NB-2379 Sd/- Assistant Comptroller M-006 Sloppy snow clearance leads to chaos on city roads SAQIB MALIK Srinagar, Jan 6: While incessant snowfall on Friday brought cheers to Srinagarites, delayed response by authorities to clear snow played a spoil- sport and created chaos on city roads. Slippery roads brought down speed of vehicles halting traffic at many places and making it difficult for commuters to reach their destina- tions on time. For most of the day, there was no sign of snow clearance machines on city roads and streets resulting in gridlocks. Vehicles were stranded on slippery roads for hours and people were seen pushing cars and commer- cial vehicles. Despite shutdown called by the resistance leadership, there was con- siderable movement of private vehi- cles. Till evening, the snow clearance machines were not pressed into service in civil lines areas and Shaher-e-Khaas. Traffic jams for several hours were witnessed in various parts of the city including Ram Bagh, Teng- pora Bypass, Bage Mehtab, Abdullah Bridge, Sonwar, Ram Munshi Bagh and TRC Crossing. In absence of traf- fic police, motorists were seen man- aging traffic themselves near Radio Kashmir junction. Sajad Ahmad, a Sanat Nagar resi- dent said while snow has brought an end to the long dry spell, “but failure of authorities to promptly clear snow from roads played a spoilsport.” “We can now only wait for snow to melt as we have no hopes from the administration. Even so-called posh localities have no signs of snow clear- ance machines and snow has accu- mulated everywhere,” he said. However, Divisional Commission- er, Kashmir, Baseer Khan claimed that 20 snow clearances machines have been pressed into service in Srinagar. “Snow clearance machines will be used when a considerable amount of snow gets accumulated. Snow clear- ance operations could not be started immediately on Friday as snow had not accumulated to the level at which machines can clear it,” he said. The Divisional Commissioner said in view of the forecast for more snow, clearance will be conducted through- out the day on Saturday. Commenting on the massive traffic jams witnessed in the city, Khan said “all efforts are being made to regulate the traffic.” He said there is enough supply of supply of essential goods available in Srinagar. An official of an oil marketing company also said LPG stocks in Sri- nagar will last almost three weeks. Commenting on “ill-prepared- ness” of the district administration in snow clearance, Deputy Commission- er Srinagar Dr Farooq Ahmad Lone said “since snow clearance is more effective during night, the process started on Friday evening and will be intensified during night.” “Traffic jam was bound to happen due to slippery road. As snow clearance will be pressed into service on Saturday, there would be a smooth movement of traffic. Snow clearance will be intensi- fied during night,” the DC said. However, most of the Srinagari- ties whom this reporter contacted said they called on notified helpline numbers of various departments but to no avail. “It seems that none of these helplines are working. The officials we managed to spoke with just passed the buck to each other. There is com- plete confusion that whether it is SMC or PWD or some other agency which is responsible for snow clearance,” said Shahid Ahmad, a resident of Maisuma. Chief Sanitation Officer, Srinagar Municipal Corporation (SMC) Man- zoor Ahmad Turray said “we pressed into service our around 2,000 workers in various parts of city to clear snow especially the venues for congrega- tional Friday prayers. The problems aside, incessant snowfall on Friday brought joy among people with several of them posting pictures and live videos of snow on various social media websites. With a drop in temperatures, shops selling Kashmiri delicacy harissa and even roadside barbeque vendors were thronged by people. Shazia Yousuf, a student said instead of being confined to interiors she preferred to visit a harisa shop with her brother. But not everyone shared the joy as several commuters missed out on important day-to-day work. Nabeel, who runs a soſtware company had a client meeting fixed at Lal Chowk but could not even move his car out of the locality at Hyderpora. “I tried to drive my vehicle but the road was quite slippery and snow had accumulated to an extent that my car was stuck. My worry is that things are expected to become worse as there is more prediction for snow for the weekend,” Nabeel said. Civil society also expressed concern on lack of measures to clear snow. In a statement, the President, Kashmir Chamber of Commerce & Industry, Mushtaq Ahmad Wani said that the snowfall has ended the long dry spell but it has caught the state administration sleeping to cause unexpected difficulties to the people. “There is no proactive arrange- ment in place to meet such exigency. KCCI feels obliged to urge the state administration [to] wake up and ensure that sufficient machine and manpower is immediately deployed to clear the roads and links of the city and suburbs for normal movement of people,” he said. Administration buried under few inches of snow: NC DC reviews snow clearance, dewatering arrangements Srinagar, Jan 6: Deputy Commissioner Sri- nagar, Dr. Farooq Ahmad Lone, today convened a meeting to review snow clearance and dewater- ing arrangements in view of snowfall and rains in the district. Officers of PHE, PDD, Health, SMC, Traffic, MED, UEED, FCS&CA, Fire & Emergency Ser- vices attended the meeting. The meeting was informed that all the con- cerned Departments are ready to meet any eventu- ality, besides adequate men and machinery have been kept on standby for snow clearance opera- tions. It was said that all the Departments have established control rooms for the convenience of the general public. The Deputy Commissioner directed the officers to ensure timely clearance of snow from main roads, lanes and by lanes in the district, especially on roads leading to important installations. Officers of PDD and PHE Departments were asked to ensure uninterrupted electric power and water supply so that people may not suffer in harsh climatic conditions. The meeting decided that ADC Srinagar (9419055573), Assistant Commissioner (Rev) (9419407045), Sub Divisional Magistrate East (9419009472) and Sub Divisional Magistrate West (9419004372) will function as Nodal Officers to monitor the situation within their areas of juris- diction. Srinagar, Jan 6: Opposition National Conference on Friday hit out at the administration for “making people suffer due to its callous and insensitive approach in dealing with the snowfall. NC spokesperson in a state- ment said during an extensive tour of Srinagar City, NC General Secretary and MLA Khanyar Ali Muhammad Sagar interacted with stranded com- muters, traders and patients who couldn’t make their way to hospitals. Lashing out at the Administra- tion, Sagar said “this state of brazen insensitivity and unprofessional- ism was unprecedented.” “Snow hasn’t been cleared from even main arterial roads, not to speak of interior lanes and by- lanes. Prayers at main Jamia Mas- jids and Dargahs including Jamia Masjid, Nowhatta and Hazrat Dastageer Sahab at Khanyar were affected because of the Adminis- tration’s apathy and indifference. Even access roads to hospitals haven’t been cleared despite the Government having all the neces- sary machinery at their disposal”, Sagar said. “Chief Minister and her Cabi- net Ministers as well as PDP leg- islators from Kashmir were absent and missing from the ground as people were bearing the brunt of the adverse weather. Electricity seems to be adversely hit. Delivery of rations, essential commodities and medicines has been stopped completely. What is the Chief Min- ister doing? ", Sagar asked.
