This RFP continues the unique opportunity for Georgia’s communities to integrate and coordinate their existing programs to improve child and family well-being. GOCF Caring Communities Program supports and/or enhances existing direct service activities that focus on GOCF’s result areas.

• Grant Award Period: The grant award period is January 1, 2014 through December 31, 2014

• Year 3 Grant Award Requirements: The third year of grant award funding is contingent upon organizational capacity, performance history, contractual compliance, availability of funds and the grantee’s ability to leverage grant award funds.

• Applications must be postmarked by U.S Postal Service or common carrier on or before August 16, 2013 and must include the original signature of the executive officer of the fiscal agent on the application sheet.

• Application postmarked after the August 16, 2013• Application is not a public government entity or 501 ( c ) non profit

organization;• Implementation plan is not based upon one result area;• Implementation plan is unrelated to the areas of child maltreatment

prevention and intervention, delinquency prevention, and youth development;

• Implementation plan is not targeted to one population;• Submission fails to be postmarked by U.S Postal Service or commercial

carrier by deadline date;• Submission fails to include the original signature of the executive officer of

the fiscal agent (applicant) on the application face sheet;• Submission fails to include the application narrative, application budget, and

application attachments; or• Application lacks original signatures, where appropriate.

• All applicant agencies receiving GOCF funds should have an annual agency budget that derives at least 25% of its income from other federal, state, local or private funds, exclusive of GOCF awards.

• There will be a budget summary workbook and budget narrative that will need to be completed.

GOCF Budget Format

Seven (7) Categories•Personal Services

– Any staff working with the program•Regular Operating

– Supplies, media, travel, etc.•Equipment

GOCF Budget Format

Seven (7) Categories•Real Estate and Utilities– Rent, mortgage, utilities and other costs

associated with facility•Contractual Services– Cash or in-kind services from partners

•Voice/Data Communications– Telephone, internet, cell phones, etc.

• The Total Budget is the fiscal agent budget and cost for each direct service partner.

• At the top of the worksheet type in the name of the applicant agency, result area, and the population of focus. In the middle of the worksheet, under direct service partners, type in the name of the direct service partner and corresponding activity.

• The total budget page should reflect the requested grant amount and 20% match.

• The fiscal agent grant request may not exceed 10% of the total grant request.

• For example, if your agency is requesting $60,000, your fiscal agent may only account for $6,000 of the total grant request. – This rule does not include match funding,

only grant funds requested from GOCF

• The budget request for the following activities may not exceed 10% of individual sub-budget grant funds.

• For example, if one of the direct service partner’s budget includes $10,000 in total grant request, only $1,000 of the total may be allocated to indirect costs.

• Total Wages Earned Monthly– This should reflect a person’s annual salary

divided by 12 months.– If the employee is hourly, multiply his or her

hourly rate by the number of hours they are anticipated to work in a year and divide that number by 12 months.• $8 *2080 hours (52 weeks*40/hr per week) 12

• Taxes and Benefits– This should be the amount of taxes and

benefits the employer pays on behalf of the employee.

– If your agency uses a fringe rate, multiply this by the employee’s annual salary and divide by 12.

– DO NOT include the amount of taxes that are removed from an employee’s paycheck, these are already accounted for in his or her salary.

• % FTE– This is the amount of time an employee

spends working on the GOCF project.– Example: Sally works 30 hours per week

for the school system. If on average she spend 15 hours per week on the GOCF program, her FTE should be (.5). If on average she spends 30 hours per week on the GOCF program, her FTE should be (1).

• Number of Months– This should reflect the number of months

an employee will work on a project. – If he or she only works 10 months out of

the year on the GOCF project, then this is the number of months that should be applied to the grant.

• The Total Request should be calculated by using the following formula:

((Monthly Wage + Taxes & Benefits)*FTE)*Months

• The Total Request should be split between Grant Request and Match Request after the FTE is calculated for the Total Request.
