    Dear Ms. SanFilippo,

    I currently have multiple Denial of Access complaints pending against theWoodbine Board of Education Records Custodian, Allen Parmelee. I have learnedvia an OPRA request filed with the Borough of Woodbine that DistrictSuperintendent Lynda Anderson-Towns sent an email to GRC case manager

    One of Ms. Towns accusations is that I file all most daily OPRA requests. For

    the record, since 2013 I have filed 24 submissions. I am attaching a spreadsheetwith the dates of those requests.

    Ms. Towns also asserts that she and Mr. Parmelee have exerted every effort torespond to a multitude of OPRA requests. This again is untrue. Initiating litigationagainst a Custodian is very time consuming whether I do so myself or have counsel

    represent me. When a Custodian violates OPRA as a courtesy I give the custodiana chance to correct their violation. When I attempt to communicate with Mr.Parmelee he ignores me. In each of my DOA complaints you can see exhibitsshowing the custodian going unresponsive. At that point I have no other alternativethan to file for an order.

    Regarding my comments about OPRA being a game, OPRA absolutely is a game.And the government has made it that way. As our founding fathers warned us thegovernment cant be trusted. The government lies to the people and hides the truthfrom the people everyday. OPRA is like a chess game; requiring you to thinkseveral moves ahead.

    For example, in 2013 Hamilton Township denied Press of Atlantic City reporterDerek Harper a publicly funded engineering report on the safety of the Mays

    lengthy absence. The absence was excused by her pediatrician. Mr. Parmelee

    denied the charges were filed and therefore no such record existed. Not until Ireminded Mr. Parmelee that these were court records which were assessable to the public at the courthouse did he finally release a copy of the complaint. Had I not played the game the records would never be released. (See GRC 2014-59) (Alsosee newly filed complaint Scheeler v Woodbine BOE 2/19)

    I currently have a pending lawsuit against the school district filed on behalf of my12 year-old son. Most of my OPRA requests were filed for documents which I feltcould be helpful in my case. Other requests were filed regarding the need for thedistrict to have a state monitor. All of the records requested had an explicit purposewhich I had every right to request. The truth is that the Board of Education does

    not have the ability to faithfully comply with its obligation to the community underOPRA. Mr. Parmelee doesn't appear to be qualified to be the records custodiandue to lack of training. Since 2012 I estimate the Board has spent well over $5,000having their solicitor assist the custodian in doing his job.
