Financial Support from State Government to NGOs for providing Rehabilitative &

Therapeutic Services to Children/ Persons with Intellectual Disabilities

Expression of Interest is hereby called upon from interested Non-

Government Organisations (NGOs) who want to avail financial support from State

Government for providing rehabilitative and therapeutic services to Children/

Persons with intellectual Disabilities (Mental Retardation, Cerebral Palsy, Autism

and Mental Illness).

Details of this notice can be seen at www.ssepd.gov.in. The last date for

submission of Expression of Interest in the prescribed application form is

31.03.2017.

Financial Support from State Government to NGOs for providing Rehabilitative & Therapeutic Services to Children/ Persons with Intellectual Disabilities

In order to ensure proper rehabilitation of Children/Persons with Intellectual Disabilities (Mental Retardation, Cerebral Palsy, Autism and Mental Illness), the State Government desire to extend financial support to Non-Government Organisations (NGOs) for providing rehabilitative and therapeutic services to Children/Persons with Intellectual Disabilities under the following terms and conditions:

1. This financial support will be different from the financial assistance which is currently being provided by the State Government as Grant-in Aid to NGOs for running 51 special schools. It is not meant for running/ opening of special schools.

2. This financial support will be given only for the purpose of providing rehabilitative and therapeutic services to Children/ Persons with Intellectual Disabilities.

3. This financial support shall be given in the form of 'Managerial Support' which can be utilised by the NGO for day to day expenses, purchase of equipment, infrastructure costs, staff remunerations etc.

4. The intention of the State Government behind extending such support is to supplement the efforts of NGOs working in the field of rehabilitation and therapeutic services to Children/ Persons with Intellectual Disabilities. Therefore, there shall not be any Employer-Employee relationship between the State Government and the staff of the supported NGO. The staff of such NGOs shall neither be treated as Government employees nor their remuneration be fixed in the pattern of that of Government employees. The NGOs will be at liberty to decide remuneration of its employees themselves.

5. NGOs currently working in the field of Intellectual Disability (i.e. providing education, rehabilitative and therapeutic services to Children/ Persons with Intellectual Disabilities in residential or non-residential mode) for at least three years continuously shall be considered eligible for such financial support from the State Government.

6. The State Government reserve the right to select a few NGOs from amongst the eligible ones for such financial support considering its budgetary limit.

7. Quantum of financial support shall be decided on case to case basis by the State Government.

8. Grant of financial assistance to the selected NGOs shall be guided by SSEPD Department Office Memorandum No.1214 Dt. 20.02.2016.

Interested NGOs are hereby called upon to submit their Expression of Interest, addressed to the undersigned, in the prescribed format by 31.03.2017.The NGOs presently availing financial assistance under this scheme need not submit their 'Expression of Interest' afresh.

Sub: Financial Support from State Government to Institutions/NGOs for Providing Rehabilitation & Therapeutic Services to Children/Persons with Intellectual Disabilities

In order to ensure proper Rehabilitation of Children/Persons with Intellectual Disabilities (Mental Retardation, Cerebral Palsy, Autism and Mental Illness), the State Government desire to extend limited financial support to eligible Non-Government Organizations for providing Rehabilitation and Therapeutic Services to Children/Persons with Intellectual Disabilities. The intention of the State Government behind extending such support is to supplement the efforts of Institutions/NGOs working in the field of Rehabilitation and Therapeutic Services to Children/Persons with Intellectual Disabilities under the following terms and conditions.

1. Purpose: The financial support will be given only for the purpose of providing Rehabilitation and Therapeutic Services to Children/Persons with Intellectual Disabilities.

2. Operational Expenses: The financial support shall' be used as `Managerial Support' by the NGO to meet operational expenses.

3. Eligibility: Institutions/NGOs currently working in the field of Intellectual Disability (i.e. providing Education, Rehabilitation and Therapeutic Services to Children/Persons with Intellectual Disabilities, in residential or non-residential mode) for at least three years continuously shall be considered eligible for such financial support from the State Government.

4. Selection within Budgetary Limit: The State Government reserves the right to select a few Institutions/NGOs from amongst the eligible ones for such financial support considering its budgetary limit.

5. Special Schools Excluded: The financial support will be different from the financial assistance which is currently being provided by the State Government as Grant-in-Aid to Institutions/NGOs for running 51 Special Schools. It is not meant for running/opening of Special Schools.

6. Disqualification: There shall be no Employer-Employee relationship between the State Government and the staff of the supported NGO. The staff of Institutions/NGOs shall never be treated as Government nor their remuneration shall be linked with or in the pattern of Government employees. Any claim of staff for emoluments by Government in any

future. Size of Support: Quantum of financial support shall be decided on the basis of number of inmates/students and the audited income and expenditure gap of the Institutions /NGOs on case to case basis.

Constitution of Committee for Selection

In order to examine the proposals of the Institutions/ NGOs, a Committee comprising the senior officials of the State Government as given below is hereby constituted.
