Doyle Piwniuk, MLA for Arthur-Virden, welcomes news that the Manitoba Government has allocated funds for early learning and child care spaces in the Arthur-Virden constituency. “Our Progressive Conservative government is committed to ensuring Manitobans have access to quality child care,” said MLA Piwniuk. “I am pleased that we are delivering funding, so we can now subsidize existing child care spaces for families in the Arthur-Virden constituency.” This investment is part of The Canada-Manitoba Early Learning and Child Care Agreement. Thank You

On behalf of the Hartney Blues Players and Coaches, we would like to thank all of our fans and the community for all the support over the 2017/18 season. The Blues had another successful season finishing with a record of 17-7-1! We would like to recognize and thank a few individuals that helped out all year: Jean Morrison – for continuing to sew and design custom sweaters for ALL of our kids. We are all truly grateful as these sweaters are a favorite in every household and our kids can’t wait to put on their Blues sweater to go watch dad play! Robin Bodin – driving the bus to every road game. Not only did he drive, but he made sure we were very early to every game somehow!!! Keith Evans – managed and organized the timeclock and score keeping for each home game. Keith also was a HUGE help in the dressing room and helping out with equipment, game day items and anything that was needed by the players or coaches. Temple Farms – storing and allowing our team bus to be kept inside during the winter months! Debra Turner – making, organizing and delivering all the programs for each home game. Families and Friends – working the door and canteen for home games. Lastly, all the local businesses who donated any support throughout the year. Once again, thanks for all the support. We look forward to a long and warm off season to allow our aging bodies to recover! Although we aren’t getting any younger, we certainly are still having a ton of fun! Thanks, the Blues!

Hartney Skating Club Would Like to Thank

Laurie Bertholet – STARSkate Coach for our club and is here 3 times a week for lessons with the skaters. Laurie has planned the music and choreographed the programs for the skaters. She has attended the Test Days in Deloraine & Melita and will be at the upcoming test days in Killarney & Hartney with the skaters. Competitions have been held in Virden, Dauphin, Elkhorn, Portage & Hazelridge that she has attended with skaters. Thank you for your dedication to our club and skaters!!

Debra Turner – CanSkate Coach for our club and plans lessons each week for the 20 CanSkaters and prepares the Program Assistants to help with lessons each week!

Cheryl Bartel – STARSkate Coach from Reston, who travels to Hartney on Fridays to assist Laurie with Lessons for the skaters!

Hartney Skating Club Cheers for Team Canada at the Olympics!

Hartney Skating Club held their annual ice carnival on Friday, February 23rd at the Hartney & Area Arena. The Opening Ceremony began with all the Hartney Skating Club Members skating onto the ice to the theme song from “Chariots of Fire”. Everyone then stood for the playing of “O Canada”. The first solo performance of the evening was by Ashlyn MacDougall. Ashlyn is the daughter of Jodi MacDougall and Jarrad MacDougall. She is in Grade 6 and attends Souris School. This year Ashlyn has competed at Virden Funskate, North & South Westman Regional Competition in Elkhorn and the Manitoba Open in Portage in the Star 4 category. Ashlyn has completed her Star 2 Freeskate, her Preliminary skills, as well as her Preliminary Dances. In March, Ashlyn will be competing at the Provincial Star Skate Championships in Hazelridge. The first CanSkate Group of Torch Bearers skated to “World in Our Hands”. The skaters, Theo Cowan, Ellie Green, Isabel Hodgins, Emily Hodgins & Mya Keeler showed everyone their new skating skills they have learned with help from Program Assistants Sara Mantell & Kally Bodin! The next solo performance was by Laila MacDougall. Laila is the daughter of Jodi MacDougall and Jarrad MacDougall. She is in Grade 3 and attends Souris School. This year Laila has competed at Virden Funskate and the North & South Westman Regional Competition in Elkhorn in the Star 1 Category where she earned Gold Standing at both competitions. In March, Laila will be competing in the Star 2 category at the Provincial Star Skate Championships in Hazelridge. The next CanSkate Group on the ice were the Gold Medal winning Bobsled Team of Jase Agnew, Will Druwe, Alec Morrison & Charlie Turner! They had fun skating onto the ice in their bobsled and showing everyone their skating skills with help from Program Assistants Peyton Boulanger & Samantha Hunt! The next CanSkate Group on the ice were the Bronze Medal winning Hockey Team of Avery Cowan, Rowan Eastman & Nathan Holden! They had so much fun skating to “Hey Baby” with Program Assistant Faith Thomas! The next solo performance was by Rebecca Hunt. She is 11 years old and the daughter of Scott & Lynne. Rebecca passed the STAR 1 Dance test and the Dutch Waltz dance at the end of last season! She has been practicing her Canasta Tango & Baby Blues dances. The next CanSkate Group was the fast paced Curling Team of Charlie Clarke, Liam Holden, CJ Morrison & Nolan Phillips. They showed everyone their great skating skills along with some curling moves to “We Will Rock You” with Program Assistant Kally Bodin! The final CanSkate Group to perform were the Gold Medal winning Figure Skating Team of Cambria Clarke, Cassidy Clarke, Maisie Green & Kaylee Phillips with Program Assistants Janelle Eastman & Sydney Wright! They had a great performance showing everyone their skating skills to “I Believe”. After each of the CanSkate performances, Coach Deb Turner presented all the CanSkaters with their report cards with the ribbons and badges that they earned this season! Congratulations to all the young skaters on a Great Skating Season! `On Ice Presentations were then held to present the Coaches & Program Assistants with gifts of appreciation from the Club. The STARSkaters were presented their cards with crests earned this past year!

After the intermission, the first solo skater was Brooklyn MacDougall. She is the daughter of Jodi MacDougall and Jarrad MacDougall. She is in Grade 9 and attends Souris School. This year she competed in the Parkland Regionals in Star 5 and earned the Silver Medal. She has completed her Bronze Interpretive Dance, Junior Bronze Free Skate, Jun-ior & Senior Silver Skating Skills and is currently working on completing her Senior Silver Dances! The next solo performance was by Peyton Boulanger. She is in Grade 8 and the daughter of Marc & Lindsay. She has had a successful season so far, placing 3rd at North and South Westman Regionals & at the Manitoba Open. She has passed her Jr. & Sr. Silver Skating Skills, Jr. Silver Dances in 2017 and is practicing her Sr. Silver dances and Sr. Bronze FreeSkate!

The next solo was by Cambria Clarke. She is in Grade 5 and the daughter of Curtis & Coral. This is Cambria's second year with the Bridging Program to StarSkate and she is finding it both challenging and fun! The next solo performance was by Samantha Hunt. She is 17 years old and the daughter of Scott & Lynne. Sam achieved her Gold Interpretive Dance test and Jr. & Sr. Silver Skating Skills in 2017. She has one Sr. Silver Dance to complete and has been practicing some Gold Dances! She is also practicing her Gold Skating Skills! To perform next was Morgan Haerer. Morgan is 16 years old and the daughter of Jeremy and Shelly (McDowell) Hoerer. Morgan has competed in 2 competitions this year, Winnipeg Summer Skate & Regional Skate Competition. Morgan passed her Gold Free Skate test in December! Morgan completed her Gold Skating Skills test at the end of last season and only has one dance test left to complete her Gold ice dances! Morgan enjoys her time and friends made at the Hartney skating rink! The next solo performance was by Emily Morrison. She is 16 years old and is the daughter of Karen Duthie and Lewis Morrison. Emily has completed her Senior Silver Dance, Senior Silver Free Skate and Gold Skating Skills. She is working toward completing the Gold Free Skate and final Gold dance. She has competed at North & South Westman Regionals in Dauphin in January. She competed in the Manitoba Open in Portage la Prairie in February and at the STARSkate Provincials at Hazelridge in March. The final solo skater was Casey Bertholet and she performed her new Short Program. She is in Grade 11 and the daughter of Adrian & Laurie. Casey was a 4-time Gold Test skater at the age of 11. She also had her Novice competitive test at 10 years of age. Casey has been to many competitions in the 2017-2018 competitive season. She competed in Winnipeg Summer Skate placing 1st in both her short and long program. Casey also traveled to Edmonton, Alberta where she placed 4th, Thornhill, Ontario and also to Barrie, Ontario to compete. She travelled to Montreal in December earning a spot as a wildcard due to her high placings in the summer competitions. Casey plans to head up to Thompson in March for Manitoba Winter Games! Congratulations to all of these STARskaters on their Solo performances and their many achievements this past season! Their season continues as some skaters attended the Test Day in Melita on Febraury 25th and have future test days in Killarney & Hartney! The Guest Skaters for evening were the Wheat City ConnXion Synchro Team! The team is made up of 21 skaters from the Westman area including former Hartney Skating Club Members Karis Beernaert, Jennifer Wright & Emilie Logan! It was great to see you skate in Hartney again!

The evening ended with the Closing Ceremonies with skaters taking to the ice for a final skate of the evening!

News from the Pews

The members of Hartney and Lauder United Churches continue to worship every week, even though we do not have a minister yet. Hartney Church is being held at Cameron Lodge for the month of March and we worship at 11:00. Lauder meets at 9:30 for March in their church. For the first Sunday in April our times will rotate and Hartney will be 9:30 and Lauder 11:00. We would welcome you at either service if you would care to join us. Easter Sunday we will have a communion service led by Rev. Margaret Kristjanson. Some of our other upcoming services are being led by Joan Neuman, Jeff and Linda Tribble, Maryanne Whyte, Reg Atkinson, Lorne Robson and Karen Barrows. We trust you will join us as you are able.

Spring is in the air! Watch for more information on the opening of the thrift shop.

Hartney Enrichment Programs Have you been wondering what is happening at Hartney Enrichment Programs? Please join us on April 11th, 7:00pm at The Civic Centre Board Room for our Annual General Meeting. We will be reviewing our budget, providing preschool/centre updates, as well as offering time for you to ask your questions. Laura has just one course/practicum to complete before obtaining her Early Childhood Education Certificate! We are very excited for her to be back at the centre! Another one of our latest updates is that we have 2 staff members leaving us for maternity and parental leave terms. These exciting changes for their families has us in need of staff, please see a brief description of requirements below. For full position details or to apply please email Charlene at: [email protected] 2 full time positions, ECE II (or ECE III), OR CCA. Fun, reliable, energetic person that enjoys working with children. Successful candidate will be required to obtain first-aid certificate and clear criminal record check and child abuse registry check. Salary will be dependent on qualifications and experience.

What’s Old at the Museum?

The museum has an extensive collection of dolls. Most of these were from Donalda Whetter’s private collection and she donated them to us when she left her home. She had collected 139 dolls from all over the world. Many of them are miniature dolls but there are also cloth body dolls, cupie dolls, Eaton dolls and wooden dolls. Many of them are beautifully dressed in the costumes of the countries they come from. There are two displays for them. One is located is a glass case on the main floor and the rest are in book cases on the second floor. Come in and browse through them.

What’s happening at the museum?

The museum is only open by appointment. If you are interested in a private tour, please feel free to call one of the other volunteers. They are: Jack or Eleanor Vandusen 858-2064, Maggie Duncan 223-3343, Dawne McKenzie 858-2071, Pat Phillips 858-2127 or Barb Lee 858-2358. One of us will be happy to accommodate you.

What we are looking for at the museum Our boards at the back of the museum still have plenty of room for family histories told through photos. Please put together your history and bring it in. If you need help assembling them, we would be happy to assist. If you have any photos, please bring them in and we will scan them. We are as always looking for volunteers to help with the day to day operation. If you have come spare time, please contract Dawne McKenzie at 858-2071 or Barbara Lee at 252-2358.

Wow, what a beautiful day out there. I hope everyone is enjoying this nice weather as they say we might get some snow on the weekend, let’s hope not! We have been busy with potluck luncheons, going out to the Hartney Hotel for lunch, movie afternoon, wheel of fortune, card making with Edna, and Karen entertaining us on the piano. Thanks girls for giving up time to entertain us! We had Bingo and the PreK Kids were suppose to come, but it was too cold out. Every Monday is Hymn Sing at 10:00am at HCHC and every Thursday is exercises at 10:30am and on Friday’s at 10:00am is Knitting club and visiting. So feel free to join in on the fun! We offer: Bath Program, Meals on Wheels, Lifeline, E.R.I.K Kits, arrange for driver’s for medical appointments and errands uptown, housekeeping and yardwork, so if you need any of these services, just call the office at (204) 858-2597 Monday’s and Thursday’s 9:30am-4:30pm and Friday’s 9:30am-3:30pm.

HARTNEY ELKS LODGE #357

The lodge hosted the annual fun-spiel on February 10 & 11. A great time was had by everyone that took part. This year, nine rinks battled for the chance to be crowned champions. At the end of the weekend, the Darren Janz rink of Souris came out on top with the Cole Turner rink in the runner up position. Thank you to everyone that curled or took part in the activities over the weekend. Thank you to Darren Janz who donated his DJ skills for the weekend. A special thank you to Lori Taylor, Tim Inkster and the rest of the crew that helped in the kitchen with the food over the weekend, once again it was top notch. MUNICIPALITY OF GRASSLAND PUBLIC NOTICE

REGARDING THE INTENTION TO GIVE THIRD READING TO A BY-LAW TO ESTABLISH A WARD SYSTEM

Public notice is hereby given to pursuant to subsection 87(4) of the Municipal Act that the Council of the Municipality of Grassland intends to give third reading to a by-law establishing a ward system for the purposes of holding a municipal election. The new ward system will comprise of three wards with two councilors each as follows: Ward 1 – Former Rural Municipality of Cameron (two councilors) Ward 2 – Former Town of Hartney (two councilors) Ward 3 – Former Rural Municipality of Whitewater (two councilors) The third reading of the by-law is scheduled to be given at the regular meeting of Council to be held in the Council Chambers of the Municipality of Grassland, on 10th day of April, 2018 at 7:00 P.M. Copies of the by-law to establish a ward system for the purpose of holding a municipal election are available for review and may be examined by any person during regular office hours of the municipal office at 209 Airdrie Street in Hartney or at 201 South Railway Street in Minto.

March 2018 HARTNEY LEGION REPORT

History

After Passchendaele (October 25 - November 14, 1917), there were no major battles on the Western Front until the spring of 1918. There were the usual trench raids from both sides but no major engagements. The Canadian Corps spent this time in the Lens - Vimy

Sector where they had victories in April and August of that year. With the Russian Revolution in late 1917, Germany would no longer be fighting on two fronts. The Russians sued for peace and

Germany was able to move thousands of soldiers to the Western Front. On March 21st, the German Spring Offensive started along a 50 mile long front. The British line crumbled; 90,000 British soldiers

were captured along with 1,000 artillery pieces. All the land won in the 1916 Battle of the Somme was lost along with the land around Passchendaele which had cost the Canadian

Corps 15,654 dead or wounded. The Canadian Corps was spared the heavy fighting that was all around them. It was a difficult time. British and French positions in Belgium and France were in jeopardy. Some Canadian units were loaned to the British in areas of greatest concern. By the end of

April, the German offensive ran “out of steam” across the entire front. They had pushed the line back but did not break it. This offensive had cost the Germans over 55,000 dead and 180,000 wounded. These were losses that the German Army could

scarcely afford and, so weakened, was “hard pressed” to hold its gains. A brief description of a Canadian cavalry charge in the 1918 German Spring offensive

“C” Squadron RCD was still heavily engaged along the western face of the wood. Seely therefore sent “B” Squadron Fort Garry Horse back across the bridge at Castel and south along the west bank of the Avre. From here they could bring fire to bear on the

enemy flank in the southwest tip of the wood. The struggle inside the wood was intense and still in doubt. Seely committed his last reserves, sending his last reserves, sending in “A” (Captain Thompson) and “C” (Captain Allen) Squadrons Fort Garry Horse. German and Canadian losses were severe. All three regiments had from one-third to one-half of their strengths reported as casualties. Very few enemy soldiers surrendered, even those

mortally wounded preferred to fight to the end. Only the timely arrival of the British 3rd Cavalry Brigade saved the Canadian gains. The 4th Hussars and the 16th Lancers sweeping down the Castel charged into the western face of Moreuil Wood in the area of the

”C” Squadron RCD battle. The commanding officer of the 16th Lancers was Lieutenant-Colonel Geoffrey Brooke, the CCB’s former brigade major. Under Brooke’s command, the British and Canadian soldiers formed a long line, advancing on order of a whistle blast. Every fifty yards

they halted and fired ‘five rounds rapid’ into the underbrush. The enemy had by now been pushed back out of the wood with the exception of the southernmost tip. The battle reached a stale-mate at this point. After 11:30 a.m., the CCB held its gains against related counter-attacks conducted in a heavy rain that had begun

at noon and continued through the next day. When the CCB was relieved by the infantry at 9:30 that night, they rode back to Castel, and watered the horses in the Avre. They then moved on to the Bois de Senecat to bivouac. As the casualty returns were made out it was found that the Brigade had lost over

300 officers and men and 800 horses. Nevertheless, the line had bend held. Amiens had been saved. The struggle continues after the CCB was withdrawn. A German counter attack the following day recaptured the wood.

Nevertheless the German offensive had lost its momentum and the Allied line remained intact.

MUNICIPALITY OF GRASSLAND COUNCIL NOTES The council of the Municipality of Grassland held its regular meeting on January 23, 2018 in the Council Chambers of the Municipality of Grassland in Hartney at 7:00 P.M. Those present were Reeve Blair Woods, Councillors Bruce Evans, Scott Hunt, Claude Martin, Coral Millar, Robert Miller, Ewen Mosby, Chris Murray, Nick Nowazek, John Sparrow, Chief Administrative Officer Brad Coe and Chief Financial Officer Lisa Scott. The following resolutions were passed: • That the agenda be approved. • That the minutes of the January 9, 2018 regular meeting be adopted as circulated. • That cheque numbers 4485 to 4530 inclusive in the amount of $67,581.83 and EFT 135559 to 146967 inclusive in

the amount of $7,419.17 be approved for payment. • That the payroll for December 2017 be approved in the amount of $57,661.78. • That payroll accruals to December 31, 2017 be approved. • That the financial statement to December 31, 2017 be approved. • That Kidsport be given a grant of $300.00. • Whereas the Council of the Municipality of Grassland has been advised that the Southwest Weed District Supervisor

that the property described in Schedule “A” is found to be infested with leafy spurge; AND WHEREAS the Noxious Weed Act states:

28(1) The council of a municipality, upon the recommendation of the municipal noxious weeds inspector or chairman of the Weed Control Board, by resolution, may levy a charge upon any land which is found to be infested with noxious weeds, the charge not to exceed $25 for each acre of land so infested. 28(7) Upon receiving the recommendation of the inspector, the council may, by resolution, cancel any charge or levy or any part thereof as seems just and the collectors roll shall be amended accordingly. THEREFORE BE IT RESOLVED that Council accept the Southwest Weed District Weed Supervisor’s recom-mendation that a weed control levy of $25.00 per acre be levied against the property described in Schedule “A” in the year 2018 for each acre so infested and that the same will be cancelled if the noxious weeds are controlled to the satisfaction of the Southwest Weed District Supervisor.

• That the Municipality of Grassland has no objections to the proposed Conservation Agreements under the Conservation Agreements Act on NW 11-05-23 WPM
