There are eight Medical colleges, four Dental colleges, fourteen

Engineering colleges, ten Nursing colleges, one Veterinary college and

two Law colleges functioning in Puducherry. Growth of Educational

Institutions has compensated the absence of industries in Puducherry.

This was reflected in the high levels of literacy and growth in women’s

enrolment in higher education. With the depletion of agricultural lands

and industrial revenue, Puducherry garnered revenue through

educational institutions. There was an influx of students from across the

country to Puducherry for education. Studying Medical Sciences is a

much coveted dream to many students. The Medical colleges, including

globally well known JIPMER, are there in Puducherry to fulfill the

ambitions of many. Puducherry has prestigious University namely

Pondicherry University that is famous among foreigners as well.

FOREWORD

The “Puducherry at a Glance” is published annually by the Directorate of

Economics and Statistics, Government of Puducherry. It contains the latest available

data on important socio-economic indicators of the U.T. economy. The scope and

coverage of the present publication has been enlarged by introducing some new tables

and improving upon existing ones. This publication will certainly equip users with

up-to-date information on various departments taking place in the U.T.

As the Government needs to focus on the improving the measurement of

economy, the Directorate of Economics and Statistics is constantly endeavoring to

collect, compile and disseminate statistical information of Union Territory of Puducherry.

INTRODUCTION

The Directorate of Economics and Statistics is the nodal agency for collection, compilation

and dissemination of statistical data in the Union Territory of Puducherry. The annual

publication “Puducherry at a Glance 2016” is being brought out by this Directorate keeping in

view of the importance of data needs. Intensive efforts have been made to incorporate the

latest and updated information of different socio-economic aspects of Union Territory of

Puducherry. The information furnished relates to the financial year or as otherwise stated. It

provides an insight of the region wise information for assessing the inter-regional disparities and

socio-economic indicators highlighting the certain developmental trends and progress in various

sectors of the Union Territory economy.

I wish to keep in record the continued and generous co-operation extended by various

AN OVERVIEW OF PUDUCHERRY ***

Puducherry (PDY), formerly known as Pondicherry, is a Union Territory of

India. It was formed out of four exclaves of former French India, namely Puducherry,

Karaikal, Yanam and Mahe. It is named after the largest district Puducherry.

Pondicherry was transferred to the young Republic of India on 1st November 1954,

legally on 16 August 1962, when French India ceased to exist but became the present

Indian constituent state of Puducherry, still combining four coastal enclaves.

Historically known as Pondicherry, the territory changed its official name to

Puducherry which signifies new settlement or new town in September 2006. Puducherry

lies in the southern part of the Indian Peninsula. The areas of Puducherry and Karaikal

are bound by the state of Tamilnadu, while Yanam and Mahe otherwise called by the

natives Mayyazhi are enclosed by the states of Andhra Pradesh and Kerala respectively.

Puducherry and Mahe are themselves amalgamations of non-contiguous enclaves, often

called pockets in India. Puducherry region is made up of 11 such pockets, some of which

are very small and entirely surrounded by the territory of Tamilnadu. Mahe region is

made up of three pockets. All four regions of Puducherry are located in the coastal

region. Five rivers in Puducherry region, seven in Karaikal, two in Mahe and one in

Yanam drain into the sea, but none originates within the territory. The four regions of

the Union Territory have a coast line of 45 km. Fishermen, in 39 marine fishing villages

and 11 inland fishing villages are actively engaged in fishing. Puducherry is the 29th

most populous and the third most densely populated state/UT in India. It has a GDP of

0.27 lakh crore and ranks 4th in India.

Puducherry is a Union Territory of India rather than a state, which implies the

governance and administration falls directly under federal authority. However, along

with Delhi, Puducherry is one of two union territories in India that is entitled by special

constitutional amendments to have an elected legislative assembly and a cabinet of

ministers, thereby conveying partial statehood. There are One Lok Sabha Constituency

& 30 Legislative Assembly Constituencies in the U.T. One Member of Parliament

(Rajya Sabha) is representing the U.T. of Puducherry. Three members are nominated

for the Legislative Assembly. The Centre is represented by the Lieutenant Governor,

who resides at the Raj Nivas (Le Palais du Governor) at the Park, the former palace of

the French Governor.

According to the Treaty of Cession of 1956, the four territories of former French

India territorial administration are permitted to make laws with respect to specific

matters. In many cases, such legislation may require ratification from the federal

government or the assent of the President of India. Article II of the Treaty states:

“The Establishments will keep the benefit of the special administrative status which was

in force prior to 1st November 1954. Any subsequent changes in this status which may be

made subsequently shall be made after ascertaining the wishes of the people”.

As per “The Pondicherry Official Language Act 1965” (Act No.3 of 1965)

Official Languages : Tamil, English

Telugu (Yanam region only) Malayalam (Mahe region only)

Official song (since 1971) : Invocation to Goddess Tamil (Vazhvinil semmaiyai seibaval neeyae.......)

The song was written by Poet Bharathidasan. When his house at Perumal koil street, Puducherry was acquired in the year 1971 by the Government to form a research centre, this song was made the official “Thamizh Thaai Vaazhthu”.

On 16 April 2007, the Government of Puducherry announced the following are its State symbols. Official symbols : Animal: Squirrel

Bird: Koel (Kuil) Flower: Cannonball flower (Nagalingapoo)

Tree: Bael tree (Vilvam tree) The Union Territory of Puducherry is extending over an area of 490 Sq.Kms.

The U.T of Puducherry consists of two revenue districts viz., Puducherry District

comprising of Puducherry, Mahe and Yanam regions and Karaikal District comprising

of Karaikal region. There are 5 Municipalities, 10 Commune Panchayats, 8 Taluks and

4 Community Development Blocks. As per 2011 Census, total population of the U.T is

12,47,953. Of which, SC population is 1,96,325 (15.7%). There are 129 Revenue villages

(Puducherry -81, Karaikal -37, Mahe -5 and Yanam -6). Of which, 10 Revenue villages

are having more than half of their total population as Scheduled castes. Puducherry &

Karaikal regions are classified into both urban & rural areas whereas entire Mahe &

Yanam regions are classified as urban area.

As per SRS 2014, the Birth rate, Death rate and Infant mortality rates of Union

Territory of Puducherry have been estimated at 14.6, 6.6 and 14.0 respectively.

The total area under all crops during 2014-15 was 26661 Hectares and the

production of food grains, rice and sugarcane was in the order of 52815, 52717 and

316965 tonnes respectively. The Milk and Egg production under Animal Husbandry

sector has been worked out to 47924 MTs and 113.5 lakhs respectively during 2015-16.

There are 77 Large Scale, 191 Medium Scale and 8764 Small Scale Industries in the

U.T. of Puducherry.

The Quick Estimates of the Gross State Domestic Product of Puducherry in

2015-16 with base year 2011-12 has been worked out to Rs. 26533.46 crores at Current

Prices. The Per Capita income for the year 2015-16 (QE) has been estimated at Rs.

1,72,143/- at Current Prices.

The Consumer Price Index for Industrial workers of the Union Territory of

Puducherry stands at 289 during July 2016 revealing that there exists increasing trend

of prices in the Union Territory.

As on 31.03.2016, under Pradhan Mantri MUDRA Yojana (PMMY), Banks

disbursed loans of Rs. 235.94 crore to 27581 Accounts (Shishu – 19248, Kishore – 7373

& Tarun – 960). 855 Anganwadis are functioning in the U.T. of Puducherry

(Puducherry region -661, Karaikal -172, Mahe -13 and Yanam -9). Most of the welfare

measures are carried out through these centres.

As regards Open Defacation, nearly 100% total Open Defacation Free in urban

local bodies have been achieved. Door to door collection of garbages from the

households has been carried out in Puducherry agglomeration areas comprising of

Puducherry and Oulgaret Municipalities. Through Public Private Partnership,

Puducherry Urban Development Agency (PUDA), Puducherry has entered into an

agreement with Swachatha Corporation for door to door collection of household,

commercial and other wastes and transportation to the dumpyard at Kurumbapet.

With regard to individual toilets as on October 2014, 2114 toilets have been completed

under State Chief Minister Sanitation Scheme and that was shown as achievement of

the U.T. of Puducherry. Fresh target of 6250 applications have been sanctioned and the

first instalment of Rs. 2,000/-, to be paid to each applicant, has been released to the

Slum Clearance Board for dovetailing the State Chief Minister Sanitation which is

Rs. 16,000/-.
