    Green Ship ProgrammeThe Green Ship Programme is one of the three programmes under theMaritime Singapore Green Initiative. The Maritime Singapore GreenInitiative was announced by Minister at the Singapore InternationalMaritime Awards 2011.

    The Green Ship Programme is targeted at Singapore-flagged ships. TheMaritime and Port Authority of Singapore will provide incentives to shipowners who adopt energy efficient ship designs that reduce fuelconsumption and carbon dioxide emissions.

    Singapore-flagged ships registered on or after 1 July 2011, which gobeyond the requirements (See Annex A) of the International MaritimeOrganizations Energy Efficiency Design Index, will enjoy a 50%reduction on the Initial Registration Fees (IRF) under both the normal

    registration and the Block Transfer Scheme (BTS) during the registrationof the ship. It will also enjoy a 20% rebate on Annual TonnageTax payable every year until the ship ceases to exceed the requirementsof International Maritime Organizations Energy Efficiency Design Indexas set out inAnnex A, based on the phased-in time period.Existing ships which utilise energy efficient ship designs that meet therequirements for the Green Ship Programme can also take part in thisprogramme, but will only enjoy the 20% rebate on Annual TonnageTax payable every year until the ship ceases to exceed the

    requirements ofInternational Maritime Organizations Energy EfficiencyDesign Index reference lines. For Singapore ships that undergo achange of ownership and the new owner chooses to continue registeringthe ship with Singapore, the new owner pays the registration anewfees. As this fee is not considered as IRF, there is no 50% reduction onthe registration anew fees for the new ship owner. However, this shipowner can still enjoy the 20% rebate on Annual Tonnage Tax if the shipqualifies under the Green Ship Programme. The details of the IRF and

    Annual Tonnage Tax incentives for the Green Ship Programme are

    shown inAnnex B.Ships that qualify for the Green Ship Programme will be given aGreenCertificate issued by MPA. The GreenCertificate will also begiven to the company owning the qualifying ship. A new award categorySRS Green Ship of the Year will also be introduced in the SingaporeInternational Maritime Awards beginning 2013.

    To qualify for the Green Ship Programme, ship owners have to submit acopy of the International Energy Efficiency (IEE) Certificate or pre-verification report as proof that the attained Energy Efficiency DesignIndex of the ship exceeds the International Maritime Organizations

    requirements on Energy Efficiency Design Index for that particular shiptype and size at the time when the above financial incentives are to beapplied.

    If the pre-verification report is not ready at the time of provisionalregistration, ship owners have to inform the Singapore Registry of Shipsin writing at the point of provisional registration of the intention toparticipate in the Green Ship Programme. The pre-verification report willthen need to be submitted within 1 month of provisional registration. Forexisting ship owners who have made major modifications to make their

    ships green and would like to enjoy the 20% rebate on Annual TonnageTax, please provide the International Energy Efficiency Certificate atleast two months before the Annual Tonnage Tax due date. There willbe no pro-rated rebate if documentations are not submitted on time. Shipowners can submit a copy of the International Energy EfficiencyCertificate from 1st July 2011 onwards. Submissions can be made viaemail ([email protected]) to our office. Interested ship owners may approachone of our nine Recognised Organisation (Annex C) for the issuance of theInternational Energy Efficiency Certificate or pre-verification report.
