INTRODUCTION

Along with economic ills and the disintegration of the empire, in the early 1950sGreat Britain was caught in the tangled aftermath of the war in her foreign relations.Throughout the world, within and without the empire, the rising surge of nationalismwas an irresistible force. The ever-threatening hostility of the USSR, coupled withCommunist China, and the ever-present fear of a nuclear World War III dominatedinternational relations. All seven of the world's former great powers found themselvesin different relative positions from what these had been in 1939. The United Statesand the USSR emerged from the war as the two most powerful nations on earth,respective leaders of the democratic West and the communist East.

As for Great Britain, long accustomed to being one of the top world powers, shenow had to reconcile herself to a lower position as junior member of the former "BigThree" of Yalta. With drastically reduced armaments, due to drastically reducedfinances, Britain could no longer speak with her old authority. Yet foreign affairsmade numerous demands upon Britain's attention and resources; the disintegrationof her empire would blend into foreign relations in this period.

The Far EastIn the Far East, the unsettled conditions in China took a turn for the worse at a

time when Great Britain was reducing her worldwide commitments. With theNationalists' collapse in 1949, the Communists were quickly taking over the whole ofthe Chinese mainland. By 1950, Chaing Kai-shek's Nationalist government andforces had to take refuge on the island of Formosa, under the protection of the U.S.Navy.

As for Britain, the Communist capture of Shanghai with its rich internationalsettlement, the center of Britain's wide commercial holdings in the Yangtse valley,was extremely serious. With Shanghai a casualty of the civil war, Britain's crowncolony, Hong Kong, had more commercial possibilities than ever as an entrepot forChina trade. But the island and its adjacent mainland were constantly vulnerable toseizure by the Communists. Consequently, Britain lost no time in recognizing thenew government and kept on reaping profits from Hong Kong. Britain's tolerance ofCommunist China led to one of the few sharp differences in policy with the UnitedStates.

Britain unhesitatingly backed the United States against the North Korean invasionof South Korea in June 1950. Korea, a strategic, oft-disputed peninsula on Asia'sPacific coast, had been divided at the 38th Parallel between communism in the Northand democracy in the South in the immediate postwar period. With the support of theUSSR, the North Korean army invaded the South. This prompted a diplomatic andmilitary response from the United States and other democratic countries. The UnitedStates led the move in the United Nations (UN) for immediate action to deal with thisflagrant aggression. The UN Security Council, minus the Russian delegation (which

was boycotting another issue), authorized immediate armed opposition to theinvasion. Great Britain, which had supported the United States in the SecurityCouncil, provided the second heaviest contribution to the war effort--14,000 groundtroops and 10,000 men on offshore naval units. These troops were to be the nucleusof what was to be known as the Commonwealth Division--with Canada, Australia,and New Zealand joining Britain in the Korean War. The deployment of British forceswas a source of friction in the Clement Attlee government. Many in Attlee's own partywere inclined to feel that Britain had become too prone to follow the United States,especially in the Far East. Britain had so much more at stake, with investments inChina and the very existence of Hong Kong depending on trade with the Chinesemainland.

Malaya's value to the British nation was its ability as a "dollar earner" from itsproduction of a considerable share of the world's tin and rubber. Because Malayapaid so well, Britain spared no pains in protecting it against Communist subversion.That was no simple task, for Chinese Communists had infiltrated its jungles andrubber plantations so successfully that the rubber supply was threatened. Thecommunists' "hit and run" guerrilla tactics were hard to combat in the jungles, but theBritish enlisted the cooperation of large forces of Malay police and specialconstables.

The Middle EastBritish imperial holdings began to recede in the postwar period, a recession that

reached its climax in 1952. Of the former mandate lands in the Middle East, Palestineproved the most troublesome in the immediate postwar period. Following the end ofBritain's mandate in 1948, the new country of Israel would have little relations withGreat Britain.

In other areas, the phenomenal development of the new oil fields in Arabia and thePersian Gulf region added significance to every aspect of Britain's role in the Arabworld. At first anti-British and later anti-American sentiment was stirred by variousclerics, muftis, and governments. One serious problem with this anti-Britishsentiment arose in a non-Arab, though Moslem, country--Iran.

In March 1951, the pro-British premier of Iran was assassinated, and shortlyafterward the Iranian Parliament passed an act nationalizing the Anglo-Iranian OilCompany. The British government and financiers owned the controlling shares in thecompany and the Iranian nationalists demanded a higher royalty. Britain's efforts atnegotiation, as well as those of the United States as mediator, proved fruitless inview of the nationalist fervor. Eventually, the Iranian government of MohammedMossadeq expelled British oil technicians. Problems quickly arose, for Iran did notknow how to refine oil--all technical skills had been retained by the British and otherforeigners. Not long after the termination of the Mossadeq government, British,French, and American oil technicians returned and the Anglo-Iranian Oil Company(renamed the British Petroleum Company) received compensation for its losses andwas allowed to return to production.

In Egypt the trouble that erupted in the postwar world was not a new story, but thecontinuation of anti-British feeling that went back to 1882. Prior to 1952, Britishtroops were used to subdue nationalist and anti-British rioting and demonstrations inEgypt and the Suez Canal Zone. In 1952 this nationalistic fervor reached its climaxwith a military coup d'etat against King Farouk, led by Gamal Abdel Nasser. A yearlater, Egypt became a republic, with power concentrated in the hands of Nasser.

Nasser quickly extended his influence to other parts of the Arab world. Late in 1954,Britain was forced to further withdraw from Egyptian territory and a portion of theSuez Canal Zone. Britain's final and complete withdrawal from Egypt and the SuezCanal would come in 1956.

Emerging AfricaIn 1952, Kenya was the setting for the Mau Mau uprising. Eventually British and

native troops were able to eliminate the support structure for the Mau Maus, and theuprising ended as abruptly as it had begun. From this experience, the British werereluctant to abandon the thousands of white settlers to a native-dominated state. Butthe native government experiment in Tanganyika being successful was enough forBritain to grant partial self-government with Julius K. Nyerere as leader.

In West Africa, Britain granted freedom more easily. The crown colony Gold Coast(later Ghana) developed democratic institutions and a constitution through the workof a parliamentary commission. Eventually, the British governor-general wouldappoint a young Kwame Nkrumah as virtual prime minister. In 1954, Britain createdthe Federation of Nigeria with internal self-government.

In South Africa, the election of 1953 solidified the Afrikaner policy of apartheid.

The CommonwealthThe arrangement of dominion status for India, Pakistan, Ceylon, Ghana, Malaya,

and others was a master stroke of mutual benefit to all parties. In contrast to theviolent rupture of imperial ties in French Indochina, Dutch Indonesia, and Algeria,these new nations remained nominally within the British sphere, even thoughmanaging their own foreign relations and defense in addition to internal affairs. Britishflexibility was stretched even further with some members of the Commonwealthremaining within it even after they became republics. India, the first of these, becamea sovereign democratic republic in 1950.

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. Surpassing the scope of the StateDepartment's Foreign Relations of the United States (FRUS) series, the Central Filesprovide extensive coverage of all political, military, social, and economic mattersrelating to a particular country and/or world event.

The publication of the State Department Central Files for 1950-1954 offers uniqueopportunities for research. These vast, invaluable, and recently released internalrecords for most countries are available for a crucial period in U.S. and world history.Each part of the 1950-1954 series will contain a wide range of primary materials:special reports and observations on political and military affairs; studies andstatistics on socioeconomic matters; interviews and minutes of meetings with U.S.and foreign government officials and leaders; legal and claims documentation; fulltexts of important letters and cables sent and received by U.S. diplomats andembassy personnel; reports, news clippings, and translations from journals andnewspapers; and countless high-level/head of state government documents,including speeches, memoranda, official reports, aide-memoire, and transcripts ofpolitical meetings and assemblies.

ORGANIZATION OF THEU.S. DEPARTMENT OF STATE

DECIMAL FILING SYSTEM

From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject with each subject having been assigned aspecific decimal code. The decimal system from 1950 to January 1963 consists often primary classifications numbered 0 through 9, each covering a broad subjectarea.

Foreign AffairsFor this section of the U.S. State Department Central Files, University Publications

of America (UPA) has microfilmed the documents contained in Class 6. Within thisclass each subject is defined by a decimal file number. The decimal file number isfollowed by a slant mark (/). The number after the slant mark (/) refers to the date onwhich the document was generated. Documents within each decimal file number arearranged in chronological order. The entire decimal file number is stamped on theright side of the first page of every document.

In this publication records classified 641 deal with the foreign policy of GreatBritain and its political relations with other nations. Due to the State Department'sarrangement of these records, countries assigned numbers below 41 will not befound in this file.
