6 Remove temporary connections and lines on completion of Work when no longer

required and make good damaged surfaces. Temporary light and power for dehumidification to remain on completion. Cost of temporary light, power, water and sewage collection and disposal, shall be included in Contract Price. Pay for installation, light, power and water used, maintenance and removal, including sewage collection and disposal.

2.1.7 Be responsible for materials, plant, tools or equipment on Site. 2.2 Permanent Existing Water Services and Facilities 2.2.1 No permanent water services and facilities exist on site, and therefore not available

for Contractor use. 2.2.2 Contractor must connect to water supply at street, or truck in temporary water for

use by all trades.

available sources and maintain in good condition until permanent system is installed and ready for use.

2.2.4 Cost of water supply and use shall be included in contract price. 2.3 Permanent Existing Electrical Services and Facilities 2.3.1 Existing electrical service is available for use of Contractor and Sub-Contractors

employed on this Project. Contractor shall provide additional power and panels as needed in addition to existing service.

2.3.2 Contractor may connect to existing electricity for use of all trades except for purpose of power welding and electric heating.

2.3.3 Make such connections at own expense. Furnish electrical connection from nearest

available sources and maintain in good condition. 2.3.4 Cost of electricity used will be included in contract price. 2.4 Temporary Heat For Work 2.4.1 Provide, operate and maintain heat, heating equipment and shelters complete with

maintenance and power supply, to keep that work which requires protection from cold adequately warm and sheltered from elements and to allow it to be done safely and well. Provide minimum required temperature and do everything necessary to produce suitable environment for Work to proceed without delay at all times of year. Temporary heaters shall be electric forced warm air type, operated in well-ventilated location and vented to exterior.

2.4.2 Ensure temporary heating system is satisfactory to authorities having jurisdiction

and to City Designee. 2.4.3 There is no existing heating in building. 2.5 Temporary Drainage 2.5.1 Protect excavation, trenches and building from damage by rainwater, ground water,

backing up of drains or sewers and other water, frost and other weather conditions. Provide sheeting, piling, shoring, pumps, equipment, temporary drainage, protective covering and enclosures. Provide necessary pumps including spare pump for keeping project free of water throughout construction period.

2.5.2 Keep Site properly and efficiently drained during construction and until completion.

Be responsible for disturbances, dirt and damage which may be caused by or result from water backing up or flowing over, through, from or along any part of Work or due to operations, which may cause water to flow elsewhere. Drain water away from Site without causing any danger to public health.

2.6 Temporary Telephones and Fax Machine 2.6.1 Provide and maintain at least 1 telephone and 1 facsimile machine for exclusive use

of Contractor and trades.

Guelph Civic Museum TEMPORARY FACILITIES AND CONTROLS 01500 At Loretto Convent Page 3 2.6.2 Contractor shall maintain 1 facsimile at its head office. 2.6.3 Contractor’s superintendent shall carry operating cell phone. 2.6.4 Long distance charges shall be paid by those making calls and using facsimile

machine. 2.6.5 Provide and maintain temporary Fire Protection Equipment as required by

authorities having jurisdiction and governing Codes and Regulations. 2.6.6 Provide and maintain at least 1 telephone and 1 facsimile machine for exclusive use

of City Designee and City staff. 3 CONSTRUCTION FACILITIES 3.1 Field Offices and Sheds 3.1.1 Provide, install in approved locations and maintain necessary temporary field offices

and sheds except as specified herein. Remove them when directed and/or no longer required.

3.1.2 Contractor’s Field Office: Provide Site office of sufficient size, in location as

directed. Maintain office, dry, clean, well lighted, properly ventilated and heated to 20 deg C (68 deg F) complete with telephones and facsimile as specified herein. Furnish office tables, chairs, space for drawings, filing cabinets and shelves as required. Install electrical lighting system to provide approved lighted environment.

3.1.3 Field Meeting Office: Provide suitable weatherproof enclosed area for Site

meetings. Provide adequate number of chairs and tables to conduct Site meetings in well lighted, heated and ventilated area.

3.1.4 Sheds: Provide in approved locations as required, lockable weather tight storage

sheds with floors raised above ground, for storage of materials, tools, equipment, which may be damaged by weather. Provide separate shed located where directed for paints and volatile materials. Provide fire extinguisher in each location and do not store combustible or hazardous materials in Building.

3.1.5 Sub-Contractors shall provide and maintain own offices and sheds as needed in

approved locations and of similar construction. Remove them when directed and no longer required.

3.2 Sanitary Facilities 3.2.1 Provide and maintain temporary facilities in compliance with The Occupational

Health and Safety Act, applicable codes and by-laws, sanitary facilities for use of workers. Provide portable, weatherproof toilets, serviced at least weekly.

01500 TEMPORARY FACILITIES AND CONTROLS Guelph Civic Museum Page 4 at Loretto Convent 4 SAFETY PROGRAM 4.1 Protection and Safety 4.1.1 Conform to the General Conditions of the Contract; undertake role of "Constructor"

as defined under The Occupational Health and Safety Act, as amended. Be responsible to provide full safety program for anyone who gets paid for services on Site including management, labour, delivery drivers, service personnel and others involved for services on Site. Arrange for pre-project meeting related to safety, joint safety inspections with Contractor's consultant where required, Site safety training and safety committees complete with accident investigation procedures.

4.1.2 Prior to commencement of construction, design fire safety plan in conjunction with

local Fire Chief. Post fire plan throughout construction as recommended. Do not allow accumulation of waste that may constitute fire hazard.

4.1.3 Prior to commencement of Work, carry out preconstruction safety audit to identify

hazards and establish protocols, commitment to safety, safety rules, and safety related chain of commands for selective demolition work, sequential contract work, removal of designated hazardous materials, replacements of components and glazing items. Design, implement, monitor and maintain a safe work environment throughout Contract in accordance with procedures established during preconstruction safety audit. City Representative will have authority to correct deficiencies and disregard for good safety practice at Contractor's expense. Attendance to pre-construction safety audit shall be mandatory for Contractor, Sub-Contractors and major suppliers.

4.1.4 Comply with requirements of Acts and Regulations with respect to health and safety

including The Occupational Health and Safety Act, as amended, and Workplace Hazardous Materials Information System (WHMIS) Regulation. Before commencement of Work, and throughout Contract, maintain on Site, and readily accessible to all those who may be exposed to hazardous materials, list of hazardous materials proposed for use on Site or Workplace together with current Materials Safety Data Sheet (MSDS). Provide City Representative with additional copy of list and MSDS as required for transmittal to occupying administration.

4.1.5 Ensure hazardous materials used and/or supplied on Site are labeled in accordance

with WHMIS requirements. Provide detailed written procedures for safe handling, storage and use of such hazardous materials including special precautions, safe clean up and disposal procedures. Conform to Environmental Protection Act for disposal requirements.

4.1.6 Ensure that those who handle, and/or are exposed to, or are likely to handle or be

exposed to, hazardous materials are fully instructed and trained in accordance with WHMIS requirements.

4.1.7 Obtain from City Representative, where applicable, list and MSDS of hazardous

materials that may be handled, stored or used by City employees and/or Other Contractor(s) on Site.

4.1.8 Conform to Construction Safety Association of Ontario's Manual on Propane in

construction. Watch work area for minimum of 30 minutes after hot work is completed. Provide Site fire security when required by local building department

and/or municipal fire department. Ensure that water supply is adequate for fire fighting.

4.1.9 Provide and maintain in working order, suitable Underwriters' labeled fire

extinguishers and locate in suitable positions, to approval of authorities having jurisdiction. Such extinguishers shall be maintained to requirements of ULC.

4.1.10 Store all rags and waste containing oil, grease or other flammable materials in an

approved metal container and remove from Site at end of each working day in accordance with environmental regulations.

4.1.11 Only fire resistant tarpaulins are permitted on Site. 4.1.12 Provide temporary standpipes as Work proceeds in accordance with regulations

under Occupational Health and Safety Act. 4.1.13 Comply with rules and regulations of Fire Marshall Act and Accident Prevention

Regulations of Workplace Safety and Insurance Act. 4.1.14 Notify Fire Department and City Representative immediately should a fire of any

nature occur whether fire has been extinguished or not. 4.1.15 Further to the General Conditions of the Contract, provide on Site such equipment

and medical facilities as are necessary to furnish first aid to anyone who may be injured in connection with Work in accordance with regulations of The Occupational Health and Safety Act (Ontario).

4.1.16 Promptly report in writing to City Representative all accidents arising out of or in

connection with performance of Work, whether on or adjacent to Site, which caused death, personal injury or property damage, giving full details and statements of witnesses. In addition, in case of death, serious injuries or damages, report accident immediately by telephone or messenger to City Representative.

4.1.17 If any claim is made by anyone against Contractor or any Subcontractor on account

of any accident or damage, promptly report facts in writing to City Representative, giving full details of claim.

5 TEMPORARY CONSTRUCTION 5.1 Engineering Requirement 5.1.1 Be responsible for design, erection, operation, maintenance and removal of

temporary structural and other temporary facilities. Engage and pay for registered Professional Engineering personnel skilled in appropriate disciplines to perform these functions where required by law or by Contract Documents; and in cases where such temporary facilities and their method of construction are of such nature that Professional Engineering skill is required to produce safe and satisfactory results.

5.1.2 Provide and maintain temporary ladders, ramps, walks and handrails as necessary

during construction in compliance with requirements of The Occupational Health and Safety Act.

01500 TEMPORARY FACILITIES AND CONTROLS Guelph Civic Museum Page 6 at Loretto Convent 6 CONSTRUCTION AIDS 6.1 Construction Hoists 6.1.1 Provide, install, maintain, locate where directed and pay costs for hoisting

equipment if required. Equipment shall be positioned so as not to interfere with Work. Operate equipment by qualified hoist operator along with well-trained flag and signal persons. Be responsible for necessary permits and inspection fees. Trade Sections shall make their own financial and schedule arrangements with Contractor for use thereof. Provide concrete pads for hoisting equipment.

6.2 Scaffolding 6.2.1 Erect fixed or mobile scaffolding as applicable independent of walls. Use it in

manner as to interfere as little as possible with other Sections. When not in use, move it as necessary to permit installation of other work. Construct and maintain scaffolding in rigid, secure and safe manner.

6.2.2 Remove it promptly when no longer required. 7 VEHICULAR ACCESS AND PARKING 7.1 Access Road, Parking and Traffic Control 7.1.1 Provide access roads as may be necessary to provide safe and adequate access

for materials, products and other supplies. Provide and maintain access sidewalks, roadways, and similar facilities as may be required for access to the Work. Do not block public roads, or impede traffic during work of this Project and if required to temporary block traffic then provide flag person to direct traffic acceptable to Municipal authorities. Remove accumulations of ice and snow from areas providing access to Site. Ensure that access is available for emergency vehicles. Comply with fire plan for vehicular traffic.

7.1.2 Provide roads, walks, ramps stairs and other such means of access as necessary.

Maintain temporary entrances to building including enclosed hoarding as required. Maintain access to existing service entrance at all times. Bridge excavations with construction to safely support any load that could be imposed or provide personnel to assist in deliveries to building(s) as required.

7.1.3 Parking for Contractor’s vehicles on site is not available except within the fenced

area. City of Guelph will not be responsible for parking fines incurred by Contractor, Sub-Contractors or their employees.

7.1.4 Do not be nuisance to public traffic any time. Manage construction traffic by using

designated roads and by providing trained flag persons to direct public traffic as appropriate.

8 TEMPORARY BARRIERS AND ENCLOSURES 8.1 General 8.1.1 Conform to requirements of The Occupational Health and Safety Act.

affected by temperature, water, weather and other environmental conditions. 8.2 Thermal Closure 8.2.1 Take precautions to protect openings made in existing building(s) from entry of

elements and of persons during construction and to protect existing structure and finishes from damage. Protection of exterior enclosure shall be airtight and have minimum thermal resistance value of R = 5 (RSI =1).

8.3 Dust Barriers 8.3.1 Separate areas of work as needed with dust-tight screens. Screen shall consist of

plywood min. 6mm (1/4”) thick on wood stud supports, or equivalent. Seal edges and joints to achieve positive protection. Remove screens promptly when no longer required and make good adjacent surfaces.

8.4 Barricades 8.4.1 Provide board fences, gates and locks, covered ways, hoarding, guard rails,

barriers, night lights and pavement protection, notices, warning boards and all kinds protection features for protection workers as well as for protection of public and of public and private properties; for public rights-of-way; and as required by law or by authorities having jurisdiction.

8.4.2 Alter, remove and relocate or replace as required, hoarding, barriers and entrances

therein as required by authorities having jurisdiction and by Work. 8.4.3 Erect sturdy railings around shafts, stairwells and in similar areas to protect workers

and public from injury. 8.4.4 Provide and maintain guard lights at barricades, railings, obstructions in streets,

roads or sidewalks, and at trenches or pits adjacent to public walks or roads. 8.4.5 Close off access routes by placing barricades or posting guards to prevent

unauthorized personnel from having access to Work. Unauthorized personnel shall mean public and anyone not directly concerned with execution, supervision or inspection of Work.

8.5 Hoarding and Protective Canopies 8.5.1 Engage and pay for Professional Engineer(s) registered in Province of Ontario to

design and supervise construction and maintenance of hoarding, covered ways, protective canopies. Submit shop drawings of such work.

8.5.2 Erect and maintain hoarding and protective canopies where adjacent to church

sidewalk or required by authorities having jurisdiction. 8.5.3 Submit shop drawings for hoarding indicating layouts, materials, thicknesses,

anchorage, bracing, access lighting, construction details, finish and other pertinent data.

or No. 3 White Pine. Plywood for roof deck shall be solid 1S, CSA 0121-M, exterior grade fir plywood.

8.5.5 Apply plywood panels vertically as indicated flush and butt jointed. 8.5.6 Provide watertight roofing on canopies. Apply 20 kg (45 lb) roofing felt laid

longitudinally, lapped 150 mm (6”) sealed and nailed securely. 8.5.7 Provide hoarding complete with lighting and lockable pedestrian door. Provide door

and gates at locations indicated on Drawings and conforming to applicable traffic restrictions on adjacent streets. Equip door and gates with locks and keys.

8.5.8 Paint surfaces visible to public from street level. Apply 1 coat exterior primer

(CGSB 1-GP-189M) and 1 coat house paint (CAN/CGSB-1.28: Exterior Alkyd House Paint). Maintain paintwork in satisfactory condition.

8.6 Tree and Shrub Protection 8.6.1 Protect trees and shrubs existing on Site and on adjacent properties, which are to

be retained, except where otherwise required by Contract Documents. Do not remove interfering branches adjacent to excavation without obtaining prior approval from City Representative. Do not injure tree trunks.

8.6.2 Protect roots against damage due to compaction of soil, excavating, backfilling and

rough grading, and against oil, gasoline and other chemicals due to spillage and for seepage. Keep disturbance of root system to absolute minimum and promptly protect and cover exposed roots. Replace damaged trees as directed without any expense to City of Guelph. .

8.6.3 Fence off existing trees at drip line to protect root system. 8.6.4 Carefully wrap trees adjacent to construction work, material storage areas and

trucking lanes in burlap to height of 2.4 mm (8') and encase with protective framework from grade to height of 2.4 mm (8') consisting of 38 mm x 89 mm (2" x 4") lumber around tree at 150 mm (6") oc. Hold framework in place with minimum of 3 suitable wire bands.

8.7 Pollution Control 8.7.1 Take appropriate dust control measures to avoid contamination of adjacent areas

near Site from dust. Respond immediately to complaints of dust received from public, authorities, or City Representative. Obtain approval from authorities having jurisdiction before employing chemicals for dust control measures. Haulage of dusty materials shall be by covered vehicles. Wet materials shall be transported in watertight haulage vehicles. Keep public and private roads free of dust, mud and construction debris resulting from trucks employed on this Project.

8.8 Noise and Vibration Control 8.8.1 Control noise and vibration generated by Work. Respond immediately to

complaints of noise and vibration received from public, authorities, or City Representative.

to prevent infestation and spread of insects, rodents and other pests deemed to be present at Site and/or noticed during course of the Work. Carry out fumigation, pest control procedure, and posting of warning signs, notices including contents of such notices in accordance with requirements of Pesticides Act and any other authorities having jurisdictions.

9.2 Snow Removal 9.2.1 Be responsible to keep access road and circulation paths accessible during

snowfall. Remove snow as necessary to prevent interruption to work in progress. 10 PROJECT IDENTIFICATION 10.1 Project Signs 10.1.1 Provide and install a construction sign in English. 10.1.2 Comply with the requirements of the General Conditions of the Contract and be

informed of exact locations of underground and over ground utilities, obtain and pay cost for all necessary permits from authorities having jurisdiction at no additional charge to the City.

10.1.3 Sign panels shall be constructed from plywood, 2 sides overlaid, medium density,

conforming to CSA O151-M. 10.1.4 Handle sign panels with care during transport, storage and installation to avoid

damage. Make good damage at own expense. 10.1.5 Provide necessary number of posts to suit sign size and horizontal or diagonal

bracing as necessary for rigidity. 10.1.6 Erect signs where directed. Erect signs plumb, true and level with posts and braces

set at 1000 mm (3'-4") deep minimum. 10.1.7 Erect no other signs, other than those required by authorities having jurisdiction, or

specified herein in Specifications, without approval in writing End of Section

referred to therein. 2 DESCRIPTION 2.1 This Section covers work for protection of environment as applicable to this Project. 2.2 Provisions of this Section supplement requirements of Contract Documents. 3 RELATED REQUIREMENTS 01350 Environmental Requirements 01500 Temporary Facilities 02220 Demolition 4 CONSTRUCTION SAFETY MEASURES 4.1 Observe and enforce construction safety measures required by National Building

Code (1995) Part 8, Ontario Building Code, Provincial Government, Workplace Safety & Insurance Board and municipal statues and authorities all in accordance with latest issue.

4.2 In particular, the Ontario Construction Safety Act, the regulations of the Ontario

Department of Labour and Ontario Hydro Safety Requirements shall be strictly enforced.

4.3 In the event of conflict between any provisions of above authorities the most

stringent provisions will apply. 4.4 Material Safety Data Sheets 4.4.1 Submit Material Safety Data Sheets (MSDS) for any product to be used, installed or

applied inside of the building if said product may emit toxic fumes and/or noxious odours.

4.4.2 Submit Material Safety Data Sheets for any product which is known to or suspected

of creating a health hazard or discomfort when used in confined spaces, including but not limited to the following:

.1 Adhesives .2 Solvents .3 Sealants (Caulking, etc.) .4 Other products which may give off air borne particles after installation .5 Any other product as direct by Architect. 4.4.3 The required Material Safety Data Sheets to be submitted prior to ordering material

or product for use as a part of the Work 4.4.4 The Owner may withhold payment for work of a subtrade or section until MSD

Sheets for products supplied by that subtrade or section have been submitted,

reviewed by Consultant and found to be acceptable. 4.4.5 Materials Specifically Excluded .1 Asbestos and/or asbestos - containing products are not permitted. Submit

Material Safety Data Sheets for any product suspected of containing asbestos if so requested by Consultant. Examples of some materials requiring close scrutiny and/or confirmation include:

.1 Transit drainage pipe - whether buried or above grade - not permitted. .2 Insulation and/or jacketing for pipes, ducts, motors, pumps, etc. - not

permitted if any asbestos is present. .2 Solder for all piping is to be lead-free. "Lead Free" shall mean solder which

contains less than 0.030% of lead when dissolved in fluoroboric and nitric acids and tested by inductively coupled argon plasma atomic emission spectroscopy. Steelbond 281 and Silverbrite are acceptable solder products.

The mechanical contractor shall provide an affidavit signed by the principal of the company,

on company letterhead, that all of the solder used on the project was either one of the two acceptable products or that the solder used (identified by brand name) meets or exceeds the testing criteria.

The Owner shall undertake random testing of the soldered joints. Should testing provide that

the solder used was not as specified, the Owner shall take legal action against the contractor as appropriate.

.3 All paint and finish coatings are to be lead and mercury-free. Submit Material

Safety Data Sheets confirming that these products are free of all lead and/or mercury compounds.

4.4.6 Fire Safety Requirements .1 Comply with requirements of the local municipal fire department with respect

to continuous fire safety on the job site. .2 Comply with fire safety requirements of other construction related authorities

(Workplace Safety & Insurance Board, Ministry of Labour, construction trade unions, etc.). If more than one authority issues similar requirements, the more stringent shall govern.

.3 The appropriate clauses of the Ontario Building Code relating to fire protection

shall be strictly followed. .4 Provide and maintain free access to temporary or permanent fire hydrants and

other fire protection equipment during performance of work required by insurance companies having jurisdiction and governing codes, regulations and by-laws.

4.4.7 Overloading .1 Ensure no part of Work is subjected to a load which will endanger its safety or

cause permanent deformation.

provisions facilities, sanitation facilities, fire protection, electrical supply, temporary heat, ventilation, construction equipment with its supports and guards, stairs, platforms, ladders, scaffolds, guardrails, walkway lighting and morality lighting, work around asbestos lead, silica and fumes, all as required by the Construction Safety Act and Regulation, latest edition of the Province of Ontario, as well as all other applicable regulations of Jurisdictional Authorities.

4.4.11 Owner Safety Requirements .1 The Contractor will take all necessary steps to protect personnel (workers, visitors,

general public, etc.) and property from any harm during the course of the contract. .2 All work procedures will be in accordance with Owner legislated standards. .3 All equipment shall be in safe operating condition and appropriate to the task. .4 The Contractor shall ensure that only competent personnel are permitted work on

site. The Owner will throughout the term of the contract also remove from the site any persons not observing or complying with safety requirements.

.5 The Contractor shall provide competent personnel to implement their safety

programs and ensure that the Owner's standards and those of the Ontario Health and Safety Act are being complied with.

.6 The Owner or the consultant will monitor every other week to ensure that safety

requirements are met and that safety records are properly kept and maintained. Continued disregard for safety standards can cause the contract to be cancelled and the Contractor or subcontractors removed from site.

.7 The Contractor will report to the Owner, Architect and jurisdictional authorities any

accident or incident involving Contractor, Owner or public personnel and/or property arising from the contractor's execution of the work.

1.5.3 Mock Ups: 1.5.3.1 Sample demolition: When and where required, remove materials indicated to assess

conditions and to confirm removal methodology and accuracy of cut locations findings. Remove sample area of wood floor at lower levels above unexcavated crawlspaces.

1.5.4 Pre-Demolition Meeting: 1.5.4.1 Prior to start of work, arrange for Site meeting of all parties associated with work of

this Section. Presided by Architect, meeting shall include City Representative, General Contractor, Demolition Subcontractor, Testing Company's Representative and Structural Design Engineer.

1.5.4.2 Review Specification for work included under this Section and determine complete

understanding of requirements and responsibilities relative to work included, storage and handling of materials, methods to be used, sequence and quality control, project staffing, restrictions due to environmental protection requirements and other matters affecting demolition, to permit compliance with intent of this Section.

1.6 PROJECT CONDITIONS 1.6.1 Existing Conditions: 1.6.1.1 Building is located adjacent to the Church of Our Lady. Access to the Loretto

Convent will be from Cork Street only. No access to the church parking lot will be permitted unless requested and approved by City Representative.

1.6.1.2 Maintain vehicle access to building from Cork Street. Schedule noisy operations with

considerations for surrounding residents. Do not schedule noisy work before 7:00 a.m. or after 7:00 p.m. Monday to Friday, 9:00 a.m. to 7:00 p.m. Saturday. No work on Sunday.

1.6.1.3 Do not disturb existing fencing or retaining walls. Maintain construction traffic

reasonable distance away from fence line. Repair damage which is result of Work of this Contract.

1.6.1.4 Building is considered a designated building as per the Ontario Heritage Act. Protect

from damage due to demolition work. Specific designated components are:

All exterior stone walls Pattern and profiling of the exterior windows, doors and related trim Roof line, cresting and eave detailing.

1.6.1.5 Interior items to be protected include:

Existing wood base, wood trim, wood panel doors Main wood stair well, railing and components

1.6.2 Maintaining Traffic: 1.6.2.1 Do not close or obstruct streets, sidewalks, alleys, passageways without permits. Do

not place or store materials in streets, alleys or passageways. 1.6.2.2 Conduct operations with minimum interference with roads, streets, driveways, alleys,

passageways. 1.7 SEQUENCE AND SCHEDULING 1.7.1 Where practicable, remove or neutralize hazardous or toxic materials identified

during survey before demolition begins. 1.7.2 Demolition work shall be sequenced from top to bottom floors of building. 1.7.3 Co-ordinate the work of the Section with the work of all other sections affected to

ensure proper sequencing and the safety and stability of the structure at all times. 1.8 PERMITS 1.8.1 Obtain and pay for all necessary Municipal and other permits required to carry out

the work of this section. Demolition permit only will be obtained and paid for by the City.

1.9 WORK INCLUDED IN THIS SECTION 1.9.1 This work of this section shall consist of furnishing labour, material, tools, equipment

and special services necessary to complete all demolition work as indicated on the drawings and/or as specified and as required to allow for new work.

1.10 LEED REQUIREMENTS 1.10.1 The new civic museum project is considered a LEED ‘Silver’ candidate. All

demolition and salvage work which can be considered for LEED points shall be implemented including: Building Reuse Construction Waste Management Resource Reuse

2 PRODUCTS 2.1.1 MATERIALS 2.1.2 Conform to requirements of Section 01500 Temporary Facilities and Controls in

particular article on Safety Program for Temporary Work. Provide materials necessary for temporary shoring bracing and enclosures around openings. On completion, remove temporary materials from Site except safety enclosures around any floor openings.

2.1.3 All demolished materials become the contractor’s property and the Contractor must

remove them from the site unless specified or indicated otherwise to be retained for re-use for the alteration work or turned over to the Owner.

notes for work to be removed, protected and stored. Items being turned over to Owner shall be placed in storage as directed by Owner within an area in the buidling. All items to be turned over shall be in original existing condition undamaged. Remove fasteners etc. where indicated.

Note: All historic components are to be carefully removed, labeled and numbered

for location and component, protected and stored including:

- identified doors - all interior wood stair components of central main stair - all identified interior wood trim, moldings and baseboard - identified cast iron radiators - identified lighting fixtures - interior details as identified on drawings - all miscellaneous historic components identified or antiquities that may be found

during demolition 2.1.5 Identified components of historic value remain property of the City of Guelph. Store

neatly and orderly in secured on-site within the building. 2.1.6 Carefully remove following materials and equipment, to be salvaged for recycling

purpose. Conform to requirements of Waste Management Procedures described in Section 01350, Environmental Protection Requirements as applicable, and with requirements of municipal by-laws for any equipment brought on Site for preparation and/or processing of material to be salvaged.

2.1.6.1 Identified wood flooring, baseboards, moldings, window trim. 2.1.7 Remove contaminated and dangerous material from Site and dispose of in safe

manner as directed by Environmental Consultant. 3 EXECUTION 3.1 PREPARATION 3.1.1 Preliminary Survey of Site and Existing Building: 3.1.1.1 Carefully examine the site to ensure that all factors concerning demolition are

known, particularly those concerning: .1 Existing structure which is to be retained, .2 Nature and extent of existing materials to be demolished or removed, .3 Materials, equipment and millwork to be relocated tagged and stored.

3.1.1.2 While the drawings indicate parts of the building which are to be retained, they do

not specifically cover or note all of the items and parts of the building which are to be removed or demolished.

hazardous substances. Should the Contractor encounter disturbed asbestos or other hazardous substances during the course of the Work not noted in the Hazardous Materials Assessment, they should stop work in that immediate area and report the same to Owner/ Architect. Refer to Hazardous Material Report which is issued for Contractor’s information. Contractor to include in base pricing for all abatement of known asbestos and hazardous materials identified in the Report – see section 01350 – Hazardous Materials Assessment.

3.1.1.4 Assess potential effect of removal of any part or parts on the remainder of structure

before such part(s) are removed. 3.1.1.5 Investigate for following conditions:

- load-bearing walls and floors - structure suspended from another - presence of prestressed or post-tensioned elements - effects of soils, water, lateral pressures on retaining or foundations walls - basements, tunnels, vaults or similar underground construction extending beyond perimeter of structure - presence of tanks, wells, other piping systems - presence of hazardous materials

3.1.1.6 Contact municipal authorities or utility companies for assistance in locating and marking services passing under, through, overhead or adjacent to building area where work occurs. Such services include:

- electrical power lines - gas mains - oil pipelines - communication cables - water mains - drainage piping (storm and sanitary)

3.1.1.7 After determining demolition methods, determine area of possible vibration.

Carefully inspect beyond those adjacent areas. List potential damage areas and photograph each for record purposes before starting work.

3.1.2 Protection: 3.1.2.1 Provide, erect and maintain required hoarding, sidewalk sheds, catch platforms,

lights and other protection around building access before commencing work. Maintain such areas free of snow, ice, mud, water and debris. Lighting levels shall be equal to that prior to erection.

3.1.2.2 Provide flagmen where necessary or appropriate to provide effective and safe

access to Site to vehicular traffic and protection to pedestrian traffic. 3.1.2.3 Ensure scaffolds, ladders, equipment and other such equipments are not

accessible to public. Protect with adequate fencing or remove and dismantle at end of each day or when no longer required.

02220 DEMOLITION Guelph Civic Museum Page 6 at Loretto Convent 3.1.2.4 Do not interfere with use and activities of adjacent buildings. 3.1.2.5 Protect existing adjacent work against damages which might occur from falling debris

or other causes due to work of this Section. 3.1.2.6 Erect and maintain dustproof partitions as required to prevent spread of dust, fumes

and smoke to other parts of building. Maintain fire exits from building and Site. On completion, remove partitions and make good surfaces to match adjacent surfaces of building.

3.1.2.7 Before starting demolition, ensure that required dust-tight partitions have been

installed by Section 01500, Temporary Facilities and Controls where necessary. 3.1.2.8 Maintain existing security alarm system throughout duration of contract. 3.1.3 Existing Services: 3.1.3.1 Provide and maintain temporary electrical service and temporary lighting required

during demolition to satisfaction of authorities having jurisdiction, fire departments and utility companies.

3.1.3.2 Before commencing demolition, contact Electrical Department of local authority and

tour Site with them. Maintain temporary electrical lighting and security system throughout duration of demolition contract, so service is intact for post-construction period.

3.1.3.3 In event of unexpected discovery of buried fuel or other tanks, do not further work

and immediately report discovery, orally and in writing to Owner and Architect 3.2. PERFORMANCE 3.2.1. General: 3.2.1.1. Demolition shall be carried out in strict accordance with provincial, local and

municipal authorities and the Ontario Building Code. 3.2.1.2. During demolition operations, keep work dampened down to prevent dust and dirt

rising. 3.2.1.3. Do not remove present work, where such removal may endanger the structure, or

temporary electrical functions, where such are to remain. All doubtful instances shall be brought to the Architect's attention before commencement of the work.

3.2.1.4. Saw cut or otherwise neatly form, junction between construction being removed and

that which remains.

3.2.1.5. Weakened portions of building where demolition work occurs, shall be properly and neatly repaired, braced or strengthened under direction of the Structural Engineer.

3.2.1.6. All mechanical and electrical devices and equipment will be disconnected and removed by the respective trades or reused or turned over to the Owner where indicated. Making good will be by the General Contractor.

with authorities having jurisdiction.

3.2.1.8. Carefully remove materials, equipment and millwork indicated for salvage or re-use, store, tag and document, and protect using qualified tradesmen leave ready for installation by other sections of the work.

3.2.1.9. At end of each day's work, leave work in safe condition so that no part is in danger of toppling or falling. Protect interiors of parts not to be demolished from exterior elements at all times.

3.2.1.10. Demolish to minimize dusting. Keep dusty materials wetted.

3.2.1.11. Demolish masonry and concrete walls in small sections. Carefully remove and lower structural framing and other heavy or large objects.

3.2.1.12. Do not sell or burn materials on site.

3.2.1.13. Removal of contaminated or dangerous materials found on site shall be done by a licensed Contractor and disposed of in safe manner to minimize danger at site or during disposal. The Contractor shall comply with all regulations and by-laws of Municipal and Provincial Authorities having jurisdiction.

3.2.1.14. Drawings and notes are intended to convey the general intent of demolition and removal required for the work of this Contract, but are not intended to highlight or point out every element requiring demolition or removal. Contractor is to review drawings and specifications which indicate the demolition required.

3.2.1.15. Contractor is to plan and bid the work of this contract as a renovation/addition project. As such, the Contractor must allow for alterations, removal, demolition of items which are not fully visible during the bidding phase. It is not possible to indicate all specific items requiring demolition on the drawings.

3.2.1.16. Contractor to allow for cutting, patching, holes, sealing of existing openings which will be required to maintain the existing building weather tight at all roof, wall, window and door openings and foundation walls.

3.2.1.17. Inform Architect immediately if conditions are encountered during demolition which are significantly beyond those which could have reasonably been anticipated or inferred based upon the Contract Documents and examination of the building prior to commencement of work.

3.2.2. Additional Work to be Included in This Section:

3.2.2.1. Demolition shall also include removal of all floor finishes down to original hardwood floor finish or subfloor where hardwood is not present, wall or ceiling plaster and lath, gypsum wall board, paneling and strapping material

3.2.2.2. It is the responsibility of this Contractor to review all the existing work to be re-used (doors, base, trim, millwork, equipment, masonry, light fixtures etc.). This Contractor is to carefully remove and label them, tag locations, and neatly stockpile and protect all work to be re-used in a dry location.

3.2.2.3. Demolish masonry and concrete walls in small sections. Remove and lower heavy objects with safe and suitable equipment.

electrical and security systems. 3.2.2.5. Clear basements and underfloor crawl spaces of plumbing and heating apparatus,

piping, fixtures and fittings, electrical equipment and wiring, wood work and debris.

3.2.2.6. Remove area of floors over unexcavated crawlspace and basement construction as indicated. Provide separate price for extra subfloor removal.

3.2.2.7. Remove all debris from spaces and provide general cleanup.

3.2.2.8. Strip all existing non-wood finish flooring including vinyl sheet and tile, carpet, ceramic and quarry tile or sprayed on finishes and all adhesives completely down to bare sub-floor (concrete, wood etc.) Leave floor in smooth, fastener and adhesive free finished condition.

Note: Review on site with architect all floor finishes to be removed prior to work in case any existing finishes are reconsidered for salvage and maintaining.

3.2.2.9. Remove all furnishings, shelving, equipment and fixtures etc. not indicated to be re-used or requested by Owner to be turned over to them.

3.2.3. Methods:

3.2.3.1. Hand and mechanical demolition shall be acceptable methods for work of this Section. Verify with Owner and Architect whether proposed methods of demolition are acceptable.

3.2.3.2. Following methods of demolition will not be permitted in work of this Contract:

- Use of rapid progress failure methods (explosives). - Mechanical method of demolition whereby wrecking is accomplished by smashing walls or floors with heavy weight suspended by cable from boom or hoist or where masonry walls are collapsed using power shovel, tractor or other mechanical contrivance.

3.3. DISPOSAL OF WASTE MATERIALS

3.3.1. Selling or burning of materials on Site is not permitted.

3.3.2. Conform to requirements of municipality's Works Department regarding disposal of waste materials.

3.3.3. Materials prohibited from municipality waste management facilities shall be removed from Site and disposed of at recycling companies specializing in recyclable materials.

3.3.4. Provide LEED checklist items to Architect as applicable.

1 GENERAL REQUIREMENTS 1.1 Conform to Instructions to Bidders as applicable. 1.2 It is the intent that work performed as outlined in this section will result in the complete removal of all

hazardous materials including asbestos-containing materials, mercury-containing thermostats and fluorescent light tubes, PCB-containing light ballasts, lead-based paint coatings and mould contaminated surfaces.

1.3 All electrical requirements for equipment and tools shall be supplied by the Successful Bidder. 1.4 A Site Supervisor from the Successful Bidder must be present on the worksite each day that work is being

conducted by Successful Bidder. 1.5 Maintain unrelated electrical and mechanical services passing through asbestos work area. 1.6 All work may be subject to inspection and/or air monitoring by the City Designate. Any deficiencies in the

outlined scope of work, identified by a visual inspection or air monitoring, shall be completed at no additional cost to the City Representative or the Designate.

1.7 Successful Bidder will provide the City Designate and the City Representative with all supplies and

equipment necessary for, but not limited to conducting inspections and air sampling and during the course of the hazardous materials abatement project. Supplies and equipment to be provided to the City Designate and the City Representative include, but are not limited to, polypropylene coveralls, respirator cartridges, gloves, booties, ladders, and extension cords.

1.8 Successful Bidder must use ground fault circuit interrupter (GFCI) panels for all electrical requirements

during the project. 1.9 Provide all equipment, materials, services (ie. hydro electricity, water supply, etc), supervision, site

security and labour required or specified to complete the scope of work of this project as described in the Contract and Specifications Documents.

1.10 Successful Bidder will be responsible for waste. 2 SCHEDULING 2.1 The City Representative will confirm the removal schedule. 3 RELATED WORK 3.1 None 4 DESCRIPTION OF WORK 4.1 Asbestos-containing Materials 4.1.1 Remove all asbestos-containing materials as per Attachment #1. 4.1.2 Removed asbestos-containing materials shall be transported and disposed of in compliance with regulatory

requirements. 4.1.3 All disposal costs shall be the responsibility of the Successful Bidder.

4.1.4 Requirements for Type 1 Asbestos Removals: 4.1.4.1 Comply with O. Reg. 278/05 for all Type 1 asbestos removal operations as conducted indoors. 4.1.5 Requirements for Glove Bag Asbestos Removals: 4.1.5.1 Comply with O. Reg. 278/05 for all Glove Bag asbestos removal as conducted indoors. 4.1.6 Requirements for Type 2 Asbestos Removals: 4.1.6.1 Comply with O. Reg. 278/05 for all Type 2 asbestos removal operations as conducted indoors. 4.1.7 Requirements for Indoor Type 3 Asbestos Removals: 4.1.7.1 Comply with O. Reg. 278/05 for all Type 3 asbestos removal operations as conducted indoors. 4.1.7.2 The Successful Bidder is responsible for maintaining a negative pressure of 0.02 inches of water inside the

enclosure, relative to the area outside the enclosure. 4.1.7.3 Continuous monitoring of the negative air pressure shall be conducted by the Successful Bidder.

Monitoring of the negative air may also be conducted at the discretion of the City Designate. 4.1.7.4 Walls within the asbestos work area shall be covered with Polyethylene (poly) sheeting (minimum

thickness of 6 mil). 4.1.7.5 Floors within the asbestos work area shall be covered using 8-mil fibre-re-inforced fabric (bonded on both

sides with polyethylene) made up from 5 mil weave and 2 layers of 1.5 mil poly laminate. 4.1.7.6 Negative air machines using HEPA filters must be exhausted to the outdoors wherever possible. If

exhausting to the outdoors is not possible, the negative air machine must be tested and certified at the worksite before the negative air machine can be exhausted indoors. Proof of the certification must be affixed to each machine tested.

4.1.7.7 The City Designate will visually inspect all asbestos work areas: 4.1.7.7.1 Before the successful bidder commences asbestos removal work under Type 3 operations. The upper seal

for the Type 3 enclosure will be inspected at this point. The enclosure shall be extended into an adjacent room if there is a breach in the fire separation:

4.1.7.7.2 During the asbestos removal work (at the discretion the City Designate); and 4.1.7.7.3 After the completion of the asbestos removal for each enclosure. After passing a visual inspection, sealant

shall be applied to all surfaces with the enclosure 4.1.7.8 The City Representative will conduct aggressive air sampling inside the Type 3 enclosure (as per O. Reg

278/05) once all surfaces within the enclosure are dry, following the application of sealant. 4.1.7.9 The Successful Bidder will be notified by the City Designate whether the enclosure is suitable for worker /

public occupancy.

4.2 Lead-Based Paint Coatings 4.2.1 All paint coatings on plaster walls and ceilings contain lead. Demolition of walls and ceilings that contain

paint coatings shall follow the requirements outlined herein. 4.2.2 The removal of lead-based paint coatings shall follow the Guideline: Lead on Construction Projects

published by the Ontario Ministry of Labour. 4.2.3 The removal of lead-based paint coatings shall be conducted as: 4.2.3.1 Type 2a removal if the removal is conducted using hand tools such a sledgehammer or similar tool; or 4.2.3.2 Type 3a removal if the removal is conducted using power tools, not equipped with a HEPA dust collection

system. 4.2.4 Removed lead-containing materials shall be transported and disposed of in compliance with regulatory

requirements. 4.2.5 All disposal costs shall be the responsibility of the Successful Bidder. 4.3 Mercury-Containing Materials 4.3.1 All fluorescent light tubes contain mercury. 4.3.2 Electrical switches within thermostats contain mercury. 4.3.3 Electricity shall be disconnected before removing any mercury-containing materials. 4.3.4 All light tubes from light fixtures shall be removed before any asbestos removal work begins. 4.3.5 Light tubes and electrical switches from thermostats shall be removed in such a way to avoid breakage. 4.3.6 Removed light tubes and electrical switches from thermostats shall be placed in rigid containers to avoid

breakage and shall be labeled for shipping to designated disposal facility. 4.3.7 Removed mercury-containing lube tubes or thermostats shall be transported and disposed of in compliance

with regulatory requirements. 4.3.8 All disposal costs shall be the responsibility of the Successful Bidder. 4.4 Polychlorinated Biphenyls (PCBs) 4.4.1 Light fixtures may contain PCBs ballasts. 4.4.2 The date stamp on the housing of the ballast shall be examined to determine if the ballast contains PCBs.

The document Identification of Lamp Ballasts Containing PCBs (Environment Canada, August 1991) should be consulted to identify light ballasts in question of containing PCBs.

4.4.3 All PCB-containing ballasts shall be removed before the start of the asbestos removal work. 4.4.4 Removed PCB-containing ballasts shall be transported and disposed of in compliance with regulatory

requirements.

4.4.5 All disposal costs shall be the responsibility of the Successful Bidder. 4.5 Mould Contaminated Materials 4.5.1 Remove all visible mould contaminated building materials present in building. Mould contamination is

predominantly on paint coated plaster walls in the basement and first floors. 4.5.2 Removal of mould contaminated building materials shall follow the Mould Guidelines for the Construction

Industry (Canadian Construction Association, 2004) 4.5.3 Requirements for Level I Mould Removals: 4.5.2.1 Comply with CCA 82-2004, Mould Guidelines for the Canadian Construction Industry for all Level I

removals. 4.5.4 Requirements for Level II Mould Removals: 4.5.3.1 Comply with CCA 82-2004, Mould Guidelines for the Canadian Construction Industry for all Level II

removals. 4.5.5 Requirements for Level III Mould Removals: 4.5.5.1 Comply with CCA 82-2004, Mould Guidelines for the Canadian Construction Industry for all Level III

removals. 4.5.6 All proposed work must be approved by the City Designate. 4.5.7 The City Designate will visually inspect all work areas: 4.5.7.1 During the mould removal work (the City Designate’s discretion); and 4.5.7.2 After the completion of the mould removal work. Deficiencies identified in the visual inspection deemed

to require additional work shall be completed at no additional cost to the City Designate. 4.5.7.3 The City Designate may conduct air sampling inside the Level III enclosure once all surfaces within the

enclosure are clean. The Successful Bidder will be notified by the City Desigate whether the enclosure is suitable for worker / public re-occupancy.

4.6 Other Hazardous Materials 4.6.1 Dichloro-Diphenyl-Trichloroethane (DDT) a synthetic pesticide is present in stored bottles in the building. 4.6.2 Two bottles of “Fly-Tox” in the building that contain DDT shall be disposed of at a facility capable

accepting DDT. 4.6.3 Removed DDT-containing products shall be transported and disposed of in compliance with regulatory

requirements. 4.6.4 All disposal costs shall be the responsibility of the Successful Bidder.

5 SUBMITTALS 5.1 Before the starting work, the Successful Bidder shall submit the following items: 5.1.1 Proof that the Successful Bidder has made arrangements for the transport and disposal of all hazardous

materials. 5.1.2 Provide a copy of the Notice of Project filed with the Ontario Ministry of Labour to Ventin Group

Associates and the City Representative prior to any removal. 5.1.3 Provide the name of hazardous material disposal companies that will handle mercury-containing waste,

lead- containing and PCB-containing waste and any other hazardous material waste being disposed of from the building.

5.1.4 Provide a copy of the weight scale or waste manifest/bill of lading (when received) for: 5.1.4.1 Asbestos-Containing Materials; 5.1.4.2 Mercury-Containing Materials; 5.1.4.3 Lead-Containing Materials; 5.1.4.4 Polychlorinated Biphenyls (PCBs); and 5.1.4.5 DDT-Containing Products. 5.1.5 Training certificates for all supervisors that will be present on the jobsite as proof that all individuals have

received training as approved by the Ministry of Training, Colleges and Universities. 5.1.6 Training certificates for all workers that will be present on the jobsite as proof that all individuals have

received appropriate training and/or training approved by the Ministry of Training, Colleges and Universities.

5.1.7 Proof that all workers exposed to a fall hazard have received basic fall protection training. 5.1.8 D.O.P. certificates for all negative air machines that will be exhausted indoors. DOP test(s) will be

conducted at the worksite. 5.1.9 Respirator fit testing certificates for all workers using respirators for conducting work. 5.1.10 Proof that all workers have received WHMIS training. 5.1.11 A WHMIS information package documenting all MSDSs for applicable products, chemicals and materials

used during the course of the abatement project. 5.1.12 Proof of liability insurance and Worplace Safety Insurance Board coverage. 6 NOTIFICATIONS 6.1 The Successful bidder shall be responsible for notifying the Ontario Ministry of Labour for the purposes of

completing the Notice of Project (NOP).

7 REGULATIONS AND GUIDELINES 7.1 The Contractor shall comply with all local, provincial and federal requirements relating to asbestos and

other work with hazardous materials being carried out. 7.2 In case of conflict among the above mentioned requirements or with these specifications, the more

stringent requirements shall apply. 7.3 The regulations and guidelines shall include, but are not limited to: 7.3.1 The Ontario Occupational Health and Safety Act; 7.3.2 Ontario Regulation 278/05, “Designated Substance - Asbestos on Construction Projects and in Building

and in Buildings and Repair Operations”; 7.3.3 Ontario Regulation 213/91, “Construction Projects”; 7.3.4 Guideline: Lead on Construction Projects, Ministry of Labour, Occupational Health and Safety Branch,

September 2004; 7.3.5 CCA 82-2004, Mould Guidelines for the Canadian Construction Industry; 7.3.6 Ontario Regulation 558/00 as amended, “General -Waste Management” made under the Environmental

Protection Act for the disposal of hazardous materials waste; 7.3.7 Regulations respecting to the Handling and Transportation of Dangerous Goods; and 7.3.8 WHMIS Regulations. 8 WORKER AND VISITOR PROTECTION 8.1 Successful Bidder will provide the City Designate and the City Representative with all protective

equipment necessary for, but not limited to, inspections and air sampling and during the course of the asbestos removal project. Supplies and equipment to be provided to The City Designate and the City Representative include, but are not limited to, tyvek suits, respirator cartridges, gloves and booties. Electrical requirements for the City Designate shall be provided by the Successful Bidder.

8.2 All workers for the Successful Bidder will wear the appropriate personal protective equipment as required

under: 8.2.1 O. Reg. 278/05 when handling asbestos-containing materials; 8.2.2 Guideline: Lead on Construction Projects when handling lead containing materials. 8.2.3 CCA 82-2004, Mould Guidelines for the Canadian Construction Industry; 8.3 Workers shall wear, at minimum, powered air purifying respirators fitted with P100 filter cartridges while

working within a Type 3 asbestos operation work enclosure. 8.4 Workers shall wear at minimum, a half-mask particulate respirator fitted with P100 filter cartridges when

handling lead-containing materials within a Type 2a lead removal operation;

8.5 Workers shall wear at minimum, a full-facepiece air purifying respiratory fitted with P100 filter cartridges when handling lead-containing materials within a Type 3a lead removal operation;

8.6 Workers shall wear, at minimum, a half-mask particulate respirator fitted with P100 filters for Level I and

II operations, or a full-facepiece air purifying respirator fitted with P100 filters when completing Level III operations.

8.7 A combination of the applicable requirements when handling materials that contain two or more of the

hazardous materials identified above. 8.8 The most stringent requirements apply, in the case of a conflict with respect to applicable regulations,

guidelines, specifications, and / or contract documents.
