ANNUAL REPORT FOR THE YEAR 2013-2014

The Delhi Public Library was established in 1951 by the then Ministry of Education,

Govt. of India with financial and technical assistance from the UNESCO as a pilot project. Presently, Delhi Public Library is functioning under the administrative control of Ministry of Culture, Govt. of India.

From a small library located in Old Delhi, it has since been developed into a premier public library system in the country covering the entire Metropolitan city consisting of a Central Library, a Zonal Library, 3 Branch Libraries, 24 Sub-Branch Libraries, 01 Community Library, 09 Resettlement Colonies Libraries, One Braille Library, 64 Mobile Service Points and 25 Deposit Stations. Besides providing free library services to the people, children and adult alike, irrespective of any distinction of sex, caste, creed and religion. DPL also looks after their recreational needs and harness the latent and potential of the members of the public by providing a platform for social education.

The library has been expanding its services as a centre for dissemination of knowledge and culture. It is increasingly felt that the library should not merely serve as a centre for lending books, but should also grow as a living organization devoted to promote intellectual pursuits, create community rapport among its readers.

A brief account of the activities of the DPL during the period 2013-14 is enumerated in following paragraphs:-

(1) GOVERNING BODY:

Delhi Library Board, the Governing Body of the Delhi Public Library consists of 16 members headed by the Chairman, nominated by the Minister of Culture, Govt. of India. Director General, DPL is the ex-officio member Secretary of the Board.

In addition, there are various Sub-Committees constituted by the Board

to organize various activities of the DPL namely Executive & Finance Committee,

Books Advisory Committee, Departmental Promotion Committee etc. During

the year under report following meetings were held.

(2) LIBRARY ADMINISTRATION AND FINANCE :

2.1 Staff: The library has sanctioned staff strength of 449 comprising of 329 professionals and 120 Non-Professionals, out of which 224 posts are lying vacant. Efforts are being made to fill up the vacant posts. The day to day staff shortage is compensated by outsourcing various services.

2.2 Finance: The Delhi Public Library is fully funded by Govt. of India. DPL received grant in aid to the tune of Rs.18,50,00,000.00 (Non-Plan Rs. 13,50,00,000.00 and Plan Rs. 5,00,00,000.00). The Expenditure details are as follows:

(3) TECHNICAL SERVICES:-

3.1 Books: Books are purchased by Books Purchase & Processing Division for the entire library system on the basis of selection done by the Book Advisory Committees in English, Hindi, Urdu and Punjabi books. During the year 23,565 books were purchased and added to the stock. The net book stock of the library at the end of the year was 16,94,695.

3.2 Serials: All the Popular Journals, Magazines and Newspapers are subscribed for the readers use in the Reading Room of the library. Presently, 109 journals and 29 Newspapers are subscribed.

3.3 Binding: Books are bound commercially after obtaining quotations from bookbinders every year. During the year under report 1,105 books were got bound by the library.

3.4 Gift and Exchange Department: The Gift and Exchange Department collects

books and reading material from various sources after due selection as per the needs of the library. Besides this the Department also carries out the physical verification of the library.

(4) READER'S SERVICE:

One of the tenets on which the Library was conceived was that membership should be free without any subscription (and that a refundable security deposit only should be charged when a suitable guarantor could not be found.) Anyone fulfilling the above condition can enroll as a member after filling the prescribed membership card priced Rs..2/- only. Enrolment is valid for two years, which can be renewed again. Membership card is to be verified by any Gazetted Officer/elected public representative/M.B.B.S. Doctor/lawyer/Bank Manager/ Charted Accountant etc. or by paying Rs. 50/- refundable Security Deposit. Members are given one to three Borrowers Tickets depending upon the size of the library service unit, against which books are issued for 14 days, which can be renewed further.

DETAILED REPORT ON LIBRARY SERVICES:

(5) CENTRAL LIBRARY:

5.1 Adult Lending Department: Central Library situated at S. P. Mukherjee Marg is the first library started in the year 1951. For the past 63 years this library has been providing useful service to the readers through out the day. During the year under report this library has lent 1,22,095 books for home reading to its

19,805 registered members.

5.2 Reference Section: The Reference Section at the Central Library is used by members as well as non-members. Reference Books, Encyclopedias, Dictionaries, Gazettes etc. are consulted in the Reference Section by Research Scholars, writers, students & general readers. Reference Queries are answered over phone, in person and in writing. Photocopy facilities are also available to readers. During the year 15,058 books were consulted in the Reference Section.

5.3 Children Department: The Children Department is exclusively opened to readers below 15 years of age. During the year under report, the department has a membership of 4,070. It lent 19,826 books to the registered members.

(6) ZONAL/BRANCH LIBRARIES:

6.1 Zonal Library: The first Zonal Library at Sarojini Nagar was started in the year 1985 is popular among the readers of South Delhi. During the year under report this library has lent 88,011 books for home reading to its 12,614 registered

members.

6.2 Branches: The library’s three branches situated at Patel Nagar, Karol Bagh and Shahadra have a total membership of 19,429. During this year these libraries issued 1,94,714 books to its registered members.

The Reference Section of the Zonal library and three branch libraries are gaining popularity day by day. Newspapers are available for consultation to research scholars, students and other general readers.

6.3 Sub-Branches: During the year under report the library's 24 sub-branches

had a total membership of 35,247. These units issued 4,52,369 books to their

registered borrowers.

6.4 Community Libraries: The library runs one community library at Lodhi Road place in the National Capital Territory of Delhi. During the year under report t h i s community library had a membership of 547 and issued 8,800 books to its registered borrowers.

6.5 Libraries at Resettlement Colonies: At present there are 09 libraries in resettlement colonies inhabited by the weaker sections of the society. The total membership of these nine libraries was 8,484 and 1,31,454 books were lent for home reading.

(7) EXTENSION SERVICES:

7.1 Deposit Stations: This is an innovative scheme run by Societies/Associations in their respective colonies. We lend books and impart initial training to run a library service under the supervision of Delhi Public Library. The scheme is known as Deposit Station. At present DPL is operating 25 Deposit Stations in different places in the NCT of Delhi. During the year these Deposit Stations have the membership of 2,404 and issued 13,390 books to their registered members.

7.2 Mobile Libraries: Delhi Public Library had restarted the Mobile Library Services from February 2005 onwards after purchase and body fabrication of five new CNG chassis. DPL is operating mobile library vans in 64 areas in the National Capital Territory of Delhi and it has 3,983 registered members and issued 46,965 books to readers as on 31.3.2014. Apart from the above Delhi Public Library also operates mobile library services for the visually handicapped. Presently Braille Department is serving its clientele by 20 Braille Mobile Points.

(8) SPECIAL SERVICES:

8.1 Social Education Services: This Department organizes group activities among the adult and children in the Central Library for the development of individual’s inner talent/aptitude. At present Drama, Music, Literature study, Naturopathy and Homeopathic studies etc groups are functioning. It also arranges book exhibitions, film shows, television programmes and lectures etc. for the reader’s benefits. To participate in these activities it is a pre-condition that one has to be a member of the library.

The library caters to promote cultural interest of its members and the general public through group activities and audiovisual programme. During the year under report 136 such programmes were organized in the Library. These include plays, group meetings, lectures and exhibitions. Total attendances for these programmes were 4,525. 8.2 Competitions and prizes: During this year Delhi Public Library organized annual competitions to encourage cultural interests of Adults, Children and visually handicapped members. Prizes and certificates were given to members.

8.3 Gramophone and Music Cassettes Library: The Delhi Public Library also operates a gramophone records/audio/video cassettes Lending service for its registered members for free of charge. These records/cassettes comprise classical instrument and light music, bhajans, ghazals, film songs etc. Readers of DPL can make use of them through Head phones/Computer Accessories. These Records, Cassettes were issued to 339 registered members. Total issue of records was 1,082. Total stock of gramophone/records/cassettes is 9,431.

8.4 Braille Department: The Braille Department is the specialized service of the Delhi Public Library, which is devoted to cater to the reading needs of the visually handicapped and cultivates reading habits among them. This Department not only provides Braille books but also transcribes books in Braille. During the year this department purchased 230 Braille books for its readers. The total collection of the Braille Department is 17,190 books (Hindi & English) at the end of the year. The Braille Department issued 23,969 books to 693 blind members.

8.5 Service to Prisoners: The library provides its services to the prisoners in the Central Tihar Jail of the National Capital Territory of Delhi. During the year under report 21,885 books were issued to 1,291 registered members of Central Jail and its 4 deposit stations.

8.6 Reading Rooms: (Use of periodicals and newspapers): The library is continuously engaged in developing reading interests among the people of the National Capital Territory of Delhi. It has provision of Reading Rooms in all the service units to provide information on various walks of life by making available daily newspapers and popular periodicals and journals. During the year under report 3,97,718 persons availed this facility.

(9) DEPOSITORY LIBRARY:

9.1 Delivery of Books Act Division: Delhi Public Library was declared by the Govt. of India as the fourth Recipient Library under the Delivery of Books and

Newspapers Act 1954 (as amended in 1956) on 16th December, 1981. As per the provision of the Act, the Delhi Public Library is entitled to receive one copy of each publication from publishers in India at free of cost in all Indian languages. The D. B. Act Division monitors the collection of the books/publications received under D.B. Act. During the year DPL has received 8,227 Books in all Indian languages. The total stock of this Division as on 31.3.2014 was 3,19,620. Besides books, approximately 1,000 popular periodicals and all leading newspapers are being received regularly under the Act in all languages.

9.2 : Asian Development Bank Publications: Delhi Public Library has been nominated as Depository library for Asian Development Bank (ADB) publications since 1994. ADB publications are kept in the Central Library for the consultation of readers.

(10) LIBRARY AUTOMATION ACTIVITIES: 10.1 : Computerization: The computerization of the Delhi Public Library activities was initiated in 1995 by installing computers and accomplished by the UNESCO’s CDS/ISIS software package, which enable us to create text database. The Delhi Public Library has decided to install and implement Koha open source integrated library management software (ILMS) to expedite automation of in-house activities, this was carried out by the DPL own personnel with the guidance of library and information experts. The implementation was started from April 2007.

In the 1st phase of implementation, one server and back up server was installed in the Central library. The implementation of Koha open source software processed bibliographical information of books and publications received under the D.B. Act. 1,05,818 bibliographical records are available online till 31 st March 2014. The Bibliographic data of books can be accessed and downloaded free of charge from the official website of http://dpl.gov.in/ or www.delhipubliclibrary.in. 10.2 Library website: Delhi Public Library has its own library website http://www.dpl.gov.in which contains details of library branches, opening hours,

services, special activities and programmes etc. As on 31st March 2014 a total 36,465 users visited our library website. DPL Current catalogue of books can also

be accessed through our website www.delhipubliclibrary.in/.

(11) TECHNICAL ADVICE & PRACTICAL TRAINING IN LIBRARY SCIENCE: It is one of the important functions of the library to render technical advice and to provide practical training to Students/Institutions in the field of Library Science. 32 Library & Information Science Students were given intensive practical training in different aspects of the library services. Apart from that, library was also visited by 221 library science students and distinguished librarians from other parts of the country.

(12) TRAINING AND PARTICIPATION IN SEMINAR/CONFERENCE OF DPL STAFF:

During this financial year, Seven staff members were deputed for various Seminars, Conferences and Workshops.

One official was deputed for two days Workshop on Record Management at National Archives at Janpath from 16-17 May 2013. Three officials were deputed to 16th National Convention in NACLIN-2013 at Jaipur from 10-12 Dec. 2013.

Three officials were deputed for two days workshop on Transforming Libraries into Social Spaces” from 7-8 February, 2013 at New Delhi.

(13) PROGRESSIVE USE OF HINDI AS OFFICIAL LANGUAGE IN DPL:

Delhi Public Library held 4 meetings of “Rajbhasha Karyanwayan Samiti” to review Hindi work in office. DPL celebrated the “Hindi Saptah” in the Central Library from 16.09.2013 to 22.09.2013 . During the Hindi Saptaha, a number of competitions on Hindi Essay, Noting & drafting, Quiz, General Hindi Knowledge and Speech were organized for Hindi knowing/non-Hindi knowing staff members. Cash prize & certificates were given to all 24 winning participants at the end of the Hindi Saptah. On this occasion cash prizes were also given to staff members who worked in Hindi in their official work. Hindi section also conducted three computer learning workshops to promote Hindi in day to day office work.

The Hindi Translation unit of the DPL also undertook translation work of various documents, papers etc. under official language Act/Rules. Hindi Cell of Delhi Public library is publishing 6-7th Joint Addition of his Half-yearly magazine ‘Pustakalaya Pragati’. The Library is making efforts to promote the use of Hindi in day-to-day work.

(14) NEW SERVICES

14.1 Public Internet Access Service DPL has started free Internet access service in 3 libraries with 20 workstations each

in Sarojini Nagar and Central library, 15 workstations in Patel Nagar Library. This service has been extended to six more libraries such as Vinoba Puri, Janak Puri, Karol Bagh, Shahadra, Narela and R.K.Puram Sect-8 . On 31st March 2014, a total of 1,16,991 readers used the Internet service of DPL.

14.2 CHILDREN SECTION

Revamped children’s sections have been set up in Central Library (S.P. Mukherjee Marg), Sarojini Nagar Library and Patel Nagar with new books and DVDs. Rejuvenated children section in all the three libraries started w i t h addition of new books and furniture. These sections have been colorfully decorated, with multi color furnishing new games/toys to change the ambience of rooms. These new sections are very well used.

14.3 DVD COLLECTION DVD corners have been set up in seven libraries - Central Library (S.P. Mukherjee Marg), Sarojini Nagar, Patel Nagar, Karol Bagh, Shahadra, Vinoba Puri, Janak Puri, Narela and R.K.Puram. 2,487 members took the DVD membership

up to 31st March 2014 and issued 5,595 CD/DVD’s for home viewing to these registered members. (15) COMMUNITY OUTREACH ACTIVITIES

Delhi Public Library organized Community Outreach Activities during summer vacation from 5th June 2013 to 28th June 2013. During the Community Outreach Activities Film shows, Story telling, Science Workshop, Thumb Painting workshop, Paper Folding & Craft Workshop and Roll Play Workshop were organized for school children. Writers, subject experts were called to conduct the workshops.

(16) STORY TELLING / ILLUSTRATOR’S WORKSHOP IN COLLABORATION WITH

BOOKAROO Delhi Public Library in collaboration with Bookaroo organized a Storytelling/

Illustrator’s workshop at Central library on 16.11.2013. Bookaroo is a Delhi based trust, committed to bringing good literature to children and promoting book related events. Bookaroo works in tandem with renowned writers, illustrators, storytellers, theatre people, Publishers, editors and schools. 250 students alongwith their teachers from local schools were participated in the workshop. Story telling session and recycling workshop was conducted in collaboration with TERI in Sarojini Nagar library on 12.11.2013. In recycling workshop, how to recycle waste material and protect our environment was explained to the students.

(17) GENERAL REVIEW :

The functioning of Delhi Public Library during the report has been generally satisfactory. The library is trying its best to attain its objectives by augmenting its services. Besides, DPL is receiving requests from various organizations of Delhi from urban as well as rural areas to open new libraries or to provide mobile library services in their localities. However, DPL is making all its efforts to open service units in these up coming colonies. The network of DPL is spread all over Delhi. As part of the expansion programme, DPL was given land in Ashok Vihar and Patparganj. DPL is trying for receiving clearance from the North civic body for the building plans of Ashok Vihar plot. The construction of library building at Patparganj is proposed to give to National Building Construction Corporation Ltd (A Govt. of India Enterprise). Part payment made to CPWD for the construction of library building at Bawana. The efforts are being made to construct library buildings on these plots.

पुरानी दिल्ली में छोटे से पसु्तकालय के रूप में स्थावपत इस लाइबे्ररी के अतंगवत राजधानी दिल्ली में एक कें द्रीय पुस्तकालय, एक क्षेत्रीय पसु्तकालय, 3 िाखाए,ं 24 उपिाखाएं, 01 समुिाय पुस्तकालय, 09 पुनिावस कालोनी पुस्तकालय, एक बे्रल पसु्तकालय, 64 चल पसु्तकालय सेिा कें द्र तथा 25 ननक्षपे कें द्र हैं ब्जसके कारण दिल्ली पब्ललक लाइबे्ररी िेि में एक प्रमुख पब्ललक लाइबे्ररी शसस्टम के रूप में विकशसत हो गई है तथा संपूणव महानगर को सेिा प्रिान कर रही है। दि.प.ला. बिना ककसी शलगं, धमव, जानत ि िगव भेिभाि के ियस्क एि ं िाल पाठकों को समान रूप से नन:िुल्क सेिा प्रिान करने के अनतररक्त पाठकों की मनोरंजनात्मक आिश्यकताओं को पूरा करने तथा उनकी छुपी हुई प्रनतभा को उभारने के शलए समाज शिक्षा के रूप में एक मंच प्रिान करती है।

दिल्ली पब्ललक लाइबे्ररी ज्ञान - प्रसार तथा सासं्कृनतक कें द्र के रूप में अपनी सेिाओं का विस्तार कर रही है। यह अनुभि ककया जा रहा है कक पसु्तकालय केिल पसु्तक पररचालन कें द्र के रूप में ही स्थावपत न होकर िब्ल्क जीितं ससं्था के रूप में विकशसत हो जो पाठकों में िौविक चेष्टा एिं सामाब्जक सौहािव उत्पन्न करें।

2. पसु्तकालय प्रशासि एव ंर्वत्त

2.1 काशमिक – पसु्तकालय में कुल स्िीकृत पि 449 हैं ब्जनमें 329 पि व्यािसानयक तथा 120 पि अव्यािसानयक हैं तथा इनमें से 224 पि काफी समय से ररक्त हैं । स्टाफ की कमी को िेखते हुए दिन-प्रनतदिन के विशभन्न कायों को आउटसोसव द्िारा कराया जाता है।

2.2 र्वत्त- भारत सरकार दिल्ली पब्ललक लाइबे्ररी को पणूव रूप से वित्तीय सहायता प्रिान करती है। दि.प.ला. को 18,50,00,000.00 रूपए (योजनेत्तर के शलए 13,50,00,000.00 रूपए तथा योजना के शलए

3. तकिीकी सेवाएँ –

3.1 पसु्तकें – पुस्तक सलाहकार सशमनत के चयन के आधार पर पुस्तक क्रय प्रकक्रया विभाग द्िारा संपूणव पुस्तकालय पिनत के शलए अंगे्रजी, दहिंी, उिूव ि पंजािी भार्ा की पसु्तकें क्रय की जाती हैं। िर्व के िौरान 23,565 पुस्तकें क्रय की गईं एिं संग्रह में जोडी गईं । इस िर्व के अतं तक पसु्तकालय का कुल पसु्तक संग्रह 16,94,695 था ।

3.2 पत्रत्रकाएं - िाचनालय में पाठकों के शलए सभी प्रमुख पबत्रकाएाँ ि समाचार पत्र क्रय ककए जाते हैं। ितवमान में 109 पबत्रकाएाँ तथा 29 समाचार पत्र क्रय ककए गए।

3.3 ब्जल्िबिंी- प्रत्येक िर्व ब्जल्िसाजों से ननवििा प्राप्त कर पसु्तकों की व्यािहाररक रूप से ब्जल्िििंी कराई जाती है। पसु्तकालय द्िारा ररपोटव िर्व के िौरान 1,105 पुस्तकों की ब्जल्िििंी कराई गई।

3.4.धगफ्र् एंड एक्सचेंज डडवीजि – चगफ्ट एंर् एक्सचेंज डर्विजन विशभन्न स्त्रोतों से प्राप्त पसु्तकों को पुस्तकालय की आिश्यकतानसुार चयन करता है । इसके अनतररक्त यह विभाग की पुस्तकों की स्टाक टेककंग का कायव भी करता है।

4. पाठक सेवाए-ं पसु्तकालय की संकल्पना का एक मात्र आधार था- पसु्तकालय की पूणवतया ननैःिुल्क सिस्यता । (सिस्यता के शलए िापसी योग्य िुल्क केिल उसी ब्स्थनत में िसूल ककया जाना चादहए जि कोई उपयुक्त गारंटी न शमल सके।) उक्त ितव को पूरा करने िाला कोई भी व्यब्क्त केिल 2/- रूपए मूल्य का ननधावररत सिस्यता प्रपत्र भरकर पसु्तकालय की सिस्यता प्राप्त कर सकता है। पसु्तकालय की सिस्यता, जो िो िर्व की अिचध तक मान्य रहती है, का आगे पनुैः निीनीकरण करिाया जा सकता है। सिस्यता प्रपत्र ककसी भी राजपबत्रत अचधकारी/ चनेु हुए जन प्रनतननचध /एम.िी.िी.एस. र्ाक्टर/ अचधिक्ता /िैंक प्रिंधक /चाटेर् अकाउंटेंट आदि से सत्यावपत करिाना होता है या प्रनतभूनत के रूप में 50/- रू. जमा करने होंगे, जो िापसी योग्य है। पसु्तकालय सेिा कें द्र की क्षमता के अनुसार सिस्यों को 1/2/3 सिस्यता दटकट प्रिान ककए जाते हैं, ब्जस पर 14 दिन के शलए पसु्तकें पररचाशलत की जाती हैं, पसु्तकों का निीनीकरण भी करिाया जा सकता है।

5.1 वयस्क पररचालि र्वभाग- िर्व 1951 में एस.पी.मुखजी मागव पर ब्स्थत कें द्रीय पुस्तकालय में पाठकों के शलए पहला पसु्तकालय आरंभ ककया गया। यह पसु्तकालय वपछले 63 िर्ों से पाठकों को (सुिह से िाम तक) उत्कृष्ट सेिा प्रिान कर रहा है। ररपोटव िर्व के िौरान इस पसु्तकालय ने अपने 19,805 पंजीकृत पाठकों को 1,02,199 पुस्तकें पररचाशलत की।

5.2 संिभि अिभुाग – कें द्रीय पसु्तकालय के संिभव अनुभाग का प्रयोग सिस्यों तथा गैर सिस्यों द्िारा ककया जाता है। संिभव अनुभाग में िोधकतावओं, लेखकों, विद्याचथवयों, और सामान्य पाठकों द्िारा सिंभव गं्रथों, विश्िकोिों, िलिकोिों, तथा राजपत्रों आदि का अध्ययन ककया जाता है। इस अनुभाग में पाठकों के प्रश्नों के उत्तर िरूभार् पर, व्यब्क्तगत रूप से, तथा पत्र द्िारा दिए जाते हैं।यह अनुभाग पाठकों को फोटो प्रनत सेिा भी उपललध कराता है। िर्व के िौरान सिंभव अनुभाग में 15,058 पुस्तकें पढी गई।

5.3 बाल अिुभाग - यह विभाग केिल 15 िर्व से कम आयु के पाठकों के शलए ही खोला गया है। ररपोटव िर्व में िाल विभाग की सिस्य सखं्या 4,070 हो गई। इस विभाग द्िारा पंजीकृत सिस्यों को 19,826 पसु्तकें पररचाशलत की गई।

6. क्षेत्रीय/शाखा पसु्तकालय 6.1 क्षेत्रीय पसु्तकालय – 1985 में सरोजनी नगर में प्रारंभ ककया गया पहला क्षेत्रीय पुस्तकालय िक्षक्षणी दिल्ली के पाठकों में काफी लोकवप्रय है। ररपोटव िर्व में इस पसु्तकालय के 12,614 पंजीकृत सिस्यों को 88,011

पुस्तकें पररचाशलत की गईं।

6.2 शाखाएं – पसु्तकालय की तीनों िाखाओं - पटेल नगर, करोल िाग़ तथा िाहिरा की कुल सिस्य संख्या 19,429 है। िर्व के िौरान इन िाखाओं ने अपने पंजीकृत सिस्यों को 1,94,714 पुस्तकें पररचाशलत की।

संिभि अिुभाग- क्षेत्रीय पुस्तकालय िक्षक्षण एिं तीनों िाखाओं का संिभव अनुभाग दिन - प्रनतदिन लोकवप्रय हो रहा है। पसु्तक एिं समाचार पत्र सामग्री िोधकतावओं, विद्याचथवयों और सामान्य पाठकों के शलए उपललध है।

6.3 उपशाखाए ं - ररपोटव िर्व के िौरान पसु्तकालय की 24 उपिाखाओं की कुल सिस्यता 35,247 थी। इन उपिाखाओं द्िारा अपने पंजीकृत सिस्यों को 4,52,369 पुस्तकें पररचाशलत की गईं।

6.4 समुिाय पसु्तकालय - पुस्तकालय द्िारा राष्रीय राजधानी क्षेत्र दिल्ली के लोधी रोड में एक समुिाय पुस्तकालय संचाशलत हैं। ररपोटव िर्व के िौरान इस समुिाय पसु्तकालय ने अपने 547 पंजीकृत सिस्यों को 8,800 पुस्तकें पररचाशलत की।

6.5 पिुवािस कालोिी पसु्तकालय – ितवमान में समाज के कमजोर िगों के शलए ननशमवत विशभन्न पनुिावस कालोननयों में 09 पसु्तकालय संचाशलत हैं। इन 09 पसु्तकालयों की कुल सिस्यता 8,484 हैं ब्जन्हें गहृ पठन हेतु 1,31,454 पसु्तकें पररचाशलत की गई।

7. र्वस्तार सेवाएं -

7.1 निक्षेप कें द्रः विस्तार सेिा विभाग के पास विशभन्न सशमनतयों द्िारा उनकी अपनी- अपनी कालोननयों में पुस्तकालय संचाशलत करने की नई योजना है। दिल्ली पब्ललक लाइबे्ररी की िेखरेख में यह विभाग ननक्षेप कें द्र चलाने के इच्छुक व्यब्क्तयों को पुस्तकें प्रिान करता है तथा उन्हें प्रारंशभक प्रशिक्षण भी िेता है। इस योजना को निक्षेप कें द्र के रूप में जाना जाता है। इस समय दिल्ली पब्ललक लाइबे्ररी राष्रीय राजधानी क्षेत्र दिल्ली के विविध क्षेत्रों में 25 ननक्षेप कें द्रों का संचालन कर रही है। िर्व 2013-14 में इन ननक्षेप कें द्रों ने अपने 2,404 पंजीकृत सिस्यों को 13,390 पुस्तकें पररचाशलत की । 7.2 चल पुस्तकालय – दिल्ली पब्ललक लाइबे्ररी ने पााँच नए सी.एन.जी. चशेसस क्रय कर तथा उस पर पुस्तकालय िाहन ननमावण कराने के पश्चात फरिरी, 2005 से चल पुस्तकालय सेिा पुन: आरंभ की। दिनांक 31.03.2014 तक दि.प.ला. द्िारा राष्रीय राजधानी क्षेत्र दिल्ली के 64 क्षेत्रों में चल पुस्तकालय सेिा प्रिान की जा रही है। इस अिचध में 3,983

पंजीकृत सिस्यों को 46,965 पुस्तकें पररचाशलत की गई। इसके अनतररक्त दिल्ली पब्ललक लाइबे्ररी दृब्ष्टहीन पाठकों के शलए चल पुस्तकालय सेिा भी प्रिान कर रही है। ितवमान में बे्रल विभाग द्िारा पाठकों को 20 बे्रल चल पुस्तकालय सेिा कें द्रों पर पुस्तकालय सेिा प्रिान की जा रही है। 8. र्वशेष सेवाएं –

8.1 समाज शशक्षा सेवाएं – यह विभाग व्यब्क्त की आंतररक प्रनतभा / अशभरूचच के विकास के शलए कें द्रीय पुस्तकालय के ियस्क सिस्यों के शलए सामूदहक कक्रया कलापों का आयोजन करता है। इस समय विभाग द्िारा विशभन्न समूहों जैसे- नाटक, संगीत, सादहब्त्यक अध्ययन, प्राकृनतक चचककत्सा और होशमयोपैथी अध्ययन आदि का आयोजन ककया जा रहा है। यह विभाग पाठकों के लाभ के शलए पुस्तक प्रििवनी, कफल्म प्रििवन, िरूििवन कायवक्रम, भार्ण आदि का भी आयोजन करता है। इन कायवकलापों में भाग लेने के शलए प्रथम ितव यह है कक प्रनतभागी दिल्ली पब्ललक लाइबे्ररी का पंजीकृत सिस्य हो।

दिल्ली पब्ललक लाइबे्ररी सामूदहक कक्रया कलापों और दृश्य श्रव्य कायवक्रमों के माध्यम से अपने सिस्यों और सामान्य जनता की सांस्कृनतक अशभरूचचयों के विकास की व्यिस्था करती है। ररपोटव िर्व के िौरान नाटक, सामूदहक

8.2 प्रनतयोधगताएं एवं पुरस्कार- इस िर्व दिल्ली पब्ललक लाइबे्ररी में िाल, ियस्क एिं दृब्ष्टहीन सिस्यों की सांस्कृनतक अशभरूचच को प्रोत्सादहत करने हेतु िावर्वक प्रनतयोचगताएं आयोब्जत की गई ब्जनमें विजेता प्रनतभाचगयों को पुरस्कार ि प्रमाण पत्र प्रिान ककए गए।

8.3 ग्रामोफोि एवं संगीत कैसेर् पुस्तकालय- दिल्ली पब्ललक लाइबे्ररी अपने पजंीकृत सिस्यों को ग्रामोफोन ररकार्व /

दृश्य- श्रव्य कैसेट ननैःिुल्क पररचाशलत करती है। इन ररकार्व / कैसेटों में संगीत के सभी प्रकार यथा- िास्त्रीय, िाद्य तथा सुगम संगीत, भजन, गजल, कफल्मी गीत आदि िाशमल हैं। लाइबे्ररी के पाठक हैर्फोन/कंप्यटूर साधनों के माध्यम से संगीत का आनिं लेते हैं। पसु्तकालय ने अपने 339 पंजीकृत सिस्यों को 1,082 ररकार्व पररचाशलत ककए। ग्रामोफोन ररकार्व/ कैसेट की कुल संख्या 9,431 है।

8.4 बे्रल र्वभाग- बे्रल विभाग दिल्ली पब्ललक लाइबे्ररी की विशिष्ट सेिाओं में से है– जो दृब्ष्टहीन पाठकों की पठन आिश्यकताओं को पूरा करती है तथा उनमें पठन अशभरूचचयों को जागतृ करती है। बे्रल विभाग न केिल पसु्तकें पररचाशलत करता है अवपत ुपसु्तकों को बे्रल शलवप में शलप्यतंररत भी करता है। इस िर्व बे्रल विभाग द्िारा 230

पुस्तकें पाठकों के शलए क्रय की गई। िर्व के अतं में बे्रल विभाग में दहिंी ि अंगे्रजी पसु्तकों की संख्या 17,190 हो गई। बे्रल विभाग द्िारा 693 दृब्ष्टहीन पाठकों को 23,969 पसु्तकें पररचाशलत की गई।

8.5 बंदियों को पसु्तकालय सेवा- लाइबे्ररी द्िारा राष्रीय राजधानी दिल्ली के कें द्रीय कारागार, नतहाड के िदंियों को भी पुस्तकालय सेिा प्रिान की जाती है। ररपोटव िर्व के िौरान केन् द्रीय कारागार और इसके चार ननक्षेप केन् द्रों के 1,291

पंजीकृत सिस्यों को 21,885 पुस्तकें पररचाशलत की गई। िदंियों को चार ननक्षपे कें द्रों द्िारा भी पसु्तकें पररचाशलत की जाती हैं।

8.6 वाचिालय (पत्रत्रकाओं एव ंसमाचार पत्रों के उपयोग हेतु) - पुस्तकालय, राष्रीय राजधानी क्षेत्र, दिल्ली की जनता की अशभरूचचयों को विकशसत करने के शलए ननरंतर प्रयासरत है। पसु्तकालय के विशभन्न सेिा कें द्रों में िाचनालयों की सुविधा उपललध है जहााँ पाठकों को िैननक समाचार पत्र एिं लोकवप्रय पबत्रकाएं ननैःिुल्क उपललध कराई जाती हैं ताकक पाठकों को विशभन्न व्यिसायों से संिचंधत जानकारी प्राप्त हो सके । ररपोटव िर्व के िौरान 3,97,718 पाठकों ने इस सुविधा का लाभ उठाया।

9.1 पुस्तक प्रिाि अधिनियम प्रभागः दिल्ली पब्ललक लाइबे्ररी को भारत सरकार ने पुस्तक वितरण अचधननयम, 1954 (1956 में संिोचधत) के अधीन 16 नििंर, 1981 को चतुथव प्रापी पसु्तकालय के रूप में घोवर्त ककया। इस अचधननयम के प्रािधानों के अनुसार दिल्ली पब्ललक लाइबे्ररी को सभी भार्ाओं के प्रकािकों से उनके प्रत्येक प्रकािन की एक प्रनत ननैःिुल्क प्राप्त होती है। पसु्तक विरतण अचधननयम प्रभाग इस अचधननयम के अतंगवत प्राप्त सभी प्रकािनों / पुस्तकों की माननटररगं करता है। ररपोटव िर्व के िौरान दिल्ली पब्ललक लाइबे्ररी ने सभी भारतीय भार्ाओं की 8,227 पसु्तकें प्राप्त की। दिनाकं 31.03.2014 तक इस प्रभाग का कुल पसु्तक संग्रह 3,19,620 था। पसु्तकों के अनतररक्त इस अचधननयम के अतंगवत सभी भार्ाओ ंकी लगभग 1000 लोकवप्रय पबत्रकाए ंएि ंसमाचार पत्र ननयशमत रूप से प्राप्त होते हैं।

9.2 एशशयि डडवेलपमेंर् बैंक पब्ललकेशिः दिल्ली पब्ललक लाइबे्ररी को िर्व 1994 में एशियन डर्िेलपमेंट िैंक (ए.र्ी.िी.) के प्रकािनों के शलए डर्पॉब्जटरी लाइबे्ररी के रूप में मनोनीत ककया गया । यह सामग्री पाठकों के उपयोग के शलए कें द्रीय पसु्तकालय में रखी गई है।

10. पुस्तकालय आर्ोमेशि कायिकलापः

10.1 कंप्यरू्रीकरणः दिल्ली पब्ललक लाइबे्ररी में िर्व 1995 से कंप्यूटर लगने तथा पाठ्य र्ाटा शलखने में सक्षम यूनेस्को के सी.र्ी.एस./ आई.एस.आई.एस. साफ्टिेयर पकेैज प्रयोग करने के साथ ही पुस्तकालय के कंप्यूटरीकरण का कायव प्रारंभ हो गया है। पसु्तकालय के कायवकलाप के तीव्र आटोमेिन हेत ुदिल्ली पब्ललक लाइबे्ररी ने कोहा ओपन सोसव इंटीगे्रदटट लाइबे्ररी मनेैजमेंट साफ्टिेयर (आई.एल.एम.एस.) को अपनाने का ननणवय शलया। इस पर पसु्तकालय एिं सूचना वििेर्ज्ञों के मागवििवन से दिल्ली पब्ललक लाइबे्ररी के अपने कमवचाररयों द्िारा ही काम ककया गया। अप्रलै,

2007 में कोहा पर काम करना िुरू ककया गया। कक्रयान्ियन के प्रथम चरण में कें द्रीय पसु्तकालय में एक सिवर तथा िैक अप सिवर लगाया गया। कोहा ओपन सोसव साफ्टिेयर द्िारा पसु्तक प्रिान अचधननयम के अंतगवत प्राप्त पसु्तकों का र्ाटा फीर् ककया जा रहा है। 31 माचव, 2014 तक लगभग 1,05,818 पुस्तकों का र्ाटा इंटरनेट पर उपललध है। दिल्ली पब्ललक लाइबे्ररी की िेिसाइट http://www.dpl.gov.in या www.delhipubliclibrary.in से गं्रथसूची संिंधी र्ाटा ननैःिुल्क र्ाउनलोर् भी ककया जा सकता है।

10.2 लाइबे्ररी वेबसाइर् दिल्ली पब्ललक लाइबे्ररी की अपनी िेिसाइट http://www.dpl.gov.in पर पसु्तकालय की िाखाओं, उनके खलुने का समय, सेिाएं, वििरे् कक्रया कलाप एिं कायवक्रम आदि का वििरण उपललध है। दिनांक

31.03.2014 तक 36,465 प्रयोक्ताओं ने लाइबे्ररी िेिसाइट पर विब्जट ककया। दिल्ली पब्ललक लाइबे्ररी की पसु्तकों की सांप्रनतक सूची लाइबे्ररी की िेिसाइट www.delhipubliclibrary.in पर भी उपललध है।

11. तकिीकी परामशि एवं पसु्तकालय र्वज्ञाि में व्यावहाररक प्रशशक्षणः पसु्तकालय विज्ञान के छात्रों / संस्थानों को तकनीकी परामिव एि ं व्यािहाररक प्रशिक्षण प्रिान करना पसु्तकालय का एक महत्िपूणव कायव है। दिल्ली पब्ललक लाइबे्ररी द्िारा पसु्तकालय विज्ञान के 32 छात्र/छात्राओं को पुस्तकालय संचालन की विविध कायव प्रणाशलयों का गहन प्रशिक्षण प्रिान ककया गया। इसके अनतररक्त िेि के विशभन्न भागों / प्रातंों से पुस्तकालय विज्ञान के 221 विद्याचथवयों तथा अन्य गणमान्य पसु्तकालयाध्यक्षों ने इस पसु्तकालय का अिलोकन ककया।

12. लाइबे्ररी के स्र्ाफ की सेशमिार व संगोष्ठी में प्रनतभाधगता व प्रशशक्षण

वित्तीय िर्व के िौरान स्टाफ के सात सिस्य विविध सेशमनार ि संगोब्ष्ठयों में भेजे गए : स्टाफ के एक सिस्य को दिनांक 16-17 मई, 2013 तक राष् रीय अशभलेख में ररकार्व मनेैजमेंट विर्य पर जनपथ में आयोब्जत िो दििसीय कायविाला में भाग लेने हेतु नाशमत ककया गया ।

स्टाफ के तीन सिस्यों को 16िीं नेिनल कॉनिेंिन इन नेकशलन-2103 विर्य पर भाग लेने हेतु 10-12

दिसिंर, 2013 तक आयोब्जत तीन दििसीय कॉनिेंिन हेतु नाशमत ककया गया । स्टाफ के तीन सिस्यों को िो दििसीय कायविाला में रांसफोशमिंग लाइबे्रररज इनटू सोिल स् पेशसज विर्य पर भाग लेने के शलए नई दिल् ली में दिनाकं 7-8 फरिरी, 2014 तक के शलए नाशम त ककया गया ।

13. पसु्तकालय में राजभाषा दहिंी का प्रयोगः

दिल्ली पब्ललक लाइबे्ररी की राजभाषा कायािन्वयि सशमनत की 4 िैठकें हुईं ब्जसमें राजभार्ा दहिंी के प्रयोग में हुई प्रगनत की समीक्षा की गई।

दिल्ली पब्ललक लाइबे्ररी के कें द्रीय पुस्तकालय में दिनाकं 16-9-2013 से 22-9-2013 तक दहिंी सप्ताह मनाया गया। दहिंी सप्ताह के िौरान कायावलय के दहिंी/ अन्य भार्ाभार्ी कमवचाररयों के शलए ननिधं, दटप्पण- प्रारूपण, प्रश्नमचं, सामान्य दहिंी ज्ञान तथा भार्ण प्रनतयोचगताएं आयोब्जत की गईं। दहिंी सप्ताह के समापन समारोह में 24 विजेता प्रनतभाचगयों को नकि पुरस्कार ि प्रमाण पत्र प्रिान ककए गए। इस अिसर पर प्रोत्साहन योजना के अतंगवत सरकारी कायव दहिंी में करने पर पुरस्कार पाने िाले 10 कमवचाररयों को भी नकि पुरस्कार एि ंप्रमाण पत्र प्रिान ककए गए। िैननक सरकारी कायव में दहिंी को िढािा िेने के शलए दहिंी कक्ष द्िारा तीन कायविालाओं का आयोजन ककया गया।

दिल्ली पब्ललक लाइबे्ररी का दहिंी कक्ष राजभार्ा अचधननयमों ननयमों के अतंगवत विविध िस्तािेजों/ कागजातों आदि के अनिुाि के शलेए प्रनतिि है। दिल्ली पब्ललक लाइबे्ररी की अिविावर्वक पबत्रका “पुस्तकालय प्रगनत” का

संयुक् ताकं 6-7 िां अकं प्रकाशित ककया गया । पुस्तकालय सरकारी कामकाज में राजभार्ा दहिंी के प्रयोग को िढािा िेने के शलेए ननरंतर प्रयासरत है।

14. िई सेवाए-ं

14.1 पाठकों के शलए इंर्रिेर् सेवा : दिल्ली पब्ललक लाइबे्ररी ने नन:िुल् क इंटरनेट सेिा प्रिान करने के शलए अपने तीनों पुस्तकालयों- कें द्रीय पसु्तकालय में 20, सरोजनी नगर पसु् तकालय में 20 तथा पटेल नगर पसु्तकालय में 15 कंप्यटूर लगाए । छ: अन् य स् थानों विनोिा पुरी, जनक परुी, करोल िाग, िाहिरा, नरेला, आर.के. पुरम सैक्टर-8, ब्स्थत पुस्तकालयों में भी नन:िुल् क इंटरनेट सेिा का विस्तार ककया गया । िर्व के िौरान 31 माचव, 2014 तक 1,16,991 प्रयोक्ताओं ने इंटरनेट सेिा का उपयोग ककया।

एंड्रयजू गंज एि ंश्रीननिासपुरी उप-िाखा पसु् तकालयों में पाठकों के शलए नन:िुल् क इंटरनेट सेिा इसी िर्व प्रारंभ की गई ।

14.2 बाल अिुभागः कें द्रीय पसु्तकालय (एस.पी.मुखजी मागव), सरोजनी नगर तथा पटेल नगर ब्स्थत तीन पुस्तकालयों में नई पसु्तकें तथा र्ी.िी.र्ी संग्रह उपललध कराकर नया सुसब्जजत िाल अनुभाग तयैार ककया गया। इन अनुभागों को विशभन्न आकर्वक रंगों से, नए गेम / खखलौनों से सुसब्जजत कर नया रूप प्रिान ककया गया और इसका पाठकों द्िारा काफी उपयोग ककया जा रहा है।

14.3 डी.वी.डी.संग्रहः कें द्रीय पसु्तकालय (एस.पी.मुखजी मागव), सरोजनी नगर, पटेल नगर, करोल िाग़, िाहिरा, विनोिा पुरी, जनक पुरी, नरेला तथा आर.के.परुम ब्स्थत नौ पसु्तकालयों में नया र्ी.िी.र्ी. कानवर तयैार ककया गया। 31, माचव, 2014 तक 2,487 सिस्यों को 5,595 सी.र्ी./ र्ी.िी.र्ी. पररचाशलत ककए गए ।

15 समिुाय के र्वकास के कायिकलापों का आयोजि

दिल्ली पब्ललक लाइबे्ररी में ग्रीष्म कालीन अिकाि के िौरान 5 जनू, 2013 से 28 जनू, 2013 तक साधनहीन तथा समाज के कमजोर िगव के वििेर्कर िाशलकाओं की सहायता के शलए विविध गनतविचधयों का आयोजन ककया गया। इन गनतविचधयों में स् कूल के िच् चों हेतु कफल्म िो, स्टोरी टेशलगं, विज्ञान कायविाला, अंगूठा चचत्रकारी कायविाला, पेपर फोब्ल् र्गं एिं क्राफ्ट कायविाला और रोल प् ले कायविाला जैसे कायवक्रमों का आयोजन ककया गया। इन कायविालाओं हेत ुलेखकों, विर्य-वििेर्ज्ञों को िुलाया गया ।

16 बकुारू के सहयोग से सिुो कहािी/ धचत्रकारी/ररसाब्क् लगं पर कायिशाला का आयोजि

दिल्ली पब्ललक लाइबे्ररी के केन् द्रीय पुस्तकालय में नई दिल्ली ब्स्थत िकुारू रस्ट के सहयोग से दिनांक 16.11.2013 को सुनो कहानी/चचत्रकारी पर कायविाला का आयोजन ककया गया । यह रस्ट उत्तम िाल सादहत्य,

पुस्तक संिंधी गनतविचधयों के प्रोत्साहन के शलए प्रनतिि है एिं नामी लेखकों, चचत्रकारों, कथाकारों, रंगमंच से जुड ेव्यब्क्तयों, प्रकािकों, संपािकों, तथा विद्यालयों के शलए ननरंतर कायव कर रहा है । कायविाला में विशभन् न विद्यालयों के 250 विद्याचथवयों एिं उनके अध् यापकों ने भाग शलया। टेरी ससं् था के सहयोग से सरोजनी नगर पसु् तकालय में दिनाकं 12.11.2013 को सुनो कहानी सत्र एिं ररसाइब्क् लंग कायविाला का आयोजन ककया गया । इस ररसाइब्क् लंग कायविाला में िताया गया कक ककस प्रकार हम िेकार सामान को ररसाइकल कर अपने िातािरण को िचा सकते हैं ।

17 सामान्य समीक्षा

इस िर्व दिल्ली पब्ललक लाइबे्ररी का कायव सामान्यतया सतंोर्जनक रहा। यह लाइबे्ररी अपनी सेिाओं में िवृि कर अपने उद्देश्य को प्राप्त करने का प्रयास कर रही है। इसके अनतररक्त दिल्ली पब्ललक लाइबे्ररी को दिल्ली के िहरी एि ंग्रामीण क्षेत्रों के विविध संगठनों से उनके क्षते्रों में नए पसु्तकालय खोलने तथा चल पसु्तकालय सेिा उपललध कराने के शलए अनरुोध प्राप्त हो रहे हैं। दिल्ली पब्ललक लाइबे्ररी दिल्ली की इन कालोननयों में सेिा कें द्र खोलने का प्रयास कर रही है। दिल्ली पब्ललक लाइबे्ररी का नेटिकव संपूणव दिल्ली में फैला हुआ है। विस्तार कायवक्रम के तहत दिल्ली पब्ललक लाइबे्ररी को अिोक विहार तथा पटपड गंज में भूखरं् दिए गए हैं। अिोक विहार भूखरं् के शलए उत् तरी दिल्ली नगर ननगम से ननमावण योजना के अनुमोिन के शलए प्रयास ककया जा रहा है । पटपड गंज भूखरं् में भिन ननमावण का कायव राष्रीय बिब्ल्र्गं ननमावण ननगम शलशमटेर् (भारत सरकार का उद्यम) को िेने का प्रस्ताि है। ििाना में ननमावण कायव के शलए कें द्रीय लोक ननमावण विभाग को अंि भुगतान ककया जा चकुा है। लाइबे्ररी के इन भूखरं्ों पर भिन ननमावण का प्रयास ककया जा रहा है।
