Dedication

Today, the 2003 Alaska Native Sisterhood Organization Handbook is due to many hours

of work under the guidance and direction of the ANS Executive Committeewomen. It is

my privilege to dedicate this revised handbook to all of our mothers, aunties,

grandmothers and Sisters who founded and/or contributed to the continuance of our great

organization over the many years. Words cannot convey the gratitude I feel in my heart

for their dedication, determination, and desire to strengthen us as a people, for their

volunteer service in our great organization, and especially for the fruits of their labor that

we all enjoy today.

I extend a special Thank You to the ANS Executive Committeewomen who volunteered

their time and assistance in revising this handbook. Your collective wisdom and

guidance and willingness to nurture the Sisters are greatly appreciated. Gunalcheeshl

Acknowledgment

The first effort to provide a handbook of instruction for the Sisters who attended the

Alaska Native Brotherhood and Alaska Native Sisterhood Grand Camp Convention was

accomplished during 1982 under the leadership of Sister Emma Widmark who was

serving in Office as ANS Grand President. Twenty-two years later she remains steadfast

in acknowledging Sister Carol McQueen Jorgensen for her patient, cooperative and

thoughtful manner in editing and retyping the handbook; and Constance L. Munro who

assisted in paying the printing cost.

The first handbook was dedicated in honor of their mothers, grandmothers and the

Sisters: Carmel Demmert Widmark, Emma Frances Demmert, Dr. Mildred Sparks, Anna

(Cajent) Paddock and the Sisters of the Alaska Native Sisterhood.

There were many other who contributed their time and energy to the original handbook

including the late Grand President Emeritus' Stella Martin and Bessie Visaya and our

current ANS Grand President Emeritus Trudy Wolfe, ANS Grand Treasurer Emeritus

Evelyn Hotch, and ANS Executive Committeewoman Barbara Lewis.

Today, we look back and say Gunalcheesh! Hawaal 'Doyck-shin! Thank you Sisters for

your leadership and guidance during the past 22 years but especially through the

handbook; it has served the Sisterhood well.

Executive Summary

The Alaska Native Sisterhood has 26 chartered ANS Camps in Southeast Alaska,

Anchorage and Seattle. The purpose of our organization is to enhance, protect and

defend the basic rights of Alaska Natives; to further the efforts made in civil rights,

health, safety, welfare and our cultural preservation. Over the years the Sisters played a

significant role in the outstanding list of accomplishments made by the Alaska Native

Brotherhood & Alaska Native Sisterhood.

The Grand Camp is comprised of the ANB & ANS Executive Committee and Grand

Officers, the President of each ANB & ANS Local Camp and two Delegates from each

Camp.

There have been many influential ANB & ANS leaders and members, since 1912 and

1923 respectively, who worked together and successfully achieved recognition for Alaska

Natives as Citizens of the United States, won the right of Natives to vote, fostered

integration in schools, secured passage of the Anti-Discrimination Act of 1945, and in

general, furthered the civil rights of Alaska Native peoples, and more.

Historical Summary

About 1912 there were a number of women's societies organized in various villages bythe wives of missionaries. The Brotherhood had not been in existence for more than 2 or3 years when the suggestion was made that a woman's auxiliary be formed. BrotherGeorge Blake suggested the Sisters in Wrangell name their organization the AlaskaNative Sisterhood and become an auxiliary to the Wrangell Alaska Native Brotherhood.In another report I read that our organization was first called "Daughters of Alaska". Asthe Sisterhood was introduced in one village after another, it usually took over theexisting women's societies.

The Alaska Native Sisterhood (ANS) was chartered in 1923~established our Constitutionin 1925 and petitioned the ANB Convention for the right to vote at the 1927 Convention.The ANB extended to the Sisters the right to vote at the Angoon convention and sincethen the organization has been called the ANB and ANS Grand Camp.

The first camp was organized in Wrangell:

GRAND PRESIDENT

Responsibilities

The duties of the Grand President shall be the usual duties as designated by the office itself andfurther explained in Robert's Rules of Order.

The ANS Grand President is a member of the ANB & ANS Grand Camp Executive Committee.

She will be seated at the ANS Executive Committee table when not presiding with the ANB GrandPresident at convention.

The ANS Grand President shall be the official ANS Grand Camp Representative when invited bylocal camps, Native-based organization, city, state and national activities, or any other public. organizations. She may appoint a designee at her discretion if she is unable to attend.

If for any reason a Grand Officer is unable to fulfill their duties of office the Grand President mayappoint an acting officer to serve the remainder of the term. If the office of 1st Vice President isvacated the 2nd Vice President shall serve as the successor in that position.

The ANS Grand President's primary duty is to take the lead role in providing advocacy in mattersaffecting the progress of the Alaska Native Brotherhood and Alaska Native. Her other duties includebut are not limited to the following:

)ii> Make necessary arrangements for a pre and post convention meeting for the purpose oforganizing before the Annual Convention and after.

)ii> Appoint at the ANS Grand Camp Convention the Chaplain, Parliamentarian, and anExecutive Committee member to present "For the Good ofthe Order" daily.

» Exercise supervision over the ANS Grand Officers and assign tasks and/or projects asneeded.

)i;> Convert all managerial motions made on the convention floor into administrative policiesimmediately following the convention.

;.. Appoint the chairperson of the ANS Grand Camp Committees, Southeast Alaska NativeWomen's Conference, and Special Committees, or she may by written order designate the 1stand 2nd ANS Grand Vice Presidents to fulfill this function.

)i;> Appoint two ANS Executive Committeewomen to serve on the ANB Grand CampEndowment Committee.

);. Take the lead role in promoting ANS local camp Elizabeth Peratrovich Day celebrations andimplement a plan to acknowledge her accomplishments at the state & national level.

» Make an activity report relating to her official duties at the up-coming ANB & ANS GrandCamp Convention.

1st and 2nd

VICE GRAND PRESIDENT

Responsibilities

The duties of the Vice Grand Presidents shall be the usual duties as designated by the office itselfand further explained in Robert's Rule of Order, and will include other duties as assigned by theANS Grand President. The Vice Grand Presidents shall make an activity report relating to theirofficial duties at the up-coming ANS Grand Camp Convention meeting.

In case of death, removal, resignation or permanent disability of the Grand President the 1st viceGrand President shall assume the duties of Grand President and 2nd Vice Grand President shallassume the duties of the 1SI Vice Grand President.

The Vice Grand Presidents primary responsibility is to oversee the work of the standing committeesat convention to ensure they are organized and functioning early.

The Vice Grand Presidents shall:

>- Post a list of assigned committees on the announcement board early together with the namesof the Chairperson, and assist the committee chairpersons in recruiting volunteers.

>- By written order, recruit and designate a chairperson for each committee under their chargeat the start of convention.

}i;> Meet with their assigned Committee Chairpersons to clarify their duties and responsibilities.

}i;> Maintain constant contact with the chairpersons and its members to ensure their tasks andresponsibilities are achieved efficiently and smoothly for them to feel good about their work.

}i;> Provide continuous and positive leadership, guidance, support, and assistance to theirassigned committees to ensure proper coordination of all Committees. Coaching the standingcommittees will help save time in their meetings and work as well as speed up committeereports in our regular meetings.

}i;> Organize the committee chairpersons, who are prepared to report, either in front of the roomor near a microphone so brief reports can be received without delay one after the other.

, Collect the Meeting Highlight Form from the Committee Chairperson immediately followingthe delivery of their report and turn all forms in to the ANS Secretary at the conclusion oftheir assigned committee reports.

,. Submit a Property Inventory List in triplicate: One will be attached to the current ANS GrandCamp Convention minutes, submit one to the in-coming Grand Officer when a change ofofficers takes place, and the third copy will be submitted to the ANS Grand President at theclose of the convention.

The Vice Grand President in charge of the Audit Committee will ensure that committee IS

functioning no later than the second day of convention.

GRAND SECRETARY

Responsibilities

The duties of the Grand Secretary are designated by the office itself and further explained in

Robert's Rules of Order, and other duties as assigned by the ANS Grand President. The Grand

Secretary shall make an activity report relating to her official duties at the up-coming ANS Grand

Camp Convention meeting.

The ANS Grand Secretary shall:

);> Record the minutes of all ANS regular meetings, executive committee meetings and itsresolutions and maintain a record book of all approved regular and committee meetingminutes.

);> Type all correspondence and reports for the Grand Officers and Executive Committeewomenand distribute them accordingly. All correspondence sent on behalf of the ANS GrandCamp, electronic and/or U. S. Mail, shall be sent to the ANS Grand President at that sametime.

);> Record the minutes of the ANB Convention and collect all convention speeches or reports toattach to the original minutes.

);> Maintain and update a policy book of all managerial functions as they are adopted atconvention.

);> Care for the property of the ANS Grand Secretary and maintain a current inventory list of allGrand Camp properties in her possession.

);> Ensure the Grand Secretary Property Inventory List is submitted annually at conventionimmediately following her activity report for the minutes.

>- Submit a Property Inventory List in triplicate: One will be attached to the current ANS GrandCamp Convention minutes, submit one to the in-coming Grand Secretary when a change ofofficers takes place, and the third copy will be submitted to the ANS Grand President at theclose of the convention.

GRAND TREASURER

Responsibilities

The duties of the ANS Grand Treasurer shall be the usual duties as designated by the office itself and

further explained in Robert's Rule of Order, and other duties as assigned by the ANS Grand

President. The Grand Treasurer shall make an activity report relating to her official duties at the up-

coming ANB & ANS Grand Camp Convention.

The ANS Grand Treasurer shall:

)0- File a quarterly report to the ANS Grand President between conventions.

)0- File a full audited financial report with the ANS Grand President and ANS Grand Secretarytwo weeks before the start of the Annual Convention.

);> Issue a receipt upon receiving the Money Transfer Form after verifying the funds receivedfrom the Auction, Door Admissions, ANS Dinner Sale, Budget and Audit Committee,Finance, and Indian Dance Committee Chairperson immediately following the close of theiractivity.

);> File the Final Grand Camp Convention Receipts Form with the ANS Grand Secretary at theclose of the annual convention.

,.. Care for the property of the ANS Grand Treasurer and maintain a current inventory list of allGrand Camp properties in her possession and

);> Ensure the Grand Treasurer Property Inventory List is up-to-date and submit it annually atconvention immediately following her activity report for the minutes.

);> Submit a Property Inventory List in triplicate: One will be attached to the current ANS GrandCamp Convention minutes, submit one to the in-coming Grand Treasurer when a change ofoffice takes place, and the third copy will be submitted to the ANS Grand President at theclose of the convention.

GRAND SERGEANT -AT -ARMS

RESPONSIBILITIES

The duties of the ANS Grand Sergeant-at-Arms shall be the usual duties as designated by

the office itself and further explained in Robert's Rule of Order, and other duties as

assigned by the ANS Grand President. The Grand Sergeant-at-Arms shall make an

activity report relating to her official duties at the up-coming ANB & ANS Grand Camp

Convention.

The ANS Grand Sergeant-at-Arms shall:

;.. Care for the property of ANS Grand Camp and maintain a current inventory list ofall ANS Grand Camp Regalia and its properties in her possession.

;.. Ensure that the Grand Sergeant at Arms Property Inventory List is up-to-date andsubmitted annually for the current Grand Camp minutes.

;.. Submit a Grand Sergeant at Arms Property Inventory List in triplicate: One willbe attached to the current ANS Grand Camp Convention minutes, submit one tothe in-coming Grand Sergeant at Arms when a change of office takes place, andthe third copy will be submitted to the ANS Grand President at the close of theconvention.

;.. Display the ANS Banner and Flags during convention and remove them uponadjournment.

;.. Ensure all property in her care are properly stored and cared for. (Example: If thesilver items need polishing see' to it that they are polished and that propermaintenance is adhered to throughout the year.)

;.. Work with the local Sergeant-at-Arms in setting up the meeting rooms to ensurethat all rooms are set up properly and ready prior to the designated time andrestore the meeting place following all meetings. (One example: room and thearea designated for the Bazaar)

~ Instruct the local Sergeant-at-Arms on their assigned duties during the annualConvention.

;.. Oversee the distribution of the minutes and materials at all meetings, and ensurethat the ANS and ANB Grand President, Executive Committee and GrandSecretary receives all minutes and materials prior to its distribution.

;.. Greet the guest speakers, usher them to the designated waiting area, inform theGrand Presidents of their arrival, and escort them to and from the podium.

;.. Inform the Grand Presidents of telephone calls and/or messages, and maketelephone calls for the Presidents when requested to do so.

President's Council

The President's Council shall be comprised of all Grand Officers, Grand President Emeritus, Grand

Treasurer Emeritus, and all past Grand Presidents. The Council shall function in an advisory

capacity to the Grand Officers during the work year and the delegates and alternates at convention.

ORGANIZATIONAL MEETINGof the

PRESIDENTS COUNCIL

The Grand President will set a date, time and place for the pre and post convention meeting. This

meeting is not an official meeting to take formal action. The attendance roll and proposed agenda

should be established at this meeting. At the discretion of the ANS Grand President committee

assignments can be given to the Grand Vice Presidents. Any pertinent business that should be

discussed will be addressed at this time.

IMPORTANT INSTRUCTION

FOR ALL COMMITTEES AT THE CLOSE OF CONVENTION

All receipts, reports and itemized lists must be given to the appropriate Grand Officer before leaving

the Convention sight. This is absolutely necessary in order to maintain accurate records and ensure

reports are recorded in the minutes and appropriate credit is given.

If possible, type a final report. If you can't, make sure that the reports are neatly written and the

writing is legible. This is very important, and will not only help you, but will make sure that the

Grand Officers have this important information to be included in the minutes.

AUDIT COMMITTEE

GUIDELINES

Purpose

This committee works closely with the Grand Treasurer to ensure that all books and reports are ingood order and accurate as possible.

Regular Meetings

The committee will meet as soon as possible at the start of the convention to organize the work toaccomplish its goals. The committee should schedule meetings prior to the start of the dailycalendar; during the noon hour if the agenda permits; or during any free time including evenings toaccomplish its tasks.

Duties & Responsibilities

1. The Chairperson will prepare notices of all committee meetings and-a. Post meeting notices in the designated area for announcements; andb. Request the ANB Grand Secretary make regular floor announcements.

2. The chairperson should be prepared to-a. Give an oral committee report at the next ANS meeting; andb. File a completed Committee Meeting Minutes Form with the Grand Secretary at that same

meeting.

Final Instructions

All committee receipts, reports or itemized lists must be given to the ANS Grand Treasurer beforeleaving the Convention sight to ensure complete and accurate record keeping is maintained.

AUCTION COMMITTEE

GUIDELINES

Purpose

The committee is responsible for conducting silent and/or floor auctions to successfully sell alldonated items during convention.

Regular Meetings

The committee will meet as soon as possible at the start of the convention to organize and develop awork-plan. The committee should schedule meetings prior to the start of the daily calendar; duringthe noon hour if the agenda permits; during free time or evenings to accomplish its task.

Duties & Responsibilities

1. The Chairperson will prepare notices of all committee meetings and-a. Post meeting notices in the designated area for announcements; andb. Request the ANB Grand Secretary make regular floor announcements.

2. Gather and verify completion of the Auction Item Form from each camp that donates on the firstday of convention.

3. Ensure daily auctions start off early and that every opportunity throughout the day is utilized(i.e., five or ten minute breaks) to accomplish goals. All auction items should be displayed in aconvenient location on the convention floor to stimulate participation and for any spur of themoment auctions.

4. The chairperson should be prepared to-a. Give an oral committee report at the next ANS meeting; andb. File a completed Committee Meeting Minutes Form with the Grand Secretary at

that same meeting.

5. The chairperson and two other committee members will-a. Verify all funds at the close of each auction activity; andb. Fill in a Money Transfer Form and deposit the money and form with the Grand Treasurer

forthwith.

6. Fill in the Auction Committee Activity Form at the close of each activity and file this form withthe Grand Secretary after the last scheduled activity of the committee.

Final Instructions

All committee receipts, reports or itemized lists must be given to the appropriate officer beforeleaving the Convention sight to ensure complete and accurate record keeping.

BAZAAR COMMITTEE

GUIDELINES

Purpose

The committee collects, records, and prices all items, and makes sure that everything is properlyturned over to the Committee Chairperson.

Regular Meetings

The committee will meet as soon as possible at the start of the convention to organize and develop awork-plan. The committee should schedule meetings prior to the start of the daily calendar; duringthe noon hour if the agenda permits; during free time or evenings to accomplish its task.

Duties & Responsibilities

1. The Chairperson will prepare notices of all committee meetings and-a. Post meeting notices in the designated area for announcements; andb. Request the ANB Grand Secretary make regular floor announcements.

2. Gather and verify completion of the Bazaar Item Form from each donating camp. Each camp isto provide the committee with complete and accurate record of all items and should make sure allthings are marked with a price.

3. Work with committee members to-a. Confirm the date, time, and place for this event; andb. Determine needs, e.g., tables, chairs, and floor plan.

4. Work closely with the Publicity Committee Chairperson to develop posters, flyers,announcements, etc., to see that the bazaar is well publicized.

5. The chairperson should be prepared to-a. Give an oral committee report at the next ANS meeting; andb. File a completed Committee Meeting Minutes Form with the Grand Secretary at

that same meeting.

7. The chairperson and two other committee members will-a. Verify all funds at the close of the Bazaar activity; andb. Fill in a Money Transfer Form and deposit the money and form with the Grand Treasurer

forthwith. A copy ofthis form must also be filed with the Grand Secretary.

8. Fill in the Bazaar Committee Activity Form at the close of each activity and file this form withthe Grand Secretary after the last scheduled activity of the committee.

Final Instructions

All committee receipts, reports or itemized lists must be given to the appropriate officer beforeleaving the Convention sight to ensure complete and accurate record keeping.

GUIDELINES

Purpose

This committee selects an appropriate gift for the host camp(s) and outgoing officers. Thecommittee also selects any other awards that may be designated at the time of convention.

Duties & Responsibilities

1. The Chairperson should consult with their committee advisor(s) to find out where to obtain themoney designated to make the necessary purchases. The designated amount of money isdetermined by the past Convention.

2. The Chairperson will prepare notices of all scheduled committee meetings and-a. Post meeting notices in the designated area for announcements; andb. Request the ANB Grand Secretary make regular floor announcements.

3. The Chairperson should be prepared to-a. Give an oral committee report at the next ANS meeting; andb. File a completed Committee Meeting Minutes Form with the Grand Secretary at that same

The committee will meet as soon as possible at the start of the convention to organize and develop awork-plan to accomplish its task. Thereafter, the committee will meet at the call of the chairperson.

Duties & Responsibilities

1. The chairperson will circulate one working document among its members to complete itspurpose without delay and then return said document to the appropriate person immediatelythereafter to expedite the work ofthe convention.

2. The Chairperson shall identify herself and maintain constant contact with the Grand Secretary,the Resolutions Committee Chairperson and other standing or special committee chairpersonsimmediately following her appointment and stand ready to work at their call.

GUIDELINES

Purpose

The committee is responsible for establishing the program for this special event.

Duties & Responsibilities

2. Work with the host camp to develop the program.a. Confirm the date, time, and place for this event.b. Determine the amount of the Door Admission and be prepared to make this recommendation

at the next ANS Meeting.c. Identify and invite local dance groups and/or major attraction.d. Designate a Master of Ceremony; lead drummer and singer; establish the sequence of dance

performances.

3. Work closely with the Publicity Committee Chairperson to develop posters, flyers,announcements, etc., to publicize the event.

4. The chairperson should be prepared to-a. Give an oral committee report at the next ANS meeting; andb. File a completed Committee Meeting Minutes Form with the Grand Secretary at that same

meeting.

2. Work closely with the ANS Dinner Sale and Indian Dance Chairperson-a. Confirm the date, time, and place for both events; andb. Find out the amount of the door admissions. Change can be obtained from the Grand

Treasurer.

3. This committee will enforce the rules set for admission to these functions by askingpeople refusing to follow the rules to leave the premises. (Example: rules regardingcameras, tape recorders, and video cameras and equipment)

4. The chairperson should be prepared to-c. Give an oral committee report at the next ANS meeting; andd. File a completed Committee Meeting Minutes Form with the Grand Secretary at that same

meeting.

preparation.d. Coordinate the cooks, kitchen helpers, servers and clean-up crew.e. Make sure adequate help is available to prepare and serve the dinner on schedule.

3. Work closely with the Publicity Committee Chairperson to develop posters, flyers,announcements, etc., to ensure the ANS Dinner is well publicized in a timely manner.

The Southeast Alaska Native Women's Conference sponsored by the Alaska Native SisterhoodGrand Camp was adopted by resolution at the 1984 Alaska Native Brotherhood Grand CampConvention. Resolution #119, titled: Southeast Alaska Native Women's Mid-winter conferencesponsored by the Alaska Native Sisterhood Grand Camp, reads:

THEREFORE BE IT RESOLVED that the Grand Camp Convention of the Alaska NativeBrotherhood and Sisterhood assembled in Sitka, Alaska, 1984, endorse and support a mid-winterconference for Southeast Alaska Native women, and

BE IT FURTHER RESOLVED THAT EACH ANS camp endeavor to financially sponsorrepresentatives to the conference and that the committee seek other sources of financial assistance,and

MILDRED SPARKS COOGA YNAH

Mildred Hotch Sparks was born in Klukwan, AJaska. Sister Mildred Sparks completed three termsas ANS Grand President; and from 1954 to 1962 she functioned as its Grand Treasurer. She isremembered for her "giving" nature, for renewing Native Dance, art, and potlatching, and forpreserving valuable cultural artifacts. She exhorted to her friends to "Help your people [and] get outand do something." She would suggest that they "speak for [their] people, not for [them] selves andspeak the truth." Furthermore, they should "not be prejudiced against other people, or put[themselves] above them" -"By the Words of the Mouth Let Thee be Judged": The Alaska Native SisterhoodSpeaks written by Susan H. Koester with assistance from Emma Widmark.

Sister Mildred died in May of 1984. Since she was an ardent believer in the Alaska NativeSisterhood and an advocate for the rights of all Alaska Natives, her family wished that banners begiven to all camps in her honor. Her eldest daughter, Margaret Thomas, was responsible for havingthe banners made and given to the camps in the fall of 1984.

The Mildred Hotch Sparks Annual Incentive Award was started to encourage camps to recognizeannually an outstanding Sister for their contributions to the ANS. The recipient has the honor ofwearing the Mildred Sparks Coogaynah at all ANS activities for the coming year.

ANS Camps have selected different methods of awarding the Mildred Sparks Coogaynah, someinclude:

l. Appoint a Special Committee to receive nominations for this prestigious award at least thirtydays prior to the date of its award. The Special Committee is charged with reviewing andselecting the outstanding Sister who may keep her name confidential until it is awarded at theup-coming Installation of Officers, Founder's Day Celebration, or Elizabeth Peratrovich DayCelebration.

2. By special nomination and election at a Regular Meeting.

3. Place the nominees name(s) on the ballot during Election of Officers.

PRESERVATION OF MEMBERSHIP ROLL

Our local ANS membership continues to grow and name and addresses are often hard to track,

especially with members joining other camps. In order to certify our membership roll, we need to

include "maiden name, to better identify the members. Maiden names do not change, but last names

often do through marriage and divorce.

Adding maiden names would also make our membership rolls preserve the history of the ANS

members. Many families have contributed greatly to the organization and the only way they can

stay alive on our rolls is by showing their family name. We could be the first camps to record this

information and hopefully convince the Grand Camp to endorse this for memberships.

It would be wonderful to have our membership date back to the beginning of this camp. We can

start our Charter of March 3, 1926. The membership itself is the historical part of this great

organization; so we should celebrate it through "recognition of family".

THE COOGAYNAH\t\'V'

In Preparation to host the 17ili Annual Grand Camp Alaska Native Brotherhood Convention, HainesCamps #5, was inspired by Vice Chairman, Samuel Jackson to share significantly with the delegates.He suggested a banner, or Coogaynah, a traditional costume bearing Tribal or Clan totemicemblems. For this occasion, an arrow going through the initials of the Alaska Native Brotherhood(ANB) replaced the ceremonial emblem symbolizing the organization going beyond its immediatearea.

Suki, an Aunt of Dr. Mildred Sparks, Grand President Emeritus, and Mrs. Nellie Willard, suggestedmoose hide; their ancestors suffered untold hardship on the trail from Haines to the Interior duringtrading ventures. A prized item was tanned moose hide. Hence, the color represented gold, and themany dying in its pursuit, the red symbolizing this loss.

A Canadian Indian, Susie Pringle, was requested to sew the ANB Coogaynahs. In a picture of theConvention seventeen Coogaynahs were noted; the Sisterhood had the honor of placing these on thedelegates and Grand Officers.

At an Executive Committee meeting held on September 25-26, 1981, Grand President Emeritus, Dr.Mildred Sparks commented on the history of the colors of the Alaska Native Brotherhood andAlaska Native Sisterhood (ANS). She pointed out that the ANS Coogaynah's color white was tosignify the pure white snow sent from heaven, and the royal blue was to represent faithfulness to thisorganization. She further pointed out that the ANB color gold was to signify the gold that the whiteman took from our land, and the red signified the blood that was shed in battle for many of ourIndian people.

How to make the Coogaynah

ANB ... Color, medium tan, moose hide, 4 inches wide; medium size 36 inches long; 14inch red trim;letters 2 % inches high and a half inch thick; arrow 14 inches long and 5 Y2Inches from the top fold, letters and arrow are red.

ANS ... color, royal blue velvet; white trim; white letters and arrow of felt. Measurements are thesame as for ANB.

The Coogaynah is worn over the right shoulder.

Coogaynahs are worn for special times such as the Memorial Service and Grand OfficersInstallation. Coogaynahs are not worn while serving, eating or dancing.

The Coogaynah is treated with great pride and respect; it is our emblem symbolizing the AlaskaNative Brotherhood and Alaska Native Sisterhood.

L. Present resolutions, with proper documentation, and assist with procuring needed

M. Do not disturb the meeting by whispering or constant walking in and out

N. Accept the will of the membership, i.e.: Majority Vote

O. Be patient with and compliment the officers, junior, committee members and other

members on the work they are doing
