To: The Most Excellent Past Grand High Priest, The Most Excellent
General Grand High Priest, The Most Worshipful Grand Master,
Elected and Appointed Grand Chapter Officers, Grand High Priest,
Distinguished Visitors, My Companions All;
It is my honor to welcome you to the 197th Annual Convocation of
the Grand Chapter of Royal Arch Masons of Kentucky. To our
distinguished companions within our state and those visiting from our
sister jurisdictions, the Grand Chapter of Kentucky thanks you for
taking the time to come visit us at our grand sessions and we hope
you enjoy your visit with us.

To the representatives attending this 197th Grand Chapter
Convocation, I thank each of you for taking the time to come out and
take part in the decision making process of your Grand Chapter. By
representing your local chapters here today it gives your chapters a
voice in decisions that will be made and the impact that those
decisions will have on both the state and local level. I also want to
say thank you for all of the hospitality shown to me, and all of the
other Grand Officers when we were out visiting this year.
To the Grand Line Officers both Elected and Appointed, it has been
an honor serving with you this year. I want to say thank you for all of
the hard work you have done serving the craft and helping keep this
Grand Chapter moving forward. There was no way that we could
have met the goals I set for this year without all of your help
throughout this year.
To Companion Ron Ledford who has served this year as Grand Royal
Arch Captain, and Companion James King Grand Secretary. I don’t
know how to say or show you how much I appreciate all of the miles
you have traveled with me this year. You drove a lot of miles across
the state and to several others with me; visiting chapters and Grand
Chapters that I would have not been able to visit do to my health
problems this year. Thank you for all that you have done it’s been a
lot of fun.
To Companion Thomas Brown I want to say thank you. This Grand
Chapter and I owe you a huge thank you for cooking the meal for our
fundraiser for Royal Arch Research Assistance Dinner. Without your
hard work and great food you prepared our fundraiser would not have
been the success that it was. Thank you for your labors for our craft.
To my home chapter W.R. Shelby Chapter #4 Companions I want to
say thank you for all of the support you have shown to me over the
years, but especially this year while serving as Grand High Priest. I
was honored that you were willing to nominate me to serve this
Grand Body. I am honored to be a member of a chapter that has
worked as hard as you have done this year. Especially the hard work
that you all done to make the Royal Arch Research Assistance
fundraiser such a success. It is my honor and privilege to serve with
you and to call each and everyone one of you companions, and
brothers.
Companions I want to say thank you for allowing me to serve this
year as your Grand High Priest. It has been one of the greatest

highlights of my Masonic journey. I hope that I have served, and
fulfilled the duties that go along with this great honor. I hope to be
able to continue to serve you as I continue on this great journey.
Summary of Major Programs
This year I set two goals at the beginning of the year as your Grand
High Priest. And with everyone’s help we have achieved both of
those goals.
1. Area Meetings: Changing how we hold our area meetings. I
followed the advice of Most Excellent Grand High Priest James King
and changed how we hold our area meetings. We went from having
9 area meets to having just 3. We turned these meetings into
educational meetings for the craft. This year we went back to the
basics with basic knowledge and instruction for each of the chapter
degrees. We made it so everyone from the newest to the oldest Royal
Arch Mason could receive knowledge that they could learn and take
back to their local chapters. What made these meetings work was the
companion’s willingness to take part in the meetings. We also
included a breakout session for secretaries with Grand Secretary
James King to help them with issues they may be having with
paperwork and reporting. I hope that you continue taking part and
keep asking your Grand Line Officers to provide you with
educational meetings so we can help our chapters grow.
2. Royal Arch Research Assistance: Public awareness to raise
funds for Royal Arch Research Assistance. For the first time ever in
the state of Kentucky we held a public fundraiser for Royal Arch
Research Assistance. A dinner was held on June 21st at Kentucky
School for the Deaf in Danville Kentucky. This dinner was opened to
the public and thru donations and ticket sells we raised over $4600.00
dollars for Royal Arch Research Assistance. We had three local
guest speakers from Autism Speaks, Robin Moler a local educator
who works with children who have Autism and April Johnson and
her son Jacob who has Autism. April Johnson spoke to us on how
important our research is and how she uses Autism Speaks web page
on a daily bases. How using this tool helps her give parents and
teachers the information that they need to know. By us helping to
support Autism Speaks toddler’s program our research helps free up

funds to be used in other areas of Autism. April also spoke to us
about the challenges and worries of being a parent of a child who has
Autism. And Jacob spoke to us about the challenges he has faced, and
some of the successes he has had as a student. Companions, they
were able to show us just how important our work in Royal Arch
Research is and how what we give can make a difference in
someone’s life. I want to say thanks to all who bought tickets and
made donations to make this event such a success.
Chapter Visits
I had the pleasure to visit several chapters throughout the year and I
want to say thank you for the hospitality you have shown me and all
of the other Grand Line Officers during our visits. I will always
remember the friendships both old and new that I have made. To the
Chapters that I did not get to visit I apologize for not getting to visit
you. I had some health issues this year that have limited my traveling
ability this year. I also had the honor of installing the officers for
Western Star chapter #20.

When visiting Beaver Dam Chapter #144 they could not meet. Upon
checking their books they have been unable to meet since August
2012. James Reynolds informed me they were trying to merge with
another Chapter. This was something that they had been talking about
for some time but no action had been taken to pursue the merger. I
informed Companion Reynolds that the Grand Chapter needed to see
some progress in this matter, or I would be asking them to turn in
their charter to the Grand Chapter.

Recommendations
1. Continue the area meetings in an educational format. We
require the leadership of the local chapters to be there. We need to
assist them with continuing education that they can take back and use
in their local chapters.
2. Look into rearranging the layout of our areas. There are
some areas that need to be combined. I believe this will help our
areas grow stronger.
3. We have made chapter history this year with the first ever
public fundraiser for Royal Arch Research Assistance. We need to
continue this program. This will help our resources grow for this
program. I also believe this will bring interest in Masonry as more
people learn and see what we do as Masons.

4. Start having the York Rite weekend again. I thank this is an
excellent time for our officers to work together to help improve our
Grand Sessions.
In Closing
I want to again express my thanks to each Companion throughout this
great state for allowing me the opportunity to serve and represent the
Royal Arch Masons of Kentucky as your Grand High Priest. This is
an honor and a privilege that I will always remember. To all of my
Grand Line Officers both elected and appointed it has been a pleasure
working with you and thank you for all of your support. Again I want
to say thanks to all of the Companions of my home chapter W.R.
Shelby #4 for all of the support that they have given me, and for all of
the hard work that they done for my reception, and the Royal Arch
Research Fundraiser. I am very proud of all of you. To Companions
Ron Ledford, George Ralph Arnold, and Tom Brown thank you for
all of the extra work that you have done and the support that you have
given and for all of the laughs that we have had at my expense of
course . Companion Billy Riggs thank you for guidance and input
with our area educational meetings, and with all that you have done
with the motel this year. I know it’s not been easy these last few

Biography
M.E. Grand High Priest Thomas Bustle
2013-2014
Companion Thomas E Bustle was born November 13, 1962
in London Kentucky the youngest of two sons of John Bustle and
Aleda Wells. Tom met his lovely wife Sally Lester and they were
married June 3, 2000. They each have three children, Matthew
Bustle, Daniel Bustle, Courtney Mills and Andrea Lester, William
Cody Lester and Micah Lester. They also have two grandchildren
Alex Lester and Jaxson Otis Bustle.
Tom and Sally attend church at the Ottawa Baptist church
in Brodhead Kentucky where he is a 14 year member.
Tom attended school at the Laurel County school system
where he graduated from Laurel County high school in 1980; he
attended college at the Sue Bennett College and Somerset community
college and also attended the Police Academy at Eastern Kentucky
University in Richmond where he graduated a member of class 232
in 1994.
He went to work as a police officer for the Mount Vernon Police
Department in June 1994 where he served until 1995 at which time
he became a member of the Danville Police Department November
10, 1995 he served as an officer was promoted to Sgt. and then to
Assistant Chief, he has also served as ABC Administrator for the
department until his recent retirement.
Companion Tom's Masonic affiliations are as follows, he is
a member and Past Master of Franklin Lodge number 28 in Danville
Kentucky and C.D. Ward Lodge number 961 in East Bernstead
Kentucky. He has also served as District Deputy Grand Master for
the Grand Lodge of Kentucky for district 21. He is also a member
and Past High Priest of W.R. Selby Sr. Chapter number 4 in Danville
Kentucky, and a member of Davies Chapter number 29 in
Harrodsburg Kentucky. He is a Past Illustrious Master of Earl F.
Ransdell Council number 3 in Danville Kentucky and a Past
Commander of Ryan Commandery number 17 and Danville

Kentucky. He is currently serving as Chancellor in Bluegrass York

TO: The Most Excellent Grand High Priest and the Companions of
the Grand Chapter Royal Arch Masons of Kentucky.
It was a pleasure to visit with and serve alongside the Companions of
our Grand Chapter and to represent the Royal Arch of Kentucky to
Brethren in various other Masonic bodies. I am not going to list each
individual visit, since the list is quite lengthy, but will be glad to
share some of the details with you at your request. Among the
highlights was welcoming new members at the festivals and degree
conferrals as well as our Area educational meetings. That new
format for our Area meetings will continue, at least for the next
couple of years, and you are strongly encouraged to attend when in
your area. A few Chapters are experiencing difficulties, and your
Grand Chapter officers are taking the necessary steps to help the ones
that are struggling. Overall, however, Royal Arch Masonry continues
to have a strong presence and influence Kentucky. In summary,
during the year, my travels as Grand Scribe, on your behalf, took me
into six states, and across more than 18,000 miles. Thank you for the
opportunity to serve you, the Companions of the Grand Chapter of
Kentucky.

It has been a pleasure to work with the Grand High Priest, GrandOfficers and the Companions of Kentucky. Noel and I have enjoyed

the opportunity to serve the Grand Chapter of Kentucky throughoutthe past year. We have had many opportunities to work with theSecretaries of the Chapter's across the Commonwealth.
Without Noel's assistance and abilities to manage the officeand the assistance of the Companions of Kentucky it would beimpossible for me to serve as your Grand Secretary. I wish to thankeveryone involved in the operation of the Grand Chapter especiallyNoel Stewart office secretary and James Hogue Assistant GrandSecretary for their work this year. I am also grateful to our webmasterDarrell Waddell who is always ready to assist in any way possibleand manages our website in a very professional manner. Noel andDarrell together have been able to put several years of theproceedings in the archives on the website and are continuallyupdating the website to better serve the Companions of Kentucky.
We are also fortunate to have Companion J William Riggsas convention manager for our grand sessions. Companion Riggs hasworked countless hours both last year and this year to deal withhotels and prepare for our sessions. He continues to be a valuableasset to the Grand Chapter of Kentucky.
I am honored and grateful for the opportunity to serve asGrand Secretary for the Grand Chapter of Kentucky and will continuein the service of Capitular Masonry in the Commonwealth ofKentucky as long as I am able to do so. Many of the Companion'sacross the Commonwealth of Kentucky have become my personalfriends. And all of the Companions of Kentucky are of greatimportance to this office if I can be of assistance to you in any wayplease feel free to contact me.

REPORT ON THE PERMANENT FUND
SEPTEMBER 10, 1914
To the Most Excellent Grand High Priest, Grand Chapter officers,
Past Grand High Priests, and Representatives of the Constituent
Chapters of the Grand Chapter Royal Arch Masons of Kentucky;
At the 2013 Grand Session, the Permanent Fund Trustees were
authorized to invest up to fifteen, (15%) percent of the permanent
fund in a non-insured account. Prior to this time, the permanent fund
was invested in government insured accounts, (i.e. cd’s and bonds).
The total value of all funds at that time was $423,120.44, with
$250,000.00 invested in one CD, $68,166.00 invested in another CD,
and $66,976.00 invested in a third CD. This left $46001.86 invested
in a cash account at J.P. Morgan.
With this in mind, a meeting was set up with Mr. Mark Sandbach of
J.P. Morgan in mid-October 2013. That that time, our objectives and
goal for a relative safe return was discussed on an investment amount
of $40,000.00. This left $6,001.86 in our cash account.
This forty thousand, ($40,000.00) represented approximately nine
and one half percent, (9 ½%) of our total fund. Mr. Sandbach
recommended dividing our investment into three segments, with one
half, (1/2) going into J.P. Morgan Growth & Income fund, ( a US
large Cap Equity fund) and one fourth ( ¼) in each of the Intrepid
Mid Cap funds, and J.P. Morgan Small Cap funds. These funds were
invested in this manner on February 28, 2014. As of June 30, 2014,
these funds have an unrealized gain of $4,237.57, plus income and
accruals of $221.29.
As of June 30, 2014, the value of all funds under the direction of J.P.
Morgan rose from $46,001.86 to $50,460.72. This is an increase of
approximately $4,458.86 or nine and three/fourths percent, (9 ¾ %)
in just four months.
A more up to date accounting will be presented during the Grand
Sessions.

Inspection reports were submitted by 47 Chapters this year.
The inspection scores showed 19 Chapters improved their score from
the previous year. We had 9 Below Merit Chapters, 21 Merit
Chapters, 17 Exemplar Chapters, and 4 Super Tier Chapters.
The recipient of The Charles K. A. McGuaghey Award for
2014 is Morehead Chapter No.168 with a score of 354.

Each year someone must sit down and cause us all to remember all
who have left this earthly realm and gone home to God. Regardless
of your faith, if you are a Royal Arch Mason you believe that
someday you will die, and you will meet God. We who are left must
go on. We must remember their life, their love of Masonry, and the
loved ones they left behind.

During the past year we lost a Past Grand High Priest, Most Excellent
Companion William G. Hinton. He served in many positions of
leadership in Masonic Bodies. He served as Right Eminent Grand
Commander, Knights Templar of Kentucky; he served as Grand
Secretary/Recorder of all three Grand York Rite Bodies. He also
served as the Most Worshipful Grand Master of the Grand Lodge of
Kentucky Free & Accepted Masons.
Let each of us bow our heads in a moment of silence, while we thank
our Creator that we have had the chance to know, love, or just
perhaps to be glad that we had the opportunity to serve in the same
organization as these brothers and Companions who have passed
away during the last year. Our thoughts and hopes go out to their
families, that God may give them the peace and understanding in this
time or mourning.
Let us pray: Grand Architect of the Universe, you who know
everything about us before we do, you who so loved us that he
created us in your image. We take this time to lay aside our cares and
problems, to bow our heads and thank you that we have had the
opportunity to serve with or know each of the forty four Companions
who laid down their working tools and passed through the veil of
death. Remember each of them, take them into thy bosom, that we
may meet again on that great day, when we too shall be called upon
to accept our own dissolution. Amen

ROYAL ARCH RESEARCH ASSISTANCE OF KY

To: The M.E. Grand High Priest and members of the Grand Chapter of
Kentucky
With the generosity of the Companions of Kentucky and thespecial R.A.R.A. Fund Raising dinner held by Grand High Priest Thomas E.Bustle this has been a banner year for Royal Arch Research inKentucky. Every Masonic body has its own philanthropy which its membersstrive to support. Since most of us belong to numerous Masonicorganizations, we tend to receive “duns” or requests from donations frommany, many groups all the time. This is the reason that to be considered a100% Chapter, all you have to donate is one dollar per member during theyear.
This year, 27 of our Chapters were $100%. Most have given farover that amount, even as high as 500%. As Masons, we pride ourselves inbeing known as a fraternal organization that is preeminent in Charity and itscare for others. 29 of our Chapters donated a total of
$9, 894.80 to R.A.R.A.
Of that $9,894.90, Most Excellent Grand High Priest, Thomas E.Bustle raised a big chunk of it. How? He simply took a suggestion thathad been expressed by PGHP J. Wm. Riggs, that every jurisdiction or stateshould have some type of money raising event to benefit R.A.R.A
MEGHP Bustle decided to hold a dinner with the idea of raisingmoney for Royal Arch Research. He, with the help of several members of W.R. Selby Chapter #4, obtained a place to hold a large dinner, got thecommunity to support his efforts, and raised $4, 6143.00.
I personally wish to thank every Chapter, and every individual whosupport OUR philanthropy each and every year. I like to feel that we do makea difference in the lives of others. I have enjoyed my time as Director ofR.A.R.A in Kentucky and I am grateful to have been given thisresponsibility. 2014-2015 will give us a new Director of R.A.R.A. whom Ihope we will all support, and I wish him the best of luck, and promise mysupport and willingness to help in any way I can.

We Your Jurisprudence Committee submit the following report:
The Grand High Priest changed the manner in which we hold theDistrict Meetings from nine meetings, one in each area, to threemeeting combining three Districts into each meeting. These meetingswould be designed as Educational Meetings.
This was within the power and prerogative of the Grand High Priest.

The Grand High Priest set up and directed a special event to raisemoney for the Royal Arch Research Assistance by holding a dinner atthe Kentucky School for the Deaf in Danville, KY. This Meal raisedapproximately $4,600 for our philanthropy. We applaud his initiativeand success.
The Grand High Priest issued three Dispensations: GreensburgChapter No. 36; Johnnie Ramsey Chapter No. 149; and CynthianaChapter No. 17 all for changing their election date for valid reasons.This is within the power and prerogative of the Grand High Priest andwe recommend approval on this, I so move.
The Grand High Priest issued eight proficiencies.
The Grand High Priest made four recommendations. All were withinhis prerogative and power except his recommendation to combineareas as stated in recommendation #2. It is believed that his intentwas to change some Areas from A&B to just one Area. This changewould not be within his power and prerogative.
A Resolution has been presented before this Grand Chapter to changeSection 148 or our Constitution dealing with pre-paid dues Funds.
As Presented:
B. All monies paid into such pre-paid dues fund shall be invested bythe Chapter. These monies ate to be invested in insured incomeproducing accounts, and ONLY in federally insured financialinstitutions.
Shall be amended to read,
B. All monies paid into such pre-paid dues fund shall be invested bythe Chapter.
We find that subsection B- 1 clearly states: The income, and only theincome, from the investments of such monies may be used to pay thedues of the member or other expenses of the Chapter. The corpus(original investment) shall not be reduced.
This Committee knows of no other investment organizations thatguarantee that the principal or Corpus will not be reduced. Thiscommittee understands what the Resolutions Writers were attemptingto accomplish, and may agree; however, It is the opinion of

Jurisprudence that this Resolution be Tabled until it is rewritten inproper form. Grand High Priest I so move.

ACCEPTANCE REMARKS OF GRAND HIGH PRIEST
To: The Past Grand High Priests, elected and appointed Grand
Officers, all the Companions of the Grand Chapter of Kentucky of
Royal Arch Masons:
A heart- felt thank you to all the Companions who have agreed to
serve as elected or appointed officers for the Grand Chapter in the
ensuing year. For all the Companions willing to serve as officers in
their local chapters, thank you. Your leadership and dedication
exemplifies the best values of Masonry.
As your Grand High Priest for the ensuing year I see no reason to re-
invent what past Grand High Priest have already provided. I do want
to stress better execution of existing programs. Lodge Presentations,
Family and Community Involvement, Ritual & Education and Royal
Arch Research Assistance.
Last year the Grand Chapter revised Area Meetings into three
regional meetings. The feedback from across the Commonwealth was
positive and the Companions wanted them continued so they will.
Serving as your Grand High Priest is one of the greatest honors the
Companions can bestow upon another.
I thank you for this honor and will do my best to honor your faith in
me.
Remember your Blue Lodge.
