1. The Executive Engineer, Left Canal Division No-III, Duburi on behalf of Governor of Odisha invites online Item rate bids (Double Cover System) through e-procurement in the prescribed form for execution of the work noted below to be eventually drawn in P.W.D. from No F2 from specific class of contractors as noted below, Contractor Registered with the State, Govt. of Odisha or from contractors of equivalent grade / class registered with other State Govt. / Central Govt. / M.E.S. / Railways or other Govt. undertakings. All the contractors are to be registered in the State portal and must possess compatible digital signature certificate of Class – II and III for on line. The Regd. Bidders outside of Odisha State can also participate in this on line tender process after necessary portal enrolment but shall have to subsequently undergo registration with appropriate authority of the State Government within a month of acceptance of bid.

3. The technical bid Cover-I must be accompanied with required EMD/ security amount specified for the work

in the table above in shape of National Savings Certificate/Post Office time deposit /Kishan Vikash

Patra/Deposit Receipt of any Scheduled Bank duly pledged in favour of Executive Engineer, Left Canal

Division No III, Duburi falling which the bid is liable for rejection. In case the bidders desire to engage

machineries and/or equipments as asked for in the document, owned or hired but deployed outside the

state, he/she is required to furnish 2% EMD/Bid security for the amount to put to Bid and shall stand

forfeited in case the bidder fail to mobilize the machineries within the stipulated time as per the bid

document. The entire bid security is to be duly pledged in favour of Executive Engineer, Left Canal

Division No III, Duburi. The Scanned copy of EMD will be submitted in web site at the time of submission of

bid with the bid document. The technical Bid also consists of Tender cost, EMD, valid CRC, PAN,VAT ,GST

document, Affidavit ,undertaking No Relation Certificate.

4. The cost of bid document is Rs10,000/-(Non-refundable) only& in shape of Bank Draft/Demand Draft in

favor of F.A & C.A.O, RIP, Sukinda payable at SBI, Sukinda. The scanned copy of Bank Draft/Demand Draft

will be submitted in web-site at the time of submission of Technical bid Cover-I with the bid document.

6. The Bid Document consisting of qualification, information and eligibility criteria of bidders, plans,

specification and bill of quantities of the works are available in web-site www.tendersorissa.gov.in

and should be submitted in web-site furnishing with scan copies of valid registration certificate, GST

documents, PAN card, VAT , Bid security, no relation certificate and affidavit about the authenticity of

document otherwise his/her bid shall be declared as non-responsive& thus liable for rejection.

7. The Financial Bid Cover-II consisting of the schedule of quantities of works are available in web-site

www.tendersorissa.gov.in and the set of terms and conditions of contract and other necessary

documents can be seen in the web-site till 06.03..2018 up to 17.00 Hours i.e. last date of availability

of “on-line” bid for bidding. Interested bidders may obtain further information, if any required, at the

above web-site. The date and time of opening of financial Bid (Cover-II) will be intimated to the

qualified Bidders after evaluation of Technical Bid (Cover-I).

8. The lowest rate quoted by the bidder is to be treated as 1st lowest as it is an Item rate tender,

subject to fulfillment of other criteria’s.

9. If the rate quoted by the bidder is less than 15% of the tender amount, then such a bid shall be rejected

and the tender shall be finalized basing on merits of rest bids. But if more than one bid is quoted at

14.99% less (Decimals up to two numbers will be taken for all practical purposes) than the estimated

cost, the tender accepting authority will finalize the tender trough a transparent lottery system, where

all bidders/ their authorized representatives, the concerned Executive Engineer and DAO will remain

present (Vide Office Memorandum –12366/W dated.08.11.2013 of Works Department, Govt. of

Odisha). In case of percentage rate contract, the bidder is to write the percentage excess or less up to

two decimal point only. If he writes the percentage excess or less up to two or more decimals point, the

first two decimal point shall only be considered without rounding off as per amendment to Para 3.5.5 of

OPWD Code Vol –I dt.17.05.2006.

10. Additional performance Security shall be obtained from the bidder when the bid amount is less than

the estimated cost put to tender. In such an event, only the successful bidder who has coated less bid

price/rates than the estimated cost put to tender shall have to furnish the exact amount of differential

cost i.e. estimated cost put to tender minus the quoted amount as Additional performance security

(APS) in shape of Term Deposit receipt pledged in favour of the Executive Engineer, Left Canal

Division No-III, Duburi within seven days, otherwise the bid shall be cancelled and the security

deposit shall be forfeited .Further proceeding for blacklisting shall be initiated against

bidder.(Amendment to para-3.5.5 (V) of Note-II of OPWD Code, Vol.-I by modification as per OM No

14299 dated 03.10.2017 of Works Department of Govt. of Odisha).

11. The bid must be valid for a minimum period of 120 days from the last date of receipt of bid. If any

bidder withdraws his bid before the said period or makes any modification in the terms and condition

of the bid, the EMD deposited at the time of submission of bid shall stand forfeited.

CONTRACTOR 3 EXECUTIVE ENGINEER

12. No Engineer of Gazetted Rank or other Gazetted Officer employed in Engineering or Administrative

duties in an Engineering Department of the State Government is allowed to work as a contractor for a

period two years after his retirement from Govt. Service, without Govt. permission.

14. Joint ventures are not acceptable.

15. Authority reserves the right to reject any or all tenders without assigning any reasons thereof.

16. The scanned copy of CRC (Contractors Registration Certificate), PAN, GST document, Affidavit, EMD

and cost of Bid Document No Relation Certificate submitted through website should produced in

original to the Executive Engineer, Left Canal Division No III, Duburi / Superintending Engineer,

R.L.C.C. No I, Sukinda for verification before opening of bid i.e. from 07.03.2018 to 09.03.2018

during office hours.

17. The Bidders are requested to submit their cost of Bid & Bid security/EMD in original in a cover

superscripting the name of the work and officer inviting the bid. He/She is not required to write

his/her name on the cover &shall be produced to the Executive Engineer, Left Canal Division No III,

Duburi / Superintending Engineer, R.L.C.C. No I, Sukinda before opening of bid i.e. from

07.03.20180tto 09.03.2018 during office hours. The original documents along with a set of its Xerox

copy against the scan copy of R.C. (valid contractor registration certificate), GST document, PAN Card,

Affidavit and requisite documents submitted through web site should be produced in the office of the

Executive Engineer, Left Canal Division No III, Duburi for verification on demand after opening of the

bid. The bid will be opened in the office of the Executive Engineer, Left Canal Division No-III, Duburi

on 12.03.2018 at 11.30hours.

18. The bidder has to quote including all taxes, royalties, Cess Income taxes and Surcharge etc (excluding GST)

on works contract as applicable from time to time by the Government.

19. GST (TDS) will be deducted as per Govt. Notification from works bill as applicable from time to time.

20. Tax Invoice by the contractor: - While submitting the works bill, the contractor will have to submit tax

invoice as per rule 46 of OGST rule-2017.

21. Each bidder must quote a define rate for each item of work which will be included in the contract. Tenders

containing indefinite terms such as estimated rates or schedules of rates or percentage basis will not be

considered. Rates should be for finished item of work unless otherwise mentioned in the tender schedule. In

case of any discrepancy between the rates in figures and words, the rate quote in words is taken as

correct.(Para 3.5.11 Amended 1995 (b)-(iii)

22. Special Condition:

The bidder must have experience in executing similar nature of work as prime contractor i.e. Epoxy

pressure Grouting in Dam/ Barrage/ Spillways & other water retaining structures during the last 5 (five)

years . The bidder shall upload the experience certificate to this extent, otherwise the bid will not be

considered.

23. Non-submission of original documents in time will make the tender non-responsive.
