GPP Issue no. 68 February 2017 News Alert The Basque Government has published its “Green Public Procurement Programme of the Basque Country 2020”. Its second GPP Programme expands the scope of the targets from central government to the whole public sector in the region, promotes actions to establish GPP as a standard practice and ensure effective engagement with the market. The voluntary Programme sets two types of objectives to be achieved by all public administrations: 1. A first meeting has already been held with the three Basque regions and capitals to encourage commitment and define collaborative work strategies. The inter- agency committee is coordinated by Ihobe, who support the Basque Government in developing its GPP and wider sustainability policies. The project focused primarily on purchasing innovative lighting technologies which offer improved social, environmental and economic benefits; however the methodology is now being applied to purchase a range of technologies for TfL. Four PRO-LITE partners based across three European Member States (namely, the United Kingdom, Italy and Germany) aimed to purchase innovative lighting solutions (or put in place frameworks contracts for lighting) for a range of applications. The process was started after we jointly published a Market Sounding Prospectus to present our common requirements to the lighting market, and our plans to undertake procurement actions. Criteria for food, catering services and vending machines have been considered. Stakeholders are invited to comment the report via the online platform BATIS (registration is required). The Basque Government has published its “Green Public Procurement Programme of the Basque Country 2020”. The City of Rotterdam Lighting Plan, in place since 2012, accommodates the three specific policy ambitions of the municipal government: better design-quality to improve public space; more efficient maintenance through standardisation in lighting equipment and poles; and reduction of energy levels and light pollution by applying technological innovations which contribute to sustainability.

A call for tenders was published in 2012 for the purchase of standard lighting fixtures for the whole city for the period 2013 to 2020. The form of the tender was an e-auction in three lots, with one framework agreement for each lot.

After the registration and evaluation of the delivered documents and samples, six suppliers were admitted to the e-auction. As a result, the prices of the LED fixtures were almost the same as previously paid for conventional light fittings, with the advantage of providing optimum performance in the field of lighting, energy consumption and social return.

The City of Lens made the choice in 2008 to deliver 20% of organic food in school canteens, a target set under the “Grenelle environment” national initiative.

A call for tenders was launched in 2016, which built on the experience of two similar past procurements on catering services (from 2008, and from 2014). Based on the lessons learned from the previous procedure, this procedure included more detailed GPP criteria and it introduced different variations for the meals to be provided. In addition, the contracting authority put more emphasis on consultation with the market at the pre-procurement stage.

Four bids were received and all of them passed to the evaluation stage. Organic menus proposed by the winning bidder were priced at €2.75 per meal; a reasonably small cost premium compared to the non-organic menu priced at €2.33. Moreover, the success of this procurement contributed to the decision of the contractor to apply ISO 14001 Environmental Management System Standard in its own central kitchen premises.

Purchasing energy efficient street lighting in Rotterdam (The Netherlands)

An introductory training session to Green Public Procurement (GPP) took place on 26 January in Szentendre (Hungary) as part of the capacity building activities of the European NGO network on GPP.

Participating NGOs had the chance to learn about the legal framework, the main sources of information and to get to know like-minded organisations.

As part of its Sustainable Clothing Action Plan, WRAP launched a new guide on Textiles Collection Procurement in December 2016. The guide aims to support local authorities and textile collectors to introduce and operate effective collection arrangements, including re-use and recycling. A number of case studies are featured, which show procurement arrangements along the whole lifecycle of the purchasing process.
