Introduction – Karl Bruner

• BS Electrical Engineering University of Pittsburgh 1981• 27 years experience with Navy communications engineering

– Ashore– Afloat– Aloft

• 17 years experience directly with base level communications systems– Chief Engineer (Telephone/Network) at Subic Bay Naval

Complex during final two years– Chief Engineer for Guam Base Communications Office (BCO)

1993 – 2000– BCO Department Head 2000 - Present

History

• Navy built infrastructure on Guam, including communications infrastructure– Spun off Government of Guam agencies for commercial services

• Navy retained easements on all numbered highways– Navy retained underground duct systems, both off and on base– Most ducts are in reinforced concrete envelope– Ducts have failed/collapsed in some locations– 600+ man holes

• Navy owns all inter-base cabling– 99.9% of inter-base services on fiber transport

• USPACOMINST 2000.6H assigns responsibility for inter-base communications to Navy.– Typically a DISA function
