The COIDIIllSSIO.1 shall render awritten report to the CouncJ1, on or belore the firstday of May ot each year, showmg the fIScal tnwsachoDSof the Retirement SY5tem for the year endmg the pre:.cpdIng last day of February, and a balance sheet show-mg the fmancial condition of the Rehrement System bymeans of an actuanal vaiuatlon of the assets and habl1-Itles of the Rettrement System as of the preceding lastday of February.

(b) Mortahty and Other Table&. The COII1mISS1onshall adopt such mortahty and other tabies of expenence as are necessary In the operation of the RettrementSystem on an actuanal basIs..
