15 Required Team Positions

1- General Policy:

This document expires annually at the end of the fiscal year and must be renewed annually. No part of the bylaws, local rules or ground rules can conflict with or supersede any Little League rule, regulation or policy. The bylaws, local rules or ground rules are to be distinguished from the local Little League’s Constitution. The Constitution spells out the duties and responsibilities of the officers of the board, definition of membership, election procedures, meeting requirements such as quorum, etc. The local Little League board of directors must make a copy of the bylaws, local rules or ground rules available to any member of the local Little League for review and inspection if requested.

It is the intent of Northridge Little League, (NRLL) to accommodate any player who wants to play baseball or softball (softball not chartered for 2019), who lives within the Northridge LL boundaries (established by Little League Inc.), and who meets registration requirements established by Little League Inc., and Northridge Little League Inc. No player will be turned away, unless a decision to restrict the player from participation has been agreed to, and voted upon, by the Board of Directors (Board). The number of teams in each division is limited to the availability of players and fields. During registration, a minimum of $40 must be paid at the time of registration, with the balance due before the first game unless arrangements are made and approved by the Board. Registration signups shall take place between the months of November and February of each year. Exact dates shall be designated by the Little League Board. Walk in registration shall be offered a minimum of two days/nights, to accommodate parents who are unable to register their child online. Notification of registration place and time shall be advertised with the local schools, posted on the Northridge Website – http://www.northridgebaseball.com and other locations throughout the communities. Final registration will occur no later than the 16th day of March, or on the date designated by the Little League Board.

Managers, coaches, players, parents, spectators, etc., shall not consume alcohol or tobacco products at any Northridge LL function, game or practice. Consumption of drugs and alcohol on park premises is strictly forbidden. Tobacco consumption is prohibited on park premises during league-sanctioned events, except for in designated smoking areas. Smoking or use of electronic cigarettes within 250 feet of any Little League game or other youth sports event is illegal.

Northridge LL follows the rules as set forth in the Official Regulations and Playing Rules for the current year for each chartered division as well as the Little League Operating Manual for the current year. Northridge LL has adopted Supplemental Rules (contained herein) that augment the Official Regulations and Playing Rules. These Supplemental Rules are mandatory during regular season, but are not applicable during post-season tournament play. Managers, coaches, players and parents are responsible to know these Supplemental Rules as well as the Official Regulations and Playing Rules authorized and published by Little League Baseball, Inc.

If extenuating circumstances do not allow any of the processes in these league rules to be followed as written, said process(es) may be temporarily adjusted as required with the approval of the Northridge LL President and the Northridge LL Board of Directors.

Northridge LL shall enforce the following age and residence rules during registration in compliance with Little League, Inc.:

1. Player Age:

For all players: The age determination date of August 31 will be effective for the 2019 Little League Baseball Season. See Little League Baseball Proof of Age Requirements document for details on acceptable proof of age documents that must be submitted at registration (http://www.littleleague.org/learn/forms.htm).

2. Player Residence Location: The player must live within the Northridge LL boundary and indicate residence location on boundary map during registration or have a completed and approved Regulation II(a), II(d), or IV(h) waiver on file. See Little League Baseball Proof of Residency Requirements document for details on acceptable proof of residency documents that must be submitted at registration (http://www.littleleague.org/learn/forms.htm).

I. A player will be deemed to reside within the league boundaries if: A. His/her parents are living together and are residing within such league boundaries, OR; B. Either of the player’s parents (or his/her court-appointed legal guardian) reside within

such boundaries. It is unacceptable if a parent moves into a league’s boundaries for the purpose of qualifying for tournament play. As detailed later in these rules, the penalty for violation of this rule may, in Little League Baseball, Incorporated’s discretion, result in the disqualification of a player, team or entire league from regular season and/or tournament play.

“Residence,” “reside” and “residing” refers to a place of bona fide continuous habitation. A place of residence once established shall not be considered changed unless the parents, parent or guardian makes a bona fide change of residence.

Also, residence shall be established and supported by documents containing the full residence which includes parent(s) or guardian(s) name, street address, city, state and zip code information, dated or in force between February 1, 2018 (previous year) and February 1, 2019 (current year), from one or more documents from EACH of the three Groups outlined below:

Group I 1. Driver’s License (photo ID of parent(s) or guardian(s) with qualifying residence address)2. School records (home address of player’s parents or guardians)3. Vehicle records (i.e., registration, lease, etc.)4. Employment records5. Insurance documents (with residence address)

Group II 1. Welfare/child care records2. Federal records (i.e., Federal Tax, Social Security, etc.)3. State records

II. A player will be deemed to attend school in the boundaries if:A. The physical location of the school where they attend classes is within the boundaries established by the local league. Note: This excludes home schools, cyber schools, sports-related schools, sports academies, or preschool or after school where a student participates outside of the primary school the player is enrolled.“School attendance” refers to the (place) physical location the player in question attends school during the traditional academic year. Once established, a location of school attendance shall not be considered changed unless the child is enrolled and attends another school or is no longer enrolled in the previous school.

A school issued report card or performance record will no longer be accepted to establish school attendance. Either the school enrollment form or an official/certified school enrollment record dated prior to October 1, 2018 can be used to establish school attendance for the 2019 season.

3. Players who move outside of Northridge LL boundaries may continue to play for Northridge LL provided a Regulation II(d) waiver has been submitted and approved by Little League, Inc. The proofs of residency shall be kept with the waiver until the player no longer plays for Northridge LL. Per Little League rules, if a player playing under a Regulation II(d) waiver does not play the following year, or otherwise breaks the continuity of play with this league, that player is not eligible to play for Northridge LL unless that player establishes residency again within the Northridge LL boundaries.

4. The Northridge LL Board of Directors, through the Player Agent, reserves the right to continue any player who has a residence change (e.g., moved outside of the Northridge LL boundaries) after becoming a member of Northridge LL as provided in the official rules (following proper completion and submission of appropriate Little League waiver forms). However, the Northridge LL Board of Directors shall take into account the interests of the player in exercising this right.

5. Northridge LL will strive to provide the safest playing environment possible. Northridge LL will provide training for our managers, coaches, and volunteers to be able to handle most accidental injuries. Our facilities are periodically surveyed and maintained to the highest standards to prevent injuries and mishaps.

6. No player shall be subjected to abusive language, harassment, severe or injurious discipline, anger of the coaches, teammates, etc.

2- Background Check:

Per Little League Inc. Regulation 1 (c), Northridge LL is required to conduct an annual, nationwide background check on all volunteer and hired personnel.

Each volunteer or hired personnel is required to complete and submit a “Little League Volunteer Application” and provide a copy of a valid government-issued photo identification to the President or board member(s) designated by the president (“designee(s)”).

No one will be allowed to participate in any manner, whose background check reveals a conviction or guilty plea for any crime involving or against a minor.

Northridge LL may also prohibit any individual from participating as a volunteer if the individual is deemed unfit to work with minors.

Northridge LL shall perform background checks as follows:

1. The President or designee(s) shall perform background checks. The President shall review the results of any background check that returns information that warrants further investigation on individuals identified in Step 5.

2. Each Northridge LL Board of Directors member, manager, coach, adult umpire, and all other adult volunteers or hired personnel shall complete and submit a “Little League Volunteer Application” for the current fiscal year and a copy of valid, government-issued photo identification to the president or designee(s).

3. The President or designee(s) shall conduct a background check on all volunteers using J.D.Palatine (JDP) at https://www.jdp.com/littleleague/, or First Advantage at https://ca.fadv.com/CA/welcome.do?LLinternational. The background check tool requires a valid social security number for the background check to be completed.

4. If the background check returns information or Northridge LL subsequently becomes aware of information, by any means whatsoever, that an individual, including, but not limited to, volunteers, players and hired workers, has been convicted of or pled guilty to any crime involving or against a minor, the president must contact the applicable government agency to confirm the accuracy of the information. The President or designee(s) shall also notify the individual of the action that is being taken so that the individual can offer any response or comment to the President and the Northridge LL Board of Directors. Upon confirmation of a conviction for, or guilty plea to, a crime against or involving a minor, Northridge LL shall not permit the individual to participate in any manner. That person shall be dismissed immediately.

5. If the background check reveals that the individual, including, but not limited to, volunteers, players and hired workers, has been convicted of or pled guilty to any other type of crime not involving nor against a minor, the President must contact the applicable government agency to confirm the accuracy of the information. The president or designee(s) shall present the findings to the investigation committee.

6. The individual shall have the opportunity to present his or her side of the case to the investigation committee. The investigation committee shall determine whether or not the individual will be able to continue participating in Northridge LL. The following shall apply:

a. Any felony involving physical harm to an individual (for example, murder, kidnapping, spousal abuse) is reason for immediate dismissal.

b. Any felony not involving physical harm to an individual (for example, extortion, theft) shall be reviewed on a case-by-case basis. However, the individual cannot hold a board position, manage, or coach.

c. Misdemeanors (for example, a minor fist fight), infractions (for example, a speeding ticket), and DUIs (driving under the influence) shall be reviewed on a case-by-case basis.

d. All decisions by the president, investigation committee, and Northridge LL Board of Directors are final.

7. All forms submitted for and created as a result of the background check shall remain in the possession of the President or designee(s) for all volunteers, for a minimum of the duration of the applicant’s service to the league for that year. Except required by law, no other person shall have access to or see the forms.

8. Volunteer applications will be kept on file for the minimum amount of time as required by the State of California, and then will be destroyed after that time frame has passed.

9. Any information provided by another person with first-hand knowledge may be used in determining the approval or denial of a manager or coach in the best interest and overall safety of all the kids.

3- Seasons:

Northridge LL offers two seasons of baseball and softball (softball not chartered for 2019):

Spring Season

Open to all youth who properly register and meet age and residency requirements per Section 1.0. Spring season also includes players selected to play in the district Tournament of Champions and on All Star teams to represent Northridge LL in District, State, Region, and World Series tournaments.

Fall Season

Open to all youth who properly register and meet age requirements per Section 1.0 and is intended for skill development and improvement. Players not living within the Northridge LL boundaries may play on a Northridge LL team with the appropriate waivers, but should be encouraged to play within their own boundaries first. Not all leagues can field all levels of play for fall ball; therefore, Northridge will strive to provide possibilities to players from neighboring boundaries.

1. Fall ball games are limited to a maximum of two hours on week nights.

2. Runs are only kept to enforce the 5 run rule.

3. Pitch counts are enforced the same as regular season play.

4- Managers and Coaches:

Any player, manager, coach or spectator initiating or engaging in a verbal or physical altercation before, during, or after a game may be automatically suspended for the team’s next game. Any player, manager, coach, or spectator who is ejected from a game is automatically suspended from the team’s next game. The perpetrator is required to appear before the Rules Enforcement Committee of Northridge Little League Officials to discuss the event prior to participation in future games/events. The team manager must accompany a player to this hearing to determine if additional penalty should be imposed. [Exception: Any person demonstrating sole intent to restore peace or defend himself or herself from the perpetrator may not be penalized, if the Board recommends to forego disciplinary action.]

4.1- Manager Selection:

Individuals interested in managing a Northridge LL baseball/softball team must complete and submit the following to the President and/or the Coaching Coordinator(s) of the league:

1. Manager/Coach application.

2. Little League Volunteer Application Form. (Including a copy of a USA government issued photo ID – refer to Section 1).

Each manager candidate shall be reviewed by the Northridge LL President. After each manager candidate is reviewed by the President, the President shall submit their recommendations for approval by the Board of Directors. It is preferable, but not required, that Manager candidates will have prior experience managing or coaching in an equal or alternate division.

Manager positions are seasonal only. Having previously been a manager in Northridge LL is not a guarantee of a managing position in any subsequent season or division.

4.2 Coach Selection:

Each manager shall select one or two coaches, pending the approval of the President and Northridge LL Board of Directors. Assistant Coaches shall not be appointed, nor approved, until after the draft to avoid “Red Shirting” of players through selective coaching appointments. While it is desired that the coaches be fathers/mothers of a player on the team, the manager may ask another individual (who does not have a son/daughter playing in Northridge LL) to be a coach. All Managers must declare their coaches to the President within 1 week of receiving their team rosters for approval by the President and Board of Directors.

Each coach shall complete and submit the following:

1. Northridge Coaching Application.

2. Little League Volunteer Application Form. (Including a copy of a USA government issued photo ID – refer to Section 1).

Every manager (coaches are encouraged to attend as well), shall attend the classroom and field training classes given under the direction of the Northridge LL Board of Directors. Failure to attend these classes may result in dismissal of that manager from Northridge LL, at the discretion of the Board of Directors.

Every manager must attend the First-Aid Safety Training provided by Northridge LL, unless otherwise excused by the League President, or another Board Official.

4.4- Manager/Coach Responsibilities:

Managers are responsible for the following:

1. Strive to ensure the physical and emotional safety of all players on their team.

2. Strive to ensure the proper moral and ethical conduct of players, coaches, players’ parents, and himself/herself.

3. Know, teach, and follow all rules and regulations as set forth by Little League Inc., and Northridge LL.

4. Ensure that volunteers are obtained from among the team’s parents to run concessions as assigned, field maintenance, safety, and other responsibilities as determined by the Northridge LL Board of Directors.

5. In the absence of available umpires, managers may be required to umpire Major/Minor division games, as scheduled by the Board of Directors. Failure to comply with this requirement may result in disciplinary action.

6. Attend all required manager meetings (Northridge LL and District 5) and training classes.

7. Accept all decisions of Northridge LL Board of Directors and/or President as final.

8. Look for ways to improve Northridge LL and convey them to the Northridge LL Board of Directors.

4.5- Manager/Coach Discipline:

Failure to follow Little League rules, Northridge LL ground rules, and/or failure to manage/coach in the spirit of Little League may result in a reprimand, suspension or dismissal, as determined by the Northridge LL Board of Directors following a thorough investigation into alleged infractions and/or failings.

Investigations will be conducted by the Rules and Enforcement Committee. Decisions of this committee, NRLL President, and/or NRLL Board of Directors are final.

Infractions include, but are not limited to:

1. Foul language.

2. Yelling at or intimidating a player or umpire.

3. Following umpire off the field.

4. Inappropriate behavior.

5. Use of tobacco products at a practice and/or game outside of the designated areas.

6. Consuming alcohol at or before a practice and/or a game - includes having the odor of alcohol on the person or breath.

7. Failure to follow Northridge LL ground rules.

8. Participating in another baseball or softball organization as per Little Leagues policy.

4.6- Requirements to Manage:

Managers shall not be allowed to manage any regular season games for their team until the following requirements have been met:

1. Verify that their completed volunteer application form for the manager for the current year is on file with the president.

2. Ensure completed volunteer application forms for all coaches for the current year are on file with the president.

3. Ensure that completed volunteer application forms for each parent listed on the parent volunteer signup sheet is on file with the president.

4. Attended the First Aid Training class provided by NRLL.

5. Attend the Coaching Clinic provided by NRLL.

Any manager who has not met ALL of the above requirements shall not be allowed to manage their team until they have met those requirements or obtained a waiver from Northridge LL. Conditions for receiving a waiver may include, but are not limited to:

1. The manager was selected after the class was held.

2. Job requirements prevented attendance at required class(es).

3. Illness prevented attendance at required class(es).

4. Every attempt by the manager was made to attend these free classes.

5. Alternate training options may be considered, but must be approved by the League President, District 5 Staff as well as being approved by Little League International.

5- Parents:

Northridge LL is a 100% volunteer organization. It cannot be effective if only the Board of Directors and a few other parents do all the work. It is critical that each parent be involved with the everyday operation of Northridge Little League. Parent involvement helps ALL of the kids playing in Northridge LL. Therefore, ALL parents need to be responsible for one of the areas of responsibility on their child’s team. Each parent should have something to do that will foster team spirit and take burdens off the manager’s shoulders. All parents will be required to support the Northridge LL snack bar. The schedule for this will be determined by the Team Parent or the Team Manager when applicable.

Areas where parents should help, but not limited to, are:

1. Practice Coach

2. Fundraisers

3. Concessions

4. Pre-game field preparation and post-game field repair

5. Field Maintenance

6. Team Parent

7. Umpiring

5.1- Parent Conduct:

Parents must exhibit good sportsmanship at all times, especially from the stands. Coaching from the stands is not allowed, but encouraging players is. Negative comments will not be tolerated. Parents are required to sign a Parent Code of Conduct and need to follow the rules within the document. Parents not adhering to the Parent Code of Conduct may be instructed to leave the field for the remainder of a game, or the season, depending on the severity of misconduct. The Rules and Enforcement Committee and/or Board of Directors will review all reported issues, and provide recommendation for follow up and/or disciplinary action.

Any parent or spectator initiating or engaging in a verbal or physical altercation, before, during, or after a game, shall be asked to leave the premises immediately. If they refuse to leave the facility, the game will be stopped until the person or persons have left the facility/grounds. If the person is not willing to listen to the Northridge League Official (White Hat, or other appropriate league member), the Citrus Heights Police Department (916) 726-3015, or 911 depending on the severity of the situation, should be contacted immediately for removal of the offending party. The issue needs to be documented as thoroughly as possible. A post incident meeting will be scheduled with the Rules and Enforcement Committee and/or Board of Directors, to listen to testimony from those parties involved and discuss appropriate penalties/resolution. Final disciplinary actions will be determined by the Board, up to and including permanent restriction of the offender from all league functions.

6- Draft Process:

Player Evaluations -

The Baseball/Softball Minors, Majors, Intermediate (50/70), Juniors, and Seniors Divisions shall hold tryouts each year for draft and/or redraft. Tryouts are conducted under the direction of the League President, Vice President, Player Agent, Safety Officer, and selected members from the Board of Directors.

All players must try out each year in order to be drafted. If a player does not attend at least 50% of the tryouts, that player will be assigned to a team by the Player Agent, according to the original draft order, once the draft has been completed.

It is the responsibility of the individual team managers to:

1. Have adequate knowledge of the players attending tryouts and who are eligible to be drafted.

OR

2. Obtain assistance from another individual and/or Player Agent, President, or another assigned designee from the Board of Directors.

Draft Model -

In accordance with existing procedures outlined within the Little League Operating Manual, the Northridge LL Player Agent and President, with the consent/approval of the Board of Directors, shall develop/administer the league’s draft process and player selection options.

For the 2019 spring season, Northridge LL continues to utilize a variation to “Plan A” under the draft procedures outlined in the Little League Operation Manual. Northridge has elected to implement a blind draw to determine the order of the draft, and we will be utilizing a continuous “serpentine” drafting order when selecting players.

Managers are not to select more than 8 players in a given age group, unless operating under special provisions approved by the President and Board of Directors.

Draft Expectations -

Assistant coaches are not permitted to take part in, or observe, the draft proceedings. Only team managers will be allowed to attend and take part in the draft. The President, Player Agent, and/or selected members from the Board of Directors shall oversee/monitor the draft proceedings.

The spirit of the draft is to promote an equity/balance between player selections. The “serpentine” draft model is intended to provide managers a selection process under which skill levels can be equally divided amongst teams. In theory, managers new to the league/division would have as equal an opportunity to secure players of a higher skill level as would returning managers.

The draft proceedings are to remain private. Players are not to be told the position/round in which they, or any other players, were drafted. This directive extends to players’ families, assistant coaches, other players within the league, etc. The draft order is to be kept private amongst participating managers.

Those managers participating in the draft are expected to conduct themselves in a cooperative, professional, and respectful manner during the draft proceedings. Any variance from this directive may raise cause for a manager to be ejected from player selection activities, and may ultimately forfeit their opportunity to manage a team for the season. The President, Player Agent, and/or Board of Directors overseeing the draft, shall determine appropriate disciplinary recourse for any manager(s) who fail to comply with these basic expectations.

Sons, Daughters and Siblings -

Sons/Daughters: Managers or coaches with multiple children playing must draft a sibling before the designated round determined by age according to the Little League Operations Manual, Sons/Daughters section. The round by which a manager must select their child is dictated by the players league age. The following applies:

Siblings: When there are two or more siblings in the draft, and the first brother or sister is drafted by a manager, that manager automatically has an option to draft the other brother or sister on the next turn. If the manager does not exercise the option, the second sibling is then available to be drafted by any team. (Note: It is the intent that siblings be drafted to the same team, where warranted, to avoid family conflict and hardship.)

Coaching Selections –

Coaches shall not be appointed nor approved until after the draft to avoid “Red Shirting” of players through selective coaching appointments.

Trades –

Following the draft, managers may, if they desire, trade players. All trades shall be made through and with the approval of the Player Agent. The following restrictions also apply:

1. Minor League players may not be traded for Major Division players.2. All trades must be player for player only. (i.e. Two players from Team A cannot be traded for one

player from Team B.)3. Trades involving a player for draft choices are not permitted.

The Player Agent, and those Board Officials overseeing the draft, must monitor any attempts by managers and/or parents to manipulate the system and thus attempting to create an imbalance in the League. All trades must be for justifiable reasons and require approval from the local Board.

6.1- Baseball Majors only:

All candidates who are league age 12 must be drafted by a Major Division team and/or an Intermediate (50-70) Division team. Where a 12-year-old may have a younger sibling, eligible for draft, that sibling may be eligible for selection in the next available round, once all 12-year-olds have been drafted to teams. The intent of this provision is to ensure the equal distribution of all players league age twelve amongst all teams.

Balance of the team roster shall be comprised of players whose league age is 9, 10, 11, and 12. Exceptions can only be made with written approval from the District Administrator, and only if approved at the local league level by the Board of Directors and the parent of the candidate.

Regulation V. 1. reads:

“The selection of players for the various teams within a league shall be in compliance with the Little League Draft Selection System as detailed in the Operating Manual. NOTE: All candidates who are league age twelve (12) must be drafted to a Little League Major Division team, or to a Junior League team. Exceptions can only be made with written approval from the District Administrator, and only if approved at the local league level by the Board of Directors and the parent of the candidate.”

The purpose of the regulation is to ensure that local leagues are using the Minor Division as a training ground, and not keeping capable 12-year-olds from “moving up.” For those 12-year-olds who may lack the skills to play at the Major Division level, there is a process for allowing them to play in the Minor Division,

provided certain conditions are met. (However, the prohibition on 12-year-olds pitching in the Minor Division remains.)

The parent(s) or legal guardian (as assigned by a court of jurisdiction) of the player in question, in conjunction with the local league board of directors, must submit a request to the District Administrator for final approval. As noted in the new regulation, final authority on requests of this nature rests with the District Administrator.

Little League encourages local leagues to conduct a thorough assessment of each player at tryouts to avoid this situation. In cases where a player’s assessment causes concern about participation in the Major Division, league officials should review the assessment with the parents to identify what is in the best interest of the child. However, when situations above arise, these matters should be forwarded to the District Administrator for a final decision.

If the manager of the Major Division team believes that the player should be moved to the Minor Division, the local league board of directors needs to review the assessment with the parents. If the parents do not support the assessment, the player must remain in the Major Division.

6.2- Player Draft Re-entry:

The spirit of the player draft re-entry is to protect the relationship between the player, parent, and manager/coach. When a problem exists between a player and manager/coach, or parent and manager/coach, the following steps must be taken:

1. A player or parent that has a problem with a manager/coach must do the following in the order listed:

a. Discuss the situation with the player’s team coaching staff.

b. If no resolution is obtained, the manager and parent(s) notify the Division Representative.

c. If the Player Agent is unable to resolve the situation, the Player Agent shall notify the Northridge LL Board of Directors.

2. The Northridge LL Board of Directors shall address the situation and attempt to solve the problem fairly for all.

3. If the player or parent still has a complaint with the manager or coach, the player or parent may petition the Northridge LL Board of Directors in writing no later than ten days prior to first game for permission to reenter the current rotation for the season's draft. The player would be re-located to the next team scheduled to receive a player who missed the draft process, if determined necessary by the Board of Directors.

4. The Northridge LL Board of Directors shall grant or deny requests for re-entry into a draft based on how well the previous conditions were met. All considerations for the best interest of the player will be given.

6.3- Player Vacancy:

If a vacancy occurs on a team the procedure shall be as follows (see the Little League Operating Manual, Local League Maintenance of Rosters chapter, Replacements section):

The manager of the team losing a player shall promptly advise the Player Agent. When a player is lost to a team during the playing season for any of the following reasons:

1. He/she moves to another city or state too distant to commute for practice and play.

2. He/she is injured (does not matter how, where, or when the injury occurred) and it is a season-ending injury (based on doctor's opinion).

3. He/she has for personal reasons decided to terminate his/her association with the team.

4. Any other justifiable reason reviewed and approved by the Board of Directors.

The manager of the team losing a player shall promptly advise the Player Agent. The Player Agent shall advise the President and the Northridge LL Board of Directors. If the loss of the player is approved, the President will send a letter of release to the player and the parents stating that the player is released from the team (except for injury) and the league for a justifiable reason. This action creates a legal opening for a replacement on the team roster.

If a player is injured prior to the first regularly scheduled game, the manager must notify the Player Agent. The parents or legal guardians of the player must give the Player Agent a note containing the physician’s opinion of how long the player should not play. If the player is unable to play as of April 1, the manager must request a replacement player, unless the President and Player Agent agree to an extension (e.g., the player can return a few days after the April 1 deadline).

Note, failure by the manager to advise the player agent of a player’s continued absence may result in disciplinary action against the manager.

Further, when a player misses more than 7 continuous days of participation for an illness or injury, a physician or other accredited medical provider must give written permission for a return to full baseball/softball activity.

6.4- Majors Expansion and Contraction Draft Methods (Only if applicable):

The current year Operating Manual shall be followed in regards to options on players and the bonus round. Expansion drafts and reduction contraction drafts are explained below.

6.4.1- Expansion Method:

1. The current year Operating Manual section LOCAL LEAGUE MAINTENANCE OF ROSTERS, sub-section EXPANSION, Option Three, Plan Four shall be followed.

6.4.2- Contraction Method:

1. The current year Operating Manual section LOCAL LEAGUE MAINTENANCE OF ROSTERS, sub-section TEAM REDUCTION Option B shall be followed.

7- Safety:

Northridge LL will provide the safest playing environment possible. We will train our managers, coaches, and volunteers to be able to handle most accidental injuries. Our facilities are periodically surveyed and always maintained to the highest standards to prevent injuries and mishaps.

The League shall provide a copy of its annual Safety Plan to all managers and members of the Board.

1. Managers shall check the playing facilities for safety prior to starting practices. Umpires and managers shall check the playing facilities for safety prior to starting games. All problems must be reported to the Field Maintenance Manager.

2. Each incident or accident must be documented and reported to the Safety Officer within 24 hours of its occurrence.

3. Each manager must ensure that he/she has a signed Medical Release form for each player on the roster prior to the first practice and carry them with them at all practices and games.

4. Managers and coaches will attend a coaches meeting prior to the season. The meeting will include basic safety principles and first aid.

5. Each manager MUST have a Northridge LL supplied first-aid kit at all practices and games. Managers MUST check supply levels prior to practices and games and replenish as required.

6. When there is lightning, all practices and games must stop immediately and everyone must go to a safe location. If a lightning strike takes place in the area, the game or practice is automatically suspended for 30 minutes to ensure no additional strikes will take place. Each time a lightning strike occurs; the 30 minute clock is started again.

7. Managers and parents will emphasize safe and secure policies as it pertains to the dropping off and picking up of players at all practice and game fields.

8. Each manager must inspect equipment for wear and tear before each practice or game and repair or replace Northridge LL defective equipment.

9. Volunteers performing duties within the concession stands will be briefed on the regulations and operating guidelines employed within the snack bar.

10. Arrangements shall be made to ensure a mobile phone is available at each practice and game.

11. During games, managers will ensure that players not currently participating in the game remain in the dugout.

8- Fields:

1. Field addresses and field rules shall be distributed with game schedules. Players, coaches, managers, and spectators are required to follow all field rules. Practices and games must only be held at Northridge LL approved fields for insurance purposes.

2. No pets are allowed on any fields used by Northridge LL unless otherwise posted – service pets are allowed at the facility and on the fields, when practices or games are not taking place.

3. Home team shall provide at least two volunteers to prepare the field (preferably 60 minutes) prior to the start of each game. Field preparation includes removing debris and obstacles from the field, dragging the infield, raking around the bases, home plate, and pitcher’s mound, tamping home plate and pitcher’s mound, installing bases, and chalking the foul lines and batter boxes. should be completed 30 minutes prior to the game start time so that the teams can do pregame warm-ups.

EXCEPTION: Abbreviated field prep will be done between back to back games.

NOTE: More than 60 minutes may be required for field preparation if it has been raining.

4. The visiting team shall provide at least two volunteers to repair the infield and outfield immediately after the last game of the day. Bases must be returned to the equipment container following the last game of the day. Field repair includes removing debris and obstacles from the field, filling holes and tamping around the bases, home plate, pitcher’s mound, and outfield. Pick up all trash from field, dugouts, and spectator areas. All fields are to be raked and dragged after practices and games.

5. Prior to the start of a scheduled game, each team may take a 10-15 minutes of infield practice, time permitting. The visiting team shall take infield practice first, 30 minutes prior to scheduled game start time; the home team shall take infield practice for the remainder of the available time leading up the game’s scheduled start time. If field preparation shortens available infield practice time, each team will divide equally the remaining time for their infield practice.

All infield practice will stop 5 minutes prior to scheduled game start time by order of the umpire.

6. Northridge LL teams are prohibited from using for practice or game any Northridge School District field and Northridge Parks field unless it has been scheduled for their use through the Northridge LL Player Agent. Violation of this rule may result in manager suspension. The League’s insurance policy is specific to those fields the League has secured permits.

9- Equipment:

Northridge LL issued equipment (catchers gear, batting helmets, bats, tees, first aid kit, etc.), is the property of Northridge LL and must be returned at the conclusion of the season. Failure to return league equipment may be cause for disciplinary action.

a) All Divisions(i) For the latest information, on which bats are allowed by Little League, please visit the Little League

website: http://www.littleleague.org.(ii) Catcher’s Helmet/Throat Protector/Glove – All catchers, regardless of helmet style, must wear a

dangling throat protector. Skull caps are not permitted. All male catchers must wear an athletic supporter and a protective cup. Catchers are required to use a catcher’s glove.

(iii) Cleats – Metal cleats are only permitted in Junior division and above.(iv) Helmets – Helmets must be NOCSAE approved.(v) Pine Tar - In all divisions, non-wood bat must have a grip of cork, tape, or composition material, and must extend a minimum of 10 inches from the small end. Slippery tape or similar material is prohibited.

NOTE 1: The traditional batting donut is not permissible.

NOTE 2:   The use of pine tar or any other similar adhesive substance is prohibited at all levels. Use of these substances will result in the bat being declared illegal and removed from play.

(b) Baseball(i) Intermediate (50-70) Division and Junior League: It shall not be more than 34” inches in length; nor

more than 2-5/8 inches in diameter, and if wood, not less than fifteen-sixteenths (15/16) inches in diameter (7/8 inch for bats less than 30”) at its smallest part. Wood bats taped or fitted with a sleeve may not exceed eighteen (18) inches from the small end. NOTE: Solid one-piece wood barrel bats do not require a USA Baseball logo.

Male catchers must wear an athletic supporter and cup in addition to long model chest protectors. If the flap is detachable, or can be flipped up, the flap/extension must be down.

(ii) Farm/Minor/Major Divisions: It shall not be more than 33 inches in length; nor more than 2-5/8 inches in diameter, and if wood, not less than fifteen-sixteenths (15/16) inches in diameter (7/8 inch for bats less than 30”) at its smallest part. Wood bats taped or fitted with a sleeve may not exceed sixteen (16) inches from the small end. NOTE: Solid one-piece wood barrel bats do not require a USA Baseball logo.

Male catchers must wear an athletic supporter and cup in addition to long model chest protectors. If the flap is detachable, or can be flipped up, the flap/extension must be down.Female catchers may wear short or long-style chest protectors.

(iii) Rookies & (rookies not chartered for 2019) Tee Ball: Under the USABat standard, certified Tee Ball bats (26” and shorter) will feature the USA Baseball mark and text which reads ONLY FOR USE WITH APPROVED TEE BALLS. All Tee Ball bats must feature the USA Baseball mark and accompanying text. Tee Ball bats that were produced and/or purchased prior to the implementation of the new standard can be certified using an Approved Tee Ball Sticker via the USA Baseball Tee Ball Sticker Program (USABaseballShop.com) beginning September 1, 2017.

Soft strike style baseballs will be used.

(c) Softball(i) Bats:

The bat shall be marked as being for Little League Softball. It shall be no larger than 2 ¼ inches in diameter and no longer than 33” (34” for Junior Division).

(ii) Chest Protectors:Female catchers may wear short or long-style chest protectors.

(iii) Catcher’s Mitt:Catchers may wear any type of glove or mitt in softball.

10- White Hat Responsibilities:

White Hats, as representatives from the Board, are responsible for the overall function of the fields and the games that are taking place. They should be familiar with all Little League Rules, and act as a liaison for umpire(s). If you are in a situation that you cannot find a solution to, please contact the President at (916) 225-8712. If the President is unavailable, contact the Vice President, or another league official, the phone list within the Snack Bar and/or annual Safety Plan.

Weekday games: White Hats are expected to arrive at 4:30 p.m., if possible. Saturday games: White Hats are expected to arrive by 7:15 a.m. for the opening morning shift, and 11:30am if you have the afternoon shift. Weekday Games begin at 5:30pm except for Juniors and Seniors which start at 5:00pm. Weekend Games begin at 8:00am. Game Schedules will be posted in the snack bar as well as the League’s website.

All board members will be required to work as the “White Hat” as per the white hat schedule that is provided at the beginning of the season. If an individual is unable to cover their White Hat shift, they must find an available replacement.

Responsibilities Include:

1. Before Game:

a. Put up the American Flag,

b. Put up sponsor banners,

c. Put out soap dispensers,

d. Make sure each team has a parent in the snack bar before game balls are issued,

e. Issue game balls – two for each game – three for 50/70, Juniors and Seniors,

f. Provide help in the snack bar if necessary,

g. Periodically empty trash can in the snack bar.

h. Provide general oversight and guidance to the assigned team volunteers.

2. After Game:

a. Take down flags (American Flag needs to be stored correctly – show some respect),

b. Take down sponsor banners,

c. Put away soap dispensers,

d. Put away score keeper tables and chairs if still left out,

e. Empty trash can in snack bar,

f. Double check to see that all green boxes are closed and locked,

g. Clean up trash left at the fields,

h. Reconcile the register and place/lock deposits in the safe.

Access to the snack bar should be limited to the scheduled volunteer parents, the White Hat for the day, the Snack Bar Manager, or designated board members. The snack bar is the single most profitable fund-generating mechanism at the park. Limiting access to this area will help ensure that the funds raised in the snack bar are deposited into the leagues account and don’t turn up missing. Managers, Coaches, District 5 Representatives, and parents do not have free access rights to the snack bar. Only those scheduled to work the snack bar are allowed to handle food items or fill/re-fill drinks.

Items for sale in the snack bar will be decided by the President and the Snack Bar Manager with input from the Board of Directors. Available product options include ice cream or popsicles, candy, seeds, chips, soda, sports drinks, hot chocolate, hamburgers, hot dogs, nachos, and other specialty items.

BBQ – NRLL utilizes a gas grill for cooking of some snack bar food items. Only adults are to use this tool for preparing food. The BBQ shall be in a secure area and under constant/continual adult supervision when in use to ensure that a fire does not spread out of control and that no kids are injured.

Credit Card Transactions – a minimum purchase of $5.00 is required to use the credit card machine for snack bar purchases.

Drawer Payments – any payments that are made to an umpire or a person for reimbursement for emergency snack bar restocking, need to have a receipt put into the drawer for the amount removed.

13 Steps to Safe and Sanitary Food Service Events: The following information is intended to help you run a healthful concession stand. Following these simple guidelines will help minimize the risk of food-borne illness.

1. Menu:

Keep your menu simple, and keep potentially hazardous foods (meats, eggs, dairy products, protein salads, cut fruits and vegetables, etc.) to a minimum. Avoid using precooked foods or leftovers. Use only foods from approved sources, avoiding foods that have been prepared at home. Complete control over your food, from source to service, is the key to safe, sanitary food service.

2. Cooking:

Use a food thermometer to check on cooking and holding temperatures of potentially hazardous foods. All potentially hazardous foods should be kept at 41º F or below (if cold) or 140º F or above (if hot). Ground beef and ground pork products should be cooked to an internal temperature of 155º F, poultry parts should be cooked to 165º F. Most food-borne illnesses from temporary events can be traced back to lapses in temperature control.

3. Reheating:

Rapidly reheat potentially hazardous foods to 165º F. Do not attempt to heat foods in crock pots, steam tables, over sterno units or other holding devices. Slow-cooking mechanisms may activate bacteria and never reach killing temperatures.

4. Cooling and Cold Storage:

Foods that require refrigeration must be cooled to 41º F as quickly as possible and held at that temperature until ready to serve. To cool foods down quickly, use an ice water bath (60% ice to 40% water), stirring the product frequently, or place the food in shallow pans no more than 4 inches in depth and refrigerate. Pans should not be stored one atop the other and lids should be off or ajar until the food is completely cooled. Check temperature periodically to see if the food is cooling properly. Allowing hazardous foods to remain un-refrigerated for too long has been the number ONE cause of food-borne illness.

5. Hand Washing:

Frequent and thorough hand washing remains the first line of defense in preventing food-borne disease. The use of disposable gloves can provide an additional barrier to contamination, but they are no substitute for hand washing!

6. Health and Hygiene:

Only healthy workers should prepare and serve food. Anyone who shows symptoms of disease (cramps, nausea, fever, vomiting, diarrhea, jaundice, etc.) or who has open sores or infected cuts on the hands should not be allowed in the food concession area. Workers should wear clean outer garments and should not smoke in the concession area. The use of hair restraints is recommended to prevent hair ending up in food products.

7. Food Handling:

Avoid hand contact with raw, ready- to-eat foods and food contact surfaces. Use an acceptable dispensing utensil to serve food. Touching food with bare hands can transfer germs to food.

8. Dishwashing:

Use disposable utensils for food service. Keep your hands away from food contact surfaces, and never reuse disposable dishware. Wash in a four-step process:

1. Washing in hot soapy water;

2. Rinsing in clean water;

3. Chemical or heat sanitizing; and

4. Air drying.

9. Ice:

Ice used to cool cans/bottles should not be used in cup beverages and should be stored separately. Use a scoop to dispense ice; never use the hands. Ice can become contaminated with bacteria and viruses and cause food-borne illness.

10. Wiping Cloths:

Rinse and store your wiping cloths in a bucket of sanitizer (example: 1 gallon of water and 1⁄2 teaspoon of chlorine bleach). Change the solution every two hours. Well sanitized work surfaces prevent cross-contamination and discourage flies.

11. Insect Control and Waste:

Keep foods covered to protect them from insects. Store pesticides away from foods. Place garbage and paper wastes in a refuse container with a tight fitting lid. Dispose of wastewater in an approved method (do not dump it outside). All water used should be potable water from an approved source.

12. Food Storage and Cleanliness:

Keep foods stored off the floor at least six inches. After your event is finished, clean the concession area and discard unusable food.

13. Set a Minimum Worker Age:

Leagues should set a minimum age for workers to be in the stand; for Northridge LL, the minimum age is 16, with approval of White Hat on duty and/or Snack Bar Manager.

12- General Rules Applicable to All Teams (Except as Noted):

This section is applicable to all Northridge LL divisions except as noted.

1. The home team shall occupy the third base dugout.

2. The home team shall provide 2 new (3 for Juniors/Seniors), baseballs/softballs to the umpire prior to the start of each game. Additional game balls must be on hand should they be required.

a. Game balls are distributed from the snack bar, and balls are not to be handed out until the home team parent is in the snack bar for their scheduled volunteer shift.

3. Scorekeeping:

a. Keep accurate records of games, including pitch count (in applicable divisions) of each pitcher appearing in the game.

b. Reconcile runs and pitch count each half inning with the opposing team’s scorekeeper.

c. The home team scorekeeper is the official scorekeeper and is responsible for ensuring that the score books (home and visiting teams) are reconciled between innings.

d. The home scorekeeper shall record the game start time as stated by the plate umpire in the home scorebook.

4. Each manager or team scorekeeper shall provide the game results to the Northridge LL Head Scorekeeper on the same day as the game. Home team must report all results (win/loss & pitch count) timely. The team manager or scorekeeper may transmit scores by email to

5. Games:

a. All games shall be played on Northridge LL scheduled fields.

EXCEPTION: Teams playing away games against District 5 teams shall play on fields provided by the home team.

b. Games shall be scheduled Monday through Saturday during the Spring and Fall seasons. Fall options for Sundays are available as well.

c. Games are not usually scheduled during Spring Break (Monday through Friday) to allow for makeup games, where both teams agree to the terms of play and have enough players to field a team. However, League(s) are not prohibited from scheduling games during Spring Break, as schools may have varying schedules, and the League(s) cannot accommodate for all scheduling conflicts.

d. Games are typically not scheduled during Memorial Weekend (Friday through Monday); however, the schedule may allow for games when necessary. Additionally, makeup games may be scheduled during this time (except Sunday, when avoidable) if both teams have enough players.

e. Games per week are counted Monday through Saturday and include scheduled games and makeup called games, but not makeup of suspended games.

f. See Little League Rule 4.10. (a) A regulation game consists of 6 complete innings (7 for Intermediate/Juniors/Senior/Big League Divisions), unless extended because of a tie score, or shortened (1) because the home team needs none of its half of the sixth inning (7th for Intermediate/Juniors/Senior/Big League Divisions) or only a fraction of it; or (2) because the umpire calls the game.(b) If the score is tied after 6 complete innings (7 for Intermediate/Juniors/Senior/Big League Divisions), play shall continue until (1) the visiting team has scored more total runs that the home team at the end of a completed inning; or (2) the home team scores the winning run in an uncompleted inning.(c) If a game is called, it is a regulation game if:(1) A game is considered a regulation game if 4 innings (5 for Intermediate/Juniors/Senior/Big League Divisions) are completed. (2) A game is considered a regulation game if after 3 ½ innings, the home team has scored more runs than the visiting team has in four innings (4 ½ for Intermediate/Juniors/Senior/Big League Divisions). (3) A game is considered a regulation game if the home team scores one or more runs in its half of the fourth inning (5 for Intermediate/Juniors/Senior/Big League Divisions), to tie the score.

Games that go less than 1 full inning before being shortened (e.g. by weather) will be restarted from the beginning. In Majors and above, Northridge Little League strives to

resume games as per Little League Rule 4.10 for a game that has not reached regulation due to weather or time limits.

If after completing one (1) inning of play, a game is called before it has become a regulation game, it shall be resumed exactly where it left off.

Pitches delivered in games declared “Regulation Tie Games” or “Suspended Games” shall be charged against a pitcher’s eligibility.

In suspended games resumed on another day, the pitchers of record at the time the game was halted may continue to pitch to the extent of their eligibility for that day, provided said pitcher has observed the required days of rest.

If after three (3) innings [ Intermediate (50-70) Division/Junior/Senior League : four innings], two and one-half innings [ Intermediate (50-70) Division/Junior/Senior League : three and one-half innings] if the home team is ahead, one team has a lead of fifteen (15) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. If after four (4) innings [Intermediate (50/70) Division/Junior/Senior League: five innings], three and one-half innings [Intermediate (50/70) Division/Junior/Senior League: four and one-half innings] if the home team is ahead, one team has a lead of ten (10) runs or more, the manager of the team with the least runs shall concede the victory to the opponent. NOTE: (1) If the visiting team has a lead of fifteen (15) or ten (10) runs or more respectively, the home team must bat in its half of the inning.

6. Calling and suspending games:

Managers must agree to the playing conditions of the field before the game is played. Rule 3.10 (a) must be followed prior to a game starting. If a decision cannot be reached, a League Official must be consulted as the final decision maker. Only the plate umpire makes the decision to suspend a game after the game has begun, reference Official Playing Rule 4.01 (d). Managers and coaches shall NOT influence the plate umpire’s decision. Reasons for called and suspended games include, but are not limited to:

a. When a field is too wet to play safely,

b. When there is insufficient light to safely play,

c. When a team does not have nine players under Official Playing Rule 4.16, 4.17,

d. When there are no umpires (teams shall NOT be allowed to provide umpires for games except in the Minors, Farm, T-Ball and Rookies Divisions).

NOTE: The parents of players unable to be at a game because of a school or other event shall notify their team Manager via phone or person no less than 72 hours before the scheduled game start time. If the team Manager receives enough notifications that would ensure a team will not have enough players, the Manager shall call the game and work with the Player Agent to re-schedule the game.

7. Calling games due to weather or field condition:

a. Games shall not be called by the managers sooner than thirty (30) minutes prior to the scheduled game time, unless there is consistent weather or rain. If managers are uncertain then they need to check with the Safety Officer about field condition. If the opposing team is from out of town then the decision should be made 45 minutes prior to game time.

b. In severe weather situations, Field Maintenance Manager AND the Safety Officer can call a game no sooner than two (2) hours prior to game time. Games CANNOT be called unless the two (2) aforementioned individuals inspect the field for playing conditions.

c. Every reasonable effort must be made to make fields playable when they are scheduled. Rescheduled games put a burden on Northridge LL, teams, umpires, and managers. If this process is not followed, one or both teams shall forfeit.

8. Making up games:

a. Where possible, the Northridge LL Player Agent shall publish a list of dates/fields that can be used for makeup games. In addition, any baseball field used for a practice can be cancelled or rescheduled by the Board to accommodate a makeup game.

b. The managers of any game that is cancelled or suspended shall have 48 hours to choose a primary and secondary date/field for their makeup game. The managers from each team must notify the President, Player Agent and Scorekeeper of any cancelled/suspended game.

c. The date chosen should be within 4 to 14 calendar days of the cancelled/suspended game or as soon as possible thereafter.

d. If the managers cannot agree on a makeup date within the 48 hour period, the Player Agent shall assign the makeup game at the earliest available slot, based on team availability regardless of number of games scheduled for each team in that week.

e. Exception for BB/SB Majors and above only: based on umpire availability, games may be scheduled sooner than 4 days if coordinated with Umpires schedule.

f. Any makeup game not played shall be counted as a loss for both teams unless there are no open dates/fields available.

g. The home team is responsible to email the two makeup game choices to the Player Agent.

EXCEPTION: Any manager that can show by email trail or text messages that he/she made a concerted effort to reschedule a game (minimum of 3 attempts), but the other manager refused, that manager shall be awarded a win by forfeit.

9. Forfeits: Forfeits are allowed for refusing to play. Reference Official Playing Rule: 4.15 through 4.18.

10. If after three (3) innings [ Intermediate (50-70) Division/Junior/Senior League : four innings], two and one-half innings [ Intermediate (50-70) Division/Junior/Senior League : three and one-half

11. Pitching regulations are clearly defined within Official Regulation VI. Managers must ensure they keep track of and can make available all pitching records to Umpires, Opposing Manager and League Officials, if requested. Northridge LL officials reserve the right to audit pitching records and take appropriate action to ensure regulations are being followed. The disciplinary action for the manager, and pitcher if determined to not be an accident, for not following the pitch count rules (including days of rest) are as follows:

a. 1st offense: 1 game suspension.

b. 2nd offense: may result in a permanent suspension for the rest of the season.

NOTE : If a game is suspended before the completion of the first inning, the partial inning is negated and the game is restarted when it is rescheduled. The inning in this instance does not count toward the pitching limitations; however, the pitcher must adhere to applicable rest requirements. .

Pitch counts are determined by Little League and can be found in the Little League Rule Book. Pitch counts can be found under Section VI – Pitchers in the official green books supplied by Little League International. (a)Softball pitching restrictions (delivery of a single pitch constitutes having pitched in an inning). (i) Minors. If a player pitches in more than one inning, one day of rest is mandatory. Maximum of six innings per game, six innings per week.(ii) Majors. If a player pitches in more than one inning, one day of rest is mandatory. Maximum of nine innings per game, 18 innings per week.(iii) Juniors. If a player pitches in less than five innings in a game, no rest is required. If more than five innings are pitched, one day of rest is mandatory. Maximum of 10 innings per day, 30 innings per week.(b)Baseball pitching restrictions

Little League Baseball has a strict pitch count policy. Managers are expected to maintain an accurate pitching affidavit throughout the season.

Note: Under no circumstances shall a player pitch in three (3) consecutive days.

EXCEPTION: If a pitcher reaches a day(s) of rest threshold while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs: (1) that batter reaches base; (2) that batter is retired; or (3) the third out is made to complete the half-inning or the game. The pitcher will only be required to observe the calendar day(s) of rest for the threshold he/she reached during that at-bat, provided that pitcher is removed or the game is completed before delivering a pitch to another batter.

For more information on player pitching rules/restrictions, please refer to Regulation IV within the rule book.

12. Protests shall be made in accordance with Official Little League Rules. Reference Official Playing Rule: 4.19.

a. Protests against violations or interpretations of the playing rules or the use of an ineligible player are to be submitted to the Head Umpire and President within 24 hours.

b. Pitch count violations are grounds for protest.

c. In ALL Minors Divisions protests must be reported before the next pitch or play.

13. Season Standings :

Final standings for tournament seeding are specific to each Division of Play below.

14. Multiple games on a single field in a day:

a. When another game is scheduled to follow a game (usually only on Saturdays), and the games currently being played is running late, the team members and spectators (includes manager, coaches, players, parents, and other spectators) of the teams scheduled to play in the following game will not make comments to the umpire or other participants of the game currently being played to end the game. If that is done, the manager will receive a warning. If it happens again, the manager of that team may be suspended for one game.

b. Managers of teams playing a game following a game should begin warming up their players so that they will be ready to play if the previous game runs late. It may be that there is only time to do an abbreviated infield practice before the next game begins.

15. Minimum Number of Players - If one team does not have 9 players at the designated start time, the coaches may agree to wait no more than 10 minutes for the required number of players to arrive.

When a team (in Minors and above) cannot field 9 players at the start of the game, it is not an automatic forfeit. Before declaring a forfeit, the coaches should try, but are not required to agree on a fix. For example, one team may loan a player to another team. Every effort should be made to play the game as scheduled. A scrimmage or unofficial game may still be played at any level at the discretion of the coaches (umpires are not required to participate in a scrimmage).

13.1- Rookie/T-Ball Division:

The most important consideration in the assignment of players to teams is the assignment of players to the level of play they are best suited and to distribute the available talent so that all teams in all divisions of Northridge LL are competitive.

Tee Ball teams are formed by the Northridge LL President and Player Agent on the basis of:

1. Equal distribution of age.

2. Equal distribution of gender – an all-female team can be formed for the transition process to softball if the league and parents approve.

3. AGES: Players are to be of Little League age from four to six years old. Seven year olds may be permitted to play T-Ball upon parental request, as reviewed and approved by the Player Agent or Board.

This means that each team will have a similar number of aged and gender players. Requests for specific teams, players or coaches will be honored to the best of the leagues ability at this level.

There are no evaluations, tryouts, or draft for this division.

We strive to make this division as fun and as instructional as possible for these kids. We also want to involve the parents of the kids in hopes that this involvement will carry on through the rest of the kids Little League careers.

Remember, our T-Ball kids and parents can be the most enthusiastic in the league. Their first experience with Little League can establish how much help they will give later, or whether they stay with Little League at all. Therefore, it is our goal to:

LET THEM HAVE FUN & TEACH THEM THE BASICS

THE FOLLOWING RULES GOVERNING T-BALL SHALL BE ENFORCED

1. No league game shall exceed 1 hour and 30 minutes. Games are scheduled for a minimum of 2 innings in the Rookies/TBall Division. 2 full innings must be completed to qualify as a complete game.

a. No new inning shall begin 1 hour 15 minutes after scheduled start time. (For clarification, an inning starts immediately after the last out of the previous inning.)

b. It is mandatory that this be followed on School nights.

2. DRESS: All players are required to adhere to the National Dress Code; baseball cap, baseball t-shirt, long pants, and appropriate footwear. NO SHORTS, NO SANDALS, NO BARE TOPS. This is for games as well as practices.

3. Each game will be a minimum of two complete innings with a maximum time limit of 1 hour and 30

minutes.

4. The tee will be positioned directly in front of home plate.

5. SPECTATORS: Managers and coaches are responsible for spectator’s conduct.

6. As the season progresses, coach pitch may be played at discretion of the Managers. After three (3) pitches are delivered without a hit, the tee must be used.

7. Continuous batting order will be in place for this division. All members of the team will bat each inning, even if three outs are recorded.

8. Batters will only advance 1 base after the ball is hit. The last batter in the lineup will continue to run the bases until they reach home plate.

9. There will not be a tournament or an all-star team for this division.

10. Soft strike balls will be used in this division of play.

11. FIELDING: All members of the team will take the field each inning.

13.2- Baseball Farm Division:

The Baseball Minor B or Farm Division shall use the current edition of the Little League Baseball Official Regulations and Playing Rules and shall also abide by the following additional supplemental rules:

Farm teams are formed by the Northridge LL President, and Player Agent on the basis of:

1. Equal distribution of age.

2. Equal distribution of gender.

This means that each team will have a similar number of aged and gender players. There are no evaluations, tryouts, or draft for this division. Requests for specific teams, players or coaches will be honored to the best of the leagues ability at this level and with keeping the teams as even as possible.

THE FOLLOWING RULES GOVERNING FARM SHALL BE ENFORCED

1. 3 full innings must be completed to qualify as a complete game.

a. No new inning shall begin 1 hour 30 minutes after scheduled start time. (For clarification, an inning starts immediately after the last out of the previous inning.)

b. No new inning shall begin after the official sunset time which will be posted in the Snack Bar – the White Hat on duty will also have this information.

2. A continuous batting order will be used in this Division in accordance with Official Playing Rule 4.04.

3. A two inning cap will be placed on a player, per defensive position, per game, with exception of pitcher, which is already bound by pitching rules.

4. Each half inning shall end when three outs have been made or five (5) runs are scored.

5. Machine pitch will be utilized for the first half of the season. Three strikes rule will be in effect. During second half of season (player pitch), after 4 balls are recorded, coach pitch will be utilized to complete the at bat, where the batter strikes out or gets a hit. In the event that the pitching machine is not operational, coach pitch will be utilized. If coach pitch is utilized, coaches are to pitch with one foot in contact with the pitching rubber.

6. Stealing is not permitted at this age level.

7. If a ball is hit to the outfield grass area, the batter, at their own risk, may attempt to make it safely to 2nd base. Runners on base may continue to advance only while the batted ball is in the outfield. Any runner may choose to advance, at their own risk, until the batted ball is returned to the infield. Home plate umpire is to determine whether a base runner has made an attempt to advance before the ball has been returned across the edge of the outfield grass. Runners may not advance on an overthrow.

8. Unlimited runs are permitted in the last inning, if an open inning is declared by the umpire/managers before the first pitch of the final inning is thrown.

9. Umpires for these games will be a coach or manager from the team at bat. A volunteer parent may also be recruited for this position. Strikes should be considered from line to line on the batter’s box and from knees to shoulders.

10. Managers and coaches from the Farm Division may be required to umpire games at the Minor Division to get an understanding of what the next level is about.

11. An intra-league tournament is typically organized to follow the season – bracket layout is determined by a lottery style draw.

11. Umpires will be assigned for the tournament portion in this Division – generally available junior level players will be asked to umpire these games.

12. There will be not be an All-Star team selected for this Division.

13.3- Baseball Minors:

The Baseball Minor Division shall use the current edition of the Little League Baseball Official Regulations and Playing Rules and shall also abide by the following additional supplemental rules:

Minor teams are formed by draft selection:

1. The Baseball Minor Division shall hold tryouts each year for player assignment. Tryouts are conducted under the direction of the League President, Vice President, Player Agent, Safety Officer, and available League Officials.

THE FOLLOWING RULES GOVERNING MINORS SHALL BE ENFORCED:

2. A continuous batting order will be used in this Division in accordance with Official Playing Rule 4.04.

3. No new inning shall begin after the official sunset time as published in the Sacramento Bee, which will be posted in the Snack Bar – the White Hat Person will also have this information.

4. Rescheduling of Minor League games are subject to field availability.

5. Each half inning shall end when three outs have been made, or five (5) runs scored.

6. The pitching rubber will be placed at 46’ from home plate.

7. This league level will utilize kid pitch. If 4 balls are thrown, the batter will be awarded 1st base.

8. Stealing is allowed at this level once the ball has reached the batter – no leading off.

9. Sliding is allowed at this level. Head first sliding is not permitted unless the base runner is diving back to a base to avoid a tag out.

10. Unlimited runs are permitted in the last inning, if an open inning is declared by the umpire before the first pitch of the final inning is thrown. Both managers are to agree that an open inning has been declared.

11. Umpires will be scheduled by the league for these games – if a scheduled umpire does not make the scheduled game, a coach or manager from another team within this Division, a player from at least the Junior Division or higher, or a manager or coach from the Farm Division can umpire the game.

12. Managers and coaches from the Minor Division may be required to umpire games at the Major Division to get an understanding of what the next level is about.

13. A Tournament of Champions (TOC) is typically held after the end of the regular season for this Division. In advance of the season, the Board of Directors will discuss with division managers how TOC participants will be decided.

(Note, for the 2019 Spring season, the top 2 Minor division teams with the best intra-league record (internal NRLL games) for the month of May will advance to TOCs. In the event of a “tie”, the League will endeavor to allow for a playoff game to decide which team(s) will advance. In the event a playoff game cannot be scheduled, the League will revert to the provisions cited within Section 14.1 below).

14. An All-Star team will be selected from eligible players (typically 9 & 10 year olds) who have played a minimum of 60% of the games for the season on their assigned team within the Division.

15. District Umpires will be assigned for the Tournament of Champions and All- Star portion of this division.

13.4- Baseball Majors:

The Baseball Major Division shall use the current edition of the Little League Baseball Official Regulations and Playing Rules and shall also abide by the following additional supplemental rules:

1. The Baseball Major Division shall hold tryouts each year for player assignment. Tryouts are conducted under the direction of the League President, Vice President, Player Agent, Safety Officer, and available League Officials.

THE FOLLOWING RULES GOVERNING MAJORS SHALL BE ENFORCED:

1. Games are scheduled for 6 innings in the Major Division. 4 full innings must be completed to qualify as a complete game. There should be no time limits on games unless necessary, based on field limitations.

2. The preferred rule for batting order must be established between Managers prior to the start of the game. As a default, Managers shall revert to a batting order specific to the 9-player line up, and remain compliant with Official Playing Rule 4.04. However, a continuous batting order may be adopted if decided upon between Managers before the start of the game.

3. Rescheduling of Major League games are subject to field availability.

4. Each half inning shall end when three outs have been made. There is no 5 run rule for this Division.

5. The pitching rubber will be placed at 46’ from home plate.

6. This league level will utilize kid pitch. If 4 balls are thrown, the batter will be awarded 1st base.

7. Stealing is allowed at this level once the ball has reached the batter – no leading off.

8. Sliding is allowed at this level. Head first sliding is not permitted unless the base runner is diving back to a base to avoid a tag out.

9. Dropped 3rd strike rule is in effect.

10. Umpires will be provided by the league for these games.

11. Managers and coaches from the Major Division may be required to umpire games at the Minor Division during the regular season.

12. A Tournament of Champions (TOC) is typically held after the end of the regular season for this Division. In advance of the season, the Board of Directors will discuss with division managers how TOC participants will be decided.

13.5- Intermediate (50/70) Division:

The Baseball Intermediate Division shall use the current edition of the Little League Baseball Official Regulations and Playing Rules and shall also abide by the following additional supplemental rules:

Intermediate teams are formed by draft selection:

1. The Baseball Intermediate Division shall hold tryouts each year for player assignment. Tryouts are conducted under the direction of the League President, Vice President, Player Agent and Safety Officer.

THE FOLLOWING RULES GOVERNING INTERMEDIATE SHALL BE ENFORCED:

1. Games are scheduled for 7 innings in the Intermediate Division. 5 full innings must be completed to qualify as a complete game.

2. A continuous batting order is not in effect for this Division in accordance with Official Playing Rule 4.04.

3. Rescheduling of Intermediate Division League games are subject to field availability.

4. Each half inning shall end when three outs have been made. There is no 5 run rule for this Division.

5. The pitching rubber will be placed at 50’ from home plate.

6. The pitching mounds for this division will be the portable type, therefore no metal cleats are to be worn in this Division by players on the portable pitching mound.

7. This league level will utilize kid pitch. If 4 balls are thrown, the batter will be awarded 1st base.

8. Stealing is allowed at this level and there are no restrictions on leading off.

9. Sliding is allowed at this level with no restrictions.

10. Dropped 3rd strike rule is in effect.

11. Umpires will be provided by the league for these games.

13.8- Softball Farm:

The Softball Farm Division shall use the current edition of the Little League Softball Official Regulations and Playing Rules and shall also abide by the following additional supplemental rules:

Farm teams are formed by the Northridge LL President and Player Agent on the basis of:

1. Equal distribution of age.

2. Equal distribution of experience.

This means that each team will have a similar number of aged and gender players. There are no evaluations, tryouts, or draft for this division. Requests for specific teams, players or coaches will be honored to the best of the leagues ability at this level and with keeping the teams as even as possible.

THE FOLLOWING RULES GOVERNING SOFTBALL FARM SHALL BE ENFORCED:

1. No league game shall exceed 1 hour and 45 minutes. Games are scheduled for 4 innings in the Farm Division. 3 full innings must be completed to qualify as a complete game.

a. No new inning shall begin 1 hour 30 minutes after scheduled start time. (For clarification, an inning starts immediately after the last out of the previous inning.)

b. It is mandatory that this be followed on school nights.

c. No new inning shall begin after the official sunset time as published in the Sacramento Bee, which will be posted in the Snack Bar – the White Hat Person will also have this information.

2. Rescheduling of Farm Division games are subject to field availability.

3. Each half inning shall end when three outs have been made. There is no 5 run rule for this Division.

4. The pitching rubber will be placed at 35’ from home plate.

5. This league level will utilize kid pitch and coach pitch. If 4 balls are thrown, the team coach will finish the pitching until the batter strikes out or reaches base safely.

THE FOLLOWING RULES GOVERNING SENIORS SHALL BE ENFORCED:

1. No league game shall exceed 2 hours and 15 minutes if another game is scheduled on the same field. Games are scheduled for 6 innings in the Minors Division. 4 full innings must be completed to qualify as a complete game.

a. No new inning shall begin 1 hour 50 minutes after scheduled start time. (For clarification, an inning starts immediately after the last out of the previous inning.)

b. It is mandatory that this be followed on school nights.

c. No new inning shall begin after the official sunset time as published in the Sacramento Bee, which will be posted in the Snack Bar – the White Hat Person will also have this information.

2. Rescheduling of Minor League games are subject to field availability.

3. Each half inning shall end when three outs have been made. There is no 5 run rule for this Division.

4. The pitching rubber will be placed at 35’ from home plate.

5. This league level will utilize kid pitch. If 4 balls are thrown, the batter will be awarded 1st base.

6. Stealing is allowed at this level after the ball has crossed the plate – no leading off allowed.

7. Sliding is allowed at this level – no head first when advancing bases.

8. Umpires will be provided by the league for these games – if an umpire is not available, the coaches from the participating teams may be required to perform this duty.

14- Tournament Teams:

As a chartered organization of Little League Inc., Northridge LL is entitled to form teams to participate in Little League sanctioned tournaments. The Tournament of Champions teams will be based on rules by Division of Play, above.

14.1- Tournament of Champions:

1.. Farm:

a.. All teams participate in an end of season tournament.

b.. Tournament will be single elimination format.

c.. An intra-league tournament is typically organized to follow the season – bracket layout is determined by a lottery style draw.

2.. Minors:

a.. A Tournament of Champions (TOC) is typically held after the end of the regular season for this Division. In advance of the season, the Board of Directors will discuss with division managers how TOC participants will be decided.

(Note, for the 2019 Spring season, the top 2 Minor division teams with the best intra-league record (internal NRLL games) for the month of May will advance to TOCs. In the event of a “tie”, the League will endeavor to allow for a playoff game to decide which team(s) will advance. In the event a playoff game cannot be scheduled, the League will revert to the provisions below).

b.. Tie games do not count in Division standings.

c.. If Division standings result in a tie, the head to head matchup between the NRLL tied teams will be used to determine the winner. If a tie still exists, the team with the most

runs scored for the May intra-league schedule will be declared the winner.

d.. If a tie still occurs, a coin flip will be done to determine the winner.

e.. Tournaments will be conducted in accordance to District 5 and Little League Policies.

3.. Majors:

Northridge LL will allow tournament teams to use Northridge LL fields and equipment (catcher’s gear, batting helmets, first-aid kits).

All other expenses related to tournament teams including, but not limited to transportation, lodging, and meals shall be the responsibility of the individual team members and coaching staff.

All trophies won by Northridge LL tournament teams at District 5 sponsored tournaments shall be returned to District 5 prior to next year’s tournament season.

All trophies won by Northridge LL tournament teams at official Little League tournaments beyond district play are property of Northridge LL and shall be given to Northridge LL within one (1) year of the championship game.

14.3- All Star Selection (Minors/Majors/Juniors/Seniors):

1. Players are selected by the Managers through a voting process.

a. All voting is done in a closed meeting session, or by blind ballot. Only managers, or designated coaches if the manager is not available, may participate in the voting process.

b. The Player Agent and the President will be in attendance for this meeting.

2. The President will nominate the All Star Managers for consideration and the Board of Directors shall approve all managers and coaches.

3. All-Star teams will typically be comprised of no more than 13 players.

14.4- All Star Manager/Coach Selection:

1. Manager/Coach candidates shall declare an interest in managing/coaching an All-Star team to the Board of Directors at the beginning of the season (manager/coach meeting). Managers/Coaches will be selected by the President and approved by the Board of Directors by June 2nd or the last game of the season.

2. All coaches and managers wishing to coach an All-Star team must have met requirements for the umpire or coach’s clinics offered by the League and/or District.

3. Tournament team managers without previous tournament managing/coaching experience are advised to choose at least one coach with tournament experience.

4. Tournament managers are allowed to select their coaching staff for the tournaments. The President will present the selected coaches to the Board of Directors for approval. Managers or coaches from the division, who remain in good standing, are eligible to be selected as the assistant coaches for the team.

14.5- All Star Team Selection Process:

1. The selection process will consist of ALL managers from the division placing four (4) to eight (8) players’ names on a list. Managers only pick 3 players from their own team. Once players have been put in order by amount of votes, each player will be contacted personally by the All Star team manager.

a. If this does not fill the team then the managers will reconvene to fill the vacancies.

b. At NO time will any manager from any level announce to a group of players who was selected and who wasn’t. This will always be done one on one, either by phone or in person.

14.6- Tournament Conduct:

Tournament team managers and coaches are responsible for learning all tournament rules and for teaching their players and their player’s parents these special rules. Required dress code is in effect for All-Star games.

Tournament teams may not play in any non-Little League practices, games, or tournaments without the express approval of the Northridge LL President.

Northridge LL expects all managers, coaches, players, parents, and fans to exhibit excellent sportsmanship at all times. This includes cheering for both teams regardless of outcome.

14.7- Tournament Team Financing:

While participating on a tournament team is a very rewarding experience for players, managers/coaches, and parents, it is also very time consuming and can be expensive.

Unfortunately, Little League Inc. and Northridge LL offer little in financial reimbursement to those involved in tournaments, therefore, each tournament team should appoint a fundraising volunteer to lead any fundraising efforts required by the team to travel to tournaments out of state.

There shall be no financial assistance from Northridge LL for participation in the District 5 tournaments. However the Board of Directors holds the option of purchasing tournament t-shirts or sweatshirts for the players.

15 Required Team Positions:

To aid the league in on-going operations, teams are required to fill the following positions with volunteers:

1. Team Parent – The Team Parent keeps track of the manager, coaches, paperwork, medical forms, information, schedules, snacks, team pictures, fundraisers, end of season party and other duties to assist with the team. Additionally, the team parent is typically assigned to develop the schedule for team snack bar responsibilities.

2. Scorekeeper – One or more scorekeepers are needed for each team in the Farm Division and above. Only one official scorekeeper is required per game and the home team is required to supply the scorekeeper for that game. The scorekeeper duties and responsibilities include, but may not be limited to: records the game in a score book provided by the league; keeps a running record of pitches thrown, strikes, balls, fouls, hits, outs, & runs; and, keeps record of the game for the umpires, coaches and players. All scorekeepers are encouraged to attend a scorekeeping clinic provided by the league before the season begins and/or have prior training.

3. Team Umpire – a. Farm Division: Farm managers are required to split umpiring responsibilities for each game at

Brooktree park. Teams are encouraged to secure a volunteer to relieve the manager of umpiring responsibilities.

b. Minor/Major Division: Although the league pays for umpires at the Minor/Major levels, the home team manager is expected to provide a base umpire to assist the head umpire behind home plate. The league will endeavor to provide volunteer umpires any necessary training/guidance required to educate our volunteers on current baseball rules, mechanics, and etiquette.
