Program
• It consists of drawings, plans, specifications or procedures. Must be prepared under the direction of a competent person and be based upon sound geotechnical engineering practices. It must describe: – geology – excavation geometry – previous ground problems – mining methods – assessment methods – ground support
• The mine design must be updated annually and also before any alteration is made to the mine that may significantly affect the ground stability of the mine.
• A copy of the mine design must be available for review by an MOL inspector and by the JHSC.

• A Professional Engineer’s report is required if:
– the geometry of an existing excavation that does not have ground support is to be altered
– a new excavation is planned to have no ground support
• The report must be prepared in accordance with good geotechnical engineering practice.

• A pillar 60 m thick must be established between adjoining underground mining properties.
• Before the pillar is mined, drawings, plans, specifications, mining methods and procedures must be approved by a professional engineer in accordance with good engineering practice.
• Pillar dimensions and mining methods and procedures must provide ground support to control ground problems and must withstand the inrush of water or materials across the party boundary.

• A written program for the timely communication of ground control information must be developed in consultation with the JHSC.
• The program must describe:
– The means and procedures for communication
– The kind of information to be communicated
– The actions to be taken by supervisors with respect to information that is communicated to them

Sect. 67 – Procedures for Ground Control
• Written procedures must be prepared for activities relating to the installation of ground support and activities that require a worker to be exposed to unsupported ground.
• The procedures must describe the methods for preventing workers’ exposure to unsafe ground conditions.
• The employer must consult with the JHSC in preparing the procedures.
• A written record of a rockburst or uncontrolled fall of ground must be maintained (time, location, extent, any injury, and other relevant information such as monitoring data).

Sect. 21 Notice of unusual occurrence
• A notice in writing must be given to the Ministry of Labour for:
‒ A rockburst causing the displacement of more than 5 tonnes of material or damage to equipment
‒ An uncontrolled fall of ground causing the displacement of more than 50 tonnes of material or damage to equipment
• A quality control program must be developed to ensure that ground support specified in mine design must be well installed and remain effective while in use.
• A record of tests conducted under the quality control program must be maintained.
• If requested, the employer must provide a copy of the program and a record of the tests to the JHSC.
