Stacy Ikard at 1:00 p.m. on February 28, 2014 at the Binnerri Presbyterian Church of Richardson, Texas. Worship The presbytery was led in worship by Rev. Stacy Ikard and Ruling Eder Paul Williams on Friday, February 28, 2014. The Sacrament of the Lord’s Supper was celebrated on March 1, 2014. Participating in the service were Rev. Dale Patterson, Rev. Man Ho Park, Rev. Steven Jeavons, Rev. Paul Huh, Joanna Kim, Rev. Laura Fitzgibbon, Rev. SeKwon Samuel Kim, Organist Dr. Sun Ok Hwang, and the choir from Binnerri Presbyterian Church of Richardson. Quorum, Welcome, Guests, Docket The moderator declared a quorum was present. The presbytery was welcomed by the pastor of the host church, Rev. SeKwon Kim. First time ruling elder commissioners were recognized. The docket was approved as presented. Corresponding Members The following corresponding members were received: Rev. Grace Presbytery Stated Meeting Minutes

February 28 – March 1, 2014

Call to Order The stated meeting of Grace Presbytery was called to order with prayer by Moderator Rev. Stacy Ikard at 1:00 p.m. on February 28, 2014 at the Binnerri Presbyterian Church of Richardson, Texas.

Worship The presbytery was led in worship by Rev. Stacy Ikard and Ruling Eder Paul Williams on Friday, February 28, 2014. The Sacrament of the Lord’s Supper was celebrated on March 1, 2014. Participating in the service were Rev. Dale Patterson, Rev. Man Ho Park, Rev. Steven Jeavons, Rev. Paul Huh, Joanna Kim, Rev. Laura Fitzgibbon, Rev. SeKwon Samuel Kim, Organist Dr. Sun Ok Hwang, and the choir from Binnerri Presbyterian Church of Richardson.

Quorum, Welcome, Guests, Docket The moderator declared a quorum was present. The presbytery was welcomed by the pastor of the host church, Rev. SeKwon Kim. First time ruling elder commissioners were recognized. The docket was approved as presented.

Corresponding Members The following corresponding members were received: Rev. Paul Huh of Greater Atlanta Presbytery, Rev. Linda Sharon of New Covenant Presbytery, Rev. Lemuel Garcia-Arroyo of Mission Presbytery, Rev. Norman Huneycutt of Los Rancho Presbytery, Richard Williams of Chicago Presbytery, and Sandra Kim of Genesee Valley Presbytery.

Welcome of New Ministers into Grace Presbtyery The following teaching elders were welcomed into Grace Presbytery: Rev. Rev. Robert Bigler, H.R. from Grand Canyon Presbytery, Rev. Thomas Sharon, from New Covenant Presbytery, Rev. Denise Odom from Eastern Oklahoma Presbytery, and Rev. Pepa Cislo who was ordained and installed as Associate Pastor at Faithbridge Presbyterian Church of Frisco on January 26, 2014.

Reports The following oral reports were received by the presbytery: Rev. Stacy Ikard gave the report of the Moderator. Rev. Janet DeVries gave the report of the General Presbyter. Rev. Gerry Tyer gave the report of the Stated Clerk. Rev. Melinda Veatch presented the report of the Presbytery Council. Rev. Thomas Tickner presented the report of the Committee on Ministry. Rev. Ruling Elder Cindy Miller presented the report of the Congregational Support Committee. Rev. Janet DeVries gave a report updating the situation concerning the lawsuit brought against the presbytery by Highland Park Presbyterian Church of Dallas. Rev. Theodore Wardlaw, President of Austin Presbyterian Theological Seminary, addressed the presbytery.

Presentations The following gave presentations to the presbytery: Richard Williams, Shane Webb and Kristi Click discussed General Assembly’s Young Adult Volunteer Program. Jann Treadwell discussed Youth Mission Trips. Paul Huh discussed Korean Ministry. Joanna Kim discussed the National Multicultural Conference. Marshall Zieman discussed Lebanon and Syria. Godwin Dixon discussed Presbyterian Communities and Services.

Breakout Groups The presbytery divided into breakout groups. Richard Williams, Shane Webb and Kristi Click led a group to discuss General Assembly’s Young Adult Volunteer Program. Jann Treadwell led a group to discuss Youth Mission Trips. Paul Huh led a group to discuss Korean Ministry. Joanna Kim led a group to discuss the National Multicultural Conference. Marshall Zieman led a group to discuss Lebanon and Syria.

Annual Meeting of the Corporation The Annual Meeting of Grace Presbytery, Inc. was convened with prayer by Board of Trustees President Pruitt Ashworth on March 1, 2014. A quorum was declared. A summary of the work of the Trustees was presented. President Ashworth closed the annual meeting of the corporation with prayer.

Adjournment The presbytery adjourned with prayer by Moderator Stacy Ikard at 12:00 p.m. on March 1, 2014.

Presbytery Approved the Following Motions 1. That the number of ruling elder commissioners indicated in the following list be specified as

commissioners to presbytery meetings in the next twelve months in order to redress the imbalance between the number of ruling elders and teaching elders entitled to vote at presbytery meetings; and that the following list of churches be approved as the Roll of Churches as of December 31, 2013:

3. That the East Broad New Church Development of Mansfield continue as a new church development for a maximum of the remaining funding from General Assembly or Synod (ending September 30, 2016) working with a New Church Development Committee appointed leadership team to meet regularly with Rev. Shane Whisler and the steering committee of East Broad to monitor goals determined by the New Church Development Committee. In addition, the leadership team and steering committee will develop a plan for transitioning from primarily an outreach center to developing a Presbyterian congregation within the next two years which will meet the goals established by the New Church Development Committee. Background: East Broad NCD (EBOC) outreach ministry is located at 4500 E. Broad Street, Mansfield, Texas. The property which is 6.842 acres was purchased in 2005. We believe that the property is approximately valued at $350,000 although there has not been a formal appraisal. The NCD began in September 2008 with an organizing pastor and the pastoral relationship was ended in November 2008. A new approach to new church development was begun in 2010. The approach is called a “parachute drop” with no core group being present. The goal was to develop a community outreach center on the property and build a congregation through the ministry of the center. The Rev. Shane Whisler and the Rev. Pat Felter (husband and wife) were called as the Evangelists for the NCD and shared one salary on a two year contract. Grants were secured from the GA, Synod, and Grace Presbytery with the following goals.

The $250,000 from Presbytery in the Totals column above does not include the $16,000 per year Grace Presbytery pays in property tax, insurance, and maintenance. Nor does it include expenses prior to 2010.

In fall of 2012 the New Church Development Committee voted to recommend the closure of the EBOC NCD. Shane volunteered to continue the ministry as a bi-vocational minister for one year and the NCDC agreed to a one-year contract for 2013. In October 2013 the NCDC voted to recommend to the presbytery that EBOCNCD not continue as a NCD. There was much confusion on the floor of the November 2013 presbytery meeting concerning the recommendation. The motion was made and passed to refer the matter back to the NCDC. The NCDC had an open meeting (publicized on Grace E-News) to meet with interested person to discuss issues surrounding EBOCNCD and it was attended by a Teaching Elder and two concerned participants in EBOC’s outreach ministry. A subsequent meeting was held by the committee, staff, and the Rev. Shane Whisler. From the meeting emerged the recommendation printed above to Grace Presbytery which was approved by Presbytery Council.

4. That the ordination examination of Candidate Krista Pearilee Welch Rasco (First Presbyterian Church of Commerce) be sustained and that she be enrolled as a member of Grace Presbytery, pending ordination, in order to accept a call as Pastor of First Presbyterian Church of Commerce.

Background: Grace Presbytery established Trinity Presbyterian Church in 1980 to provide a Reformed presence in The Colony and surrounding area. In keeping with the New Church Development Committee’s strategy, as the congregation grew, a modest structure was constructed at the corner of Main Street and Nash. By 2004, burgeoning worship attendance

called for the construction of a larger facility. This decision was based on a “conservative estimate” of projected growth trends and anticipated receipts. By 2006, membership reached its peak and began to decline. In 2010, with the departure of James Kim and a reduction in membership, it was evident that TPC was facing a significant financial crisis. Stressed to meet mortgage payments of $10,000 per month on a loan exceeding $1,200,000, the congregation was poised on the threshold of default. A refinance to interest only payments for a designated period reduced the mortgage by about $2,000 per month through the middle of 2014. Even with this concession, the congregation struggles to meet its financial commitment. If TPC were to default on the loan, Grace Presbytery, vested with contingent liability, would be responsible for assuming the mortgage payments. A reduction in the services of pastoral leadership, combined with waning congregational morale, led a Ministry Team (Jim Hawthorne, Kathy Jones, Mike Jones, Shelby Miller), appointed by the Council, to propose that Grace Presbytery pay half the compensation for a full-time position, at minimum compensation figures mandated by the Committee on Ministry, for a period of two years, effective January 1, 2014. This supplemental compensation is to be taken from the Loan Guarantee fund. The Trinity Presbyterian Church Session, in consultation with the Committee on Ministry, has contracted with Reverend Chuck Schneider to serve on a full-time basis through 2015. Chuck brings to this relationship essential skills in administrative oversight, economics and pastoral care. He is acutely aware of the challenges the congregation faces and is committed to work with them to improve morale, put the church back on a membership growth trajectory and envision future opportunities for ministry and mission. The Session will continue to consult with the Ministry Team by identifying benchmarks for positive progress and considering viable alternatives if it becomes clear that the congregation needs to relocate to a more financially sustainable facility. Growth along the 121 corridor in the Metroplex merits a concerted effort to maintain an active, vital, Presbyterian presence in The Colony. The members of Trinity Presbyterian Church have labored diligently to meet their financial obligations. With full-time, pastoral leadership and two years to redefine what their congregation can be and do, this is clearly a strategic investment.

f. to assume original jurisdiction, if necessary 37. Approved the following proposal concerning the PCUSA Office of Church Growth “New

Beginnings” program: [2/12/14] a. Grace Presbytery would begin by identifying 10-15 individuals who would be instructed

about the process before individual congregations are introduced to the service. Once trained, they become facilitators who would explain the theory and process of the service and guide congregations along the way. This instruction would be led by a member of the PCUSA Office of Church Growth at no charge to the presbytery.

b. Grace Presbytery through its Council would embrace the service with support and financial assistance. The service expense to each congregation is $2,800, of which as much as $800 would be paid by each congregation and as little as $2,000 paid by the presbytery through funds accumulated from the sale of property. It is anticipated that as many as 20 churches may participate in this first offering. Due to the expense of travel and lodging, the fee scale for congregations could be $500 outside of the Metroplex and $800 in the Metroplex. The total cost to the presbytery for 20 churches would be approximately $45,000.

c. Grace Presbytery, through the Council, Staff and facilitators will promote New Beginnings to churches, and invite all churches to send 5-8 key leaders to a presentation in late April, 2014, called “Come and See,” which is led by a member of the PCUSA Office of Church Growth at no charge to the presbytery.

d. Within the next month, congregations will be asked to commit to New Beginnings, and a New Beginnings Assessor will be assigned to each congregation for a time of assessment. This meeting with the congregation will also include the facilitator.

e. Within the month following the assessment, a follow-up leadership training, “Cluster Leader Event,” will occur for 5-8 key congregational leaders which will equip them to “analyze their assessment report, discover options, begin to develop a compelling vision for the congregation’s future, and strategize for how best to engage the congregation in a decision-making process.”

f. The Office of Church Growth continues to provide support by email, phone and resources.

g. The key leaders will lead the congregation through the discernment process with the facilitator as support.

h. The concluding phase would be that the congregation deciding the church’s identified future.

7. Received a report concerning First Presbyterian Church of Mexia to request dismissal to another denomination. The Session is considering dismissal to either the Covenant Order of Evangelical Presbyterians (ECO) or the Evangelical Presbyterian Church (EPC).

8. Received a report from the Youngblood Memorial Presbyterian Church of Robinson Administrative Commission.

9. Received a report that Central Presbyterian Church of Wortham voted to request Grace Presbytery to dissolve the congregation. Most of the members are moving their membership to Fairfield-Harmony Presbyterian Church of Fairfield.

10. Received a report that the last worship service for Rev. Richard Hollingsworth at Alpine Presbyterian Church of Longview was Christmas Eve 2013. The Pastor Nominating Committee has been elected by the session to search for a full-time stated supply. The meeting was scheduled for January 22, 2014.

11. Received a report that First Presbyterian Church of Longview is moving from a Designated Pastor search to a general search for installed pastor. Their Ministry Information Form is online.

12. Received a report concerning St. Peter Presbyterian Church of Fort Worth.

13. Reported that the list of teaching elders requesting Validated Ministry will be presented and voted on at February Committee on Ministry meeting and reported to the May Presbytery Meeting.

20. Terms of Call: All churches need to be aware that all pastors in installed and called positions have had changes in their terms of call. Even if the church has kept their basic salary the same, their Board of Pensions dues and the amount that the church can reimburse for social security has changed. Therefore, the church needs to have the congregation approve the terms of call and to submit the changes to the Presbytery. In addition, churches that employ a pastor or CRE in a contract position need to submit the changes in terms of call every year since contracts are never longer than one year. The Committee on Ministry has done several things to make this process easier for churches. a. There are new forms which are clear, concise, and allow all of the necessary information

that needs to be submitted to be entered on a one page form. b. There is now a second page to the forms which further defines all of the various lines on

the face of the form. The form details how to calculate such as which lines should be added together.

c. An informational document which details the changes in Terms of Call for 2014 is available.

A summary of the changes include: • Minimum Terms of Call for a Full-Time position is $43,200. • Dues payable to the Board of Pensions is 35% of Effective Salary • The maximum a church may reimburse a pastor for social security taxes is now 7.65%.

This was 8.24%, but the BOP clearly states that only ½ of the taxes can be reimbursed without being dues calculable.

• The IRS auto reimbursement rate was lowered to $0.56 per mile early in 2014 for the year.

• Supporting financial information must be provided to show sustaining financial viability.

Information from Administrative Commissions 1. Report of the Administrative Commission for Oakhurst Presbyterian Church of Fort Worth:

The AC that is working to sell Oakhurst Presbyterian Church met on February the 10th via conference call. We discussed an offer from Greater Friendship Missionary Baptist Church for the church and have countered their offer with an offer that falls within our Presbytery’s Guidelines for a sale price. We also voted to severe the Pipe Organ from the sale of the

building and to look for other possibilities for that asset. Mike Jones and Jan DeVries were a part of our discussion as well as Gene Livens our realtor.

2. Report of the Administrative Commission of First Presbyterian Church of Marshall: The Administrative Commission for First Presbyterian Church of Marshall listed the church buildings and parking lots for sale with Service Realty for the price of $175,000.00.

3. Report of the Administrative Commission of First Presbyterian Church of Marlin: The Administrative Commission (AC) for First, Marlin, met with the First, Marlin session in Marlin on Wednesday, October 23, 2013. Elizabeth Nelson, Ruling Elder, and Jack Smith, Ruling Elder, First, Marlin; Rev. Charles Packard, Central, Waco, and Donna Bowling, Ruling Elder, First, Temple, were present. The Session had a number of questions for the AC. Discussion followed about the church’s financial situation and what to do with the property as well as the process the AC was charged with following.

The AC met with the First, Marlin congregation on November 24, 2013, following worship. Rev. Michael Thompson, Associate General Presbyter and Rev. Dr. Ronnie Holloman, Grace Presbytery; Rev. Charles Packard, Central, Waco; Elizabeth Nelson, Ruling Elder and Jack Smith, Ruling Elder, First Marlin; and Donna Bowling, Ruling Elder, First, Temple, were present. After lengthy discussion, the congregation voted to close the church, May 1, 2014, and in the interim to take the actions required by the AC and Grace Presbytery. The AC will meet again in February.

4. Report of the Administrative Commission for Youngblood Memorial Presbyterian Church of Robinson: The Commission convened for training on January 7, 2014. Ron Holloman led the meeting and introduced the members, Rev. Leslie King, FPC Waco, Shirley McGee Ruling Elder Youngblood PC and Eric Jezek, Ruling Elder, FPC Temple. At this initial meeting, the following decisions were made: a. The Commission agreed that Rev. Leslie King would be moderator and Eric Jezek will be

recorder. Shirley McGee will continue to collect information needed and the upkeep of the facility and records.

b. The Commission voted to move the property and liability insurance to the Presbytery Insurance List. Recommend that the Workers Comp Insurance be dropped.

c. Eric Jezek will be added to the signature card for the checking account. Ms. McGee will also consolidate two other checking accounts into the local Robinson bank.

The Commission concluded by meeting with Tom Ledbetter from the Bridgeport Church located across the street from YMPC to discuss the possibility of a purchase of the property. Ronnie Holloman indicated that a Broker’s analysis of the property will be ordered soon. The next meeting of the commission will be February 20, 2014 at 9:00 a.m.

5. Report of the Administrative Commission of the Central Presbyterian Church in Wortham: The commission was created by the Council on January 15, 2014. The purpose of the AC is to assist the members with dissolving the congregation as requested by the Session of the Central Presbyterian Church in Wortham, TX.

The members of the AC are Reverend Bob Young, Moderator, Phyllis Kidwell, Recorder, and Matt Miller. The AC met on February 4, 2014, with Reverend Ronnie Holloman, the Grace Presbytery support staff person. We reviewed the process for dissolving congregations and toured the facility. We scheduled a congregational meeting for Sunday, February 9, 2014. The congregational meeting was held on February 9, 2014, at 3:30 p.m. at the Central Presbyterian Church. The meeting was moderated by Reverend Tom Prentiss, the Moderator of the session at Central Presbyterian Church. Reverend Bob Young and the members of the AC were in attendance to provide information and answer questions. The conclusion of the meeting was a motion to dissolve the congregation; the motion carried. Further, the members will seek transfer to the Fairfield Harmony Presbyterian Church in Fairfield, TX. Plans were made to transfer the financial records and change the financial responsibility to the AC. The congregation will inventory the items in the church facility for future decisions.

1. Arlington, Grace – $3,000 for a community prayer garden outside their sanctuary with four different themed gardens for members, friends, visitors and the community may use for prayer and reflection

2. Bedford, Emmanuel – $3,000 for the 6:8 Project, a creative new faithful model for mission-centered Presbyterian community and discipleship through small groups

3. Carrollton, Nor’kirk – $3,000 for a community garden to provide fresh, organic produce to area food banks and other community based hunger and food assistance programs while providing educational resources for the poor and for youth organizations

4. Dallas, Eastminster – $2,000 for a neighborhood breakfast offering both fellowship and a nutritious meal to the unchurched or homeless individuals and families living in the neighborhood and to transients needing to be fed

5. Dallas, Northridge – $3,000 for a student and community garden

6. Plano, Brazilian – $3,000 for a young adult ministry to engage this age group in bible studies and fellowship activities to gain a closer affinity into the life of the church Richardson, St. Barnabas – $3,000 for launching a Compassionate DFW Cities campaign under the International Charter for Compassion as affirmed by the PCUSA, using luncheon events with international speakers to encourage DFW area mayors to become recognized “Cities of Compassion”
