wing World War II, an army of dip-ts, legislators, and scientists workedntly for decades to forge internationalments to regulate and reduce impactsgh seas fishing. In spite of their bests, most waters off Alaska in 1968 were

wide open to fishing by foreign fleets.gn fleets took much of Alaskas salm-shing an estimated 10,000 kilometerslnet in the western Bering Sea and theian Islands. One of the darkest peri-or Alaskas salmon occurred in 1973,the often mighty Bristol Bay sockeye

was clearly time to do something, but what

could be done without the internationalagreements so many had been seeking? Sen. Stevens had the clarity of vision toidentify a unilateral 200-mile fishing limitto control foreign fishing fleets off the coastsof the U.S. In 1971, he introduced a billto extend U.S. jurisdiction from 3 to 200miles offshorein effect to push foreignfishing vessels further from U.S. shores. Al-though the bill was unsuccessful, in 1975he gained the support of Sen. Warren Mag-nuson of Washington State. Together thetwo co-sponsored the Fishery Conservationand Management Act enacted by Congress

in 1976. Today we refer to this importantpiece of legislation as the Magnuson-Ste-vens Act. Senators Stevens and Magnuson

were just two among many leaders of their

generation to realize the importance ofimplementing marine policies to protectliving marine resources and promote do-mestic fisheries. However, their work laidthe foundation for this effort that continuesinto the present. The Magnuson-Stevens Act of 1976 wasa very big step in the journey from the un-regulated fishing of the first three postwardecades to the carefully controlled, sustain-able harvests of today. The Act marked thebeginning of a much bigger story that cantbe told here. What can be said is that, overthe next three decades, Sen. Stevens relent-
