Introduction
A good regulatory practice for business inspections requires coordination among various inspection agencies to ensure that all relevant risks are properly addressed during the inspection process. Coordination of inspections can benefit both businesses and inspectors in several ways. First, it allows for more effective planning of inspections by ensuring that inspector visits are coordinated/synchronized. Second, it allows for the data collected through inspections to be used effectively across departments. Anecdotal evidence suggest that businesses show a pattern of systematic and/or repeated violations of regulations i.e. if a business is non-compliant with tax regulation it is much more likely to be non-compliant with other regulation. Collection and effective analysis of inspection data helps in developing an effective compliance history for firms, through collating information across departments. Thus, this information can be used in categorizing risk for particular industries by incorporating compliance history as one of the risk-determination criteria. Government of Punjab has institutionalised a Central Inspection System in its Industrial and Business Development Policy, 2017. Accordingly, an integrated risk based shared inspection system covering Departments of Labour, Legal Metrology, Punjab Pollution Control Board and Directorate of Boilers has been developed. The Central Inspection System hosted on www.pbinspections.gov.in is responsible for synchronized inspections and allocation of inspectors, where they directly report online in the system. The system displays the risk criteria to classify industries which undergo inspections. It also differentiates compliance inspection requirements based on risk profile of industries. Well-defined inspection procedure and checklists have also been published on the system to bring transparency. The System has following functionalities:
i. Synchronized scheduling of inspections of participating departments
ii. Identifying establishments that need to be inspected based on computerized risk assessment

iii. Computerized allocation of inspecting officers iv. Uploading of the inspection reports within 48 hours (2 working days) of
the inspection through CIS v. Allows users to view and download submitted inspection reports of at
least past three years vi. Sends notifications through email/ SMS to the establishments along
with information on inspection forms/ templates before the inspection process
vii. Modalities to conduct surprise inspections by recording all surprise inspections.
The Government of Punjab has mandated that
1. Same inspector would not inspect the same establishment twice consecutively.
2. Inspection reports would be submitted within 48 hours (2 working days) of the inspection through CIS. Inspection reports filed beyond 48 hours would be considered as invalid.
3. Inspections (except in case of complaint based/ surprise inspections) shall be limited to the checklist published on the website.
4. Surprise inspections (or inspections based on complaints) would be conducted with specific permissions from the respective Head of Department with such powers delegated to maximum one level below.

Every month Risk based inspections are scheduled for the concerned departments / agencies and inspectors are allocated based on conditions defined in the Government Order.

Provision for complaint based inspections, query or grievance has been developed under the Central Inspection System. Click on ‘Complaint tab’
Fill all required fields and click on ‘Submit’
