Notice Inviting Tender (No.-RWD/MMGSY (NDB)/HQ/ET/18-10)

The Government of Bihar has applied for a loan [18IN01] New Development Bank (NDB) towards the cost

of Rural Roads Project (Mukhya Mantri Gram Sampark Yojana) to cover eligible payments under the

contracts for construction & maintenance of works as detailed in the Table below. Bidding is open to all

bidders from eligible source countries as defined in the bidding document.

Engineer-in-Chief, Rural Works Department, on behalf of Governor of Bihar invites, SBD based

Percentage rate tender in electronic tendering system under Mukhya Mantri Gram Sampark Yojana

(MMGSY) for each of the following works including their maintenance for five years from the eligible and

approved Contractors registered with RWD/RCD/CPWD/MES/Railways/Other State/Central Govt.

departments.

All documents submitted by the bidder with affidavit shall be considered in technical bid evaluation

but after award all the documents shall be duly verified.

SECTION 1

1 The Bidder may submit bids for any number of the work Packages. Bidders are advised to note the minimum

qualification criteria specified in Clause 4 of the Instructions to bidders to qualify for the award of the contract

and also inspect the site before bidding.

2 Time allowed for completion of each package is 12 months, including rainy season. 3 If the size of the package is greater than 10 Crore then Construction / Time of completion shall be enhanced

from 12 Months to 18 Months.

4 The bids shall remain valid for acceptance for a period of 90(ninety) days from the last date of submission of

bids. Bids once submitted cannot be withdrawn. If any bidder/tenderer withdraws his bid/ tender before the

said period or makes any modifications in the terms and conditions of the bid, the said earnest money shall

stand forfeited.

5 A set of bidding documents will be available online on website http://pmgsytendersbih.gov.in. Cost of bid

document as per the amount specified in the Appendix to ITB non-refundable will be deposited in the form of

demand draft of any schedule bank in favour of the Executive Engineer mentioned in column 12 of the table

corresponding to the respective package.

6 Bids must be submitted on-line on website http://pmgsytendersbih.gov.in

7 Bids submitted on-line must be accompanied with scanned copy of Demand Draft of bid cost per package as

part of Contractor’s documents.

8 Instrument of Bid Security (as specified in the bidding document) of the amount specified for the work in the table shall be valid for 45 days beyond the validity of the bid. Scanned copy of the instrument of this affidavit shall be submitted on-line as part of Contractor’s documents.

9 Each bidder is required to furnish an affidavit giving information on prescribed Performa Section-3 Qualification Information of the Bidders required for evaluation of the bidding capacity of the bidder. Scanned cop of this affidavit shall be submitted on-line as part of Contractor’s document.

Affidavit (as detailed in point 9 above) along with Original Demand Draft of Cost of Bid Document in the form of DD

and Bid Security shall be placed in an envelope and must be submitted at the office of Concern Chief Engineer,

Superintending Engineer & Executive Engineer either by registered post or by hand before dated 12.02.2019

up to 15:00 Hours of the Bid strictly observing the following conditions :-

10 :-

a) Contractor’s WILL NOT WRITE THEIR NAMES OR THEIR FIRM’S NAME on this envelope. b) When the contractor submits his bid on-line, he will get an acknowledgement of submitted bid. The number

mentioned on this acknowledgement only will be mentioned on the envelope containing original affidavit, DD

for Bid cost and earnest money. This is essential to maintain the confidentiality of bidder.

c) A copy of acknowledgement slip will be put inside this envelope to ensure proper identification of the bidder.

11 The date and time of opening of the financial bid shall be notified on website http://pmgsytendersbih.gov.in.

This is conveyed to the bidder automatically through an e-mail message. The Financial bids shall be opened

accordingly on-line on the same website http://pmgsytendersbih.gov.in at the office of Secretary, Bihar Rural

Roads Development Agency (BRRDA), Patna by the designated officers. All communication with the bidder will

be done through e-mail message.

12 A bidder not be permitted to bid for works in the Circle responsible for awarded an execution of contracts in


which his or his spouse’s near relatives (defined as first blood relations, and their spouses) is posted as

Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer and

Junior Engineer(both inclusive)

13 No Engineer of Gazetted rank or other gazetted officer employed in Engineering or Administrative duties in an

Engineering Department of the State/Central Government is allowed to work as a Contractor for a period of

two years after his retirement from Government service, without Government permission. This contract is

liable to be cancelled if either the Contractor or any of his employees is found to be such a person who had

not obtained the permission of the Government as aforesaid before submission of the tender or engagement

in the Contractor’s service.

14 Bid documents and other details consisting of qualification information and eligibility criterion of bidders,

plans, specifications, drawings, the schedule of quantities of the various classes of work to be done and the set

of terms & conditions of contract to be compiled with by the contractor can be seen in the office of the

Executive Engineer mentioned in column 11 of the table corresponding to the respective package. All these

documents can be downloaded from the website http://pmgsytendersbih.gov.in directly.

15 In evaluation of bidder’s experience, the work done as Sub-contractor shall also be considered. 16 Other details can be seen in the bidding documents. 17 Qualified bidders have to be registered with RWD (if not already registered) before signing of agreement. 18 The undersigned has right to extend or cancel the tender without assigning any reason. no. 2046 (

19 All Documents Submitted by the Bidders with affidavit shall be considered in technical bid evaluation but after award all the documents shall be duly verified.

20 Bidder should have valid registration with Employees Provident Fund organization under EPF and

Miscellaneous Act,1952.
