Europe 2020: a European strategy for smart, sustainable and inclusive growth

Three mutually reinforcing priorities: 1. Smart growth: developing an economy based on knowledge and innovation. 2. Sustainable growth: promoting a more resource efficient, greener and more competitive economy. 3. Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion.

The EU needs to define where it wants to be by 2020. To this end, the Commission proposes the following EU headline targets: – 75 % of the population aged 20-64 should be employed. – 3% of the EU's GDP should be invested in R&D. – The climate/energy targets should be reached. – The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. – 20 million less people should be at risk of poverty.

Sieben Leitinitiativen:

The Commission is putting forward seven flagship initiatives to catalyse progress under each priority theme:

1. "Innovation Union" to improve framework conditions and access to finance for research and innovation.

2. "Youth on the move" to enhance the performance of education systems and to facilitate the entry of young people to the labour market.

3. "A digital agenda for Europe" to speed up the roll-out of high-speed internet and reap the benefits of a digital single market for households and firms.

4. "Resource efficient Europe" to help decouple economic growth from the use of resources, support the shift towards a low carbon economy, increase the use of renewable energy sources, modernise our transport sector and promote energy efficiency.

5. "An industrial policy for the globalization era" … 6. "An agenda for new skills and jobs" to modernise labour markets and empower people by developing

their of skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

7. "European platform against poverty" to ensure social and territorial cohesion such that the benefits of growth and jobs are widely shared and people experiencing poverty and social exclusion are enabled to live in dignity and take an active part in society.

These seven flagship initiatives will commit both the EU and the Member States.

8 key competences necessary for personal fulfillment, active citizenship, social inclusion and employability in a knowledge society:

1) Communication in the mother tongue; 2) Communication in foreign languages; 3) Mathematical competence and basic competences in science and technology; 4) Digital competence; 5) Learning to learn; 6) Social and civic competences; 7) Sense of initiative and entrepreneurship; 8) Cultural awareness and expression.

Initial education and training should support the development of these key competences to a level that equips all young people – including the disadvantaged – for further learning and working life. Adult education and training should give real opportunities to all adults to develop and update their key competences throughout life.

Measures to support the provision of key competences to adults include new and revisedlegislation, improved delivery and governance, as well as specific funding measures.

Combining … with guidance and the recognition of formal as well as non-formal andinformal learning is seen as a key to success.

In Adult learning it is also important that provision covers the full range of key competences, rather than concentrating on individual competences such as literacy or specificvocational skills. It should cater for adults with all levels of qualifications, including the low-skilled, adults with special education needs and elderly people.

The competences of adult education staff should be upgraded accordingly.

Social and civic competencesDefinition:These include personal, interpersonal and intercultural competence and cover all forms of behaviour that equip individuals to participate in an effective and constructive way in social and working life, and particularly in increasingly diverse societies, and to resolve conflict where necessary. Civic competence equips individuals to fully participate in civic life, based on knowledge of social and political concepts and structures and a commitment to active and democratic participation.Essential knowledge, skills and attitudes related to this competence:

A. Social competence is linked to personal and social well-being which requires an understanding of how individuals can ensure optimum physical and mental health, including as a resource for oneself and one's family and one's immediate social environment, and knowledge of how a healthy lifestyle can contribute to this. For successful interpersonal and social participation it is essential to understand the codes of conduct and manners generally accepted in different societies and environments (e.g. at work). It is equally important to be aware of basic concepts relating to individuals, groups, work organisations, gender equality and non-discrimination, society and culture. Understanding the multi-cultural and socio-economic dimensions of European societies and how national cultural identity interacts with the European identity is essential.

Social competencesDefinition: …

The core skills of this competence include the ability to communicate constructively in different environments, to show tolerance, express and understand different viewpoints, to negotiate with the ability to create confidence, and to feel empathy. Individuals should be capable of coping with stress and frustration and expressing them in a constructive way and should also distinguish between the personal and professional spheres.

The competence is based on an attitude of collaboration, assertiveness and integrity. Individuals should have an interest in socio-economic developments and intercultural communication and should value diversity andrespect others, and be prepared both to overcome prejudices and to compromise.
