DMFT Rules were notified on 31st May, 2016 & amended on
1 june 2018
Objective of Rules:
Work for the interest andbenefit of persons in areasaffected by mining and itsrelated operations.
Funding:-
DMF funded through thecontributions from themineral concession holder inthe district.
Composition and functions of the DMF trust has been defined
in these rules

• Contribution towards DMFT is being deposited in Public
Deposit account (Major Head 8443) opened in
Government Treasury of concern Districts.
Details of DMFT
Managing Committee- Chairmanship of District Magistrate.
Management committee is having good representation of
PWD, PHED, WRD, Rural Development, Mining, Tribal
Development, Forest, Medical & Health, Account Officer.
Meeting of managing committee- At least once in 2 months.
Governing council of DMFT- Chairmanship of Zila Pramukh.
Governing Counsel having above officer along with MP,
MLA, welfare officer, Pollution Control Board, five
representative of mines association, five communities
representative of mining affected area, two representative of
mines workers, NGO working in mining fields, technical
person working in mining.
Meeting of governing Council- At lease once in Quarter.
Fund generated through DMFT is used to
implement the PMKKKY
to implement various developmental and
welfare projects/programs in mining affected areas
to minimize/mitigate the adverse
impacts of mining
to ensure long-term sustainable livelihoods for the mining affected
people/areas

DEPARTMENT WISE APPROVED WORKS
• There is provision to notify directly and indirectly affected mining
areas [rule 15 (2)].
• Trust maintains updated list of directly and indirectly affected
area by mining operations.
• Trust invites development projects to be under taken from various
department concern.
• Managing Committee screens the proposals received on
merit/requirement/location/fund availability/ priority area.
Methodology adopted to sanction work and its
implementation
• Screened works is discussed in the meeting of GoverningCouncil.
• After finalization from Governing Counciladministrative sanction is issued by district Collector.
• Concern department submit technical sanction andfeasibility report of work to expert member of DMFT celli.e. Executive Engineer (NREGA) Zila Parishad.
• Financial Sanction and order of fund transfer is issuedby district Collector.
Methodology adopted to sanction work and its implementation
Monitoring:-
• For monitoring of various works, a team under supervision of
SDO along with technical person has been made.
• Progress of work is monitored by Managing
Committee/District Collector at a frequency of 15 days and by
Governing Council on Quarterly basis.
